On the workover rigs operating on manpower contract, in the shift, only Shift In charge / Driller is deployed as competent person; there is no provision of Asstt. Driller / Asstt. Shift In charge. This practice should be reviewed for ensuring safe operations. [Industry practice is to have two competent persons Driller and Asstt. Driller in the shift, so that driller is not overloaded thereby affecting his alertness (which would be detrimental to safety). For instance, on workover rig Cardwell K-600, Mr. M. Khaklani (shift incharge) worked on 08.05.2011 (1300 – 2100 hrs.) and then on 09.05.2011 (0500 – 2100 hrs.)].
