He coordinates activities that support the uptake, utilization and scaling of ICT solutions (mobile inclusive) for agriculture in African, Caribbean and Pacific (ACP) countries. Ben is an international development professional who specialises in the application of ICTs for agriculture, food security, and rural development. Prior to his graduate studies, he spent over 4 years as agricultural extension supervisor with both the private and public sectors in Ghana. He undertook a number of consultancy assignments with international organizations such as FAO, USAID, NEPAD, and CTA in exploring mobile technologies and social media in agricultural knowledge management between 2009 and 2013. He holds a doctorate in information science and technology from Syracuse University, USA; masters in international agriculture and rural development from Cornell University, USA; and bachelors in general agriculture from the University of Cape Coast, Ghana. His doctoral dissertation explored the concept of knowledge brokering within agricultural innovation system in the digital age. TAYO AKINYEMI Director AfriLabs Tayo is the Executive Director of AfriLabs, a pan-African network of tech innovation hubs. SHEILAH BIRGEN Community Lead, m:Lab East Africa

She is currently the Community Lead at m:Lab East Africa. A techie by passion, Sheilah is meticulous organizer and resourceful mobiliser. She is passionate about mobile, entrepre-neurship, investing and investor relations, growth hacking and startups dynamics. She has experience in pitching having listened to over one hundred pitches, coached and mentored several startups. Sheilah also organized one of the biggest tech event in East Africa: PIVOT East,since 2012. Pivot East is East Africa’s premier mobile startups pitching competition

and conference held annually. It is organized to amplify and consolidate the gains of East Africa’s Mobile developer and entrepreneurship ecosystem. She has also coordinated other regional events like ICT4Ag AgriHack Championships 2013 for CTA. M2Work MicroWork 2013 Global Challenge for infoDev and Space Apps Challlenge 2013 for NASA. During her free time Sheilah watches sports, writes poems and reads.

MOEZ CHAKCHOUK Internet Policy Expert

Graduated in 1998 from Sup’Com Engineering School, Moez Chakchouk received his M.S in Telecommunications from ENIT Engineering School in 2001. In 2009, he achieved his Ph.D in applied mathematics, under the joint tuition of El Manar University, Tunisia and Paris Descartes University, France. He started his career in December 1998 as a research engineer in CERT, the Tunisian Center for Research and Studies in Telecommunications. In 2002, he became the chief of the R&D project: RACINES. He joined in 2005 the Tunisian

Telecommunication Regulation Authority (INT) first as chief of technical department, later he became the Head of Interconnection & Access. In March 2010, he was appointed as Adviser to the Minister of Commu-nications Technology. In Feb 2011 after the Tunisian revolution, M. Chakchouk was appointed Chairman and CEO of the ATI (the former Tunisian Internet Agency), the incumbent internet operator in Tunisia since 1996. After his nomination and despite the difficult transitional situation in his country, he succeeded to make several steps with the support of the Tunisian internet community towards the development of inter-net in Tunisia. During the implementation of his ambitious action plan to transform the ATI, he founded the first IXP (TunIXP) in the Maghreb region. In June 2013 while organizing and hosting the Freedom Online Conference, he launched an open innovation labs (404Labs) at the same place used to host the censorship equipments during the dictatorship era. M. Chakchouk is a leading defender of online human rights as well as promoting the community engagement for the development of the Internet. He’s experienced with several international organizations working on ICT and Internet governance. Moez participated as a speaker in local, regional and global forums and conferences dealing with such issues. He is member of the Global Commission on Internet Governance (GCIG) since 2014.

Karl Jonas is a full professor in the computer science department at Bonn-Rhein-Sieg University in Sankt Augustin, Germany. His current research focuses on radio networks, multimedia communication and home automation. Until 2013, he was also head of the Network Research department of Fraunhofer FOKUS Institute. During his work at Fraun-hofer, Karl Jonas initiated the development of the WiBACK Wireless Backhaul system, a self-managed wide-area wireless network based on robust, low-cost, off-the-shelf hard-

ware. Today, WiBACK serves as a technology that provides Internet connectivity to rural areas in Germany, Italy, Tanzania, Zambia and Chile. His work on home automation started recently, with a focus on reliability of the network and confidentiality of private data.

