    1. Introduction and Overview

    1.1. General

    In order to increase the security and safety of UAE, the Ministry of Interior (M.O.I.)

    has decided to request all Hotels in Abu Dhabi to enhance their CCTV systems in

    order to meet the hereby described operational and technical requirements and to

    integrate them with the M.O.I. systems.

    1.2. Scope

    The purpose of this document is to define the requirements from Abu Dhabi Hotels

    to enhance their CCTV systems, so they will be able to integrate them with M.O.I

    systems.

    This document provides the following information: Operational Concepts and Hotels Cameras Coverage

    General and Technical Requirements

    Design, Approval and Integration Processes

    Operation and Maintenance.

    1.3. Assumptions and Guidelines

    This document is based on the following operational assumptions:

    The Hotel CCTV integration to M.O.I systems will enable the M.O.I to view live

    video streams from allHotels cameras. It may also enable the M.O.I to record and

    analyze these video streams as captured by the cameras. Although the

    configuration, operation and maintenance of the new CCTV system will be under the

    Hotel responsibility, the enhanced system configuration will send administrative

    and maintenance alerts to the M.O.I system. Consequently, the M.O.I will be able to

    remotely view and change all the system parameters.

    Most of the Hotels in AD currently use one of the following CCTV system types:

    t Analog CCTV System

    t

    Digital CCTV Systemt Hybrid CCTV System (Mix of Analog & Digital CCTV equipment)

    Under the current request, AD Hotels will have to enhance their CCTV cameras and

    to design the upgrade of their CCTV system so it will meet the technical

    requirements. The AD Hotels will have to obtain the design approval by M.O.I, the

    AD Hotels will then be required to purchase the necessary equipment and software,

    and implement and test their CCTV system enhancements, as well as integrate it

    with the relevant M.O.I systems.

    Hotels security staff and other personnel will continue to use their CCTV systems

    just as before the integration. The integration will not replace or interfere with any

    of the Hotel daily activities.

    1.4. Confidentiality

    Hotels are kindly requested hereby, to keep this process and its related information

    restricted, and not to use, in any case or mean, the information/designs/plans to

    any other purpose rather than the enhancement of their CCTV systems and to meet

    the M.O.I requirements.

    1.5. Point of Contact

    During the design and implementation process the M.O.I, through there appointed

    consultants, will answer Hotels questions and will review and approve the Hotels

    designs. Hotels can send enquiries related to their CCTV System integration with

    2. Operational Concept and Cameras coverage

    2.1. Operational Concepts

    The Hotel CCTV system is usually used to monitor daily Hotel activities and to

    assist the Hotel security personnel in their daily work.

    Most of the current Hotel CCTV systems include Video cameras that stream the

    video to a system installed at the Hotel back offices. The system then records the

    video streams. In parallel the Hotel security personnel can view the live or recorded

    video on special or standard PC monitors.

    Some hotels CCTV systems include Video Motion Detection (VMD) features,

    tampering alerts and even some integration with Access Control systems.

    The new enhanced Hotel CCTV system and its integration will increase the number

    of Video cameras, expand the coverage areas and serve as a Force Multiplier. In

    addition to the Hotel security staff, the M.O.I Operators will be able to monitor

    suspect activities, to correlate the Video streams with other information and to

    analyze the video using advanced technologies. All these activities are aimed to

    increase the security and safety in the UAE.

    In case an analysis of recorded video streams is needed, the M.O.I will be able to

    trace and analyze it in a more efficient manner.

    2.2. Coverage Areas

    The M.O.I is requesting Abu Dhabi Hotels to have good video coverage (i.e. to have

    video cameras that will enable live video display and video streams recording) of the

    following areas:

    All entrances and exits - indoor and outdoor (including the roof)

    Front desk

    Full coverage including the Lobby and Hotel services area such as:

    o Kitchen/Laundry/Housekeeping/etc

    Public areas such as:

    o Full coverage of Hotel indoor/outdoor parking areas

    o Entrances to Hotel Entertainment areas, such as: SPA/Gym/Swimming

    pool/ etc.o Entrances to Conference center/Meeting rooms

    o Entrance to hotel business center

    o Entrance to hotel Restaurants/Dining rooms/Bars/ etc.

    Full coverage of all floors corridors

    Full coverage of Inside Hotel elevators

    3. General and Technical Requirements

    3.1. Video Quality and Standards

    3.1.1. Video Quality

    All cameras should provide at least 1CIF video quality of half real time 12 frames per

    second.

    Lobby and front desk cameras should provide 4CIF video quality of real time 25

    frames per sec (PAL mode).

