1. TheCommitteewas informedof theactivitiesof theAWGaspresented in theAWGReport2016(Appendix??).

2. TheCommitteewasbriefedonthemajorissuesdiscussedattheAWGmeetinginCebu,

Philippineson28October2016.3. The Committeewas informed of the preparation of the budget for 2017, including

items in support of activities for the celebration of 50th Anniversary of TyphoonCommitteeaswellasothernon-recurringitemsforspecialfundingconsideration.

4. TheCommitteewasinformedoftheprogressandproposalsrelatingtothereviewand

updateoftheTyphoonCommitteeStrategicPlanforthenext5-yearperiodof2017-2021.

5. The Committee expressed its sincere appreciation to AWG for offering advice and

supporttoTCChairpersonandTCSinfollowingupthekeyissuesidentifiedatthelastSessionandincoordinatingkeyTCactivities.

RecommendationsofAWG6. AWGrecommendedtheCommitteeto:

a. Take note of the progress and recommendations made in the planning and

implementation of TC activities, including the preparation of the budget for2017.

b. Consider and adopt the proposed Strategic Plan for 2017 – 2021 (refer to

AgendaItem13).

In accordance with its Terms of Reference, AWG aims to assist the Chairperson of theTyphoon Committee (TC) and the TC Secretary to coordinate the implementation of TCdecisions.AWG also serves as a “Think Tank/Steering Group” to advise and offer options orproposals,asrequired,toTCChairperson,TCSecretaryandTCMembers.2. AtthekindinvitationofNDMI,AWGtooktheopportunitytoholdasmallmeetingon25May2016duringtheannualWGDRRworkshopinUlsan,RepublicofKorea. Themeetingmainlymadeplansandconsolidatedideastofollowupontheissuesbelowduringtheinter-sessionalperiodandtoprepareforthediscussionoftheissuesattheAWGmeetingduringIWS11inCebu,PhilippinesinlateOctober2016:

(a) ReviewofStrategicPlan(includingsuggestionsascollatedattheWGDRR

plenarysessionon24May2016);(b) TCworkinggroups-reviewoffunctionsandobjectives,includingcross-

3.2 AWGMeetinginCebu,Philippineson28October2016

A meeting of AWG was held on 28 October 2016 during IWS11 in Cebu, Philippines(summarynotesasgiveninAnnex). Highlightsofkeyissuesdiscussedaresummarizedasfollows:

l AWG,withthesupportofRayTANABEandKenKLEESCHULTEofUSA,willproposearevisedversionoftheStrategicPlanfor2017–2021forconsiderationandadoptionatTC49.

l Macao,ChinahasmadeaprovisionaloffertocontinuehostingtheTCSin2019–2022,andinthe absence of expressed interest from other Members, a proposal to continue with thecurrentarrangementwillbeputforwardforconsiderationandadoptionatTC49.

l A consensus of the long-termmechanisms for the appointment of TC Secretary has been

reachedsubjecttoafinalreviewoftherelevanttextbyChinaandJapan.

l Ideas for a review of the format and scheduling of IWS will be further discussed forstreamliningandenhancedcross-cuttingpurposes.

l VietNamhaskindlyagreedtohosttheTC50SessionalongwithaTECOatHaNoiinearly

2018. Otheractivitiesandeventsarealsobeingplannedtocelebratethe50thAnniversaryofTCduringtheoccasion.

4. AOPsandTCTFBudget

AOPs2016werereviewedandbasedontheAOPssubmittedbyTCSandthevariousworkinggroupsfor2017,aTCTFbudgetproposalfor2017wassubmittedfortheCommittee’sapprovalunderAgendaItem17.4atthe49thSession,includingspecialbudgetitemsinsupportofactivitiesforthecelebrationofthe50thAnniversaryofTyphoonCommitteeattheannualsessiontobeheldinHanoiinearly2018.

§ Themeetingappreciatedthereferencematerialspreparedandinputtablesuggestedby YU Jun, and requested Ken KLEESCHULTE to compile a revised version of theStrategic Plan by earlyNovember for distribution toAWGmembers and StrategicPlanfocalpointsforonefinalroundofinputandcomments,withdeadlineforreturnstobesetforendofNovember.

