The challenge for the Agency in 2016 was both simple in name, and ambitious in nature: to boost ADERLY’s economic impact in the Lyon area in an institutional context that is undergoing massive changes and under increasingly difficult international conditions.
With 110 businesses set up and 2,045 jobs created in the next three years, ADERLY has exceeded its targets and achieved results that are constantly progressing. It has shown that the changes made in the first year of its new 2016-2018 three-year plan have made it possible to offset the risks linked to its economic environment.
The continuous development of its methods of prospecting, the enrichment of its local offering and the efforts to optimise the management of investment projects have contributed greatly to these positive results. In some ways it was a quieter year than last year, but marked by widespread nervousness with regard to investment.
While certain levers require greater attention in the coming year, such as firms setting up in certain parts of the metropolitan area or the proportion of international projects in the 2016 results, other factors allow us to be confident about the future. The high proportion of projects resulting from prospecting by the Agency itself, as well as of startups (in addition to transfers and extensions), show the great potential of the teamwork carried out.
In 2017 the challenges remain the same or are even greater due to international developments that will inevitably affect the Agency, such as Brexit in the United Kingdom or the transformation of the American economy, and also to a certain extent the changes in its board members, in particular the Rhône Department.
The metropolitan dynamics, the projects devised by all the local players that make up ADERLY and the ONLYLYON collective approach, which showcases Lyon’s attractiveness on an international scale, make us readier than ever to meet these challenges, in the service of the economic development of the Greater Lyon region.

In 2016 ADERLY managed to achieve its best results since its creation, in spite of the difficult international context. 110 companies were supported in the Lyon region, i.e. an increase of 20% compared with 2015. They should generate 2,045 new jobs in our territory within three years, representing an increase of 11%.The Agency’s results exceeded the targets set by its principals (100 companies set up and 2,000 jobs created). Although we passed the 2,000-job mark, this year we once again noted a fall in the number of jobs per project (18.5 jobs per project on average) in line with the basic economic trend observed in France and more widely in Europe.

EC6 has a twelve-year experience in providing daily support for catering and nutrition projects in hospitals and health care and social welfare institutions, for elderly and disabled people.EC6 was set up in 2005 and currently has 32 experts, technicians and engineers present in the Lyon area and able to travel within Metropolitan France or to the French overseas departments and territories and abroad.
Scienion AG is a German company that offers a range of very high-precision robots and service solutions for non-contact printing of biomolecules for
research laboratories and developing diagnostic biochips.

In 2016, EC6 decided to transfer its decision-making centre to the heart of the hospital district in Lyon (8th arrondissement). By setting up a site close to its customers, the group has strengthened its presence and supplemented its historical activities of engineering, project management and skills development with new businesses.
En 2016, Scienion chose Lyon to create its French subsidiary, named Cellenion, specialised in solutions and technologies for controlled cell dispensing with
applications in the fields of bioprinting and single cell isolation. Bioprinting involves generating cell patterns, made possible by the use of 3D printing technologies.
Single-cell manipulation has long been a challenge for the scientific community due to the size and fragile nature of the cells. Cellenion has developed and patented
a breakthrough technology called CellenONE allowing high-throughput isolation and dispensing of single cells onto a wide range of substrates.

The international reputation of Lyon and the efficiency of the Chamber of Commerce and Industry and related services will help us to deploy our expertise abroad.
One of the main reasons we chose the Lyon region to set up a site was the excellent conditions for establishing biotechnology companies thanks to the presence of the Lyonbiopôle competitiveness cluster. Cellenion has already
started to build up a regional network with scientists, companies and associations.
EC6 was helped by ADERLY in particular to find a site suited to its activities, make contact with players in the sector in the Lyon region, and acquire a global view of the market and its players.
We received a great deal of support from ADERLY, which helped us throughout our project, in particular with fiscal and legal matters, looking for funding,
establishing a network with industrial and academic players in the area (Lyonbiopôle, I-Care, Bioaster), as well as looking for a site, recruiting staff and
transferring employees. ADERLY also encouraged us to take part in the BIOVISION competition, the World Life Sciences Forum. We received the BIOVISION Award in
the “Catalyzer Project” category in April 2016.

