    Application Toolkit

    The ANA Application Toolkit was designed to assist applicants in developing their grant applications to the Administration for Native Americans.

    The ANA Toolkit is broken down into six sections, four of which align with the sections of the ANA application project description.     Section 1: Objectives

    STEPS TO DEVELOPING T.T.I.P. OBJECTIVES

    Each objective must:

    • Timeline: a time by which the objective will be achieved• Target: a measurement for the intended amount of change• Indicator: a measurable sign that something has been done or been achieved• Population: a specific group on which the program is intending to focus

    Use the project GOAL to develop your objectives by making the objectives the major milestones needed to reach the project goal.

    Sample GOAL: Increase the availability and accessibility of fresh fruits and vegetables to community members .

    Milestone #1 - Certify 20 Master Gardeners and Greenhouse growers in the Little Lake Community

    Milestone #2 – Create 5 community gardens

    Milestone#3 – Provide fresh produce to 15 households

    Work on one objective at a time and apply the T.T.I.P elements to each

    Step 1. Timeline

    Objectives include a timeline.

    • Understand the logical sequencing of events that must happen to reach each objective.• Identify a realistic timeframe in which the objective will be completed.• Make sure the objective timeline provides enough time to include the deadlines needed for

    each activity.

    Step 2. Target

    Objectives have a target measure to be achieved within the timeline.

    • Understand your baseline and where you are starting from.• Establish a means to know if you achieved the objective.• Ensure that your target measurement is feasible.• Remember the target is closely related to the indicator.

    Step 3. Indicator

    While a target provides a measure, the indicator explains what is changing within the community.

    • Understand the critical nature of what must change in the community. • Ensure the level of change described by the indicator is realistic. • Ensure that the indicator addresses the project goal. • Remember the indicator is closely related to the target.

    Step 4. Population

    Objectives describe a specific beneficiary population to be served.

    • Understand how the beneficiary population is affected by the current community condition. • Provide a detailed description of the beneficiary population. • Ensure that the population will clearly benefit from described target and indicator. • Know if this is what the community needs by understanding the community to be served.

    By applying the T.T.I.P elements to the milestone examples above:

    Milestone #1 - Certify 20 Master Gardeners and Greenhouse growers in the Little Lake Community

    Milestone #2 – Create 5 community gardens

    Milestone#3 – Provide fresh produce to 15 households

    You might develop an objective like this:

    By the end of 12 months (timeline), the Little Lake Community Health Center will train 25 community members (population) to be certified Master Gardeners and Greenhouse Growers (indicator) and 20 (target) of those trained Master Gardeners will work with community members to create 5 (target) community gardens (indicators) that provide fresh produce for 15 (target) households (indicator).

    Reminder

    ANA only allows a maximum of 3 Objectives per project. It depends on your project design on how you will use them. Objectives can span the total project period or can be accomplished within a specific time period within the project period.

    Section 2: Project Outcome Tracker

    Your application must describe how you will document progress in creating measurable positive changes (Outcomes) that address the condition your project will resolve. You also must verify that you are on track in developing the measurable, direct products and services that the project will create (Outputs).

    ANA provides a form for you to use in doing that tracking. That form, the “Project Outcome Tracker”, displays the project goal, project objective and the outcomes, indicators, and outputs that relate to each objective. You will complete a Tracker for each objective of your project.

    Here is a list of the elements that are displayed on the Outcome Tracker and brief definitions for each element:

    • Project Goal – The improved condition that will be created by the project• Project Objectives—Statements that describe a measurable positive change that include a

    description of:o A timeline for accomplishing the objectiveo A target to be achieved within that timelineo An indicator that describes what will be changed by the objective.o A population that will benefit from the objective being achieved

    • Outcome(s)—The positive measurable change(s) created by the objective• Indicator(s) – A description of what will be changed• Means of Measurement – A description of how the change(s) will be measured• The baseline (current condition) that is the starting point from which change will be measured• Targeted achievements in indicator areas for each year of the project and the third year after

    the end of the project period• Outputs—The measurable, tangible products and services created by the project.

