The California Department of EducaEon (CDE) requires that all student who have a primary language other than English, based on the Home Language Survey (HLS), are administered the California English Language Development Test (CELDT) to determine English language proficiency. ReclassificaEon is the process used by school districts to determine when an English Learner (EL) has acquired sufficient fluency in English to perform successfully in core academic subjects without English Language development (ELD) support. The Principal and EL Coordinator must cerEfy that all students meeEng the eligibility criteria were reclassified immediately. For students not meeEng the eligibility criteria, the Principal or EL Coordinator must annotate the PotenEal ReclassificaEon Eligibility Roster (elementary) or EL Monitoring Roster (secondary) to document intervenEon services to be provided to assist students in meeEng the reclassificaEon criteria.

In accordance with State law and Title III of the No Child Leo Behind Act of 2001, schools are required to regularly monitor the academic progress of students reclassified to fluent-‐English-‐proficient (RFEP) for a minimum of two years following the year of reclassificaEon. Schools must also noEfy parents at least once annually of their child’s academic progress aoer reclassifying and provide appropriate supplemental educaEonal services when needed. The Principal or EL Coordinator/Designee must annotate the RFEP Follow-‐Up Monitoring Roster to document intervenEon services to be provided to ensure RFEP students demonstrate adequate progress.