Granta Design was set up about twenty years ago in Cambridge, and is the market leader in materials information technology. Via its software suite, it helps manufacturers capitalise on their materials data and exploit them effectively in their engineering and design departments: an essential means of understanding materials and processes and improving the performance, safety and environmental sustainability of industrial products. Victor Arnoux, legal representative of the organisation opened in Lyon:“Granta Design, which is already involved in all sectors of French industry, chose Lyon because of the territory’s dynamism. What is Isem Technologies? What is GD Energy Services?
We are a relocated unit of our parent company based in Shanghai (China). Isem Technologies Europe is an engineering and design department specialised in the field of turbocompressors and pumps for petrol engines for cars and diesel engines for trucks. Although the parent company focuses on the Chinese domestic market for the development, validation and manufacture of our products, our role is to provide a global and international dimension to R&D for future products.
Grupo Dominguis Energy Services (GDES) was founded in 1932 and is a Spanish group of companies that is a major player for the provision of industrial services in
the following areas of activity: industrial maintenance, surface treatment, nuclear decommissioning, services for renewable energy, electricity grids, outsourcing of logistics and emergency resources. With over 40 years’ experience in the nuclear
industry and 2,300 employees around the world, a large proportion of its volume of business is generated by the nuclear industry, innovation and investment in R&D.

Can you describe your project?
In 2016 Isem Technologies decided to create its R&D centre for Europe in Lyon. Our team of four employees in Saint-Priest is currently setting up the site with the best tools for our CAD studies. We are then planning to continue our expansion in the Lyon area by increasing our capacity for designing innovative products in the field of gas turbine generators and electrification of components and equipment in motors such as pumps and compressors. We will have finished installations when our workforce exceeds 30 people and a local production site has been decided on.
In July 2016, GDES and the Erba group decided to merge their coatings and surface treatment activities, with the creation of a new company, GDES Erba, for the industrial and nuclear sectors. GDES Erba therefore specialises in industrial painting and special
coatings. GDES contributed its technical reputation at national level and a four-year project with EDF in the nuclear sector and ERBA its practical know-how and its local presence. GDES Erba, whose head office is located in Lorette (Loire), kept on about
twenty employees with growth targets expected to double the workforce.

The Auvergne-Rhône-Alpes region was chosen for its attractiveness, primarily due to its talented employees, high level of training in mechanical and scientific engineering; its industrial area for transport, its links to capital cities and large towns in Europe, and its TGV to Paris in two hours.The network of Chinese former pupils and the prospecting by ADERLY in Shanghai... all of which influenced our choice of Metropolis of Lyon, firstly at the World Trade Center Lyon in the 3rd arrondissement, and then in Saint-Priest at the Lyon Green Technology Park.
The merger represented an opportunity, and the result of our complementarity. Since GDES has its French subsidiary in Marseilles and Erba is located between Lyon and
Saint-Étienne, these sites enable us to cover the south-east quarter of France, which is important from a strategic point of view. As the Rhône valley is highly industrialised and equipped with nuclear energy, these sites will enable us to develop and offer our
services within the Lyon and Saint-Étienne areas as well as to the whole of France.
How did ADERLY support you?
ADERLY enabled us to get our installation started by helping us in the initial stage to put our vacancies online and to select, interview and train our Chinese managers until our organisation was operational and autonomous. But it also helped us by putting us in touch with local industrial networks, and most importantly by taking into account the cultural differences between France and China, with follow-up both in Lyon and in China. Our strategy was to establish ourselves in France and the method was effective thanks to the work of the members of ADERLY.
Now that the merger between GDES and ERBA has been carried out and the site has been set up in Lorette, ADERLY has supported us and continues to support
us in our development, in particular with the recruitment of staff and help seeking funding for training these employees, as well as for the commercial development
of our activities.

