No Item Actions 1 Wilf welcomed everyone to the meeting and introduced Kate Walker the new Assistant

Director for Community Care Services. Kate introduced her role and gave a brief overview of her experience; that she has been working for the former Council and in the Bedford area since the 1980’s across many sectors involving a variety of service users groups in a social work and management capacity, Kate explained that her first role started in the NHS working with older people in a hospital setting in the early1980’s.

2 The minutes of the 20th March 2014 were discussed and agreed and it was decided that future meeting papers will be emailed out as attachments and not as a link. TB advised that bus stops don’t always have a concrete path to walk over which he has various pictures of which he has sent to Chris Petifer and Cllr Hill. In the monthly ‘Focus’ report there is an article which said that the Mayor had approved a fund of £700,000 to approve bus stops. Jean agreed that not all bus stops have somewhere to sit down.

Dementia Champions: SP advised that in 2012 the Prime Minister issued his commitment to Dementia and Public Understanding of it. We are keen in Bedford that people are aware and can access information and training about dementia through champions. There is a one day training course available and afterwards people can become a Dementia Champion and can then promote and show how the public can make a difference. They will also be issued a card and badge. Sue Wilson is the contact and if anyone is interested they are welcome to contact her at [email protected] Sue has already delivered training to the Police, Supermarkets and The Swan Hotel. The target is that by 2015 to have 1 million Dementia friends. EH suggested the presentation would be ideal for the Healthwatch Reference Group. LB and SP have written to Practice Managers in Bedford Borough offering them training and so far four have replied and are keen. If Practices want to do more, Carers in Bedfordshire can also come out to talk about the services they offer.

LB and SP have been working on Dementia leaflets for five locality areas and SP will bring a draft to the next meeting. MC asked if anyone thought of the patient with a bad memory. Where can that person get help if they are unsure or have questions about Dementia. SP explained that this is why we are raising awareness, to help people in this situation as well. Suggestion that Charities could be asked to be signposted. Carers Pilot Hub: The CCG have been contacted by the Royal College of GP’s about a Carers Pilot Hub. It would be a website for GP’s, patients etc to access information a carer would need and local information offering help and support. Carers in Bedfordshire are supporting the CCG with this pilot. LB explained that she can’t force all GP Surgeries to take up this offer but has given them very factual information. GP’s to be encouraged with this pilot by managers, patients, patient participation groups etc.

4 Housing Update: LS introduced her self and explained that she works in the Supporting People Team at BBC. The team have contracts with sheltered housing providers. They are currently looking into remodelling sheltered housing in Bedford. There will be the traditional housing which provides pull cords for assistance, older people community housing and extra care housing schemes. The contracts for these will be in place very soon. The Team are also reviewing the Older People Accommodation Strategy this year. The Strategy was originally a five year strategy but we need to be clear about what it is we want in the Borough and what other needs there are. Jean asked for views on the St Bedes Retirement Village. She is concerned that mentally ill people have been placed in the retirement village. This is making the residents of St Bedes feel very uncomfortable as they want to retire and feel safe. Jean advised that the idea was to keep the residents fit in mind and body but there are many who do not leave their apartments, Jean feels probably 70% of the residents at St Bedes do not leave their apartments. Jean is keen to know what percentage of disabled people live in St Bedes. Jean explained that she has been dealing with this since 2008. LS advised Jean that there is an allocations policy but over time people’s circumstances can change. LS explained that there are differences between retirement villages and extra care housing but that there has to be a balance to meet the needs of individuals. Jean is concerned that able bodied people are being turned down placements at St Bedes. LS explained that St Bedes is an extra care scheme and not a retirement village and is a home for life. Anyone is allowed to live there either renting or buying. It was suggested that Orbit are invited to the next partnership board meeting to talk about the aims of the scheme. EH explained that if PALS can resolve the issue informally they will, otherwise they will give the person a leaflet about the services Pohwer offers. All agreed that having a Pohwer Advocate in the Hospital would improve accessibility. LB agreed that this is a good service as long as the link is made between PALS and Pohwer.

6 Strategy Action Plan: The Action Plan was discussed and it was agreed that GH would send to the group to review/update.

