1. Introduction

1.1 Background

Phase I of Danang- Sanitation Project xvas approved by Governmileit of Vietnam in Decision No414/QD-TTg dated April 20, 1999 with total investment of about USD 41 million. Pliase I wvillsupport improved sanitation services to 33 phuongs in Danang's five ulbanl districts. Kev drainageand wastewatcr works supported by tile Phase I include:

* installation of gravity interception drains (GlDs), connections and rising mains;

* construction1 of drv weathier tiow diversion strUctUres within major existing drains;

* installation of submersible purnp stations;

* installation of primary treatment plants (F1oa Cuong, Phlu Loc, NguL Haanil Son, and Son Tra)with capacities ranging from 3.7 to 45 M'IL/day;

* construction of major drains in critical areas in Danang;

* construction of public toilets, some of whiich are incorporated into solid waste transferstations; and

* implementation of comnmunitv based sanitation improveinenit programs involving communityeducationi programs.

The construction of Pliase I works is currently underway and is expected to bring substantial netbenefits to Danang city. Due to savings generated through Phase l's bidding process, about 11 USDmillion of additional drainagre and wastewater works (hereafter known as the Additional WorksProject) have been approved both bv World Bank (in Aide M\e[emoire of April 2, 2002) and DanangPeoples' Committee (in Decision No 1450/VP of April 11, 2002). A feasibility study for theadditional works was prepared in the second half of 2002. The final version was completed inNovember 2002. CivMC was assigned to prepare detailed designs for all additional works. A start withdesign activities was made in Februa-y 2003 and this EIA report is part of the output of theengineering studv.

1.2 Preposed Drainage and Wastewater Improvement

The majority of Project funds will be tised to support drainage works (USD 7.6 million). Wastewaterworks are the Project's second budgetary prioritv (USD 1.6 million), and beach cleaning is a tertiary

priority (USD 0. 1 million). The remaining funlds are allocated to consulting fees, contingencies, andtaxes (USD 1.7 million).

1.3 Proposed Drainage Works

1.4 Proposed Wastewater Works

The Project Will support: I) small additions to tlhe Phase I wastewvater system in Hoa CUO.11, Son Tra,and Ngu Hanh Son catchmnents. These additionis will increase the capacitv of Dananlg's wvastewatersystem by about 7%; and 2) install floating covers on Son Tra and NILu Hanh Son xvastewatertreatment plants. The locations of these proposed wastewater works are shown in Figul-e 2.

1.5 Proposed Beach Cleaning Works

The Project will purchiase beach cleaninig equipmienit to clear solici waste from the beaches of theSouth Chiina Sea. Thlese beachies are close to the proposecl drainage ancl sewerage works that areadjacent to tile SoLitil Cllina Sea (see Fig.urc I andc 2 above).

2. Potential Environmental Impacts of the Project

2.1 Summary of Impacts

The EIA evaluated a range of potential impacts that could occur as a result of the Project. The

selection of potential impacts for evaluation was based on site visits, discussions with Phase I projectstaff, URENCO, DoSTE and others; and through review of relevant documents such as World Bank's

Environmental Assessment Sourcebook, Phase I environmental assessment reports, the Project'sFeasibility Study and others. Table I provides a summary impact evaluation of potential impacts thatcould be created by the Project. These impacts are further detailed in the EIA Report.

2.1 Pre-Construction Phase Impacts

Pre-construction phase activities include resettleinent, land allocation, and land clearing. The impactof these activities on affected persons (resettlers, land owners) is loni term and permanent. TlleProject is developin(g a detailed Resettlement Action Plan (RAP). Thle RAPs objectives include:1) providing recommendations to minimise resettlement and land acquisition; and 2) provide faircompensation schemes for those whose land, hoQLues, cultural property, and graves must be purchasedor relocated by the Project. The RAP is a stand-alone document that can be used as a reference forfurther details on impacts identified in this section.