Meetings of the Minds in Richmond (USA). At this event in California where Lyon is continually increasing its visibility, ADERLY followed up an important project interested in the Lyon region as well as key accounts.
Prospecting mission to Japan.After a preparatory mission carried out in June 2016, with the Lyon National Orchestra, an official delegation led by Gérard Collomb returned to Japan to strengthen relations between Lyon and Japan and promote startups and companies. 10 meetings held by the Agency with key Japanese accounts, 1 project identified.
Cleantechnology mission to Quebec (Canada).Participation of ADERLY in the Quebec Consortium for Industrial Bioprocess research and Innovation (CRIBIQ) and targeted meetings in Montreal resulting in 5 leads.
Mission to Russia. A delegation of several ONLYLYON partners travelled to Moscow for the “Rhône-Alpes Art of Living” festival. Gérard Collomb, Senator-Mayor of Lyon and President of Metropolis of Lyon, appealed directly to international investors to choose Lyon for their plans to set up a business. ONLYLYON Ambassadors: an increasingly active network of influence
It continues its strong growth, and by December 2016 had over 24,200 members.Of these, 3,900 are from outside France, from a total of 120 countries, representing an increase of 13% compared with 2015. The biggest Ambassador communities are in Montreal, Sao Paulo, Frankfurt, London, Shanghai and Tokyo, with new correspondents in Sydney and Boston.
The “1 Ambassador = 1 Action” programme launched in 2014 is central to the Ambassador approach, and has made it possible to list a total of over 1,800 actions including 1,200 carried out in 2016 to promote Lyon to the world, i.e. an increase of 100%.These good results are due to a network coordination strategy introduced in summer 2015, which aims to encourage each Ambassador to take concrete action to promote Lyon by giving Ambassadors 1, 2 or 3 stars according to the scope of their action: get people to know Lyon (1 star), love Lyon (2 stars), come to Lyon (3 stars).
STARS & HEROES AWARDS 2016For the first time, a reception exclusively for active Ambassadors was held on 3 October at the Célestins Theatre. Over 500 starred Ambassadors, partners and personalities from Lyon met to honour the commitment of ONLYLYON Ambassadors to enhancing Lyon’s influence. The event created positive relations between the sports, welfare, economic, entrepreneurial, tourism, education and cultural sectors, all of which make up the richness of our beautiful city and the success of the ONLYLYON spirit.

Lyon steht für LebensqualitätJahrzehntelang galt sie als verkannte kleine Schwester von Paris. Doch inzwischen ist Lyon eine selbstbewusste Regionalmetropole, die zu den attraktivsten Städten Europas gehört.

