Mumbai is known as capital of Maharashtra as well as financial capital of

India. The resident of Mumbai avails different kind of services like

entertainment, social security, life style of metropolitan city, renumaration of

work. Because of these features number of peoples are attracted towards

from different of states of India. Draught, re the some kind of reasons to make

people migrate in Mumbai city.

As on today on the area of 437 sq.mtr. More than one crore citizens

residing in mumbai, it mens popolation of Mumbai is going on increased. Out

of total popolation 53% peoples are homeless. These peoples are residing in

slums. Inspite of providing different kinds of sevices like water supply, health,

schools, cleaning number of slums are unhealthy because of overpopulation.

Create affordable shelter is the only way to control slums in Mumbai.

50% land where slums situated is private property, 25% slums are situated on

the land of Maharashtra Govt. 20% slums are situated on the land of Mumbai

Municipal corporation. Remaining 5% slums are situated on the land of Central

Govt and Mhada. Slums are situated in Mumbai near highly developed housing

societies and industrial areas.

Maharashtra Govt. Carried out survey of slums and issued photopasses to

hutment dwellers for control the expansion of slums in the year 1976.

Again in the year 2000 Maharashtra govt. Carried survey and declare the

hutments are tolerable exist prior to 01.01.1995.

8411 hutment dwellers survey forms have been filled by Maharashtra

govt. scattered among 25 slums colonies exist on Mumbai Municipal land in the

jurisdiction of Assistant Commissionar N ward have been received by this

office. By the end of August 2015 slum dept. N ward have been issued the

photopass to 2665 hutment dwellers and 5746 photopasses are still remain

balance to issue hutment dwellers.

Maharashtra govt. Established SRA for development of slums to get own

shelter to poor people.

As per Govt. Scheme stated above differemt SRA scheme in 2 slum

colonies have been implemented successfully and they are about to complet

under jurisdiction of N ward.

The main objective of slum dept. Is provide protection to authorised

hutment dwellers and collect revenue in form of recovery of compensation, as

well as provide good shelter to hutment dweller by following due process of

law.

INTRODUCTION

The right to information is implicitly guaranteed by the Constitution.However, with a view to set out a practical regime for securing information, theIndian Parliament enacted the Right to Information Act, 2005 and thus gave apowerful tool to the citizens to get information from the Government as amatter of right. This law is very comprehensive and covers almost all mattersof governance and has the widest possible reach, being applicable toGovernment at all levels- Union, State and Local as well as recipients ofgovernment grants. The basic object of the Right to Information Act is to empower the citizens,promote transparency and accountability in the working of the Governmentand make our democracy work for the people in real sense. The Act is a bigstep towards making the citizens informed about the activities of theGovernment.

The Act requires the Government authority to compile a handbook in easilycomprehensible form and to update it from time to time under Section 4(1) bsub clauses i to xvii (17 Manuals). The objective of publishing 17 Manuals is theproactive disclosure of the information/records held by Govt. Authority for the

information seekers. The office of Colony Officer,N Ward is hereby publishingthe Handbook for 17 Manuals as required under RTI Act 2005 to promotetransparency and accountability in the working of the department & to giveeasy access to the information seekers to the information & records held bythis office.

This handbook contains introduction about the department along withparticulars of its functions, duties, objectives & vision. It further elaboratesabout the duties, powers delegated to its officers & employees. The procedurefollowed in decision-making process, accountability of concerned officers,Norms set for discharge of its function along with related rules/regulations arefurther described in detail. It also contains the Statement of Categories ofdocuments held by this office, directory & remuneration of its officers andemployees. The details of budget allocation & its disbursement, particulars ofpermits issued, facilities available for citizen & details of PIO/Appellateauthority is also published for information.

This consolidated updated handbook on 17 Manuals of the Act would helpall the information seekers in getting information. Duties of Colony Officer

1. Supervise the work of rent collectors as well as others staff working under

colony officer.