7 Transport Update (Attached): TB updated on the transport issues from his report. TD advised that the kiosk at the bus station is never manned. KR said that he had walked from Union Street to the bus station and had seen a man on a motorised wheelchair having trouble on the footpath due to the roots of the trees in the pavements. No thought has gone in to wheelchair access or elderly access. TB to visit and take photographs. Jean also commented on how bad the pavements are outside the Police Station. TB to discuss these issues with Cllr Hill and feedback to the group. SP commented on the timings on pedestrian crossings. They do not give the elderly time to get across the road safely and in comfort. GH/KW to feedback to the transport / environment team. JA raised concern about the motorcycles and cars that drive too fast down the high street and embankment. He has recorded some of them on camera and has sent to the Police Commissioner. JA feels that the Police should be present at the times ‘boy racers’ meet in the town and other known meeting places to arrest them and take firm action.

8 Service User and Carer News: SP informed the group that Carers Week had been very successful and we are keen to identify as many hidden carers as we can. PH handed out the MCAG open meeting dates.

9 Mental Health Partnership Board Feedback: WD reported that this Board now meets regularly. SEPT will continue to provide services in Bedford until a new provider has been appointed and the contract signed, so far four have tendered. KW advised that the CCG are leading on this process and that the Borough Council are involved in the procurement. KW confirmed that SEPT will not be tendering for the contract. BBC have managed to source funding for the Impact Mental Health Peer Support project to continue for a little while longer.

10 AOB: PH handed out his update, attached. Hate Crime – leaflets were handed out on raising awareness on hate crime. GH to invite the police to a future meeting to discuss Hate Crime further. KW advised everyone about Safeguarding of Vulnerable Adults and how this was everyone’s business. Kate read out a recent press release in response to the Panorama programme ‘Behind Closed Doors’ which was aired by the BBC. The programme was

disturbing and highlighted abuse to older people by carers. It was emphasised that the documentary was not in any way related to any services in Bedford but that everyone must do what they can to prevent anything similar happening in this area and what to do if they have any safeguarding concerns. Kate confirmed that all homes commissioned by Bedford Borough come under our contract and the Care Standards Review Team and that visits take place by the Council as well as the regulatory visits undertaken by the Care Quality Commission. Behind Closed Doors Panorama Programme – GH to send out public notice article and information. VC advised that there is an open day tomorrow at Charter House, 2pm – 4pm. TD expressed his praise for Charter House. SR asked if BBC hold information about privately run homes housing around 8 people. KW confirmed that the Council know about all homes in the area and these are available in the care directory and on line. EH advised that these homes should also be registered with CQC. GH to bring copies of the new Care Directory to the next meeting. GH and KW to discuss police and fire service representation at this board. TD advised he is still having issues with Blue Badges and will update at the next meeting.

Strategic Priority 1: Enhancing quality of life for older people with care and support needs.

3. We are currently in the process of reviewing our highways inspection regime and that the location of care homes (amongst a number of other factors) is being fed into a revised policy on frequency and focus of routine highways inspections.

3. Encourage, support and enable clients to use public transport rather than day services transport.

1. Maintain concessionary travel for older people.

2. Identify barriers to use of public transport versus day services transport for older people.

3. Make recommendations to remove barriers as far as practically possible

4. Design transition plan to ensure use of public transport is optimised and day services transport minimised.

1. Three year deal agreed which maintains free travel before 0930 until 2015.

2. The Passenger Transport Users Forum continues to meet quarterly and has representations from the Mature Citizen’s Action Group and National Federation of Occupational Pensioners. This provides an opportunity to updates users on service developments and for them to contribute to public transport strategies. Both the above group were consulted on the council’s successful better bus bid.

3. As part of the above the Passenger Transport users forum identified priorities from which the local transport plan funding was spent – this included talking bus stops, RTPI locations etc.

4. The transport operations group liaise with day centre staff when arranging new services and keep them update with local bus services.

4. Increase volunteer engagement in the management

1. Launch pilot Park Champion scheme at several targeted sites.

1. Following ‘soft’ launch of Park Champions pilot in Council’s Community Volunteering bulletin, received several expressions of interest to be Champions at Russell and Addison Howard Parks.

1. Worked with Stuart King and local Ward Member to develop two ‘Get fit for life’ information boards for Jubilee Park. Each board promotes park facilities with user friendly health message.

2. The Active Bedfordshire project, funded by Public Health and delivered by SEPT Community Health Service, supports adults aged 50 years and over to become more physically active through the development of community based programmes, specialist exercise classes and walking schemes run by trained volunteers and health professionals. 7. Increase volunteer engagement to assist the Council with rights of way survey, maintenance and promotion works.

