WHAT WE DO Affiliated Consultants, Engineers was founded by Philip J Bisesi, PE in 1974 to do energy efficient design and commissioning using Life Cycle Cost Analysis. Our founder is a LEED Accredited Professional specializing in integrated PME engineering, energy modeling and O&M engineering training. Our process is rooted in time-tested experience that looks beyond data gathered by computer models alone. Our designs are sustainable, energy efficient, minimize first cost, operating costs and maintenance costs. We strive to enhance occupant comfort, wellbeing, and productivity.

MISSION STATEMENT Clients receive complete facilities engineering from feasibility studies through integrated design, with exact calculations, optimize safety factors, TAB and commissioning. This comprehensive approach produces lower cost construction, a more comfortable environment, on-time start-up and lower operating costs. Our basic philosophy is to design, retrofit and test systems that we and the Owner can operate and maintain. We base renovation work upon understanding the original design and improving upon it and not applying new hardware without first optimizing the existing systems. We strive for maintainability, sustainability, and conservation of resources and energy. GENERAL PRINCIPLES & PHILOSOPHY Following the NSPE Code of Ethics for Engineers; the public safety, health and welfare are paramount. Everything that we do is a professional service, not a commodity. Professional Engineers are personally responsible for and seal all work. Duty to clients requires us to stay abreast of developments in theory and application through continuing education and professional development. Knowledge and expertise is our stock in trade. Our engineers provide innovative and unique solutions to each project. They design, renovate and test systems that we and the owner can operate. Bisesi, PE, BSME has worked for Government, Industry, and A/E firms as a senior ME/EE. Affiliated Consultants Engineers was founded in 1974 to do PME design and physical plant improvements based upon energy conservation studies. We concluded that retro commissioning, including test, adjust and balance is the number one energy conservation measure. Commissioning Commissioning is the engineering service and administrative act of recording and documenting the construction process and building systems operation from design through operation and maintenance. Commissioning should be applied to both new and old buildings. A P.E. Commissioning administrator (team of Architects and Engineers) working for the owner assures the design Architect/Engineer that the design intent was met and trains the system operator in performance analysis thus assuring the owner that the building will be comfortable.
