Mayor and City Council Update August 21, 2020

Administration
The Special Council Committee on Policies and Procedures held their first meeting last month. The goal for their
Committee is to create a clear uniform hiring process to allow for transparency and consistency for positions subject to
Council approval. The Committee has requested to work with the City Administrator and the HR Director to address
hiring processes and procedures.
Library
Lillie Wood Memorial Books – Longtime library supporter Lillie Wood passed away in June. Mrs. Wood was one of the
original Friends of Smyrna Library Board members and served as a Board President. In her memory, the library has
added ten books on gardening, sewing and genealogy. A display of the new books is on the circulation desk countertop.
Museum
The Smyrna Museum is open for visitation on Tuesdays, Thursdays, and Saturdays. Visitors are asked to sign up for a
time slot in advance to help with Covid-19 safe distancing measures. The tours are free, begin on the hour, and can
accommodate no more than 10 people at a time.

Museum main line at (678) 631-5423.
Now that the museum has reopened to the public, Jennie is not working remotely. However, when the museum is
closed on Wednesdays and Fridays, she may periodically be out of the museum on other business. The best option is to
direct callers to the main museum line to leave a message.
Department of Environmental Services (KSB)
Keep Smyrna Beautiful
Work Glove Luncheon (pictures from last year attached)
The Work Glove Luncheon will be held on Wednesday, September 23rd. The look will be different this year because we
will not be able to gather together to celebrate. The plans are to have a drive up function where employees from Public
Works, Code Enforcement, Water Meter Readers, Building Inspectors, and Parks can come by get a lunch, a small gift,
and a gift card. The exact details are still being worked on. During these challenging times, KSB feels it is more important
than ever to recognize this group. We will be updating as things are firmly decided.
Education
The Education Committee is meeting about interacting with schools with grants, new programs, and general outreach.
KSB Chairman, Liz Davis, is reaching out to the City’s Education Committee (Pro/Tem Councilmember Tim Gould) to see
there is anything KSB can do to assist with the City’s efforts.
Recycling Center
Appointments and Opening
Beginning Thursday, August 27, the Center will be discontinuing the need for appointments to drop materials off. The
hours and days of operation will remain the same: Thursdays, Fridays, Saturdays from 9:00am to 3:00pm.
Environmental Services
Energy Performance Services Contract
The staff team will meet again with Schneider on August 27 to get an update on the site visits. Site visits were completed
the week of July 26. Many thanks to Bill Warren and his team for assisting.
Parks & Recreation
This past week we had Turf Planners of Georgia out to our multi-purpose field at Chuck Camp to Turf Plane the heart of
the field and return it to a nice smooth, safe and playable surface. As the picture illustrates, this process involves
stripping off the top organic layer to achieve this uniform smooth surface. Over the next few weeks, our staff will treat
this area as you would new sod; irrigated multiple times a day and using a robust localized fertility program, so that we
are able to promote rapid growth and achieve full recovery before growing temperatures fade away as we get into the
Fall Season.
With so many social options limited these days our parks continue to serve a large population each day, in turn, keeping
staff very busy with field maintenance and general park maintenance such as non-stop cleaning and park permit prep.
Next week we will begin our wall to wall fertility application on all of our ballfields. Our Fall fertilizer is low in nitrogen,
but higher in potassium and phosphorous. Heading into the cold season it’s important to put an emphasis on root
growth and reel back on promoting tissue growth so the plant uses all its energy preparing to protect itself for cold
weather, so it can come back strong in the spring.
Tolleson Pool is on a weekend only schedule now.
Along with the chalk contest that is ongoing, and outdoor fitness classes, the Program staff continues to develop new
program ideas for the fall and the upcoming holidays.
The community center restroom/locker room renovation is under way. Demo should be completed this week and the
build out of the new restrooms and lounge can start.
Introducing, Smyrna Parks and Recreation first E-Sport Leagues! Participants can register thru Mission Control at City of
Smyrna Esports. Cost is $15 per league with leagues forming in COD 2v2, Madden, FIFA20, NBA 2K20, Rocket League,
and Super Mario Cart. Registration for P&R new Esports league continues thru August 28.

