    Becausein2006theADBcommittedatotaloUS$3.4billiontomembercountriesinloans,grantsanddebtrelie.Thiswasa32%increaseonthepreviousyear

    BecausetheADBisbecomingmoreselectiveinitsapproachwithanewemphasisonwater,inrastructure,energyandtransportnowaccountingor40%ooperationsinlow-incomecountries

    Byend2006,theADBhadcommittedmorethanUS$4billiontowaterandsanitation,representingabout7.7%ototalBankapprovalssince1967.Totalapprovalsorwaterin2005and2006amountedtoUS$624million1

    Becauseitsannualinvestmentinthewatersectorissettorisein2003itlaunchedaUS$14.2billioninitiativecalledtheRuralWaterSupplyandSanitationInitiative.TheInitiativeaimstoattain66%accesstowatersupplyandsanitationinAricaby2010and80%by2015

    Chapter2What is the AfDB?

    TheADBisamultilateraldevelopmentbankthatmakesgrantsandloanstoAricangovernmentsandtopublicandprivateenterprisesinvestinginArica.TheADBisAricaslargestdevelopmentnanceinstitutionwhichisdedicatedtocombatingpovertyandimprovinglivingconditionsacrossthecontinent.TheADBisalsoengagedinmobilisingresourcesortheeconomicandsocialdevelopmentoitsRegionalMemberCountries(RMCs).

    TheADBsmandate3isto:contribute to the economic development and socialprogress of its regional members individually and jointly. TheADBsmissionistopromoteeconomicandsocialdevelopmentthroughloans,equityinvestmentsandtechnicalassistance.

    TheADBGroupcomprisesthreeinstitutionstheADB,theAricanDevelopmentFund(ADF),andtheNigeriaTrustFund(NTF).

    WhatisthehistoryotheADB?

    In1961,theLiberiancapitalhostedtheMonroviaConerencebringingtogetherHeadsoStateandGovernment.DiscussionsatthismeetingandlaterinLagoscentredontwodratcharters;oneortheOrganisationoAricanUnity,andoneortheADB.

    AdrataccordwaspreparedandsubmittedtotopAricanocials,andthentoAricanMinisters.OnAugust4,1963,23AricanGovernmentssignedanagreementestablishingtheADB.EightmorecountriessignedupinDecember.Theinauguralassemblywas

    heldinNovember1964inLagos.

    Intheearly1990s,non-regionalmembersexpresseddisappointmentattheperormanceotheADBGroup.Inresponse,theADBinitiatedacommissionledbyormerWorldBankVicePresident,DavidKnox,toevaluatetheorganisation.Publishedin1994,theKnoxReportdrewattentiontoanumberoproblems,includingpoorqualityolending;lackoocuscausedbytheconfictinginterestsoshareholders;andadiscrepancybetweenocialpoliciesandactualpractices.Aroundthesametime,Standard&Poors,oneotheworldsoremostcreditratingagencies,downgradedtheADBsseniorlong-termdebtbecauseotheincreasingpoliticizationotheADBscorporategovernanceandmanagement.ThedowngrademadeitmoreexpensiveortheADBtoborrow

    moneyoninternationalmarkets,andhadaprooundeectontheADBsnancialstability.

    TheADBmadeeortstorestoreitscredibilityunderPresidentOmarKabbaj,whotightenednancialcontrols,centraliseddecision-makinganddown-sizedstanumbers.BytheendoPresidentKabbajstermin2005,Standard&PoorsgavetheADBatripleArating(orexcellentcreditrating).WiththeelectionothenewPresident,DonaldKaberukainJuly2005,theADBisintheprocessodeningitsocusandseekingtore-establishitselasapremier,results-orientateddevelopmentinstitutionwithacomparativeadvantage.

    Who owns the AfDB?