FRIEDRICH KITSCHELTState Secretary of the Federal Ministry for Economic Cooperation and Development (BMZ)

Friedrich Kitschelt was appointed State Secretary of the Federal Ministry for Economic Cooperation and Development (BMZ) in 2014. From 2010 to 2013, he was head of the Directorate-General for Africa and Latin America; Global and Sectoral Affairs and before that head of the Directorate for Asia and South-Eastern Europe. He held various positions at the BMZ, including Director for Asia, Commissioner for Afghanistan and Commissioner for Europe. At the Federal Chancellery he headed the division for North-South relations

and human rights policy of the German government. Friedrich Kitschelt worked for several years abroad for the Deutsche Gesellschaft für Technische Zusam menarbeit (GTZ) GmbH and was head of the development policy division at the German Embassy in Nairobi as well as at the Permanent Representation of the Federal Republic of Germany to the European Union. He trained as a journalist and read sociology, economics and law at the Albertus Magnus University of Cologne and the University of Bielefeld. After completing his degree in 1983, he was awarded a PhD in sociology by the University of Bielefeld in 1985.

Roland Lindenthal is the Head of the Division for Education and the Digital World of the Federal Ministry for Economic Cooperation and Development (BMZ). Prior to this, he had been responsible in the Ministry for German development cooperation with South Africa and Namibia (2007-08), as well as for UN Affairs (1999-2000) and development statistics (1996-1998). Mr. Lindenthal is an Economist, and has also worked for the International Labour Organization ILO in both Headquarters (Geneva, 1990-96) and the field (South

Africa and Indonesia) and for UNDP (Country Office Zimbabwe and Indonesia).

Paul Muchene is a systems administrator and technical manager with over ten years of experience in the computing industry. GÜNTER NOOKEPersonal Representative of the German Chancellor for Africa, Commissioner for Africa, Ministry for Economic Cooperation and Development

Since April 2010, Günter Nooke is the German Chancellor‘s Personal Representative for Africa in the German Federal Ministry for Economic Cooperation and Development (BMZ).He served as Federal Government Commissioner for Human Rights Policy and Humanitar-ian Aid at the German Foreign Office from 2006 to 2010. Between 2003 and 2014, he was a member of the Broadcasting Board of Deutsche Welle, Germany’s international broad-caster. From 1998 to 2005, he was Member of the German Parliament (Bundestag). At first,

he served as the spokesperson of the CDU Bundestag members from Eastern Germany and from 2002 until 2005 as spokesperson of the CDU/CSU Parliamentary Group on Culture and Media. In 1990, Günter Nooke was a member of the “Volkskammer”, the first democratically elected parliament of the former German Democratic Republic (GDR). Before 1990, he was involved in the peaceful revolution as a civil rights activist in an opposition group in the former GDR. He studied medical physics and physics in Berlin and Leipzig.

Hon. Jean Philbert Nsengimana became Rwanda’s Minister of Youth in December 2011. After merging the Ministry of Youth and Ministry of ICT, he was chosen as the Minister of Youth and Information and Communication Technology (MYICT). Before joining the Government of Rwanda, Jean Philbert Nsengimana worked for: 1. Voxiva Inc. as a Country Director (2008–2010): • Built and led teams that delivered award winning mobile health solutions: TRACnet and mUbuzima, winning the Technology in Government Award (TIGA)

in 2007 for best e-Health solution in Africa. • Managed the implementation of eSoko, a mobile-based Market information system serving more than 2,500,000 farmers in real time market information in Rwan-da, winning Intego award (2010) in Rwanda the TIGA award 2011 for best e-Agriculture solution in Africa. 2. Development Gateway Foundation as a Regional Coordinator for Africa (2006–2008): • Coordinated the Foundations’ Aid Management (AMP), e-Procurement, and Country Gateways programs in 15 Afri-can Countries. 3. Rwanda Development Gateway as a Director (2003–2007): • Pioneered and managed the organization that built the National Portal and deployed web presence for dozens of public institutions in Rwanda. Preceding his occu-pation as a Business Process Manager at BASF (German chemical company) from 1992 to 1994, Jacob Olaf acquired varied expertise and skills during his work as a Consultant for

