ADMINISTRATIVE GOALS/DISTRICT ADMINISTRATION PRIORITY OBJECTIVES

The Lynn School Committee endorses and supports the policy decision of the Massachusetts Board of Education that schools move to a result-oriented based on helping students accomplish the Massachusetts Goals for Education. Administrators bear a major responsibility for understanding as well as sharing the philosophy and methodology of which underlies this policy commitment. Moving toward a results-orientation is possible only with an understanding of and having the tools for implementing functions such as the following: 1. Understanding present as well as alternative future social realities. 2. Assessing the needs of students. 3. Establishing missions of schools and major programs. 4. Based on established mission, develop operational purposes and obj ectives. 5. Developing and using appropriate information bases for planning, instruction and administration. 6. Planning program alternatives including necessary supporting structure. 7. Choosing a program alternative and building necessary structures and allocating resources on the

basis of relationship to results expected. 8. Monitoring and reviewing educational programs as they are in operation. 9. Evaluating programs so that a decision can be made to continue, change or drop the program

after a specified period of time.

1. GENERAL DUTIES - The Superintendent of schools shall be the advisory and executive

officer of the School Committee and under its direction shall administer and supervise the public schools of the city. He/she shall cause the rules and orders of the School Committee to be strictly observed and executed.

All employees of the School Committee shall serve under his/her direction.

2. REGULATIONS - He/she shall make and enforce regulations not inconsistent with these rules

for the direction of the persons employed by the School Committee and for all the details con-nected with the work of the schools, subject to revision at any time by the School Committee.

3. MAJOR DUTIES - As chief executive officer of the Lynn Public Schools, the Superintendent

will be responsible for: School and community relations

Educational planning and implementation

Organization development and business management

Development of management teaming, leadership and supervision functions

Staff selection, training, supervision and compensation

Monitoring and measurement of school effectiveness

School system operations within legal parameters

Contract administration

The Superintendent will perform these duties through effective organization development, leadership and delegation, working closely with the School Committee and through his/her/her staff.

GENERAL RESPONSIBILITIES

1. Assumes charge of the school system as the executive officer of the School Committee.

2. Coordinates the work of all programs and department.

3. Recommends policies to the School Committee, providing the necessary data for

formulation of policy. 4. Executes policies of School Committee and supervises those with administrative

responsibilities.

5. Reports to the School Committee relative to the execution of its policies and the general administration of the school system.

PERSONNEL RESPONSIBILITIES 1. Makes provisions for the supervision of the work of all employees of the school system.

2. Recommends all personnel policies for School Committee action. Assists in negotiation

process upon request. 3. Makes provisions for executing all personnel policies adopted by the School Committee.

INSTRUCTIONAL PROGRAM RESPONSIBILITIES

1. Makes recommendations relative to the scope of the instructional program.

2. Working with other administrators, assigns instructors for the various instructional areas.

3. Provides leadership for development of in-service education programs for the improvement of instruction.

4. Provides leadership for development of testing programs and other procedures for

evaluation of the effectiveness of the instructional program.

5. Provides leadership for development of procedures for the selection and evaluation of textbooks, audio-visual aids and other instructional materials.

6. Gives leadership to the program for the constant evaluation and revision of the program

7. Provides leadership for the study of the adequacy of the program of studies and the needs for additions of amendments to it, freely using expert consultants.

FINANCIAL RESPONSIBILITIES

1. Presents and interprets an annual budget to the School Committee

2. Analyzes and interprets long-range financial needs and proposals to the School

Committee. 3. Provides leadership for administration of the budget and keeps, insofar as possible, all

expenditures within its limits.

4. Directs the system of financial accounting and the activities of those involved in the business department.

5. Supervises the program for the purchasing of supplies and equipment.

6. Makes regular periodic reports to the School Committee relative to financial conditions of

the school system.

SCHOOL PLANT RESPONSIBILITIES

1. Analyzes and makes recommendations on school plant needs, using consultants as needed.

2. Assists the School Committee and the school building committee in the development of

educational specifications for school buildings.

3. Works with architects in the planning of new school buildings, additions and renovations.

4. Makes recommendations regarding the maintenance of buildings and grounds.

PUPIL PERSONNEL RESPONSIBILITIES

1. Provides leadership for those who administer the activities of all instructional and guidance personnel.

2. Provides leadership and support for those who direct the policies for discipline of

students.