    Shareholder support for the African Development Bank

    The ADB is owned by its members. There are 77 members comprising 53 Arican(Regional) members and 24 non-regional members. Originally an all-Arican institution,the non-regional members joined in 1982, allowing the ADB to increase its capital base.Each member country in the ADB has an equal number o basic votes in addition to anumber o votes proportional to its paid-up shares. No one member country or groupo countries has veto power. The regional members who currently have the greatestvoting power (as o December 200) are Nigeria, Egypt, and South Arica. Non-regional

    members with the highest voting power are the US, Germany and Canada. The non-regional members hold approximately 40% o the total votes.

    How does the AfDB compare with other bilateral and multilateraldonors in the water sector?

    OECD/DAC statistics show that between 2000 and 2004, around two-thirds o aid orwater and sanitation was provided bilaterally and one third by multilateral agencies.On average, the ADB provides less unding to the sector than some bilateral donors(Japan, United States, Germany, and France). Among the multilateral donors, IDA andthe European Commission provide over three-quarters o multilateral support to the

    sector, with the Arican and Asian Development Banks providing a substantial share othe remaining quarter.

    Links between the ADB and the World Bank are strong. In 2000, the ADB and theWorld Bank signed a Memorandum o Understanding, outlining a strategic partnershipbetween the two institutions.5 The strategic partnership was revised in 2002. The twoinstitutions have drated a set o action plans that delineates planned cooperation in aset o sectors/themes and countries.

    What other agencies does the AfDB work with?

    The ADB was criticised in 2004 by the Multilateral Organisations Perormance

    Assessment Network (MOPAN)6 or its ailure to engage with other development actors.However, the ADB has since become a signatory to both the Rome Declaration onHarmonisation and the Paris Declaration on Aid Eectiveness, the agreement amongdonors to better align and harmonise their policies behind recipient country policies.The ADB works closely with a number o organisations in addition to the World Bankand International Monetary Fund, in particular, IFAD, UNDP, the European Union andcertain bilateral agencies. The ADB also has strategic alliances with the ollowing pan-Arican institutions: United Nations Economic Commission or Arica, the Arican Union(including AMCOW and NEPAD), the Arican Business Roundtable and the AricanEconomic Research Consortium. The ADB is currently handling some aspects o the

    NEPAD programme, the Inrastructure Consortium or Arica supported by the G8, theJoint Arica Institute (with IMF and the World Bank) and since 2005 the Arican WaterFacility at the request o the Arican Ministers Council or Water (AMCOW).

    Sweden, Switzerland and the United Kingdom. The aim o the MOPAN survey is to generate

    knowledge about multilateral perormance at a country level.

    The ADB mostly works separately rom other donors, and its participation in regular donor

    coordination activities and cooperation with bilateral donors is weak. ADB-unded project consultantsparticipate passively at (sector) coordination meetings. They rarely make technical contributions; they

    TheBoardoGovernorsisthehighestpolicymakingorgan.TheBoardcomprisesonerepresentativeromeachmembercountry.TheBoardoGovernorsissuesgeneraldirectivesonBankoperationsandapprovesamendmentstotheAgreement,theadmissiononewmembers,andincreasestotheADBscapital.TheGovernorsmeetannuallyormoreotenattherequestoveormoremembers.Regionalmemberscontrol60%othevotingpowerontheBoard,and40%orthenon-regionalmembers.

    TheADBBoardoGovernorselectsan18-memberBoardoDirectors.Twelve

    DirectorsareelectedromRMCsandsixromnon-RMCsorathree-yearterm,renewableonce.TheBoardoDirectorsoverseesallBankoperations.TheBoardoDirectorsisresidentattheheadquartersotheADBandmeetsorbusinessasotenastheworkotheADBmayrequire.Votingrightsareallocatedinproportiontothenumberosharesheldbyeachotheregionalornon-regionalmembercountriesrepresentedbyanExecutiveDirector.

