do not receive a renewal notice, contact the Department of Motor Vehicles (DMV).

You must do this on or before the expiration date or penalties will be due in accordance

with Vehicle Code Sections 9552-9554. If you are cited for not registering your vehicle,

the court may impose a fine.

IMPORTANT: California law requires that evidence of financial responsibility, e.g.,

liability insurance, be carried in a vehicle at all times and be presented to a peace

officer upon request or when involved in a motor vehicle accident. Failure to provide

or maintain evidence of financial responsibility will result in the suspension of vehicle

registration.

This card or a copy shall be kept in the vehicle for which it was issued. This

requirement does not apply when the vehicle is left unattended. It need not be

displayed, however, it must be presented to any peace officer upon demand.

IMMEDIATELY notify DMV in person or by mail on the proper forms if:

You change your address.

You sell your vehicle.

You are involved in an accident (whether or not it was your fault) when the damage

is over $750, or any bodily injury or death occurs.

Immediately notify DMV when you change your address, sell your vehicle, or are involved in an accident causing injury, death, or over $750 in damage. reflected in the same location (note: if this document is a notice of Incomplete Renewal Receipt, no expiration date or status will be present).

2. If you do not receive a renewal notice, or an Invitation to Renew for a PNO vehicle(s), use this form to pay your renewal fees. You may call (800) 777-0133 to request your current renewal fee amount. You must pay your renewal fees (or file PNO status) on or before your vehicles expiration date or penalties will be due in accordance with vehicle code sections 9552-9554. If the annual retention fee for an environmental license plate is not paid, the plate will be canceled, the plate owner shall lose ownership and the letter and/or number configuration shall be come available for reassignment. Other laws, ordinances, or codes of your local jurisdiction may be applicable to your PNO vehicle.

3. If you are cited for not registering your vehicle, the court may impose a $50-$100 fine. To avoid penalties you must pay fees by the due date even if you cannot provide smog certification and/or evidence of insurance.

A registration card or facsimile copy is to be kept in the vehicle for which it is issued. This requirement does not apply when the vehicle is left unattended. It need not be displayed. Present it to any peace officer upon demand.

Vehicle License and Title Stops (VLT)

VLT Stops are internal holds on a record and require DMV processing before a record can update.There are numerous VLT Stops that may appear in the RECORD STATUS portion of a CLETS response.Not all VLT Stops invalidate the privilege to operate a vehicle.

The following VLT Stop messages are for dishonored checks and usually invalidate the operating privilege.

• DC-Registration Not Currently Paid (RSN 59)• Expired Year May Be Incorrect (RSN 61)• Registration Revoked MM/DD/YY (RSN 62 or 63)

Contact DMV’s Involuntary Transfer Section at (916) 657-7704 for the following VLT Stop messages:

Department of Justice Stop (DOJ)

C or 3 = Fine (Bail) suspended by the court

Effective July 1, 2006 the following new insurance information messages will display on responses to vehicle record inquires from law enforcement and court personnel with CLETS access.

The messages will appear below the DATE: and TIME: response fields.

If a DOJ stop is present, the information will display directly following the DOJ STOP notice.

• PENDING RECORD, INSURANCE

STATUS NOT CHECKED

The vehicle registration application has not been completed. Insurance information is not yet required.

Vehicle operators are still required by law to carry evidence of insurance in the vehicle and providethe evidence upon request.

The following two messages will display on or after October 1, 2006

• VEH REG SUSPENDED EFF: MM/DD/CCYY The vehicle owner has failed to obtain or maintain liability insurance.

• AFFIDAVIT OF NON-USE RECEIVED The owner has notified the DMV of his or her intention to not use the vehicle.

NOTE: The message is for insurance use only and does not replace the need for filing PNO status at the end of the current registration year.

NOTE: Commercial and Business carriers are EXEMPT from electronic reporting. Customers whose vehicles are covered by commercial or business policies must submit hardcopy evidence of insurance within 30 days of registering a newly acquired vehicle.

ERRORS: Sometimes errors occur which causes the record to not update correctly. If the vehicle’s record indicates a suspension or no insurance on file, but a valid document is presented, the officer must take all evidence into consideration before issuing a citation. This will be a field decision.

Delinquent Notice Extracted Indicates a 30 day delinquent registration notice has beengenerated by the department notifying the owner that renewalfees and penalties are due in addition to all other requirements.

DOJ Stop Indicates a potential stolen or felony vehicle record in theDepartment of Justice’s stolen vehicle record data base.

Duplicate Plates Issued Duplicate special license plates were issued, such as anenvironmental, disabled veteran, exempt, etc.

Electronic Smog Cert Valid Until Vehicle passed the smog test and test results are valid untildate shown.