Wir sind ein Stückchen Deutschland in Frankreich“, sagt Jacques de Chilly. Als Zuständiger für Wirtschaftsent-wicklung im Großraum Lyon ist er durchaus stolz auf die „deutschen“
Eigenschaften, die seiner Stadt zugeschrieben werden: Ernsthaftigkeit und Zuverlässigkeit. Unter den Franzosen war Lyon lange auch als ein bisschen langweilig bekannt, doch mit ihrem Langweiler-Image hat die Stadt auf-geräumt. Spätestens seit der Einweihung des Confluences-Museums am Zusammenfluss von Rhône und Saône im Dezember 2014 gilt Lyon als dynamisch und kreativ. Hinter dem wolken-ähnlichen Gebäude der österreichischen Ar-chitektengruppe Coop Himmelb(l)au entsteht im ehemaligen Industriegebiet Confluence auf 150 Hektar ein ultramodernes Viertel. „Wir wollten den Ruf der Stadt verändern und haben dafür Architekten aus aller Welt eingeladen“, beschreibt Benoît Bardet das Vorhaben, das vor gut zehn Jahren begann. „Die Hälfte des Weges liegt bereits hinter uns“, ergänzt der stellver-tretende Leiter von Lyon-Confluence, dem Unternehmen der öffentlichen Hand, das das Viertel entwickelt.
Auf einer riesigen Platte, die an eine Modell-eisenbahn erinnert, zeigt Bardet die neue Welt aus Wohnungen und Büroflächen: Quader in verschiedenen Farben, ein künstliches kleines Hafenbecken und ein Bahnhof mittendrin. Ein grasgrüner Würfel mit zwei kreisrunden Löchern in der Fassade ist seit 2015 der Sitz des Fernsehsenders Euronews, gebaut vom Archi-tekturbüro Jakob und MacFarlane. Genauso futuristisch muten ein paar Straßen weiter die
drei Positiv-Energie-Gebäude an, die in Zu-sammenarbeit mit der japanischen Agentur für erneuerbare Energien Nedo entstanden sind und mit ihrer von Sonnenpaneelen bedeckten schwarzen Front mehr Strom produzieren als sie verbrauchen. Der Komplex „Hikari“ („Licht“) ist das Aushängeschild eines ganzen Viertels, das mit seinen ökologischen Standards einzigartig in Frankreich ist. Der CO2-Ausstoß in dieser „Smart City“ soll 2020 noch genauso hoch sein wie im Jahr 2000 – und das, obwohl eine Million Quadratmeter bebaut werden.
DYNAMISCHE METROPOLE
Kräftig gebaut wird auch in Part-Dieu, das nach La Defense im Westen von Paris das zweitgrößte Geschäftsviertel Frankreichs ist. Im Gegensatz zum futuristischen Confluence-Viertel verbreiten die Straßen rund um den Bahnhof Part-Dieu, der jeden Tag fast 130.000 Passagiere bewältigt, noch die betongraue Atmosphäre der 70er Jahre. Doch die Verände-rungen haben auch hier schon begonnen: Auf der Place Béraudier vor dem Bahnhof wurde bereits das erste Gebäude abgerissen. „Unser Ziel ist es, von einem 70er-Jahre-Viertel zu ei-nem Stadtteil des 21. Jahrhunderts zu werden“, sagt die zuständige Wirtschaftsentwicklerin Chloé Dobiche. 45.000 Arbeitsplätze und 2200 Unternehmen konzentrieren sich in Part-Dieu auf einer Million Quadratmeter Bürofläche. Leerstand? Fehlanzeige, denn der Bedarf ist groß. Rund um den „Bleistift“, wie das rötliche Hochhaus Part-Dieu genannt wird, mieten vor allem Versicherungen, Banken und Ingenieur-büros Räume an.

Altstadt Das Renais-sance-Viertel Vieux Lyon gehört zum Weltkultur-erbe der Stadt. Schmale Passagen, „Traboules“ genannt, verbinden Gassen miteinander. In den „Bouchons“, den traditio-nellen Restaurants, zeigt die Gastronomie der Stadt ihr Können.
Halles Paul Bocuse Die modernen Markthal-len im Viertel Part-Dieu tragen den Namen des „Kochs des Jahrhunderts“, der aus dem Großraum Lyon stammt. Gourmets kommen an den Ständen
mit Austern, Fleisch- und Wurstwaren sowie Back-werk auf ihre Kosten. Fourvière Auf dem Fourvière-Hügel mit seiner Basilika sind noch die Reste der römischen Vergangenheit zu finden: ein Amphitheater und Thermen. Wegen ihrer vier Türme wird die Basilika, die seit 1998 Weltkulturerbe ist, auch „umgedrehter Elefant“ genannt.
Musée des Beaux Arts Das Kunstmuseum ist in einer alten Benediktiner-abtei untergebracht und zeigt neben Malerei aus verschiedenen Jahrhun-derten in dem in einen Garten umgewandelten Kreuzgang auch Skulp-
turen – unter anderen von Rodin.
Musée des Confluences Das Museum, das Natur-wissenschaften und Kunst verbindet, wurde im De-zember 2014 eingeweiht. Im ersten Jahr hatte der moderne Komplex, der auf dem Dach einen atem-beraubenden Blick auf Lyon und seine Umgebung freigibt, bereits knapp 900.000 Besucher.
Skyroom and private partnersIn 2016, the ONLYLYON Skyroom welcomed 6,000 visitors and 230 events, including the launch of the new identity of ERDF, ENEDIS, the press conference on the opening of the Lyon-Montreal direct air link by Air Canada as well as the welcome for the Swedish Minister for Enterprise and Innovation, Mr Mikael Damberg.EDF, SONEPAR, RISO and RENAULT TRUCKS renewed their faith in us and signed a new partnership agreement. AIR CANADA, meanwhile, decided to become an official partner of ONLYLYON.
Social networks: presence and influence greatly increased
ONLYLYON showcases the attractiveness of Lyon via 7 international accounts and promotion campaigns. On Facebook, there were 321 million views of the Lyon and ONLYLYON pages (+57% compared with 2015). 14 international promotion campaigns were launched, including the mobilisation to obtain the title of “Europe's Leading City Break Destination” at the 2016 World Travel Awards via online votes and advertising of the city during the Euro 2016 football championship.With 1.6 million fans (+36% compared with 2015), the viral effect of social networks also increased, while maintaining an engagement of 6%. On Twitter, we have 106,000 fans (+73%), which boosted the number of views to ≈3.8 million (+79%). There was the same sustained interest on Instagram with 41,000 fans (+161%), who generated almost 2 million Likes (+401%). There was a similar trend on LinkedIn, with a 75% increase in fans compared with 2015. Deployment also continued in China, which is a strategic zone in the long term: 162,000 fans on Weibo (+283%) made it possible to achieve 20.5 million views (+287%).