    TheBoardoGovernorselectsthePresidentotheADBGrouporave-yearterm,renewableonce.ThePresident,whomustberomanRMC,chairstheBoardsoDirectors,appointsVice-PresidentsinconsultationwiththeBoards,andmanagestheADBsdailyoperations.ThecurrentPresidentisDonaldKaberuka,aormerMinistero

    AWaterandSanitationDepartment(OWAS)wasrecentlyestablishedundertheVicePresidencyorInrastructure,PrivateSectorandRegionalIntegration.ThedepartmentaimstocentralisetheADBswatersectoractivitiesandtomanagethelargeincreaseinnancingorthesector.ThedepartmentwillsupporttheimplementationotheRural

    WaterSupplyandSanitationInitiative(RWSSI)andensureundingorprojectsandstudiesinthewatersector.ItwillalsoserveasatrusteeortheAricanWaterFacilitySpecialFundandwillprovidesupporttotheNEPADWaterandSanitationProgramme,themulti-donorRWSSItrustund(Denmark,FranceandtheNetherlands)andamulti-donorWaterPartnershipProgrammeundedbytheNetherlands,France,DenmarkandCanada.

    TheADFisreplenishedeverythreeyears.The11threplenishmentotheADF,whichwillrunrom2008through2010,isexpectedtobemoreselectiveinitsocus.NegotiationsregardingdonorcontributionsandrelatedconditionsbeganinMarch2007.

    Toprecipients

    Since1967whentheADBrstbeganlending,NorthAricahasreceivedapproximatelyone-thirdotheADBsportolio(overUS$17billion),atrendthatcontinuestodaywithMoroccoandTunisiabeingthelargestborrowers.WestAricareceivedroughlyaquarteroallloans,withNigeriathelargestrecipient.

    East(15.2%),Southern(13.7%)andCentral(12.3%)AricaarethenextlargestrecipientsoADBloans,withEthiopia,MozambiqueandtheDemocraticRepublicoCongorepresentingthehighestrecipientsromtherespectiveregions.11

    BorrowerslegitimatelyhavebeendissatisedwiththequalityandspeedoBankservices.Wemuststripawayneedlesssteps,bureaucracy,andbuildaninternalservicedeliveryculture.

    HowdoestheADBlendmoney?

    Projectloansarethemainnancinginstrument.Projectlendingin2005amountedto45.6%ototalapprovals.14

    Policy-basedlending(sectorandstructuraladjustmentloans)islesssignicant,accountingoronly12%ototalapprovalsin2005.Thetrendsuggeststhatthistypeolendingmaybeontheincreasealongwithanincreaseduseobudgetsupport.

    TheADBalsomakesgrants(18.3%ototalapprovalsin2005).Inrastructurereceivedthelargestshareograntapprovals(48.5%ototalgrantapprovals),withwaterandsanitationreceivingthelargestshare.

    TheADBparticipatesintheWorldBankandIMFsdebtrelieoperations(22.2%ototalapprovalsin2005)withintherameworkotheHIPCinitiative.

    Guaranteesandequityfnance(accountortheremaining1.8%oapprovalsin

    2005).TheADBdirectlyinvestsinprivatesectorrmsbypurchasingequity(stocksanddebentures)inprivately-ownedcompanies,withanemphasisoncompaniesinthenancialsector,andonpublicsectorcompaniesthatareintheprocessobeingprivatised.TheADBspolicyprohibitstheGroupromowningmorethan25%oanyspeciccompany.15

    Technical assistance grants are provided by the ADF. These grants support the design,development and implementation o projects and programmes. Technical assistancegrants are also available or the strengthening o national institutions and regionalagencies. A Project Preparation Facility also provides reimbursable resources oreasibility studies, baseline data surveys, environmental impact assessment and otherpreparatory activities.

    In 2006 the ADB approved the establishment o the Ofce o the Chie Economist todevelop the ADBs statistical and analytical capabilities, and to support economists inthe ADB including sector specialists. The Ofce is also responsible or developing anetwork o development economists and practitioners with the aim o supporting policyevolution in member countries.