3. Provides leadership and helps establish structure for the classification, promotion and graduation of pupils.

4. Encourages and supports the development of programs for atypical children.

5. Provides leadership for development of an adequate pupil record system.

7. Reports to the School Committee on the effectiveness of pupil personnel policies. COMMUNITY RELATIONS RESPONSIBILITIES

1. Directs a program for keeping the citizens of the district adequately informed of school developments and problems.

2. Interprets the program and activities of the school before various community groups.

3. Works with parent groups and other organizations interested in and concerned for the

welfare of the school.

4. Makes an annual report on the school program and policies for the School Committee and the school system.

5. Meets with representatives of the press to provide information needed for keeping the

people of the district informed. EVALUATION RESPONSIBILITIES

1. Evaluates the work of all personnel for the School Committee. He/she also evaluates the

instructional program, finances, budgeting and all other aspects of the school program.

2. Cooperates with the School Committee in the periodic evaluation of his/her own work.

ORGANIZATIONAL RELATIONSHIPS: (He or she...)

1. Is, by law and by contract, responsible directly to the School Committee.

2. Works cooperatively with citizens and groups within the community as well as with persons to other educational and social agencies.

3. With assistance of administrators and key supervisory personnel, supervises the work of

the employees of the school system. QUALIFICATIONS - (preparation, experience, competencies and personal attributes)

1. To be considered as an applicant, a person must have (or must produce evidence that he/she or she will be able to secure) Massachusetts certification as a Superintendent.

2. The School Committee is at liberty to add qualifications above and beyond those required by the state for certification. These added qualifications might include items such as: level of degree--master's degree, master's plus thirty or doctorate; certain emphases in undergraduate or graduate education; specific qualifications with reference to past experience; membership or eligibility for membership in professional groups such as the American Association of School Administrators. The most practical time to discuss and make decisions about "above and beyond" qualifications is on the occasion of seeking applicants for the position of Superintendent of schools (or assistant Superintendent of schools).

RECRUITMENT AND APPOINTMENT OF SUPERINTENDENT In event of a vacancy in the office of the Superintendent of schools, the following procedures will be followed: 1. The School Committee will review its policies with reference to desired qualifications and

position description as well as level of salary and benefits.

2. The School Committee will take special care to assess the needs of the school system with reference to change stability. Change, movement and progress may be in order for the immediate future. On the other hand, the school system may have need for a period of stability with a slower pace of change. In large measure, a Superintendent sets the tone and pace of educational improvement for the school system.

3. The School Committee may proceed in one of three ways: appoint a subcommittee to act as a

search committee; use the whole committee as a search committee, or secure expert assistance to conduct the search process and submit the names of a limited number of applicants for interview.

4. Those responsible for carrying out the search for a new super intendent are reminded of the

steps involved in the process: preparing a presentable and attractive notice of vacancy; publishing the notice of vacancy within and outside the school system; securing applications and credentials of applicants; screening applicants down to a manageable number for inter views and visitations; negotiation of terms; and selection.

5. If at all possible, selection of a new Superintendent should be by unanimous vote of the School

Committee. Should this not be possible, selection may be made by a majority vote of the whole School Committee.

EVALUATION OF THE SUPERINTENDENT The Lynn School Committee and the Superintendent will cooperatively develop a plan whereby the School Committee annually evaluates the work of the Superintendent. (The School Committee is the "immediate superior" of the Superintendent.) An evaluation plan should be undertaken with the view that it is both a means for insuring good professional service for the school system and a way whereby the Superintendent can grow in his/her position. Inasmuch as the Superintendent occupies an "exposed position," there is a hazard that his/her total effort will be evaluated on the basis of a limited number of incidents--be they "good" or "bad." The estab-lishment of or the agreement on a definite set of criteria for evaluation--apart from any specific immediate situations or problems-will help insure that the committee evaluates the total effort and effectiveness of the Superintendent. The plan for evaluation may include provision for the participation of or securing data from others in the school system. The annual evaluation plan for the Superintendent is not meant to prevent the School Committee from communicating their suggestions, criticisms and recommendations about the work during the year. The evaluation of the Superintendent will be done in a work session of the School Committee with Superintendent present.