Press and public relations: conquering the world
A new milestone in press relations was passed in 2016 with results showing more than 400 items in the major international media mentioning Lyon and its various economic or cultural news stories. Not to mention the very many references to Lyon during the Euro 2016 football championship in the world's sports media!
As a result Lyon won more than its share of the press headlines in the countries targeted by the approach: Nikkei (Japan), Shanghai Daily (China), La Presse (Canada), Die Welt and FAZ (Germany), La Stampa (Italy), The People's Daily (China), The Daily Mail (United Kingdom), Vedomosti (Russia), Le Temps (Switzerland), Sing Tao (Hong Kong), The Guardian (United Kingdom), Toyo Keizai (Japan), WDR (Germany).To achieve this, the ONLYLYON press relations division used various major news items from the Lyon metropolitan area (opening of the Stade des Lumières football stadium, Festival of Lights etc.) as well as a certain number of joint missions abroad.
During these missions, the ONLYLYON public relations division organised 8 promotional and public relations events in strategic cities: Montreal, Tokyo, Beijing, Hong Kong, Moscow, Boston, Berlin and Shanghai.

2016 was another great year for ADERLY, which once again beat its record with 110 businesses set up, in spite of the international context that remains uncertain. These results show that the Lyon metropolitan area has reached a milestone in terms of attractiveness. Lyon is now regularly listed among the top 10 cities in Europe, and is increasingly positioning itself as a genuine alternative to other major European cities.
This is the result of an ambitious expansion strategy, based on active governance with our metropolitan Chamber of Commerce and Industry (CCI) and our economic partners. This led us to collectively work out a new Economic Development Programme in 2016 to determine our priorities over the next five years.
I would like to mention three of these priorities, which will support ADERLY’s mission in the coming years:
• Reinforce our status as a manufacturing city, by organising effective innovation ecosystems in our economy’s areas of excellence to support companies’ digital transition as well as the challenge of the Industry 4.0;
• Create a city that is constantly learning, with the support of our fantastic research and training institutions, which enable companies to find the employees they need and employees to upgrade their skills throughout their career, thanks to the quality and diversity of the offered;
• Continue our efforts to make the Lyon metropolitan area ever more attractive, in particular by increasing the capacity of the international school, supporting the creation of a system to facilitate the welcoming of expatriates and contributing to major emblematic projects such as the New Franco-Chinese Institute.
But above all, ADERLY’s results show the relevance of designing an effective policy at metropolitan level to promote attractiveness in an era of globalization. With the CCI, we have been able to create a tool that works well and that we want to consolidate in the coming years. To achieve this, we must increase synergies between players in the attractiveness of our city, united under the ONLYLYON banner, and continue to collaborate with partner regions that wish to benefit fully from the dynamics of our metropolitan area.
Congratulations to ADERLY’s teams for their work, which helps to make our metropolitan area ever more prosperous and dynamic!