    What terms and conditions are attached to loans?

    Disbursement o loans is usually made in several tranches over an agreed disbursementperiod and is contingent on the ulflment o conditions specifed in the loan agreement.

    Loans from the AfDB

    The ADB provides loans at non-concessional rates. Repayment o public sector loanstakes place over a maximum o 20 years (including a grace period not exceeding fveyears). Private sector loans normally have a shorter repayment period.

    Loans from the ADF

    No interest is charged on ADF loans but there are small service charges on outstandingbalances. Project loans have a 50 year repayment period with a maximum o fve yearsgrace.

    What is the AfDBs current funding strategy?

    Resource allocation has been opaque, narrowly incremental, and driven by thepipeline rather than uture strategic objectives and priorities.

    In May 1999, the Board o Governors adopted the Vision o the ADB: A Re-InvigoratedBank: an Agenda or Moving Forward. This Vision sets out the ambitions o the ADB.The Millennium Development Goals, which have been endorsed by Arican leaders, alsoprovide a basic ramework or the ADBs development activities.

    The ADBs 2003-2007 strategy states that the ADB Group will give priority toagriculture and rural development, with special emphasis on water and sanitationinitiatives in rural and peri-urban areas and to human capital development throughprimary education and basic health services.

    A high level panel co-presided by ormer President Joachim Chissano o Mozambiqueand ormer Prime Minister Paul Martin o Canada, is currently developing a new strategicplan or the ADB. The Panel, which is independent, consulted widely with stakeholders

    ThereislimitedawarenessotheADBsoperations,activities,policies,programmesandproceduresamongthelocalgroupsmostaectedbythem.Thatsaid,theresponsibilityorkeepingcivilsocietyinormeddoesnotliewiththeADBalone,butalsowithmembergovernments

    LimitedunderstandingorcondenceinCSOsandlimitedeortstoincreaseengagement

    WhatarethemechanismsorNGOengagement?

    ItisunclearwhatmechanismshavebeenputinplacetoprovideortheparticipationocivilsocietyandNGOsintheprojectandprogrammeprocesses.SomecivilsocietyorganisationsandNGOsareregisteredwiththeADBatitsheadquarters.However,AricanCSOsandNGOshavestruggledtomeettheADBscriteriaorparticipationinBankundedprojectsandprogrammes.

    TheADBsEnvironmentalandSustainableDevelopmentUnitisresponsibleorthecoordinationanddevelopmentoitsoverallrelationshipwithNGOs.ThisunitworkscloselywiththeoperationsdepartmentsotheADBtoensurethatNGOviewsaretakenintoaccountinselectedBankoperationsandinpolicydialoguewithRMCs.WiththedecentralisationotheADBsoperations,thereismorescopeorCSOengagementatthecountrylevel.However,thisrelationshipisoverseenandlimitedbygovernments.Eortstoinvolvestakeholdersin,orexample,thedevelopmentoCountryStrategyPapers,hassoarbeenincidental.

    Thecommitteewasestablishedin1996andwassupposedtomeeteveryyearbutthishasnotbeenthecase.

    ThiscommitteewaschairedbyADBRepresentativeandarepresentativeoAricanCSOsandtherearetworepresentativesromeachsub-regioninArica

    Discussionshavenothadaclearocus.Thecommitteewasmeanttomeettodiscusskeyissuesindevelopmentthatacethecontinent

    EngagingCSOsandNGOsinPolicymakingwasconsideredtobeoneothemainobjectivesothecommittee,butithasnotbeenachievedbecauseopoorinterdepartmentalcoordinationwithintheADB

    ThecommitteeexpressedanintentiontoinvolvelocalNGOsinthemonitoringandevaluationprocess,butthishasnothappenedbecauseoADBrulesandlegislation