§ ThemeetingtooknotethatafinaldraftoftheStrategicPlanshouldbesubmittedforapprovalatthenextTCSession(TC49),eventhoughtimewouldberatherlimited. ExtensionofthecurrentStrategicPlanforanotheryearwouldonlybeconsideredifabsolutelynecessary.

¡ Agendaitem2–AWGChairmanship§ TCSreportedthatUSandPhilippinesnominatedRayTANABEasAWGChair,while

VietNamnominated JaehyunSHIM (currentWGDRRChair) asAWGChairorViceChair,andChiashiMUROIasViceChair. JapanalsonominatedChiashiMUROIasVice Chair. Another nomination received for Vice Chair came from Hong Kong,ChinaforT.C.(Tsz-cheung)LEE(currentTRCGChair).

§ ChihunLEE,onbehalfofNDMI,indicatedthatJaehyunSHIMwouldnotbeavailableto take up the chairmanship or vice-chairmanship of AWG given his heavyresponsibilitiesasPresidentofNDMI.

§ Assuch,themeetingnotedtheavailableoptionsforconsiderationbytheCommitteeatTC49wouldbe: (a)RayTANABE’snominationbyUSandPhilippines, replacingEdwinLAIasAWGChairuponthecompletionofhisterm;and(b)there-appointmentofChiashiMUROIasnominatedbyVietNamandJapanandtheappointmentofT.C.LEEasproposedbyHongKong,ChinaasCo-ViceChairs.

¡ Agendaitem3–AdditionalAWGMemberships

§ Themeetingagreed thatAWGshould retain the roleasa think-tankandadvisorybody,withrecommendationsandconclusionstobemadeonaconsensusbasis. Assuch, AWG considered that additional memberships should be considered on apersonalmeritbasisratherthanmakingitopentoallMembersorarbitrarilyassignedtospecificMembers. ItalsoconsideredthatMembersbeinvitedtoproposesuitablepersonswithprovenexperience,capabilityandcontributiontotheworksofTC. Itagreedtoreporttheoutcomesatthesession,forconsiderationbytheCommittee.

§ Evenwithoutformalmemberships,MembersshouldberemindedthattheycouldstillsendrepresentativestositinandattendAWGmeetingsiftheysodesired.

¡ Agendaitem4–TCSecretaryLong-termAppointmentMechanism

§ TCSreportedthatonlyalimitednumberofresponseswerereceivedfromMembersin the latest round of consultation and most of them indicated “no comments”. However,themeetingnotedwithappreciationthatJapanandChinahadinprinciplereachedaconsensusoverthecurrentproposalsubjecttotheformalagreementofaproposedrevisedtextbybothMembers.

¡ Agendaitem5-HostingofTCS

§ TCSconfirmedthatnoMembersapartfromMacao,ChinahadexpressedaninteresttohosttheTCS. Assuch,aproposalforMacao,ChinatocontinuehostingtheTCSwouldbesubmittedforconsiderationbytheCommitteeatTC49.

¡ Agendaitem6–EffectivenessofTCActivities

§ EdwinLAIpresentedhisideasonrevampingtheformatofIWStoencourageashiftinfocustowardsthedevelopmentofmoreCross-cuttingIntegrateProjects(CIPs;seeAttachment 1). Under the new approach, special funding allocationswould thenonlycaterforspecialoccasions/events(e.g.TC50)andCIPs,withlumpsumsunderthe regular budget to be allocated to the WGs (including TRCG) to manage andsupport their respective AOP items. AWG notedwith appreciation this idea andconsidered it should be further refined in terms of effectiveness and feasibility.

AWGmemberswouldbeconsultedforfurtherviewsandcommentsthroughemailstorefinetheproposalforsubmissiontotheCommitteeatTC49.

§ OnmanagingandmonitoringtheeffectivenessofAOPitems,themeetingopinedthatthenecessaryassessmentandevaluationwerealreadybeingcarriedoutbyTCS,thethreeWGsandTRCG. Itwouldbedifficult toadoptauniformratingandscoringschemeacrossalltheAOPsgiventhedifferentnatureofactivitiesundertakenbythevariousgroups,anditwasconsideredcounter-productivetoadoptanover-criticalapproachgiventhatmanyMembersweretakingpartandsupportingtheAOPsonavoluntarybasisthroughin-kindcontribution.

