Vision
“ Our objective is to champion, and unleash across Scotland, trustworthy uses of data for public benefit. In doing so we wish all involved to maintain and enhance
Scotland’s reputation for the safe, secure and transparent use of data; rapidly translating our strengths into benefits for citizens, businesses and communities, locally and
globally”.
Non-personal data held by the public sector is seen as a societal good (or resource) which is readily available and accessible for re-use, in a format which supports this.
Data Action Plan
DELIVERING (2015)
Data Action plan sets out what we need to do and gives coherence to existing work. Annual review.
Four themes in making better use of data across the public sector
• Sharing of personal data for operational delivery
• Sharing and linkage of data for research and statistics to inform service design
• Making more data open
• Data Innovation
And cross cutting issues:
• Public confidence, privacy and ethics
• Data quality

WHY A STRATEGY FOR SCOTLAND ?
• Promote culture and practice change nationally, building on good work
already out there! Consistency of approach. Baseline expectations.
• DFM wants Scotland to be a “leading player”. Strategy aligns with G8
principles.
• Open by Default. Proactive publication.
• Collective responsibility : national level actions to facilitate making data
open; expectation of open data publication plans by individual organisations
= AN “INTELLIGENT APPROACH”
What are we doing to help?
• Published a Resource Pack to provide a
step by step guide to publishing open data
• Procured a pilot programme of Open Data
training – one day basic, two day
advanced. 500 places available over a 1
year period
• We have a kHub site which we are looking
to develop over coming months – join us!
What you can DO
• Promote and support the open data agenda within your organisation. Raise awareness of the strategy, resource pack and training
• Users want us to state limitations of open data and provide their feedback to help improvement -rather than hold back on publishing . Don’t get stuck in the quality versus quantity debate.
• Need to prioritise- can’t release all in improved format at once. So need to seek user feedback on what has most value.