    Remember that you can have no more than 3 objectives in your project and that you must create a Tracker for each project objective.

    Here is an example of an Outcome Tracker which describes key elements of a project that focuses on food security. It will do so by building community capacity to create and maintain community gardens.

    The elements contained in the Tracker clearly relate to each other. The objective will help achieve the project goal. The objective will create 2 positive changes (outcomes). Those outcomes are the Master Gardeners who train community members in gardening practices and the families who raise and receive produce from the gardens. However, you will only present the “primary” outcome on the Tracker form. That primary outcome is the number of households receiving fresh produce. The indicator for this outcome is families benefitting from those gardens. The number of families (target) is the means of measuring the indicator and the target is listed for each project year and for the third year after the project period ends. The products created by the project (outputs) are the number of Gardeners trained and the number of gardens created.

    The information provided above gives abbreviated definitions for such terms as” project goal” “outcomes” and “outputs”. The following information, taken from the 2018 FOAs are the official definitions for those terms.

    Project Goal: The project goal is a statement describing what is to be achieved by the project’s implementation and/or what role the project will play in addressing the current community condition. It can describe a reduction or resolution of a negative condition, or it can describe an expanded capacity to successfully address the current community condition. The project goal must be supported by the project’s expected outcomes. Identify a project goal that states what will be achieved by the project and describe how the project goal will address the current community condition. Example Project Goal: Increase healthy lifestyle choices among the youth in our community through culturally-based holistic health promotion programming offered in an after-school format. Objectives: ANA permits a maximum of three project objectives for the entire project period, which are required to quantify tangible achievements to be completed by the project. Project objective(s) must relate to a primary outcome that addresses the current community condition. Each objective must include an indicator, as well as a targeted achievement for the indicator. The logical process for how all of these components interact should be clearly traceable. To fully quantify the deliverable, each objective should include the following 4 components (in no particular order):

    1. Timeline: a time by which the objective will be achieved 2. Target: a measurement for the intended amount of change 3. Indicator: a measurable sign that something has been done or been achieved 4. Population: a specific group on which the program is intending to focus

    Provide up to three objectives for the proposed project. Example Objective: By the end of 36 months (timeline), there will be a 50% increase (target) in fitness levels (indicator) of our high school students who complete the healthy lifestyles program (population). Outcome(s): Outcome(s) are changes that result from the project, which can occur at the beneficiary, staff, governmental/organizational, or community-level. There is the potential for a project to achieve multiple outcomes, however ANA requires that a single "primary" outcome be identified for each objective. Outcomes are further defined within the ANA project framework by the indicator and means of measurement. Describe the primary outcome for each objective to identify the most significant change the objective seeks to create by the end of the project. Information within the application should demonstrate a clear connection between each outcome and the current community condition, project goal and program purpose as described in the Funding Opportunity Announcement (FOA) for the program being applied for. Example Outcome: Our community high school students will adopt behavioral changes leading to healthier lifestyles. Indicator: An indicator is an observable and measurable characteristic that can be used to show the progress a project is making toward achieving a specific outcome. Indicators are included in the project objective and must describe what will be changed by the objective’s outcome. Each project should have a specific indicator for each objective’s outcome. The means of measurement (included in the Outcome Tracking Strategy) identifies the method that will be used to identify changes to the indicator, and the target identifies a specific level of achievement. Clearly identify an indicator for each objective’s outcome, which can be tied to measuring progress towards achieving the outcome. Example Indicator: Fitness levels Outputs: Outputs are tangible products or services that result from actions taken to achieve project objectives. Outputs are critical to identifying the means for achieving project objectives by pinpointing