¡ Agendaitem7–TC50,TC50TECOandOtherAssociatedActivities

§ Themeeting tooknoteof the themesand sub-topics asproposedbyT.C. LEEandreportedonhisbehalfbyEdwinLAIforthe3rdTRCGForumtobeheldback-to-backbeforeTC50(seeAttachment2). WhileAWGmemberswouldbeconsultedfurtherinwritingonthethemesandsub-topics,themeetingopinedthatpresentationsontheSpecialThemeshouldbemadeonDay1ofTC50insteadinconjunctionwithahigh-levelministerialmeeting.

§ EdwinLAI reported thatVietNamhadconfirmed their readiness tohost the jointeventsinHaNoiinearly2018. Themeetingsupportedtheideatoorganizethe3rdTRCGForum in aTechnicalConference (TECO) format (with reference to theCBSTECOprogrammebeing organized inGuangzhou, China) and as suchproposed toformallylabeltheeventasTC50TECO. Itwastentativelyplannedtoorganizethe2-dayeventonMondayandTuesday,withtheTC50SessiontofollowfromWednesdaytoSaturday.

§ TCSwasrequestedtoconfirmwithVietNamtheplaceanddatesintimeforMembers’considerationandagreementatTC49. AnearlyconfirmationofdatesinparticularwouldhelptosecuretheattendanceofPRs,seniorgovernmentofficialsaswellasNGOsandotherdonororganizationsforthemajoractivitiesbeingplanned,whichinturnwouldhelptoattractthepresenceofWMOSecretaryGeneraltoofficiateattheopeningceremony.

§ TCSwasaskedtoseekMembers’inputonthecontactchannelsforinvitationstobesenttotheseniorgovernmentofficials.

§ AWGmemberswouldbefurtherconsultedthroughemailsincompilingaguestlistofTCveteranstobeinvitedbacktotakepartinthecelebrationactivitiesofTC50.

§ ThemeetingalsotooknotewithappreciationWGM’splantopublishaspecialeditionofTCRRforTC50TECO,includingthereportsaspresentedbytheinvitedspeakers.

§ Denise LAU presented some initial ideas on the celebration activities,commemorativeitems,giftsandsouvenirstobeorganizedorproducedforTC50(seeAttachment 3). Themeeting in principle supported the ideas and asked TCS tofollowup as appropriate,with reminders that the amount of gifts for distributionshouldbekepttoaminimum,thebudgetforindividualitemsshouldbecontrolledforadministrativeconvenienceandprudence,andtheitemsproducedshouldalsobeenvironment-friendly. ItwasalsoagreedthatsponsorsshouldbesoughtinhelpingtoorganizethesocialactivitiesthatcouldnotbeotherwisecoveredbyTCTFwithdueconsiderationgiventoWMO’srestrictions.

§ InviewofTC50TECOandtoavoidduplicationofeffort,themeetingalsosuggestedthattechnicalpresentationsshouldbeleftoutinthedevelopmentofprogrammeforIWS12.

¡ Agendaitem8–TCTFBudget2017

§ TheregularbudgetwasproposedtobeUSD147,000. Theover-the-ceilingbudgetwasmainlyfortheextraexpensesinvolvedinorganizingtheIWSinJeju(including

TRCG members also attending for the 4-yearly planning meeting) and theengagementofmoreMembersintheactivitiesbeingorganized.

§ ThespecialbudgerequestamountedtoUSD111,000. ThesubstantialamountwasmostlyfororganizingandsupportingtheactivitiesassociatedwithTC50andTC50TECOtobeheldinHaNoiinearly2018,andfortwocapacity-buildinginitiativesledbyWGMandWGH.

¡ Agendaitem9-AOB§ WithreferencetorequestsmadeintheTC48Report,TCSwasremindedtosendout

meetingnotificationsandotherdocumentsingoodtimeandthatsessiondocumentsshouldbemadeavailableonlineonemonthinadvance.

