ICLEI-Local Governments for Sustainability is amembership association of local governments committed toadvancing climate protection and sustainabledevelopment. Since its inception in 1990, ICLEI has grownto include 1,227 cities, towns and counties in 70 countriesworldwide, (as of August 2010), including more than 600 inthe United States. ICLEI USA is a 501(c)3 nonprofit with anExecutive Office based in Washington, D.C., and sixregional offices around the country.At ICLEI USA our mission is to build, serve, and drive amovement of local governments to advance deep reductionsin greenhouse gas emissions and achieve tangibleimprovements in local sustainability.

ICLEI is a membership association of localgovernments advancing greenhouse gasreductions and sustainability. ICLEI provides theframework and technical assistance for localgovernments to create comprehensive climateprotection policies. The MCPA is a program of theUS Conference of Mayors. By signing the MCPA, amayor sets a target for his/her city·s climate

protection efforts. ICLEI works closely with theConference of Mayors to help cities who havesigned the agreement work towards meeting thegoals of the Agreement

Under the Agreement, participating cities commit to takefollowing three actions:- Strive to meet or beat the Kyoto Protocol targets in theirown communities, through actions ranging from anti-sprawl land-use policies to urban forest restoration projectsto public information campaigns;- Urge their state governments, and the federal government,to enact policies and programs to meet or beat thegreenhouse gas emission reduction target suggested for theUnited States in the Kyoto Protocol -- 7% reduction from1990 levels by 2012; and- Urge the U.S. Congress to pass the bipartisan greenhousegas reduction legislation, which would establish a nationalemission trading system

The movement from Local Agenda 21 to LocalAction 21 ushers local governments from generalsustainable development planning to workingwith local stakeholders address inter-relatedchallenges to poverty and sustainability. ICLEIseeks to build Sustainable Communities andCities by enabling local governments achievejustice, security, resilience, viable economies, and

healthy environments. The four initiatives are: (a)Resilient Communities and Cities, (b) Just andPeaceful Communities, (c) Viable Local Economies,and (d) Eco-efficient Cities

The City of Texarkana, Texas recently receiveda grant for $173,456 from the Department ofEnergy to be used for energy efficiency andconservation measures in municipal buildings.The City plans to use the funds fordevelopment of a comprehensive sustainabilitystrategy, lighting retrofits at City Hall and theSouthwest Center, and to set up a revolvingloan fund for future projects.

´The City recently completed an initial audit of thetop five energy intensive municipal buildings andwe will use the results of the audit to determinewhich projects will commence first,µ explainedD avid Orr, the City·s Sustainability and QualityAssurance Coordinator.

´This grant will add to initiatives the City alreadyhas in place to reduce our energy consumption and

promote conservation of natural resources,µ Orrsaid ´We are actively involved in reducing ourenergy costs at the City level, and thus becomingbetter stewards of taxpayer funds.µ

One of the organizers of the event said:"We're going to be focusing an enormous amount of publicinterest on a whole, wide range of environmental events,hopefully in such a manner that it's going to be drawing theinterrelationships between them and, getting people to lookat the whole thing as one consistent kind of picture, apicture of a society that's rapidly going in the wrongdirection that has to be stopped and turned around."It's going to be an enormous affair, I think. We have groupsoperating now in about 12,000 high schools, 2,000 collegesand universities and a couple of thousand other communitygroups.
