Attached for your review is a draft Password Policy provided by IT Director Valerie Craft. The purpose of the policy is to establish a standard for the creation of strong passwords, the protection of those passwords and the frequency of change. The bottom line is approval of the attached policy will help insure protection of the County network.

1.0 Overview

ANTRIM COUNTY PASSWORD POLICY Adopted:

Passwords are an important aspect of computer security. They are the front line of protection for user accounts. A poorly chosen password may result in a compromise of Antrim County's entire network. As such, all Antrim County employees are responsible for taking the appropriate steps, as outlined below, to select and secure their password.

2.0 Objective

The purpose of this policy is to establish a standard for the creation of strong passwords, the protection of those passwords, and the frequency of change.

3.0 Scope

The scope of this policy includes all personnel who have or are responsible for an account (or any form of access that supports or requires a password) on any system that resides at any Antrim County facility, has access to the Antrim County network, or stores any non-public Antrim County information.

4.0 Policy and Procedures

4.1 General

• All systems-level passwords (e.g., root, enable, network administrator, application administration accounts, etc.) must be changed at least every 90 days.

• All user-level passwords (e.g., email, web, desktop computer, etc.) must be changed at least every 90 days and cannot reuse the past 10 passwords.

• Passwords must not be inserted into email messages or other forms of electronic communication.

• All user-level and system-level passwords must conform to the guidelines described below.

4.2 Guidelines

4.2.1 Password Construction Requirements

a. Passwords must be a minimum of 8 characters In length b. Not be a dictionary word or proper name c. Not be the same as the User ID

d. Incorporate a minimum complexity that includes the following characteristics: i) at least one lower case letter (a-z) ii) at least one upper case letter (A-Z) iii) at least one number (0-9) iv) at least one punctuation or non-alphanumeric characters (e.g. ! @ # $ % A

e. Expire within a maximum of 90 calendar days f. Not be identical to the previous ten (10) passwords g. Not be displayed when entered

4.2.2 Password Deletion

All passwords that are no longer needed must be deleted or disabled immediately. This includes, but is not limited to, the following: a. When a user retires, quits, is reassigned, released, dismissed, etc. b. Default passwords shall be changed immediately on all equipment c. Contractor accounts, when no longer needed to perform their duties

4.2.3 Password Protection Standards

All passwords are to be treated as sensitive, confidential Antrim County information.

Here is a list of "Do Not's":

• Do not reveal a password over the phone to anyone • Do not reveal a password in an email message • Do not reveal a password to your supervisor • Do not reveal a password with anyone, including administrative assistants or

secretaries • Do not talk about the specifics of a password in front of others • Do not hint at the format of a password (e.g., "my family name") • Do not reveal a password on questionnaires or security forms • Do not share a password with family members • Do not reveal a password to a co-worker while on vacation • Do not use the "Remember Password" feature of applications • Do not write passwords down and store them anywhere in your office • Do not use the same password for Antrim County accounts as for other non­

Antrim County access

If someone demands a password, refer them to this document or have them call the Information Technology Department.

If an account or password Is suspected to have been compromised, report the incident to the Information Technology Department and change all passwords.

Password cracking or guessing may be performed on a periodic or random basis by the Information Technology Department. If a password is guessed or cracked during one of these scans, the user will be required to change it.

4.3 Remote Access Users

Access to the Antrim County networks via remote access is to be controlled by using either a Virtual Private Network (in which a password and user ID are required) or a form of advanced authentication (i.e., Biometrics, Tokens, Public Key Infrastructure (PK!), Certificates, etc.).

5.0 Penalties

Any employee found to have violated this policy may be subject to disciplinary action, up to and including termination of employment.

6.0 Review

The Information Technology Department shall review this policy as needed or at least once every 3 years.

At the May 12, 2016, Board of Commissioner (BOC) meeting, the Board approved the appointment of Heidi Shaffer as the primary representative to serve on the JRSZR Board and Janet Koch as the alternate representative to the JRSZR Board.

After this appointment, it was discovered that Heidi Shaffer already serves on the JRSZR Board as a representative for the Antrim Conservation District (ACD) and Mike Meriwether is her alternate. We addressed the question of Ms. Shaffer serving as a representative for both the ACD and Antrim County, but this was not an option which was acceptable in the opinion of the Department of Natural Resources - Natural Rivers Program (see attached email from Mr. Brian Bury).

Ms. Shaffer then took some time to consider with her Board whether another representative from the ACD could be appointed which would then allow her to serve as the County's representative. After further thought, Ms. Shaffer does not feel both her and Mr. Meriwether should sit actively on the JRSZR Board since it might be weighted too heavily to the District's opinion.

Attached for your review is the original letter received from Mr. Bury. An option to consider in making another recommendation to the full BOC is to move Janet Koch as the alternate representative to the primary representative. Laurie Stanek's (who also serves on the JRSZR Board) Board of Commissioner term ends on 12/31/16. Laurie could continue to serve on the Board if she is willing to, or the new commissioner from District #7 could be appointed as the second primary appointment. Another option to fill the appointment(s) would be to appoint a citizen at large. If so, we would need to advertise.

Hi Tina,

Thanks for the update on the Antrim County Board of Commissioners' actions. However, we can' t accept an appointment for Heidi to represent the County since she is already the Conservation District representative. While the county and conversation district viewpoints may be well aligned, the Jordan River Zoning Review Board (Board) is structured to allow these two entities to have independent representation. Combining these into one representative would result in a reduction in the voting membership from 7 to 6 people. By consolidating the viewpoints of the County and Conservation District to one voice the democratic process is reduced. It would also give someone more voting power than held by other members, which may undermine the feeling of equality in voting that people have.