    what the project will produce or complete in order to accomplish the objectives. Outputs also help establish benchmarks, which can be used to monitor progress towards achieving project objectives. Milestone Activities included in the Objective Work Plan (OWP) are the steps that must be taken to achieve outputs. Describe the outputs that will result from carrying out the project objectives. Example Outputs: Tailored fitness plans created by all participants, 12 monthly nutrition workshops completed per year, 12 monthly group athletic events completed per year. Outcome Tracking Strategy: Consists of narrative and an outcome tracker. The narrative must describe a relevant and accurate means for measuring each project objective/indicator, and include details to describe who, when and how the project will collect, manage and assess data. The narrative must also identify data management systems, and/or the development or improvement of a data management system to collect and assess project data. Describe the outcome tracking strategy for the proposed project. Include information to identify data collection tools and processes, how data will be assessed and any system that will be used and/or developed to manage data. Outcome Tracker: An outcome tracker must be developed for each project objective. The outcome tracker aligns information from the project framework with a means for measurement and annual targets for achievement. The outcome tracker is designed to support project staff in monitoring progress during project implementation. Provide an outcome tracker for each project objective that includes the project goal, objective, primary outcome, indicator, and means for measuring the indicator. Each indicator must be measured using the same method throughout project implementation. The Outcome Tracker must also identify benchmarks for the indicator at the following points in time: baseline (beginning of project), end of each project year, and 3-year post project. (For example, a three-year project would include baseline, end of project year 1, end of project year 2, end of project period, and 3 year post project benchmarks), and list project outputs associated with each objective Develop an Outcome Tracker for each of your project objectives. Use the Tracker form on the following page to display information about your first objective.

    Section 3: Filling Out the Objective Work Plan (OWP)

    The OWP is a required electronic form found in the Grants.gov application package. You will need to fill out 1 OWP form for each Objective for each year it is applicable to your project.

    To begin, the Project Title, Project Goal, and Objective(s)* should be consistent throughout your application, word for word. Whatever verbiage used in other sections of your application, should be included in the OWP.

    OUTCOME • An Outcome is the positive change that is the direct result of achieving the Objective.• Although there may be many outcomes, choose a primary Outcome for each objective and

    enter in the OWP.

    MILESTONE ACTIVITIES

    • Milestone Activities are logical key activities needed to accomplish each objective.• You are limited to a maximum of 25 Milestone Activities per objective per year.

    ADMINISTRATIVE ACTIVITIES

    • Administrative Activities are required in addition to the Milestone Activities.• They can be included under one objective for each year of your project. ANA would like the

    Administrative Activities to be listed after the Milestone Activities.• The list of Administrative Activities are:

    o Quarterly SF 425 Federal Cash Transaction reports to PMSo Semi Annual Objective Progress Report (OPR) and Federal Financial Status Reporto Annual Data Report (ADR) and SF 425o Attend Post Award Training (Year 1 ONLY)o Attend Grantee Meeting (Each Year)o Project Staff Orientationo Data Collection and Evaluation activities

    *Objectives have their own sheet in the Tool Kit which can be used if assistance is needed to develop.

    OUTPUT • An Output is the tangible product of completing a Milestone Activity. You will be required to

    identify an output for each milestone activity in the OWP. • The Outputs will serve as benchmarks, demonstrating the progression of your project toward its

    objectives.

    PROJECT STAFF

    • Identify the Project staff person who will be responsible for the completion of the milestone activity. This should be the staff person who will be doing the work rather than say, the Executive Director, who is responsible for the oversight.

    START AND END DATES

    • In the electronic form, the Start and End Dates follow the format DD/MM/YYYY. • Be sure milestone activities are in chronological order, with identified start and end dates, giving

    your staff an appropriate amount of time to complete the activities. • Begin your project on the dates indicated in the FOA specific to the Program Area:

    o Native Language projects, P & M and EMI, will start 7/1/2018 o SEDS, SEDS AK, ERE, I-LEAD will begin 9/30/2018.

    • Limit your activity start and end dates to the project period. When you have activities that span several years, list them separately under the corresponding budget periods.

    On the next page is a blank version of the OWP that is helpful when drafting the OWP. Once completed, it can be cut and pasted into the electronic form in Grants.gov.

    Section 4: Budget

    The application toolkit includes two separate Excel workbook files, which are designed to help you develop your grant budget. One file contains up to 3 years of annual budget templates, while the second file contains up to 5 years of budget templates (for those applications to programs needing 5 years). Both files also contain budget justification templates and corresponding SF-424As. Most grant types only allow a maximum of 3 years per grant. Only use the templates for the number of years the grant allows and your project needs. You can delete the extra sheets. The Category/Item Description column will automatically populate with the data that is entered into the cells in the category column in the corresponding annual budget sheet. This assists with being consistent with terminology in the budget documents. You must verify that what you are typing in the annual budget Category/Item Description column is the same as what is in the project narrative and OWP. The budget will automatically transfer to the SF-424A.