2. Controlled the work regarding recovery of compansation done by rent collectors from hutment dwellers.3. Distribute the various applications received through dispatch within rent collectors and carry out the work regarding same and disposs off same.4. Attend the meetings called by Asstt.Commissioner, Deputy Muncipal commissioner (VI), information commissioner SRA office, Dy. Collector's office and also attend the meetings of public representatives like Corporator, MLA.5. Submission of duly verified proposals for obtaining sanction from higher authorities regarding transfer proposals legal heir transfer proposals, conversion from residential to commercial and vice versa, as well as issue photopasses to hutment dwellers.6. Controlled unauthorised construction and eriction took place in slum comes under colony officer.7. Guide to rent collectors for detection of ill legal construction in slums comes under rent collectors.8. Take necessery steps for recovery of audit notes with the help of rent collectors.9. Obey the orders of received from higher authority from time to time.10. Submission of Annexure-II of hutment dwellers affected in various projects e.g.SRA, road widening and hutment near nallas after proper verification to higher authorities for obtain sanction.11. To guide the hutment dwellers on behalf of state govt. for provide various services and to improve standard of living.14. Give efforts to carry out SRA proposals in slum colonies comes under jurisdiction of MCGM.15. On behalf of MCGM attend Hon'ble courts, office of Additional Collecter aswell as local police station and lodge complaint as per necessity.

DUTIES OF RENT COLLECTOR

1. Maintain rent registers of the slum colonies comes under rent collector.flood, minimum land, unemployment, quarrels because of caste and class these a2. Maintain the files and records regarding survey of hutment dwellers.3. Recovery of compansation.4. Submission of duly verified proposals to colony officer for obtainingsanction from higher authorities regarding transfer proposals legal heirtransfer proposals, conversion from residential to commercial and viceversa, as well as issue photopasses to hutment dwellers.5. Issue notice under MMC Act 105 B to hutment dwellers for recovery of heavy arrears.6. Issue notice under Maharashtra Slum (Improvement Redevelopement andRehabilitation) Act 1971 u/s 33 and 38.7. Prepare Annexure-II as per Maharashtra Slum (Improvement Redevelopement and Rehabilitation) Act 1971 DCR 33/10, as well as carry outdemolition of huts of non co- operative hutment dwellers after issuing notice under 33/38.8. Prepare inventory list and Annexure-II on the basis of documents receivedfrom hutment dwellers to seniors of affected hutments in road widening, nalla widening and dilapilated hutments.9. On behalf of MCGM attend Hon'ble courts, office of Additional Collecter aswell as local police station and lodge complaint as per necessity.10. Issue photopass to hutment dwellers.

Duties of Clerk (RRC)

1) Noting of the receipts and amount recovered by rent collection infront of name of hutments dwellers on demand register.2) As per demand of rent collectors issue them photopass, rent receipt, hologram.3) Noting of transfer/conversion proposals in register and make available for audit from auditors.4) Provide information regarding outstanding compensation amount to rent collectors as per demand.5) Prepare monthly quartly, half yearly, yearly report of compensation recovered by rent collector.6) Make available information, documents as per requirement of rent collectors under RTI.7) Update main cash, demand register, khata register of colony dept.8) To maintain dispatch register of colony dept.

done at referred hut and after taking measurement of unauthorisedconstruction notice u/s Maharashtra Slum Improvment Redevelopement andRehabitation Act 1971 section 3Z to be serve to the hutment dweller by thesign of Assistant Commissioner N ward for produce the authentic documents ofhutment prior to 01.01.2000 with in the 24 hours after receiving notice. Thenafter scrutiny of the documents submitted by the hutment dweller or ifhutment dweller doesn't submitted the same final notice of Maharashtra SlumImprovment Redevelopement and Rehabitation Act 1971 section 3 Z to beserve to the hutment dweller and then after demolition action to be done withpolice protection by following due process of law and take note in demolitionregister.