    The enhanced Hotel CCTV system should enable the transformation of all Video

    streams to H264 format, so the M.O.I Operators will be able to view H264 Video

    clips.

    3.1.2. Video Recording

    All the recorded video clips from all Hotels cameras will be stored in one of the

    Video clips will be available for display by M.O.I personnel using standard

    MS-Windows viewer.

    3.1.3. Video Encryption

    It is required that all video streams transported on the Wide Area Network (WAN)

    will be 256 AES Encrypted.

    3.2. System Cabinet Enhancing Current Analog/HybridSystems

    3.2.1. System Enhancing

    In addition to the current Hotel CCTV system equipment, the enhanced system will

    require the addition of a cabinet that, on top of the current Analog or Hybrid

    systems, will include:

    Encoders(this equipment is intended for Analog and Hybrid systems only),

    Network Switch

    The network switch will have ports per number of digital feeds, will support 100

    Mbps/1Gbps communication and is required to support 802.1 x standards.

    Firewall

    The firewall shall have the capacity to support layer 3-4 secure rule base

    enforcement; it also shall support IPS (intrusion prevention) abilities and

    standard formats, for a minimum time of 180 days. It is required that the recorded

    gateway level anti vandal abilities, and with a support of state full inspection

    features.

    The installed firewall will act as the system encryption termination point since it

    shall support AES-256 IPSEC encryption

    The system cabinet will be installed in a secured indoor area and will be locked at alltime with a key kept by the Hotel head of Security. The cabinet should be kept in a

    temperature of 18-24Celsius.

    The Firewall installed in the system cabinet will be connected to the public network,

    using a separate special 1Gbps communication line (throughout SFP fiber port).

    The system cabinet will be connected to the Hotel Electricity cabinets, using a 40

    Amps socket in Hotel Electricity cabinet. This Hotel Electricity Cabinet is also

    required to be locked and secured.

    The M.O.I may request the Hotel to increase the bandwidth of the communication

    line and communication equipment in order to support the increasing number of

    concurrent viewed and recorded channels.

    3.2.2. Integration of Analog and Hybrid CCTV

    The following diagrams show the integration of the current analog CCTV, as well as

    the integration of the current hybrid CCTV system.

    A Glossary of terms and equipment in the diagrams is provided below.

    Analog Video Cameras Usually these cameras are connected to the system

    using analog cable (in most cases a coax cable) to transmit the video to a local DVR

    (in analog systems) or to the encoder (in hybrid systems).

    Video Data Extraction In order to use the analog video, we recommendconnecting a splitter to the output cable of the analog cameras.

    Encoder The encoder is located in the cabinet and receives the analog video

    (from the split analog cable). It converts it to Digital format, encodes it into H264,

    and streams it out to the switch.

    Switch Aggregates the streams that come from the different sensors to the

    system Firewall.

    Firewall Protects the Hotel system from unauthorized use and blocks improper

    video streams to be submitted to the public network; encrypts the video stream

    generated by the encoder, and transfers it to the MPLS (MAN) Network.

    3.3. System Cabinet Enhancing Current Digital Systems

    3.3.1. Types of Digital CCTV Systems

    To enhance the current Hotel CCTV systems in order to meet M.O.I requirements,

    we identify first three types of Digital CCTV Systems:

    1. Current Hotel CCTV systems that currently comply with M.O.I requirements

    (Video streams in H264 format).

    2. Current Hotel CCTV system that currently streams Video in a standard format,

    but is NOT compatible with M.O.I requirement.

    3. Current Hotel CCTV system that currently streams Video encoded or streamed

    in proprietary or encrypted formats.

    For each current system type, the enhanced system cabinet will include slightly

    different equipment.

    3.3.2. Digital CCTV Systems that Comply with Requirements

    In systems that currently comply with the requirements, the new system cabinet will

    just include the Communication Switch and the Firewall, as shown in the following

    figure.

    A Glossary of terms and equipment in the diagram is provided below.

    Video data extraction The digital video is extracted from the system by using

    one of the following methods:

    t Listening to multicast streams (where all the system cameras stream their

    video using multicast)

    t Using the camera dual stream capabilities (if available) to transfer one

    stream to the CCTV system and one to the encoder.

    t Use the CCTV NVR machine to re-cast all the camera streams to the encoder.

    Digital Cameras Digital cameras that use standard encoding and streaming

    method; these cameras stream the video over the Ethernet to the system Network

    Video Recorder (NVR).

    Switch Aggregates the streams that come from the different sensors to the

    system Firewall.

    Firewall Protects the Hotel system from unauthorized use and blocks improper

    video streams to be submitted to the public network; Encrypts the video stream

    generated by the encoder, and transfers it to the MPLS (MAN) Network.