Business Engineering at IMG Consulting (1988-1991), as a Lecturer for Business Engineering at University of St. Gallen / Switzerland (1987-1991) and as a Business Analyst at Computing Centre of University of St. Gallen. His expertise in academia includes Project Coordination for a Bachelor’s Program in Information Management, a Master’s Program in Health Information Management as well as a Lecturer in MBA Health Management. Andriankoto Harinjaka RATOZAMANANA is a Social Entrepreneur and Pioneer in New Media in Madagascar. A permanent resident of South Africa, Natalie moved there from Washington DC in 2006 to start up Southern and Central Africa for the global nonprofit medical organization Opera-tion Smile later becoming Vice President, Africa and then Vice President, Global Business Development for them. In 2009/10 she attended Saïd Business School at Oxford University where she served as co-Chair of the Africa Business Group, was selected as a Skoll Asso-ciate, and earned her MBA focused on social entrepreneurship. In late 2013 Natalie left Operation Smile and started an Africa Development Consultancy Group called Zarus Group

focused on social businesses and nonprofits. Natalie’s clients have included Obama’s Young African Leaders Initiative (YALI), Greenpeace Africa, The Business Bridge Initiative, Oxfam, Salamanca Group and Save the Children. Additionally, she launched a nonprofit called NeedLinkage where skilled individuals and corporate employees who want to give back can provide support to nonprofits and entrepreneurs in need of expertise. Where Skill Meets Need . Last year she joined Impact Hub to facilitate their inaugural Africa Seed Program and support their growth across Africa. Focused this year more on partnerships, she is Head of Strategy & Business Development for Impact Hub Africa.

KARL-HEINZ ROEDIGERProfessor Mathematics/Computer Science, University of Bremen

Dr. Karl-Heinz Roediger is professor for software engineering, interaction, and applied computer science in the Department of Mathematics/Computer Science at University of Bremen, Germany, since 1990. Dr. Roediger studied electrical engineering and computer science at the Technical University, Berlin. He received a Diploma (MSc) in 1974 and later on a Dr.-Ing. (PhD) both in computer science at this university. Until 1981 he worked as a research assistant with emphasis on computer assisted learning. In 1982 he founded this first research group in Human Computer Interaction (HCI) in Germany at Technical Uni-

versity, Berlin. Until 1990 Dr. Roediger worked in his own research institute in many industrial projects in the area of HCI mostly founded by the German Ministry for Research and Technology (BMFT, today BMBF). During this time he developed several style guides for German banks, insurances and telecommunication companies. Dr. Roediger’s research interests include interaction design, requirements analysis, prototyping, development of interactive systems, evaluation, e-learning and computer assisted pattern construction. He is one of the authors of the Ethical Guidelines of the German association for computer science (GI). Actually Dr. Roediger is – besides several research projects - working in a cooperation project between the Universi-ty of Bremen and the University of Ngaoundere, Cameroon.

THOMAS SCHMIDTDirector Centre for Business and Technology inAfrica, Professor Business Administration, Flensburg University of Applied Sciences

Professor Thomas Schmidt is Director of the Centre for Business and Technology in Africa and Professor at Flensburg University of Applied Sciences. He holds a Master in Industrial Engineering from Karlsruhe Institute of Technology and a PhD in Business Computing from University of Bamberg. He started his career as a scientific assistant at Fraunhofer Institute for Production Technology and Automation. As a senior management consultant with CSC Ploenzke he developed and implemented logistics- and IT-strategies for clients

in small and large-scale projects for various industry sectors. Since 1995 he is Professor with special focus on information logistics and supply chain management. He has supported companies in technology-trans-fer projects, has vast experience as a consultant, is ACM- and BVL-fellow and member of Afrika-Verein der deutschen Wirtschaft. Thomas Schmidt has more than 10 years of African experience with projects in higher education and technology transfer in logistics and information technology. As Director of the Centre for Business and Technology in Africa he implemented the Namibian-German Centre for Logistics and runs partnerships in Cameroon, Kenya, Namibia and Ghana with successful post-graduate programmes. In ad-dition to his African experience he has lectured and researched as a visiting professor in the United States, Sweden, France and China.

NATASCHA SCHWANKE Deputy Head Media Development Africa, DW Akademie

Natascha Schwanke is Deputy Head of the Africa Section at DW Akademie, Germanys lead-ing organization for media development. She coordinates innovation and ICT-strategies in her department. Natascha Schwanke holds a degree in journalism from the University of Dortmund and has a career in broadcast journalism, having worked for most of the major German networks as a producer and editor. Her professional portfolio ranges from news to documentary and she was involved in the creation of several innovative and successful multimedia projects for young audiences with Germanys public service broadcaster WDR.

Natascha Schwanke joined DW Akademie in 1999 as a trainer and has shared her professional skills with media professionals from Eastern Europa, Asia and Africa in short and long-term projects. She is experi-enced in developing and implementing programs on media development, especially for Sub-Saharan Africa.

