NEPAD and NPCA

NEPAD stands for New Partnership for African Development

It had been adopted by the Heads of States and Governments in 2001,Lusaka ,Zambia

In February 2010, NEPAD has been integrated into the structures and processes of the AU. This included the establishment of the NEPAD Planning and Coordinating Agency (NPCA) as a Implementing body of the AU to replace the NEPAD Secretariat

Page 4: Africa Programme for Energy Infrastructure Development NPCA Role By Prof M.M.Elmissiry

NPCA Mandate

The AU Assembly mandated NPCA to

facilitate and coordinate the

implementation of continental and regional

priority programmes and projects and to

mobilise resources and partners in support

of their implementation.

Development of Africa Energy Infrastructure

a-Current Energy Outlook in Africa

• 93% of Africa’s hydropower potential is untapped

• Africa has the highest solar irradiation in the world

Development of Africa Energy Infrastructure

Africa in context

Energy Accessibility

Page 8: Africa Programme for Energy Infrastructure Development NPCA Role By Prof M.M.Elmissiry

Accessibility

•Very high in north Africa(>95 %) and can be as low as 6% in some parts of Africa •About 1 in 4 has access to clean energy

•Africa’ share of world’ energy consumption is only 3%

•Continuous power cuts, and load shedding

with its negatives economic and social implications

Page 9: Africa Programme for Energy Infrastructure Development NPCA Role By Prof M.M.Elmissiry

Future Energy Outlook 2040

1- Developed Energy Outlook up to year 2040. based on

average economic growth of 6.2% and annual energy demand growth of 5.7 % ,energy accessibility target 60%

Results

Current power capacity has to go up five-folds

Current is 1000MW /Year

Required annual investment US $41b

Impact of PAPs

17

The PAP projects represent 16% of capacity to be added by 2020

Page 18: Africa Programme for Energy Infrastructure Development NPCA Role By Prof M.M.Elmissiry

Short-term impact on Employment

18

•25 million jobs-year not created

Page 19: Africa Programme for Energy Infrastructure Development NPCA Role By Prof M.M.Elmissiry

Long-term Environmental Impact

19

A cleaner development for AfricaA higher energy security scenario for Africa

If PAP is replaced by conventional electricity plants•An additional 41 million tons of CO2 emitted every year•CO2 emissions of Africa 4% higher•Concentrated in the Central, Ethiopian and Zambezi clusters

Conclusions

22

• PIDA PAP has a significant socio-economic impact (15% increase of electricity production , job creation , regional trade)

• PIDA Energy Programme is an African developed and owned which essential for its success

• It has a M&E Mechanism which ensures follow up by the highest political level and timely attendance to implementation challenges.