Public Works
Audits under way:
AWIA (American Water Infrastructure Act) audit due in March 2021. Public Works management is currently waiting on
response from GEFA on a grant for Woods and Associates to assist and complete our audit. The Federal Government
funded grants to certain municipalities to have assistance in completion of the audit. This audit stems from the
bioterrorism act of 2008 that was put in place due to September 9, 2011. Public works will call meeting with necessary
staff to start the audit, it consists of Finance, Police , Public Works and Fire.
Water/Sewer division is currently grading sewer infrastructure with our sewer sonar equipment that grades the
condition of the pipe and capacities of flow, this type of technology sends acoustic sound wave from one device to
another to determine condition or if flow is being impeded which in turn cuts down on cost of fuel, repairs and
maintenance to our emergency sewer equipment such as our jet truck and video inspection equipment. Staff will grade
a Council Ward and the areas that need attention will be addresses with jet truck and video inspection to determine
what needs to be done to correct the issue. This project is still in progress now being extended to Ward 5. Ward 1 and 4
have been completed.
Water/Sewer division will have several sewer lines throughout the city that will be CIPP, (CURED IN PLACE PIPING).
Areas that have been completed for sewer are Plaza Dr through Windsong Way, Roswell @ Spring St, Lee St from
Concord Rd to Collier Dr, Lake Dr behind 3770, Inglewood Dr to Burbank Dr. Rolling View Dr. The CIPP process works
hand on hand with sewer sonar program. All measures being taken we are moving towards being proactive instead of
reactive to the necessary need to be met to such a crucial infrastructure.
Street Division is currently maintaining right of ways and asphalt repairs, also repairs to storm drains that will also be
CIPP which consist of Banks St @ South Cobb, 2905 Lavista Place and 380 Mockingbird Lane. Drainage repairs are being
done on Morris Circle to correct all drainage issues on the street. Street division also doing right way maintenance
consisting of mowing, over hanging limbs, curb and gutter cleaning.
Public Works annual paving Mill and paving list has been put together by public works staff, cuts and additions have
been made to complete the annual list. This annual project from start to finish takes about 6 months to complete with
submitting for additional LMIG funds and necessary paperwork to GDOT for approval. Annual paving bid has been put
out July 17th, 2020 and bid opening will be August 26th, 2020.
Whitfield Storm drain project: Public Works and contractor have met in the field to make field changes to engineered
drawings. Properties have been notified along with property lines being staked out for the project. Project is to be taken
place at 1465,1468 Whitfield and adjacent properties. This will include ditches being reworked and lined with cobble
stone, concrete storm pipes are being installed this week at outlet side of project, along with tree removal to form
ditches. Project 55% complete with all storm installed on south side of project. There will be a road closure August 5th
through September 11th @ 1465 Whitfield Street due to storm replacement and catch basins being installed in roadway
through that very tight corridor. Roadway will be open to through traffic only on both sides of closure. Map has been
posted of the detour plan to the city website and Facebook page.
Windy Hill Road Water Sewer Modifications: Contractor RDJE has installed new sewer line in Windy Hill Road on South
Side of the project moving towards South Cobb Drive completed. Installation of sewer line will proceed from Beaver
Creek towards Atlanta Road, all long runs in the roadway will be completed in 2 weeks’ weather permitted. Water
installation 85% completed, the bore for Windy Hill is scheduled to take place on 9/8/2020. Inverts in the manholes are
being installed this week.
SPLOST
Windy Hill Boulevard: Baldwin is still installing storm pipe and diversion ditches to convey storm water to the temporary
sediment basins. The next progress meeting will be held 9/01/2020. Baldwin has been cutting down sub grade for
temporary and permanent road to be installed to divert traffic from main roadway during construction. This will take
several months to complete. The temporary road and parts of the permanent road are to be done and opened the first
week in November to move traffic from existing roadway to temporary and permanent roadway so the culvert and
bridge construction can begin.
Church street roadway improvement’s
Phase 1 complete with water main, water services and water meter installed. Street Department is currently at 90% with
phase 2 with the ADA ramps being installed. Once ADA ramps and driveway aprons are completed Street Department
will pressure wash existing sidewalk to better match up newly installed sidewalk. Phase 3 will begin with milling, paving
and stripping of the roadway. Phase 4 will be installations of speed tables.
Engineering
The new stop condition at the intersection of Mathews and Whitfield went into effect Tuesday August 18th. The
intersection of Collier and Dunn is next on the list for stop sign installation.
We are working with a contractor and Georgia Power to install new flashers at Hawthorne and Old Roswell and at
Belmont and Kissing Tree. Once the flashers are installed, we will proceed with installing new stops signs.
The Department is collecting speed and volume data along Anderson Circle and plan to have recommendations for
traffic calming by the second week of September.
At the request of a resident along Oakview Drive, speed and volume data was collected and speed humps are
recommended. We will be working with the resident on collecting signatures from the neighborhood.
Additional speed humps for Spring Drive were approved by the City Council on August 17th. We will be working with
Public Works to get the speed humps installed.
Radar signs are planned for the following streets: Glendale Circle, McCauley Rd, Gann Rd and South Sherwood.
We are working with consultants to develop plans for improvements at Oakdale & Highlands Parkway and at Lake Ridge
Drive and Highlands Parkway. We are expecting preliminary plans within the next few weeks.
