Nine basic types of XEC related assistance are identified and listed next to the agency name with code letters. These are; advisors/consultants, broad spectrum projects, equipment, fellowships, materials, program personnel, research/evaluation, seminars/workshops for population awareness, and training programs. Addresses are provided for each agency, giving, where appropriate, those for the headquarters, regional, and country offices. (BL)

INTRODUCTION AND USER'S GUIDE

PurposeThis Directory of IEC Assistance is intended as a source of informa-

tion on the types and sources of assistance available to support the infor-mation, education, communication (IEC) components of population/family planning programs in developing countries. Such information isexpected to be of primary value to the administrators of action programs,but it also has relevance to social science researchers interested in con-ducting research in this area, to population training institutes, to thoseworking for development assistance agencies; etc. Basically the Directoryindicates the type of assistance available from some forty agencies thathave been identified as involved in supporting the IEC components ofpopulation/family planning programs. Addresses are provided for eachagency, giving, where appropriate, those for the headquarters, regional,and country offices.

Preparation of the DirectoryThe Directory was developed by the East-West Communication Insti-

tute as part of its ongoing "inventory-analysis" of support for the com-munication dimensions of population programs, which is being con-ducted under a grant from the U.S. Agency for International Develop-ment. Information is included for every major and most minor interna-tional agencies that have been identified by the Institute as providingsuch support. Decisions as to the type of support provided by eachagency have been based on interviews with agency representatives andother data collected by the inventory-analysis staff.

DefinitionsFor the purpose of this Directory, "population/family planning in-

formation, education, communication," (IEC), has been defined as publicor mass information, --mai or community education, in-school or pop-ulation education or .Aner forms of information, education, and com-munication intended to increase knowledge, change attitudes, or bringabout a change in practices in regard to population and/or family plan-ning. Training is included only to the extent that it is intended to increasecompetence in the IEC area. Basic reference materials, information serv-ices, conferences, and the like are excluded if the primary audience isprofessionals in the field of population/family planning. The focus, inother words, is on support for communications activities aimed at audi-ences beyond the immediate staffs of population/family planning pro-grams. "Assistance" refers to the provision of both Cash grants and Ofactual services such as advisors and COnSultants, fellowships, materials,equipment, training, etc. The full range Of assistance activities covered bythe Directory is listed below under the heading "Types Of Assistance."

Using the DirectoryThe Directory is organized into two major divisions. The first gives

the interregional or headquarters offices of all applicable agencies; theseare divided into three categories: multilateral, bilateral, and private. Thesecond major division lists all the regional, sub-regional, and country of-fices of these and of several additional agencies that are only regions! inscope. This division of the Directory consists of sections devoted to eachof the four basic geographical regions of the developing world, viz.,Africa, Asia, Latin America and the Caribbear., and Oceania. Within eachgeographical area, listings are given first for regional and sub-regionaloffices and then for country offices, which are arranged alphabetically bycountry. When the list of specific countries served by a regional office wasavailable, the country names appear in parentheses after the name of thatregional office. Within each division or section, the names of organiza-tions are always listed alphabetically.

Types of AssistanceDecisions about the types of assistance provided by each agency

within the field of population/family planning IEC are based largely oninformation available to the East-West Communication Institute on thepast grant making and support activities of the agencies listed. In otherwords, the categories of assistance assigned to each agency are basedprimarily on precedent established overthe past several years rather thanon explicit policy statements. Nine basic types of assistance have beenidentified and each assigned a nonarbitrary code letter, generally the firstletter of the word or phrase used to describe that category. The code let-ters appear next to the name of the agency the first time that agency islisted in the Directory, i.e., in almost all cases in the section on "Inter-regional (headquarters) Offices." This classification scheme does not dis-tinguish between grants made to enable recipient organizations to pro-cure for themselves any given form of assistance and the actual provisionof that service directly by the assisting agency. The cOdes used through-out the Directory for types of IEC related assistance are listed below.

Country-Level OfficesNo attempt has been made to list each and every potentially relevant

country-level office of the agencies whose headquarters and regional of-

fices appear in the Directory. Generally the bilateral assistance activitiesof donor nations are handled at the country level by members of theirembassy or high commission staffs. This Directory does not list the ad-dresses of embassies and high commissions. It does, however, includethe offices of separate bilateral technical assistance agencies to the extentthat these have been established at the country level. The country-levelrepresentatives of various United Nations specialized agencies have notbeen routinely included here. The best source of information about thelocations and activities of such offices is the office of the Resident Repre-sentative of the United Nations Development Programme (UNDP); con-sequently the Directory provides information on the location of UNDPoffices throughout the developing world. Besides functioning to coordi-nate the contributions of other agencies in the U.N. system, the UNDPadministers the United Nations Fund for Population Activities (UNFPA)and hence the UNDP Resident Representatives also play a key role indetermining the kind of assistance that the UNFPA might best render.

Revision of this EditionInevitably some of the information in a directory of this nature is out-

of-date by the time it is published in spite of all reasonable attempts toobtain the most recent information. It is not possible, naturally, for theEast-West Communication Institute to assume responsibility for any in-convenience caused by such inaccuracies. However, all corrections thatare brought to the Institute's attention will be incorporated into the nextedition of the Directory. Suggestions for other changes and alterations inthe organization, format, and content of the Directory will also be ap-preciated.
