1. About us

Clear Cut was founded in 2008, by former Israeli air force pilots with accumulated knowledge and know-how in the aerospace defense domain. Today Clear Cut is a leading R&D and integration company executing major projects and working side by side with some of the largest and most prominent organizations in the Israeli industry. With that said the company has taken its experience in the field of aerial command & control systems and translated it to the paramilitary sectors.

2. Abstract

We are hereby pleased to present our state of the art C4 platform. This document describes the C4 Command and control solution tailored to the Security and paramilitary sectors. Our proposed solution tracks, records and monitors all information from the Field and transmits it to the control room. With the use of the mobile device geographical positioning, the control room can monitor and track the current location of each one of its personnel in real-time alongside on-line alerts and digital information collected from the field. Our C4 command & control solution presents the information to the users via a sophisticated web browser supported by an advanced GIS system. The information is transmitted to forces in the field via rugged tablets and mobile devices. The system holds a user friendly interface offering a turn-key solution for the performance of daily tasks, including rich functionalities and adaptations to the local GIS data.

3. System Functionality

Enabling real time communication between the operations center and personnel in the field.

The platform provides the operations center with the ability to classify and personalize the data within the system and receive reports and graphical data according to their predefined configurations. The system offers:

Unified GIS based Monitoring system. Event and task management. Various location and status based alerts POI . POI and GIS information editing. On-Line PP and Team members’ location. Online debriefing system. Decision supporting Engine. Full Integration capability with 3rd party system.

4. Panic button solution

The proposed solution includes a cellular tracking and detection system which supports all forms of cellular devices. With the activation of the panic button the system displays the objective in distress on the C&C dashboard and manages its location through the advanced GIS engine, POI, Polygon and GEO-Fencing. The system’s user interface (UI) is Web-based and is compatible with a wide array of platforms and operating systems. With that said, the system provides flexibility alongside a user-friendly platform. Throughout the years C4 has incorporated a rich track record providing many solutions in the field of cellular based panic-buttons and tracking devices in distress situations. Here are a number of examples: Personal protection to the State of Israel’s Supreme Court judges A wide scale project with the Ben-Gurion international airport Cellular tracking solution for a number of large corporations and their

respected VIP’s International projects in Europe and South Africa and Latin American

6. Scope of Work

Workflow:

* All information will be available in the control room in real-time and will appear on the system dashboard as part of the event management protocol.

7. Analysis and Reporting

All system operators and authorized officials will have full connectivity to the system and will be granted the functionalities, analysis and reporting tools. Such tools will enable:

Real Time Location of all security Officers. Alert upon deviation from the specified path (Geo-Fencing) Alert upon entry/exit out of POI's Alert upon standing vehicle/security officer with no movement

for abnormal time period Alert upon receiving of event by field officer Sophisticated reports engine

9. General Remarks and conditions

Clear-Cut grants and maintains ownership of its intellectual rights. License forbids re-distribution of the Clear-Cut software solution to

other companies/territories or cellular operators. Software is protected against non-authorized use. Support is subject to Clear-Cut office hours and is received via

telephone/fax/ email/remote access. Customer will allow Clear-Cut to have RDP access to Customer servers

for support.

Our primary goal at all times shall be to work closely with you and your partners in order to enhance efficiency, productivity and profitability to the best of our ability given the use and utilization of our C4 solutions.