    The end user of these Excel budget templates is responsible for verifying that all formula are current and accurate, as accidentally deleting or overwriting a formula in a cell could result in computational errors.

    Section 5: Getting Your Application Package Together

    Submitting Required Two-Files

    In addition to forms, application packages also require you to submit specific documentation, such as a project narrative, budgets, resolutions, letters of commitment, and resumes. Specific instructions for your additional documentation will be included in the funding announcement and application package. ANA limits applicants to uploading a maximum of two files for submitting your project description and supporting documents.

    Hint: If you are using Adobe Reader, you will not be able to apply page numbers to the application file. Therefore, you may want to number your pages when you create your documents prior to making a PDF of your multiple documents.

    Project Narrative Attachment Form

    The first of the two-file attachments is the Project Narrative Attachment Form. This form is a placeholder for you to attach a single file from your computer that is made up of multiple documents: Project Abstract, Table of Contents, Project Narrative, Line-Item Budget and Budget Justification. Please remember your Project Narrative contains the Outcomes Expected, Outcome Tracking Strategy and the Approach sections of the scoring criteria.

    The Project Abstract is no longer a form. You will need to create your own one-page form. This will be in Times New Roman 12pt font and single spaced. The top of the page should include the Project Title, Applicant Name, Address, Contact Phone Numbers, Email Address and Website if applicable. The rest of this one-page document should be a brief well-defined description of the project.

    To attach your combined files, select the Webform link in the Actions column for the Project Narrative Attachment Form. Click the Add Attachment button. This will allow you to search your computer for the new single file you created from the multiple documents listed above. Select the file and click the Open button. You will see the name of your file in the highlighted field. Do NOT use the Optional Project Narrative File section for these files.

    When you have completed the actions for this form, click the Save button. You should see a notice that the form has successfully saved, click OK. You will see a notice box asking if you want to unlock this form, select No. This will take you back to the Workspace page for the application. The Form Status column should now state this item Passed (as it automatically checks the document for errors) and is Locked, so no changes can occur.

    Other Attachments Form

    The Other Attachments Form includes all of the files required in the Appendices. These are files not included elsewhere in the application such as: the Governing Body Documentation (i.e.: Tribal Resolution, Board Approval) and Assurance of Community Representation on Board of Directors, Legal Status of Applicant Entity, Letter of Commitment of NFS, Proof of Non-Profit Status (if applicable), Indirect Cost Rate Agreement (if applicable) Business Plan (if applicable), Third Party Agreements (if applicable), Resumes, and Job Descriptions.

    Additionally, this file may contain other attachments which may be necessary based on the project, for example: community meeting minutes, survey results, cost estimates, consultant scope of work and letters of commitment. Combine your multiple documents in the order you believe the material is best understood into a single PDF file; it is suggested to create an index page for the Appendix section. Once you have saved the file attach it to the application package.

    Section 6: Application Calendar and Checklist

    The application development process ideally should begin many months in advance of the actual Funding Opportunity Announcement (FOA) publish date. 80% of the time developing a competitive application is typically spent in the planning and development stage, with 20% of the time spent in the actual application assembly, drafting and submittal stage. Once the FOAs are published, applicants may have as little as 60 days to complete their application. To make the best of the limited time available, it is a good idea to prepare an application writing calendar, and assign grant writing tasks to appropriate staff, with start and end dates.

    The following are the major activities and application elements, along with suggested minimum times to work on these, to prepare a strong application for the Administration for Native Americans.

    Registration: up to 2 weeks 1. Register your grant writing team members and your organization in Grants.gov and create a

    Grants.gov Workspace for the FOA you are writing to. If your organization does not currently have a DUNS number, and if not registered in SAM (System for Award Management), then you will need to allow for at least two weeks to complete all registrations.