§ Themeetingasked JapanashostofTC49 to considermakingnominations for theKintanarAward2016. Despitethelackofcashawardinrecentyears,themeetingagreed that theKintanarAward shouldbe retained to encouragepartnership andcollaborationinthepursuitofTC’slong-termobjectives.

§ ThemeetingtooknoteofthepreparationandarrangementbeingmadeforTC49atYokohamaasreportedbyTakuyaHOSOMI,andconfirmedthatapre-SessionAWGmeetingwouldbetentativelyplannedontheafternoonof20February(Monday).

§ ThemeetingalsonotedwithappreciationanNDMIofferexpressedbyChihunLEEtohostanAWGmeetingifrequiredinconjunctionwiththeannualWGDRRworkshopin2017,possiblyinUlsanagainasin2016.

Post-meetingcommentsreceivedfromNaohisaKOIDE(incorporatingcommentsfromChiashiMUROIandTakuyaHOSOMI)onAttachments1and2:

¡ Attachment1:TheNextPhaseofIWSWerecognizedthatbothpositiveandnegativecomments/viewswerepresentedduringthediscussionatthelastAWGmeeting.Iappreciatesuchviews/commentsaretobereflectedintothenoteaccordingly.BelowisasummaryofourviewincludingourcommentspresentedatAWGmeeting. Deficiency: Weagreethatintegratedactivityshouldbefurtherenhancedandregularizedinthefuture,inlightofthemissionoftheCommitteeanditsimportanceinparticularforourfutureDRRagenda.Also,wealsopartlyunderstandthedeficiencyincurrentformatonslide1. ProjectEstablishmentProcess: Ourviewisthatwecanenhanceintegratedactivitywithinthecurrentframework(Here,weexpectthat“IntegratedProject”isnotaprojectlikeSSOPrequiringadditionallargefundingsource, but one like AOPs being implemented within the available resource, namely theregularbudget).OneofpossibleandfeasiblefirststepswouldbetoletMembersleadingtheexistingAOPsconsider thepossibility toexpand themto theotherWGs in the future.Forinstance,ifaWGMMemberleadingaprojectwantstoexpandittoWGDRR,theMembercanproposeitataWGDRRmeeting,andifaccepted,itcanbeincludedasoneofAOPsofWGDRR.Inthiscase,thisprojectcanbepresentunderbothWGMandWGDRRAOPtables.Ifnecessary,aseparateAOPtableforintegratedprojectscanbedeveloped,andbothleadingWG(s)andMember(s)ofintegratedprojectscanbespecifiedinthetable.

ProjectImplementationandManagement: The project can be implemented under a WG to which the leading Member(s) belong.Progress of the project can be reported and its future plan can be discussed at theWGmeeting.IfmultipleMembersfromdifferentWGsleadanintegratedproject,theycansetupamanagementgroupasappropriateanditsprogresscanbereportedateitherofWGsorattheplenarysession.ItshouldbenotedthatitisMemberswholeadaprojectandTCSrolesare to provide administrative/logistic supports. Also, considering that all AOPs are inprincipaldonebyvoluntaryeffortsofrespectiveMembers,Member's initiativesshouldbefullyappreciatedandshouldnotbedemoralized.Inaddition,AWGisanadvisorygroupandnotabodyinchargeofimplementingandcoordinatingintegratedprojectsinitiatedbysomeMembers. (Special)Budgetallocation: How to provide budgetary supports are also carefully considered. Since special budget isallocatedtooneshotevent,IntegratedProjectscanbesupportedonlyifitisjustaoneshotevent like a meeting/workshop. But it may be not something we expect for “IntegratedProject”.IfwewanttomaketheactivityoftheCommitteemoreintegrated,weshouldthinkabout how we can implement integrated projects in a budgetary sustainable manner.Considering WG projects perhaps remain core activities of the Committee in the future,regularbudgetsaretobeallocatedtothemfirst.Wehadbetterkeepinmindthatpreferentialallocationofbudgets to integratedprojectsmay result indecrease inWGactivity, if theirbudgetallocationsarereduced.