EVALUATION OF THE SUPERINTENDENT (Appraisal Instrument) FORM I

Instructions: An attempt has been made to organize the Superintendents' responsibilities in seven categories. Each School Committee member is asked to rate the Superintendent on each of the cate-gories on a scale ranging from 1 to 9. The number 1 is the lowest possible score and connotes gross incompetence. The number 9 indicates excellent or highly commendable performance. Any score of 1, 2, or 3 will be regarded as indicators of unsatisfactory performance; of 4, 5 and 6 as satisfactory but not commendable; and 7, 8 or 9 as commendable. Rating A. RELATIONSHIPS WITH THE SCHOOL COMMITTEE 1. Keeps the School Committee informed on issues, needs and operation of the

school system through the chair person. 2. Offers professional advice to the School Committee on items requiring School

Committee action, with appropriate recommendations based on thorough study and analysis.

3. Interprets, supports and executes the intent of all School Committee policy. 4. Seeks and accepts constructive criticism of his/her work. 5. Has a professional working relationship with the School Committee. B. COMMUNITY RELATIONSHIPS 1. Maintains community respect and support for the school operation. 2. Considers problems and opinions of all groups and in dividuals. 3. Develops friendly and cooperative relationships with news media.

C. STAFF AND PERSONNEL RELATIONSHIPS

1. Develops and executes sound personnel procedures and practices.

2. Develops good staff morale and loyalty to the school system.

participates with staff, School Committee and community in studying and de-veloping curriculum improvement.

5. Organizes a planned program of staff evaluation and improvement.

6. Provides democratic procedures in curriculum work, utilizing the abilities and

talents of the entire professional staff and lay people of the community.

7. Inspires others to achieve the highest professional standards.

8. Has a firm belief that the public schools are operated for the benefit of the children, not for the School Committee, administrators, teachers or parents.

SUPERINTENDENT'S TERMINATION OF EMPLOYMENT RESIGNATION OF SUPERINTENDENT The Superintendent is required to give ninety (90) days notice should he/she decide to resign his/her position. In event the position becomes vacant, the School Committee may appoint an acting Superintendent whose duties and responsibilities will terminate with the appointment of a new Superintendent.

SUPERINTENDENT'S TERMINATION OF EMPLOYMENT

EMPLOYMENT, DISMISSAL OR SUSPENSION OF SUPERINTENDENT 1. "...The School Committee may award a contract to the Superintendent for a period not

exceeding six years. The School Committee may vote to employ a Superintendent who has completed three or more years of service to serve at its discretion."

2. "...The salary of a Superintendent...shall not be reduced without his/her consent unless at the

same time a general salary revision reducing proportionately the salaries of all administrators, supervisory personnel and teachers has been made..."

3. "...No Superintendent, other than a union Superintendent and the Superintendent of schools in

the City of Boston, shall be suspended, unless by a two thirds vote of the whole committee.

a. "In every such town...a Superintendent employed under a contract, for the duration of his/her contract, shall not be suspended, under the provisions of this paragraph, except for unbecoming conduct or other good cause.

b. nor unless at least seven days exclusive of customary vacation periods, prior to the

meeting at which the vote is to be taken, he/she shall have been notified of such intended vote...

c. nor unless, if he/she so requests, he/she shall have been furnished by the

committee with a written charge or charges of the cause or causes for which the suspension is proposed...

d. nor unless, if he/she so requests, he/she has been given a hearing before the

School Committee which may be either public or private at the discretion of the School Committee and at which he/she may be represented by counsel, present evidence and call witnesses to testify in his/her behalf and to examine them and to cross-examine other witnesses.

e. nor unless the charge or charges shall have been substantiated...

f. No...Superintendent shall be suspended for a period exceeding one month, nor

shall such...Superintendent receive compensation for any period of lawful suspension. 5. A Superintendent of schools who has been dismissed, demoted or removed by vote of a School

Committee may within thirty days after the vote appeal to the superior court in the county in which he/she was or is employed.

6. "Any...Superintendent of schools employed at discretion or any Superintendent employed under

a contract, for the duration of his/her contract, who has incurred expense in defending himself against an unwarranted removal or suspension shall be reimbursed for such expense from the same source from which his/her salary is paid...

a. "provided, however, that the amount of such reimbursement shall in no event

exceed ten percent of the amount of which such removal or suspension was in effect...

b. and provided, further, that such...Superintendent makes written application to

the School Committee for such reimbursement."