Invitation To Renew (ITR) Vehicle is on a Planned Non-Operational status and thedepartment mailed a notice to renew.

Junk Vehicle has been junked or dismantled.

NCOA Address CHG Renewal A new address was provided by the National Change ofNotice Address (post office) and the current registered owner’s

address was changed. This is done before mailing theVehicle Registration Renewal Billing Notice.

Open Collection The department has evidence that a vehicle with expiredAcct-Evid Use registration has been operated and a notice for fees due was

Prev Lic Indicates vehicle was previously registered under the licensenumber shown.

PNO-Registration Deferred Indicates vehicle was placed on a planned non-operationalstatus and must be registered prior to first operation.

Release of Liability The Department has been notified that the vehicle has been sold.

Renewal Notice Extracted A Vehicle Registration Renewal Billing Notice was mailed on the date shown.

Salvaged Indicates a previous Total Loss Salvage vehicle was re-registered.

Smog Due Biennial smog certificate required on date shown.

Conditions In Process (Pending Status)


TIP (Transaction In Process) DMV or applicant has completed transaction

The Transaction in Process (TIP) is a recently completed transaction. Updated registration documents are given to the person completing the transaction including plates/stickers if issued. The record will not reflect transaction information until the update is completed, which may take 2 to 10 days.

RIP (RDF In Process) Applicant has not completed the transaction

The Report of Deposit of Fees in Process (RIP) is an incomplete transaction that requires the applicant to provide additional documentation and/or fees. On a RIP, all submitted documents and a receipt with instructions to complete the transaction are returned to the applicant. New information is stored in a “Pending Master File Record” (see below). Once the transaction is completed, a TIP will then be set and the Pending Master File is deleted.

SIP (Suspense In Process) DMV has not completed the transaction

The Suspense In Process (SIP) indicates a pending record due to further internal processing by DMV. The customer has submitted satisfactory documents and/or fees. If the vehicle record indicates a SIP, and the operator does not have a valid TOP or sticker, the applicant must inquire with DMV.

Once a SIP is finalized, a TIP will be set on the record. It may take days, weeks, or on occasion months to complete SIP applications.

EIP (Error In Process) DMV has an error on file

In rare situations, a transaction may contain an error. In such cases, an Error in Process (EIP) status is placed on the record. If a vehicle record indicates an EIP, refer the operator to DMV.

PENDING MASTER FILE Displays with a RIP/SIP only

Pending Master File information displays at the bottom of a CLETS response when there is an “incomplete” transaction (RIP or SIP). The data displayed in this portion of the printout will show the latest name and address information at the time of inquiry.

If the name and address data in the Pending Master File is different than the name and address information at the top of the response (Registered Owner of Record), it indicates that a change of ownership has occurred. If the name and address in the Pending Master File is the same as the top of the response (Registered Owner of Record), no change of ownership has occurred.

Release of Liability


RELEASE OF LIABILITY (REG 138) Transfer of Ownership has occurred

Notice of Release of Liability (NRL) (REG 138) information indicates the department has been notified of a change in ownership. If applicable, your CLETS response can store multiple Release of Liability updates. If this occurs, the Release of Liability with the most recent “TRANSFER DATE” is the one with precedence. Once the transfer of the vehicle is completed, all RELEASE OF LIABILITY (REG 138) data is deleted from CLETS as ownership requirements have been met.

REGISTERED OWNER OF RECORD VS. “RESPONSIBLE” PARTY

NOTICE OF RELEASE OF LIABILITY (CVC §§5602 AND 5900)

The registered owner or the person in physical possession of a vehicle being sold or transferred must submit a completed Notice of Release of Liability (NRL) (REG 138) to the department within fivecalendar days of the sale/transfer. — The department cannot update the vehicle record if the transfer data is missing.

Owners who sell/transfer and deliver possession of a vehicle and a properly endorsed Certificate of Title to the purchaser are not subject to civil or criminal liability for the:— parking, — abandonment, or — operation of the vehicle by another provided the owner has delivered or mailed a REG 138 to the department or has submitted to the department the documents and fees required to transfer ownershipof the vehicle to the new owner.

NOTE: In cases where legal service notifications are required, it’s advisable to print your CLETS response to validate your decisions at the time of your analysis. As record status can change at any time, any NRL or PENDING MASTER FILE information is only as good as the time and date you run the inquiry.

For purposes of “releasing” vehicles (with a PENDING MASTER FILE on record), the Responsible Party is usually the name of the individual(s) in the PENDING MASTER FILE. If a different individual wants to have the vehicle released, they will need proper titling documents, fees and certifications to place the vehicle in their name and on the DMV database.