1. Recruit, train and mobilise volunteers to report rights of way problems and undertake basic routine maintenance tasks across the Borough.

54 volunteers trained and signed up to rights of way (ROW) volunteers programme – 4 training sessions held (October 2012 and April 2013). Volunteers completed 2 ROW survey programmes (survey 120 + paths). Starting to carry out minor ROW maintenance tasks, such as waymarking/ cutting back vegetation. Collaborative volunteers programme (RIPPLE) started with Ramblers Association in 2013

8. Review the support available to older employees in the Council.

All HR polices are regularly reviewed in accordance with the policy review schedule and all new and reviewed policies are subject to an Equalities Assessment to assess the impact of the policy on groups possessing any of the protected characteristics of the Equalities Act, including age. The Council has in place flexible working (including for Carers) and flexible retirement policies, which are also subject to review in accordance with the policy review schedule.

The Community Bed Review has been shared with OSC and the agreed status in year is to continue the same service model, pending starting a project to review options for a new model for all elderly care treatment & pathways in (North Bedford) this work will be part of an integrated care programme of work. Organisations in South Bedfordshire are already committed to work together to develop a model. An Action plan will need to be agreed by all parties in the North to develop this further once commitment to working together is agreed.

4. Respond to the Supporting People Strategy Consultation and produce a final version of the Strategy

management of specific grant resources

6. Take action to reduce the number of older people being injured through falls.

1. Complete the Fracture Liaison Service Business Case

2. Roll out the Falls Awareness and Information Pack for Care Homes including risk assessment and checklists, post fall assessment, root cause analysis and information.

3. Monitor the effectiveness of the Complex Care Team in supporting nursing and residential homes to reduce avoidable hospital admissions.

1. Following changes of personnel within Bedfordshire PCT and the subsequent transfer to Bedfordshire Clinical Commissioning Group, the development of the business case was suspended. A Bedfordshire and Luton Falls and Osteoporosis Strategy and subsequent action plan is currently in development (1st draft of the strategy is developed). A fracture liaison service remains a recommendation at this stage. 2. & 3. The Complex Care Team is delivering falls awareness training to care homes that they support in Bedford Borough. Also, ‘Train the Trainer’ training has been delivered to 20 staff from 10 care homes in Bedford Borough – more training will be delivered. 3. Information from the Complex Care Team regarding early outcomes is pending.

7. Review the ‘health’ Rehabilitation & Enablement and the ‘social’ reablement teams and identify opportunities for more effective use of resources such as one team with joint social care and health performance indicators eg Accident and Emergency attendances and care home admission reduction. They should deliver a strategy to match the national best rate of reablement within three years.

SEPT are undertaking a consultation on the Rehab and Enablement and Rapid Intervention Services (September 2013) in order to produce a more generic workforce and reduce duplication by up skilling staff.

CCG: there is an opportunity to jointly commission with LAs for 2014, We are reviewing current telecare and tele-health services by mapping the interventions. This work includes Central Beds telecare service, The Northampton and Milton Keynes models. We would request a joint working group with HC & LA leads to Jointly take this work forward to discuss the reviews and put the options forward for possible joint procurement.

10. Increase numbers of people aged 50+ participating in sport and physical activity.

1. Deliver the annual programme of physical activity courses for over 50s

2. Deliver externally funded initiative of gentle exercise for over 70s.

Reduce Your Energy Bills:• Check with your current energy supplier to see if you are on the best

tariff and payment method for your circumstances, or if they can offer you any discounts to cut your bills.

• Switch your tariff or energy supplier if you are able to get a better deal. Try using an energy price comparison service.

• Save on your energy bills by reducing wasted energy: close your curtains at dusk to stop heat escaping through the windows and avoid leaving appliances such as TVs on standby.

• Insulate your loft, to the recommended depth of 270mm (10 inches) to reduce heat loss. Insulating the cavity walls of your home will also keep the heat in and reduce your energy bill.

Keeping Warm:• Try to keep the temperature of your living room at the recommended

temperature of 70°F/ 21°C and the rest of the house heated to at least 64°F /18°C.

• Make sure that you have some warm slippers or shoes that have a good grip. Try to keep your feet up as the air is cooler at ground level.

• Put on several warm, light layers of clothing which will keep you warmer than one thick layer. Have hot drinks, use a hot water bottle and if you’re sitting down, put a blanket over you.

• Keep moving, avoid sitting down for long periods as muscles become stiff and slow when they are cold. Even housework will generate body heat and help to keep you warm.