ADMINISTRATIVE ORGANIZATION PLAN

GOVERNANCE SCHOOL COMMITTEE - Responsible for the governance of the school system in accordance with applicable federal and state law; establishes and monitors policies designed to address the educational needs of students who attend the Lynn Public Schools; acquires the financial resources and public support required to implement the policies and programs as approved by the committee.

MAYOR The mayor shall be responsible for the effective coordination of all activities of the school department with the activities of all other city agencies. He/she shall transmit all requests of the School Committee which require action by the city council to the city council, and he/she shall, at the request of the city council, provide it with such information concerning such requests as may be necessary or desirable.

SUPERINTENDENT SUPERINTENDENT - Chief executive officer of the School Committee responsible for the administration of the school system. Implements the policies of the School Committee via the provision of instructional and financial leadership for the school system; advises the committee on all matters affecting the organizational health of the system and its capacity to provide quality educational services to all students. DIRECTOR - RESEARCH AND EVALUATION - Conducts research and program evaluation activities as directed by the Superintendent; provides timely and accurate information for senior staff and others concerning the "organizational health" of the system as measured by student outcomes and other measures of organizational health (e.g., staff morale). ADMINISTRATIVE ASSISTANT TO THE SUPERINTENDENT - Provides the Superintendent assistance in organizing and completing administrative tasks as delegated by the Superintendent (1988-89 school year). COORDINATOR - PUBLIC INFORMATION - Informs the public about the goals, programs, and activities of the school system as directed by the Superintendent (1988-89 school year).

SUPERINTENDENT - EDUCATIONAL DEVELOPMENT: DEPUTY SUPERINTENDENT – EDUCATIONAL DEVELOPMENT AND ACCOUNTABILITY - Responsible for the development and implementation of relevant curriculum, effective staff development programs, and the development and implementation of external grants that support the core educational programs and result in measurable improvement in student performance. Directs the instructional and programmatic activities of the elementary schools and provides essential support services to elementary school Principals and faculties resulting in measurable improvement in student performance. DEPUTY SUPERINTENDENT SECONDARY EDUCATION - Directs the instructional and programmatic activities of the secondary schools and provides essential support services to secondary school Principals and faculties resulting in measurable improvement in student performance. DIRECTOR OF EQUITY AND CH. 636 - Directs the activities required to implement the plan to reduce/eliminate minority isolation in the school system and provides essential support services to Principals and faculties involved in this effort. Delivers services in cooperation and consultation with the directors of elementary and secondary education resulting in measurable improvement in student per-formance and the reduction of minority isolation. Coordinates the activities of the parent information center as a resource center of information for parents about student assignments and transfers and options for schooling available. EXECUTIVE DIRECTOR - SPECIAL EDUCATION – PUPIL PERSONNEL SERVICES - Directs the activities of the special education programs in accordance with current statutes and the educational needs of special needs students. Delivers services in cooperation and consultation with the directors of elementary and secondary education resulting in measurable improvement in student performance. DIRECTOR - BILINGUAL EDUCATION - Directs the activities of the bilingual education programs in accordance with current statues and the educational needs of bilingual students. Delivers services in cooperation and consultation with the directors of elementary and secondary education resulting in measurable improvement in student performance. DIRECTOR/PRINCIPAL - VOCATIONAL EDUCATION - Directs the activities of the vocational education programs in accordance with current statutes and the educational needs of vocational education students; serves as Principal of LVTI.

DIRECTOR OF STATE FEDERAL FUNDING GRANTS AND REGULATING COMPLIANCE - Coordinates the programs and activities of the chapter 1 program in accordance with all applicable federal and state statutes and regulations and the educational needs of students.