Ruth Aine Tindyebwa is a Ugandan online communications specialist who has vast expe-rience with blogging and social media. She also has experience in broadcast media and print media. She is the first East and Southern African recipient of the Heinz Kuhn Stiftung Journalism Award 2011 in over 13 years and has trained with media houses like Deutsche Welle in Bonn, Germany. She currently lives in Kampala Uganda where she is working as a freelance blogger and online journalist covering governance and society issues. . She runs a

personal blog; IN DEPTH which is at www.ruthaine.com . She also blogs for Bertelsmann Stiftung‘s Future Challenges at www.futurechallenges.org and is a blogger for Foresight for Future Development. She is a founding member of Youth for Results which is a youth initiative that is built along the management for re-sults platform run by Africa Community of Practice [AfCop] a project run by the Africa Development Bank. She is a member of UNFPA Uganda‘s ICPD think tank. She has been for the last one year and a half been a youth representative in meetings and forums on a continental level on governance hosted by difference organizations including COMESA, Pan Africa Youth of the United Nations, Africa Development Bank under the AfCop Project, NEPAD and African Union. She has been trained by Deustche Welle Radio and Akade-mie in Bonn- Germany. She is a Plus Social Good Connector. Her interests are youth development, politics, governance and democracy, African innovations for society and by youth, among others.

Ms. Trudi van Wyk is the Director: Career Development and Open Learning in the Depart-ment of Higher Education and Training in South Africa. She is responsible for policy and policy implementation in the areas of Career Development, Open Learning and eLearning in Post-School Education and Training Sector. Previously, Ms. van Wyk was Education Spe-cialist - eLearning for the Commonwealth of Learning and worked extensively in ICT policy, policy support and teacher development in eLearning, Technology Enhanced Learning and

Open Educational Resources in the Commonwealth (2009 – 2012). Up to 2009 she was Director: Curriculum Innovation (Information and Communication Technologies in Education) in the South African Department of Education, which she joined in 1996 as an Education Specialist: Educational Technology, Media and Distance Education. Her role was to focus on ICT in Education policy, applications and its implementation in education and training. She has also managed various international collaboration ICT projects for South Africa including collaboration with the Commonwealth of Learning, the SCOPE project (South Africa and Finland) and the NEPAD e-Schools Initiative. She was a member of the Southern African Development Community (SADC) Technical Committee on Open and Distance Learning and been its Chair in 2008-9.

STEVE VOSLOOHead of Mobile, Pearson

Steve Vosloo is a mobile learning specialist with a particular focus on ICTs in developing countries. Currently he is Head of Mobile at Pearson South Africa, where he is responsible for setting the company‘s mobile learning strategy and delivering key projects. Until re-cently he was Senior Project Officer in mobile learning at UNESCO in Paris. Before that he was the fellow for 21st Century Learning at the Shuttleworth Foundation in South Africa. He founded the m4lit (mobiles for literacy) project, which demonstrated the enormous po-

tential of mobile publishing to support teen reading and writing in South Africa and Kenya. In 2007 he was a research fellow at Stanford University, where he researched youth and digital media. He holds a Masters degree in Information Systems from the University of Cape Town.

JULIET WANYIRIFounder & CEO Foondi

Juliet Wanyiri is the founder of Foondi Workshops and has been using her background in engineering and design to leverage local technologies for bottom-up innovation. She is also a Stanford FabLearn Fellow and run collaborative design workshops with communities on design thinking, product design and appropriate technologies.

BEN WHITE Founder VC4Africa

Ben White, CoFounder VC4Africa Ben founded VC4Africa in 2007 as a community for entrepreneurs and investors dedicated to building innovative companies in Africa. He is a serial entrepreneur who joined his first startup at the age of 24. He joined Africa Report, the predecessor to CNBC Africa, before fundraising for Africa Interactive where he later served as commercial director. Ben has done extensive ethnographic research on the emer-gence of software cultures in and around Kampala, Uganda. He established the East Africa

ICT Entrepreneurship program at Hivos (investing in projects like Ushahidi, iHub, Sodnet and Map Kibera) and has taught courses in Interactive Media and Entrepreneurship at the HvA College in Amsterdam. Ben is a founding board member of AfriLabs, a network of African technology incubators, and is a partner at the seed stage investment company Sanaga Ventures. Ben also advises ActivSpaces, a leading community of innovators and technology incubator in Cameroon.