One of the first economic development agencies to be created in France, in 1974.
The results in 2016, excellent once again, make ADERLY one of the leading economic development agencies in France, in a difficult competitive environment. The Agency and its teams have been able to adapt to increasingly demanding expectations from both French and foreign investors. These results are also the result of an active mapping strategy, combining industry-specific expertise with a target-country approach. The broadening ADERLY’s area of intervention, with Metropolis of Saint-Étienne in 2016, also demonstrates its effectiveness. Which goes to show that by cooperating together and building up a varied territorial offering, the metropolitan dynamics are working well. To structure our technology portfolio according to strategic industries, the Metropolis of Lyon CCI Saint-Étienne Roanne is setting up “metropolitan cluster hub”. Our aim for the 3,000 or so companies that belong to the twenty or so clusters and hubs is to create inter-cluster synergies and a value chain fostering innovation and international development. These technological and economic dynamics will have a direct impact on ADERLY’s ability to attract new projects.
Infrastructure also constitutes a major lever age for the attractiveness of our large metropolitan area. The agreement signed at the beginning of 2016 between Vinci Airports, the Metropolis of Lyon CCI and the three other shareholders of Aéroports de Lyon testifies their shared goal to consolidate the position of Lyon-Saint Exupéry as one of the leading entry points to France by air, and a major European airport.
Moreover, the perseverance of the political and economic players in favour of the A45 motorway has finally been fruitful. This crucial infrastructure will help to improve exchanges and create value for companies within the large economic area of Lyon/Saint-Étienne. The A45 will clearly enhance the attractiveness of companies, particularly those that will set up a business there.

From a target of “100 companies creating 2,000 jobs” to a target of “2,000 jobs created through 100 companies”An approach to further focus ADERLY’s efforts on labour-intensive projects. Lessons learned from previous years regarding the size of projects to set up businesses in France and Europe, have enabled ADERLY to achieve its job creation target for 2016, set at 2,000 jobs within 3 years, by aiming for a higher number of projects.
Brexit, United States… new opportunities?Brexit: we are identifying new targets such as Japanese, Chinese, American, Australian and Indian companies established in the United Kingdom, to open a European head office in the Lyon region. United States: long seen as the biggest foreign investor in Europe in general, and in the Lyon region in particular, this trend declined in 2016 while keeping strong perspectives for the future. Revival or Drop? A market to be followed closely in 2017 in view of current political events.
Strengthen industry-specific expertise and in particular with a “Factory 4.0” approach…… Both to support the development targeted by Metropolis of Lyon in this buoyant sector, and to meet industrial demand from zones. “Factory 4.0” is based on the unique industrial heritage of Lyon region.
Step up prospection in Ile-de-FranceMany projects to set up a business in Lyon, including those from foreign groups already present in France, came from Paris region. The increasing ratio of French projects in the Agency’s 2016 results and the potential this represents for Lyon and its great attractiveness compared with other French cities make this a key target in 2017.
Optimise welcome and mobilityThe initiative to create an Expat Center driven by ADERLY a few years ago is once again an objective in 2017. This tool would be an additional leverage for the attractiveness of the Lyon region, and a means of differentiation when choosing Lyon.
ONLYLYON enters a new phase in 2017After three years of very strong growth in the impact of ONLYLYON, the priority is to move to an even more targeted and qualified approach in the interest of all its partners to maintain Lyon’s position as one of the 10 most attractive and influential cities in Europe. How? By implementing initiatives that are always more unifying and effective aimed at getting people to know, love, and come to Lyon as well as including a development dimension (making Lyon and its players grow) and a unifying dimension (gathering those who promote Lyon).