MANAGEMENT SERVICES The following positions are responsible for providing the central management leadership and operational support in the areas of FlNANCE, FACILITIES, FOOD SERVICE, INFORMATION SYSTEMS, AND TRANSPORTATION required by the Principals and faculties in their efforts to deliver, in a consistent fashion, quality instructional services. All persons filling these positions report via the chain of command to the SCHOOL BUSINESS ADMINISTRATOR - MANAGEMENT SERVICES: SUPERVISOR OF MAINTENANCE AND CUSTODIANS - Insures that the physical facilities provided for instructional and administrative purposes are maintained in a manner conducive to effective instruction and efficient and effective administration. MANAGER - FINANCIAL OPERATIONS - Insures that the financial support systems provide effective and efficient support to the instructional and administrative staff. MANAGER - INFORMATION SYSTEMS - Insures that the information required by all levels of the system to make sound decisions is provided in a timely and accurate manner. MANAGER - TRANSPORTATION - Insures that the transportation needs of students in all programs are provided effectively and efficiently. CONTRACTOR - FOOD SERVICES - Insures that student meals are provided in a cost-effective manner. SUPERVISOR – SCHOOL LUNCH PROGRAM - Insures that cafeteria staff are carrying out their responsibilities effectively and efficiently.

LINE AND STAFF RELATIONS All personnel employed by the School Committee shall be responsible to the School Committee through the Superintendent. All personnel shall refer matters requiring administrative action to the administrative officer immediately in charge of the area. Administrative officers shall refer such matters to the next higher authority when necessary. All personnel shall have the right to appeal any decision made by an administrative officer, through approved grievance procedures as defined by the working agreement or by state law. All certified administrative personnel shall keep the person they are immediately responsible to, informed of all their activities by whatever means the person in charge deems appropriate.

MANAGEMENT TEAM JOB DESCRIPTIONS I. Deputy Superintendent in charge of Secondary Education

All duties shall be performed under the direction of the Superintendent of schools.

The deputy Superintendent in charge of secondary education shall perform such other duties as may be assigned by the Superintendent in addition to the following:

subject) shall be appointed by the Superintendent as the School Committee may deem necessary for the proper administration and supervision of the schools.

2. DUTIES - Supervisors shall serve under the direction of the Superintendent of schools,

performing such duties as he/she may prescribe from time to time. In general, supervisors shall be responsible for the improvement of instruction through supervision, for setting standards of teaching, and for cooperating with the Superintendent, deputy Superintendents, Principals, and teachers, in conducting an efficient system of schools. Supervisors shall keep the Superintendent informed of progress in the work of their departments, and all matters effecting the general welfare of the schools and shall be responsible for a line item budget. They shall hold regular office hours as directed by the Superintendent. IV. Principals of Schools 1. RESPONSIBILITY FOR SCHOOLS - Principals shall have general management of the schools

under their charge, shall be responsible within their respective schools for the faithful observance of the rules of the School Committee, and the instructions, oral or written, of the Superintendent. They may make such rules not inconsistent therewith as may, in their opinion, be necessary for the preservation of good order and for the successful conduct of their schools. They shall be subject to the rules governing teachers unless otherwise specified.

File: CD-E 2. OPENING AND CLOSING OF SCHOOLS AND ROOM TEMPERATURES - They shall

observe with strict punctuality the hours for opening and closing the schools, and shall see that their school rooms are properly heated, the teachers are in charge, and open for the reception of pupils fifteen minutes before the opening of each school session. If, after reasonable trial, a temperature of at least 60 degrees Fahrenheit cannot be secured, the bulb of the thermometer being at a height of 3 1/2 feet above the floor, the pupils shall be dismissed and such dismissal reported to the Superintendent as soon as possible. The accepted standard for school room temperatures during the heating season is 68 degrees Fahrenheit. To meet unusual building or weather conditions, the custodian may vary the temperature from 68 degrees to 74 degrees Fahrenheit.

3. SUPERVISION - They shall have supervision, subject to the approval of the Superintendent, of

the daily programs in their schools, and shall visit from time to time the rooms of teachers during school hours, giving such suggestions or directions as may seem necessary or desirable. They, with the assistance of their teachers, shall maintain proper supervision of play during each recess. They will be responsible to maintain proper supervision of corridors with the assistance of teachers and keep the buildings locked to all unauthorized personnel.

4. BOOKS AND SUPPLIES - They shall send requisitions to the Purchasing Agent for books and

supplies needed for the use of schools under their supervision. They shall distribute them to their several teachers, and shall certify to the quality, and quantity of the supplies received at the time of their reception.

5. REPORTS OR SCHOOL ACTIVITIES - They shall control all organized activities of the pupils, especially those involving the public use of the name of the school, and all financial enterprises of the same. They shall present their accounts to the secretary of the school Business Administrator for auditing once each year, as soon after July first as the accounts may be checked with the bank statements and properly closed as of this date.