I do want to point out that my comments are not intended to be any reflection on Heidi. Her participation on our Board is very highly valued.

The county holds two spots on the Board. Since this Board doesn't meet all that often, having alternate representatives, while preferred, is not essential. However, the county should have two primary voting members (other than Heidi) appointed. Currently, we still have Laura Stanek as one of your two representatives and the other primary representative position is vacant (this was held by Gale Murphy). Heidi represents the district and Mike Meriwether is her alternate. Please reconsider your appointments and let me know. We are likely to have a meeting in the next couple months, so it would be great to get two reps from Antrim County on board before then. l could go ahead and process Janet's appointment as an alternate, but I'll wait in case she is moved to one of the primary representative positions. The Jordan River system was designated a State Natural River in 1972. The designation and the associated rules created an overlay natural river zoning district that extends 400' from each edge of the mainstream and tributaries of the Jordan River. The program is administered by the Fisheries Division of the Department of Natural Resources (DNR).

The zoning rules provide for appointment of a Jordan River State Zoning Review Board (Board) to act on requests for variances from the Natural River zoning standards. The board consists of representatives from county and township governments, conservation districts, interested citizens and the DNR. Each county is afforded two regular and two alternate representatives on the Board. The regular representatives serve as voting members on all variance applications from within their county. An alternate serves as a voting member when a regular member is unable to attend a meeting. The Rules require that at least one of the two county representatives is someone who works in planning, zoning, public health, soil erosion control, or a related field. The Board will meet no more than once a month, however in practice the Board meets very infrequently.

The current representatives for Antrim County on the Board are:

At this time we request that you please review your appointments to the Board, and appoint new representatives and/or confirm your existing representatives. We recommend that, at minimum, you have two primary voting members. Although not as critical, you may also appoint two alternate members. Alternatively, you can appoint one individual to serve as an· alternate for both primary appointees.

The Equalization Department has received a request to swap data from Great Lakes Energy; the County parcel layer for their maps of overhead lines, underground lines and substations in Antrim County.

The County has previously engaged in the data swap with Great Lakes Energy in 2015. I have checked with 911Dispatch and Emergency Services and both saw the potential benefit of having the data layers from Great Lakes Energy on hand.

The following motions are presented for your consideration:

DATA DISTRIBUTION/ DEFINITION OF USE The records contained within the distribution media consist of digital data files created by Great Lakes Energy for cooperative purposes. All digltal data Is provided for distribution in a media format agreed upon by both parties. Data distribution Is managed by Great Lakes Energy Engineering Department. The term "User" is defined as the entity or person mentioned on the "business" line of Great Lakes Energy digital data release form. The digital data release form has been laid out to accommodate business users. If the user Intends to use the data for personal uses, he/she must write his/her name on the "business" line of Great Lakes Energy digital data release form and give an accurate description of his/her Intended use of the data In the "project description" section of Great Lakes Energy digital data release form. Absolutely no data use privileges are granted to any person or entity other than the user.

NO WARRANTY/ LIMITATION OF LIABILITY No ownership rights have been transferred through the use or possession of any data files released. The data files are provided "as is". Health Insurance

The health insurance committee made up of members of each of the employee groups and bargaining units (sanctioned by the Board of Commissioners) has met twice; August 23 and August 26. They have come up with a series of recommendations for the Board of Commissioners, some of which will require us to crunch some numbers. You will receive more information next week before the meeting.

Jim Janisse, Detective and Theresa Kent, Abstractor will be at the meeting to answer questions.

Among the recommendations are the following:

• Consider the West Michigan Health Pool again. One of the Stewards has contacted Doug Dirks the representative from Gallagher Insurance that manages the Health Pool and he in turn contacted me. They are currently in the process of developing a quote for us, but it is unlikely that it will be ready for the Administration Committee meeting.

• At the first meeting members of the group expressed interest in the County entertaining a partial self-funding proposal from C & M Insurance Services, Inc. Mr. Lew Wolters will be at the Administration Committee meeting to share his proposal with you on Thursday.

• Opting out of the PA 152 caps and implementing a new set of caps that would be higher and would be adjusted so the two person subscriber doesn't end up paying an amount that seems unfair in comparison to the single subscriber and the family (it will be based on a weighted average).

• The group would like to have a plan that includes a Health Savings Account (HSA). The one they chose trades high deductibles for a premium that is substantially below the cap. The group is proposing that the County take the amount between the premium and the PA 152 caps and apply it to an employee's HSA account. Not all the employees are interested in this option so it would only be those that choose to go this route.

• The group is also proposing the County consider a January 1 annual enrollment date. If the Board chooses to do this and we stick with our current health insurance company (Priority Health) and our current agent (Dewey Insurance Agency), we will have two

premium increases this year one on the current annual enrollment date, October 1, and one on the new annual enrollment date January 1. If the Board chooses either the West Michigan Health Pool or the self-funding option that will be presented by C & M Insurance Services, Inc. this would not be the case.

If you, as the Administration Committee, are inclined to recommend the HSA Plan as a third option for the employees, please consider the following motion:

Motion by seconded by to recommend the Board of Commissioners approve adding the proposed HMO low -10, HSA plan as an alternative health insurance plan option, and that the County contribute the difference between the premium and the PA 152 caps to the HSA fund of any employee that selects the HSA plan option as long as the premium is below the HSA cap.