    3.3.3. Digital CCTV Systems that Use Non-Compatible StandardEncoding and Streaming

    In systems that use standard encoding and streaming that are not compatible with

    M.O.I requirements (for example: encoding is Microsoft WM, H263 or MPEG2), we

    recommend to redirect the video streams to a transcoder that can re-encode the

    video to the M.O.I required format, as shown in the following figure:

    A Glossary of terms and equipment in the diagram is provided below.

    Transcoder Decodes the system streams and re-encodes them into M.O.I

    compatible stream format.

    Switch Aggregates the streams that come from the different sensors to the

    system Firewall.

    Firewall Protects the Hotel system from unauthorized use and blocks improper

    video streams to be submitted to the public network; encrypts the video stream

    generated by the encoder, and transfers it to the MPLS (MAN) Network.

    3.3.4. Digital CCTV Systems that Use Encryption

    For digital CCTV systems that currently use some sort of encryption and/or

    proprietary encoding of the video streams, we recommend to use the CCTV vendors

    decoder hardware in order to decode the data, and to use the encoder to encode it to

    the required format, as shown in the following figure:

    3.4. Video Recording

    Hotels are required to record on their DVRs/NVRs all the hotel channels and to

    retain these recordings for one month.

    If required by M.O.I, Hotels should enable the M.O.I to immediately view this

    recorded video using the hotel local CCTV system.

    3.5. Monitoring

    The enhanced Hotel CCTV system is required to keep a detailed log file and to send

    alerts in the following events:

    Whenever the system cabinet is opened (by means of a system cabinet tampering

    switch- an HW switch that indicate whenever the cabinet is Opened or Closed)

    Loss of system communication

    Loss of camera signal

    System power down

    The system logs should be available for M.O.I inspection for 90 days.

    3.6. Availability

    Hotel CCTV system and its integration to M.O.I systems should be available 24/7.

    In any case of problem, it should be fixed within one (1) hour during day time, and

    three (3) hours during evenings and weekends.

    In case of a major system malfunction or in case that the hotel is unable to operate

    the system for a period longer than the above mentioned time, the hotels security

    manager is required to report this, on writing, to M.O.I.The enhanced Hotel CCTV system is required to be connected to a UPS system that

    will support the work of the Hotel CCTV system, in case of power failures, for a

    minimum of 30 minutes. The installed UPS shall support a reporting mechanism

    that will report on every power failure and UPS activities.

    4. Design, Approval and Integration Processes

    4.1. Current Hotel CCTV System

    Within 15 days of receiving this document, Hotels are kindly requested to complete

    and submit to the M.O.I a full detailed description of their existing system.

    This description will include:

    1. Hotel name and address,

    2. Hotel security manager and his contact information,

    3. Hotel point of contact (POC) for enhancing and integrating the Hotel CCTV

    system to the M.O.I system,

    4. Type and description of the hotel existing system in terms of hardware and

    software configuration,

    5. Vendor of the existing Hotel CCTV system and its contact information and

    6. Full detailed list of current hotel cameras, their type and installed location.

    Hotels are kindly been asked to describe their current CCTV system in the attached

    spreadsheet- Appendix A.

    4.2. Enhancement Design and Implementation - Work Plan

    Within 30 days of receiving this document, hotels are kindly requested to submit

    their design and work plans for enhancing their existing CCTV system to meet

    integration requirements. The design and work plans will include a detailed list of

    the new cameras to be installed to meet coverage requirements as well as adescription of the type, model and Vendors that they choose for the new equipment

    and/or software (i.e. cameras, encoders, communication switch, firewall, cabinet,

    etc).

    The hotel is also required to describe its work plan to implement the enhancement

    of its CCTV system, by listing the major milestones and their due dates.

    The design of the enhanced system and the implementation work plans will be

    described by the hotel, in special tabs of the attached spreadsheet.

    4.3. M.O.I Approval

    After receiving the hotel design and implementation plans by mail, the M.O.I or its

    representatives, will approve the design and the implementation work plans (or will

    require more clarifications from the Hotel).

    5. Operation and Maintenance

    5.1. Operation Requirements

    The Operation and Maintenance of the enhanced Hotel CCTV system, is the sole

    responsibility of the respective Hotel.

    Hotels are required to allocate sufficient security personnel to operate the enhanced

    CCTV system in a 24/7 mode.

    5.2. Maintenance Requirements

    Hotels are required to have valid Support and Maintenance agreements with their

    Hardware and Software Vendors so they will be able to meet system availability

    requirement, at all times.

    The M.O.I may run random checks, on the Hotel enhanced CCTV system, in orderto verify its Operation and its availability.