The School Business Administrator shall determine under authority of the School Committee the form in which the accounts shall be kept and submitted for auditing, shall approve the types of financial activities in the schools, and the banks where money shall be deposited. Money shall be deposited in Lynn banks in the name of the specific object for which the fund is raised, and state the name or position of the individual authorized to draw the same in trust for the object for which the funds were collected.

The Principal shall act as treasurer of all school funds. In those cases where faculty advisers act as treasurers of school activities, the Principal shall countersign all checks, and shall be responsible for the accounts.

File: CD-E 6. WEEKLY REPORTS - They shall make a report, according to the prescribed form, and a

weekly report each Thursday, of the actual attendance of each teacher and substitute under their supervision. When a school weekends before Friday, the teachers' attendance reports must be in the school department office by noon of the last school day.

ADMINISTRATIVE COUNCILS, CABINETS, AND COMMITTEE

The Superintendent may establish such permanent or temporary councils, cabinets, and committees as he/she deems necessary for assuring staff participation in decision making, for implementing policies and regulations and for the improvement of the educational program. Functioning in an advisory capacity all councils, cabinets, and committees created by the Superintendent may make recommendations for submission to the committee through the Superintendent. Such groups will exercise no inherent authority. Authority for establishing policy remains with the committee and authority for implementing policy remains with the Superintendent. The membership, composition, and responsibilities of administrative councils, cabinets, and committees will be defined by the Superintendent and may be changed at his/her discretion. However, the School Committee wishes to be kept informed of the establishment and dissolution of these groups as well as their membership and their purpose. Expenses incurred by such groups for consultative services, materials, and any investigative travel will be paid by the school system, but only within budgetary allotments and when approved in advance by the Superintendent.

POLICY IMPLEMENTATION The policies developed by the Lynn School Committee and the administrative regulations developed to implement policy are designed to increase the probability of an effective and efficient school system. Consequently, it is assumed that all school system employees and students willingly carry them out. In an attempt to insure equitable and just treatment of all, suggestions for changes in, revisions of, or additions to existing policies and regulations are welcomed from employees and students. In the educational hierarchy, those in subordinate positions are responsible for informing subordinates of existing policies and regulations and for seeing that they are implemented in the spirit intended. Continuous disregard for School Committee policy and administrative regulation may be interpreted as willful neglect of duty and may constitute grounds for dismissal. Any employee who feels that he/she is subject to arbitrary and by capricious regulations may institute a formal grievance procedure.

DEVELOPMENT OF REGULATIONS The Superintendent will be responsible for specifying required actions and designing the detailed arrangements under which the school system will be operated in accordance with School Committee policy. These detailed arrangements will be designed to implement policies of the committee and will be one of the means by which the school system will be governed. In the development of regulations, the Superintendent may involve, at the planning stage, those who would be affected by the regulations, including staff members, students, parents, and the public. He/she must weigh with care the counsel given by representatives of staff, students and community organizations. He/she will inform the committee of such counsel in presenting pertinent reports of regulations and in presenting regulations for committee approval. As long as the Superintendent operates within the guidelines of policy adopted by the committee, he/she may issue regulations without prior committee approval unless committee action is required by law, or the committee has specifically asked that certain types of regulations be given committee approval, or the Superintendent recommends committee approval in light of strong community attitudes or probable staff reactions.

SCHOOL COMMITTEE REVIEW OF REGULATIONS It is expected that the Superintendent and administrative staff will need to issue regulations implementing policies of the Lynn School Committee. Many of these will be routine from year to year; others will arise in special circumstances; some will be drawn up under specific directions from the committee. The committee may review the regulations developed by the Superintendent for the school system prior to their issuance, but it will revise or veto such regulations only when, in the committee's judgment, they are inconsistent with policies adopted by the committee. The committee will not officially approve regulations except as required by state law or in cases when strong community attitudes, or possible student or staff reaction, make it necessary or advisable for a regulation to have the committee's advance approval. Before issuance, regulations will be properly titled and coded as appropriate to subject and in conformance with the codification system selected by the committee. Those officially approved by the committee will be so marked; all others appearing in the manual will be considered approved provided they are in accordance with the accompanying committee policy. Rules Pertaining to Staff and Student Conduct Under Massachusetts law, the Superintendent is required to publish "rules and regulations pertaining to the conduct of teachers and students which have been adopted." (Codes of discipline, as well as procedures used to develop such codes shall be filed with the Department of Education for information purposes only.) Standards of conduct will be included in staff and student handbooks. These handbooks will be reviewed and approved annually by the School Committee. LEGAL REFS.: M.G.L. 71:37H

