the West Central, Northern, and Northeast. Current staffing of 32 is beyond the reasonable capacity of

23, and this project would increase overall capacity to 56. It will bring the workstations and office space

up to current DOA standards and expand to requested program staffing levels.

(including size, cost, and completion date) in their letter of interest and when known, include proposed consulting partners and specialty consultants. The consultant will verify project scope, schedule, and budget estimates, and recommend modifications as required to complete the specified project intent. The consultant will prepare a pre-design document to establish an appropriate project scope, budget, and schedule prior to the DNR seeking authority to construct from the State Building Commission.

PROJECT DESCRIPTION This project includes the design and construction of an addition and remodeling of the existing 3750 GSF of office space to the Wausau Service Center. The addition will offer improved service to the public, and provide adequate working space, storage, and meeting space for employees. The Wausau Service Center (Building #7525) supports area operations and staff from multiple department programs, including environmental management, conservation wardens, forestry, fisheries, several water-related programs, and wildlife.

The Wausau Service Center, near Rib Mountain State Park, is highly visible, well known to the community and ideally situated for staff and the public. The Department of Natural Resources (DNR) shares the facility with Department of Transportation (DOT). Wausau is a DNR service hub, and the crossroads of multiple DNR regions, most notably the West Central, Northern, and Northeast. Current staffing is beyond the reasonable capacity for the facility, and this project will expand the overall staffing capacity for the facility. Additionally, the project will bring the facility up to current Department of Administration (DOA) office space allocation standards.

PROJECT GOALS AND OBJECTIVES Expansion of the existing facility to accommodate the following objectives is the goal for this project:

Improved the DNR public service counter experience Support the business needs of DNR programs in the facility Accommodate more staff in the facility Improve common areas in the facility to create a great working environment Maintain all DNR and DOT business services during all phases of the project Recognize climate change in the design of the project

PHYSICAL PLANNING ISSUES SITE/EXISTING CONDITIONS In 1981, a 6,445 GSF, one story wood frame building was constructed to house DOT and DNR programs in the Wausau area. In 1989, a 3,795 GSF addition was constructed to accommodate changing DOT/DNR programs. In 2005, a facility renovation project was completed to correct infrastructure deficiencies such as a roof replacement, HVAC system upgrades, and an interior reconfiguration to improve deliver of DOT services to the public. Approximately 10 years ago, an addition was added to the lobby along with a reconstruction of the existing parking lot.

Overall, the existing structure, with modifications and projects noted, is in good condition. The existing storm water management systems have been designed to handle the existing facility storm water runoff.

DOT, in conjunction with the DNR, currently has a funded project at to replace the roof and add insulation and heat tape to the Wausau Service Center (DOA Project Number 20E3A). The overall project budget is $130,000 where the cost of the project is shared between DNR and DOT. The selected A/E (Building Envelope Professionals) visited the Wausau Service Center in October 2020 to investigate the project; no plans are currently available.

The existing electrical and gas services are provided by Wisconsin Public Service (WPS).

The electrical service enters the building underground from a 3-phase transformer located on the northeast corner of the existing building. The electrical main servicing this transformer runs underneath the existing parking lot.

The natural gas service consists of a 2-inch diameter plastic pipe entering on the west side of the building. This service ties into a 4-inch diameter steel primary main located on Rib Mountain Drive.

The existing sewer and water service are provided by Rib Mountain Sanitary District (715) 359-6177. The existing sanitary sewer is a 4-inch diameter PVC sanitary pipe entering the building from the west. The existing water service is a 1-inch copper water service with a 1-inch water meter entering the building from the west.

Internet and telephone are provided by Charter Spectrum and Frontier respectively. The service center currently has basic phone cable RJ-11/twisted pair in the building. The PED (pedestal) is located near the southeast end of the building. All phone cabling and T1 line currently comes into the Mechanical Room. All internal phones lines also go to the mechanical room. The T1 line from the closet in the mechanical room runs to the routers that are located in the WisDOT’s side of their building into their file storage room. DNR has a CAT5e cable that runs from WisDOT’s room to our network closet in Room 130. The DNR’s patch panel, switches, and server are located in Rm 130. The patch panel houses all the CAT5e cabling from the offices on the DNR’s side. The Charter Spectrum coaxial line enters from the PED near the back door near Rm103 and terminates in WisDOT’s file storage room. The coaxial lines are above the ceiling tiles. It’s the main backbone to the internet, so care must be taken during the project because WisDOT has a COAX cable for their internet that comes from the same location.

