TITLE: Regional Adult Education Coordinator

SALARY: Per Raleigh County Schools Salary Schedule based on certification or licensure and year of experience.

TERM OF EMPLOYMENT: 240 days

QUALIFICATIONS:

1. A minimum of a Master’s degree2. Experience and knowledge of Adult Education required3. Knowledge of computers in the use of spreadsheets, word processing, Internet

navigation, e-mail, and databases.4. Ability to schedule, organize, and prioritize assignments.5. Demonstrate excellent communication skills, both written and oral.6. Must be able to travel within the state or out-of-state as needed.

DUTIES AND RESPONSIBILITIES:

Technical Assistance

1. Provide guidance to program administrators and Adult Education staff in the budgetary process.

2. Monitor hiring of new staff and ensure training requirements are met.3. Provide assistance in the use of the Adult Education Management Information

System (AEMIS), the monitoring of learning gains and federal core measures, the on-site evaluation process, and general AdultEd requirements.

4. Communicate on a regular basis with AdultEd County Directors in the regional educational service area.

5. Assist local programs in assessing the basic educational needs of the adult community and developing effective student recruitment activities.

6. Provide technical assistance to local programs to develop linkages with other educational providers.

7. Provide guidance on student retention and recognition activities, including assistance

1. The staff member works effectively as a member of an education team.2. The staff member exhibits an attitude of mutual respect.3. The staff member is ethical and demonstrates good work habits such as punctuality/

attendance.4. The staff member works effectively with partner agencies, businesses, media groups,

and other state/local agencies.

MONITORING AND ADMINISTRATION:

1. Conduct visitations to full-time learning centers, part-time classes, DHHR classes and other innovative/specialized classes on a regular basis.

2. Conduct data quality audits twice a year to ensure accuracy and quality in the management information system data.

3. Communicate with the Professional Staff Development Coordinator and the Technology Coordinator in maintaining an up-do-date list of teachers, pre-service and in-service credits in the AdultEd database.

4. Monitor AEMIS to ensure that student data is input by the 10th of each month and to determine each program’s progress in meeting required enrollment and contact hours.

5. Respond to special requests from the West Virginia Department of Education, AdultEd Office, related to surveys, questionnaires, data completion, reports, and detailed explanation of programs.

6. Other duties as related to the position.

EDUCATIONAL LEADERSHIP AND TRAINING:

1. Facilitate and/or conduct regularly scheduled professional development sessions and staff meetings for teachers and/or administrators.

2. Develop public awareness of the need and availability of adult education services through communication and coordination with community-based organizations, businesses, governmental organizations, and volunteer literacy programs.

3. Provide leadership in the process of marketing AdultEd to the community.4. Attend local, state and national conferences related to adult education. 5. Assist in the development and implementation of special adult education projects

sponsored with other agencies. (Ex. SPOKES, OPTIONS)

REPORTS TO:

SESC Chief Administrator or designee

EMPLOYMENT RELATIONSHIP:

SESC staff members are employed by the State Board of Education upon recommendation of the state superintendent of schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. SESC staff work under the direct supervision of the chief administrator. Each employee is “at-will” and subject to termination by the State Board at any time, with or without notice, cause or compensation.

The employment relationship between SESC and the employee may be terminated by either party. Reasons for termination by the State Board include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need or a lack of loss of funding.

CONTRACT/AGREEMENT:

This position is grant-funded based on availability of funding. SESC employment agreements are for one year or less. SESC does not issue continuing employment contracts. The execution of this employment agreement is contingent upon funding.

EVALUATION:

Performance of full time teaching positions will be evaluated in accordance with State Board Policy.