REGULATIONS DISSEMINATION It will be the responsibility of the Superintendent to see that the regulations developed to implement committee policies and administer the school system are appropriately coded and included as regulations in the School Committee's policy manual. A regulation concerning a particular group or groups in the schools will be distributed to the group(s) prior to the effective date of the regulation. Members of the committee will also receive copies of all new or revised regulations that are issued for insertion in the manual.

APPROVAL OF HANDBOOKS AND DIRECTIVES The law directs that in each school building containing the grades nine to twelve, inclusive, the Principal, in consultation with the school council, shall prepare and distribute to each student a hand-book setting forth the rules pertaining to conduct of students. The school council shall review the handbook each spring to consider changes in the disciplinary policy to take effect in September. It is essential that the contents of all handbooks conform with School Committee policies. It is also important that all handbooks bearing the name of the school system or one of its schools be of a quality that reflects credit on the school department. Therefore, the committee expects handbooks requiring approval to be approved prior to publication by the committee and/or the Superintendent. Committee approval will be necessary for any handbooks that pertain to required standards of conduct for employees or students so that their contents may be accorded the status of committee-approved pol-icy or regulation. The Superintendent will use his/her judgment as to whether other specific handbooks need committee approval; however, all handbooks published will be made available to the committee for informational purposes. ADMINISTRATION IN POLICY ABSENCE

From time to time, emergency situations arise which would call for immediate and decisive action by the Superintendent, which under more normal situations would clearly be beyond the scope of his/her duty and authority. It shall be the policy of the School Committee that the Superintendent shall act in emergency situations so as to preserve and protect the lives and property of pupils and staff personnel.

1. In those situations which arise within the schools where the School Committee has provided no guides for administrative action, the Superintendent shall have power to act, but his/her decisions shall be subject to review by the committee at its next regular meeting. It shall be the duty of the Superintendent to inform the committee promptly of such action and of the need for policy.

2. When circumstances of weather, power failure, lack of water or heat, (work stoppage,

epidemic, or other civil or natural emergencies make it impossible or unsafe to open or keep open any or all of the schools in the system, the Superintendent shall have the power to close any school so affected. When the Superintendent does close one or more schools under the above granted authority, he/she shall immediately notify the Chairperson of the School Committee of his/her action together with the reasons for his/her action.

ADMINISTRATIVE REPORTS The Lynn School Committee will require reports from the Superintendent concerning conditions of efficiency and needs of the schools. School building administrators will be required to keep such records and make reports as the Superintendent may direct or require. Upon receipt of the Superintendent's reports, the committee will take steps to appraise the effectiveness with which the schools are achieving the educational purposes of the school system. Because statistical information often has a time value, each administrator will give careful consideration to all procedures related to reports, accounting and general business matters that are required for the administration of the school program and will make accurate and prompt return on scheduled dates of all statistical and other information required. REPORTS TO THE DEPARTMENT OF EDUCATION

1. "...The State Board of Education may collect and maintain information from any public school system in the Commonwealth relevant to its work or requested of it by the advisory council on education.."

2. The Superintendent of schools specifically is charged with submission of a number of

kinds of reports to the department of education. In addition, as executive officer of the School Committee, he/she is responsible for "assisting it in making such reports as are required by law."

3. The provisions of various laws requiring reports as well as penalties for noncompliance

are included as a part of appropriate policies. Among the reports and returns required by law are:

a. Registration of minors.

b. Annual report of school-attending children.

c. Annual transmission of school returns. d. Report of the condition of schools.

e. Having school registers available for inspection by the Commissioner of

Education and agents of the department of education.

SCHOOL DISTRICT ANNUAL REPORT

An annual report covering the diversified activities of the school system and the administration's recommendations for their improvement will be prepared by the Superintendent and presented to the School Committee. Upon committee approval, the report will be made available to the public and used as one means for informing parents and citizens, the Commissioner of Education, and others of the programs and conditions of the city's public schools.