TRANSPORTATION/CIRCULATION Access to site, parking, and general site circulation is shown in Appendix B – C100. Public access and parking for service counter operations (both DNR and DOT) must be maintained during all phases of the project.

EXISTING BUILDING CONDITIONS CURRENT OCCUPANCY Current staff stationed at the Wausau Service Center have been dealing with limited office space for several years. Every available two-person office has three occupants, and single person offices, not occupied by supervisors, are shared by two staff. DNR Manual Code 9502 includes Department of Administration (DOA) office space and general facility design standards; this document is available upon request.

In addition, there continue to be requests to accommodate additional staff. Current staffing levels (estimated to be 32 people) are beyond the reasonable capacity (computed as approximately 20 per Manual Code 9502). There are currently 5 office hold requests for positions located in Wausau once there is space. In addition, there are staff working at the Merrill Ranger Station (20 miles to the north) as a result of Wausau Service Center space constraints. The addition constructed as part of this project would increase overall capacity to 45 people.

The cold storage building (Building 7467) has a high-density file storage system available for use by programs at the Wausau Service Center.

The existing sample preparation room, which includes a shower, sink and eye wash station, is currently being used as storage. Details associated with a proposed sample preparation room to be primarily used by Fisheries are found on the Room Data Sheet.

OCCUPANCY DURING CONSTRUCTION

DNR Service Center The DNR service center must maintain operations to the public during all phases of the project. As part of all project decisions, maintain these services to the public in this region of the State must be considered.

DOT Service Center The DOT - Division of Motor Vehicles (DMV), located in the Wausau Service Center, cannot be shut down during business hours. The Wausau location is open Monday - Friday 8:30am-5pm and Saturday 8:30am-12pm. Work that results in a shutdown of services (e.g., electrical, Internet, etc.) must occur outside of business hours. Disruptions to electrical and Internet also need to account for election cycles; DMV locations are exceptionally busy the week before elections for people seeking identification documentation.

Customer and employee parking and access to the DMV must be maintained throughout the duration of the project.

SPECIAL PLANNING ISSUES ENVIRONMENTAL IMPACT

Natural Heritage Inventory (NHI) The Natural Heritage Inventory (NHI) was completed on 1/27/2021 by DNR. There were 4 element occurrences associated with this location, none of which are anticipated to be impacted by this project. Element Occurrences include the following: Bald Eagle (Haliaeetus leucocephalus) – Bird, Northern Mesic Forest – Community, Talus Forest – Community, and Missouri Rock-cress (Boechera missouriensis) – Plant. (See Appendix D.)

WEPA and NEPA Considerations Compliance with the Wisconsin Environmental Policy (WEPA) and the National Environmental Policy Act (NEPA) is the responsibility of the state agency the project is proposed for and shall be in accordance with the agencies administrative rules, policy guidelines, and federal funding requirements.

In accordance the agencies Administrative Code NR 150.20(1m); minor actions do not require environmental analysis including: development or construction of new department facilities that follow protocols (NR 150.20(1m)(b)). No additional action is required for WEPA compliance in accordance to this administrative rule.

This project does not involve any federal funds or require any additional federal permits to be completed therefore the project is not subject to National Environmental Policy Act (NEPA) review.

ZONING There are no anticipated zoning changes required for this project. Any increases in stormwater runoff due to this project must be addressed to ensure no increase in stormwater discharge leaves the site.

Cultural Resource Considerations The agency has reviewed this project location for historical and archaeological site concerns. No historical management, preservation, and/or improvements of the property where discovered.

This project does not involve any federal funds or require any additional federal permits to be completed therefore the project is not subject to an archaeological site review. However, although not required, the agency did review archaeological records for the project site and found no reported findings.

ACCESSIBILE AND INCLUSIVE The facility must be fully accessible for the general public, as well as, staff.

SUSTAINABLE FACILITIES AND ENERGRY CONSERVATION The facility shall be designed in accordance with the Department of Administration/Division of Facilities Development and Maintenance; “Sustainability Guidelines for Capital Projects – dated September 2020”.

The design of this project must take into consideration climate change. With this understanding, actionable steps outlined in “A Blueprint for DNR Climate Action – FY 2021 – FY 2025” will be considered in this project.

HAZARDOUS SUBSTANCES No hazardous materials are present at this time and no abatement is necessary (see Appendix E – WALMS Report).

INFORMATION TECHNOLOGY DNR IT has requested new data cabling throughout the DNR area on this project.