2.2 Construction Phase Impacts

Construction phase impacts are generally short term, localised, and reversible. As with most urbancivil works projects, constrLction phase impacts usually have negative human health, safetv, andenvironmental consequences. This section identities the most likely impacts that will arise durinigconstruction, and provides both mitigation objectives and measures to achieve those objectives. Asdescribed below, many of these measures can be directly inserted into Contractor Specifications. Thiswill help ensure that the measures are woven into the norrnal scope of Project works, that themeasures can be monitored, and that if the measures are not achieved, then there is a means to applynegative consequences to the delinquent partv (in most cases, the Contractor).

2.3 Operation Phase Impacts

Operation phase impacts will be long term and cumulative. As the Project is essentially a set of urbanenvironmental mitigation measures, the operation phase impacts are almost entirely positive.

3. Environmental Mitigation Plan

3.1 Approach to Developing Mitigation Measures

When constructing the mitigation measure tables of Section 3, the following points were considered:

* Mitigation measures for negative impacts identified in Section 2 (regardless of theirmagnitude) are considered in Section 3 tables.

* Construction mitigation measures are, whenever possible, woven into the constructionspecifications. This enables the Engineer to have significant authoritv over theimplementation of mitigation measures.

* "Environmental Best Practices" will not be made explicit within the ContractorSpecifications. This in line with the general approach to seamlessly integrating environmentinto contract management and civil works projects in general.

* If a measure was considered to be ineffective during Phase I (e.g. spraying roads with waterto reduce dust) alternate mitigation measures were considered.

* Costs that WLould be borne by the Contractor are not identified in this table -these costs willbecome part of ihe competitive bid of contractors. Costs of resettlement and land acquisitionwill be identified in the Resettlement Action Plan.

4. Environmental Monitoring

The Project's performance and environmental effects will be monitored throughoult pre-construction,construction, and operation.

Performance monitoring is conducted to evaluate compliance with standard operating procedures(SOP), national standards, and/or contractor specifications. In most cases performance monitoringresults are evaluated against established performance criteria. For example: I) a Contractorspecification may be to place a tarp over all vehicles that carry soil. The performance monitoringactivity could be to count the number of soil-carrying vehicles that use tarps, and compare the resultagainst the Contractor Specification; 2) Wastewater effluent may be monitored and compared witinational standards for xvastevater quality.

Environmental effects monitoring is conducted to estimate the impacts of project activities onambient environmental conditions. For example, total suspended particulate matter (i.e., dust) may bemeasured to estimate the degree to which project activities are affecting ambient air qualitv; 2) Fecalcoliform levels in the river may be measured to estimate the impact of wastewater effluent on theriver water quality.

In both cases, it is recommended that URENCO's Environmental Mvfonitoring Team play the primaryrole in managing and implementing Project monitoring activities. This team has received substantialtraining and experience on environmental monitoring through Phase I project and they should be ableto conduct most of the tasks identified in the below table with some occasional guidance from aninternational environmental specialist.

Detailed monitoring programmes should be developed during Pre-construction. The tables in thissection can be used as a guide to develop the detailed monitoring programmes

5. Institutional Responsibilities

This section identifies responsibilities for mitigation and monitoring, environmenltal informationflow, and decision-making chains of command.3

5.1 Pre-Construction Phase Responsibilities

5.1.1 URENCO

URENCO will ensure design capacity of pumps, weirs, outlets and chaniiels is adequate to redirectthe vast majority of wastewater to the wastewater treatment plants. URENCO will be responsible formanaging both environmental effects and project performance monitoring during Pre-construction.URENCO will review and comment on Contractor's Site Environmental NManagement Plan.

5.1.2 Contractor

Contractor will be responsible for developing a Site Environmental Mfanagement Plan (SEivMP).SEMP will be based on issues presented in EM\[P and any other issues deemed relevant to theenvironmental management of the Project. Contents could include:

* purpose of the Site Environmental Mvlanagement Plan;

* project background;

* regulatory framework for environmental protection during construction;

* potential significant impacts during construction phase;

* mitigation Measures that to address potential significant impacts;

* monitoring the effectiveness of the mitigation measures;

* resolvino environmental impacts created by construction activities;

* experience and qualifications of environmental monitoring team; and

* reporting format and schedule.

SEvIP must be approved prior to the initiation of construction phase activities.

5.1.3 Engineer

Engineer will review, comment on, and approve Site Environmental Management Plan.

5.2 Construction Phase Responsibilities

5.2.1 World Bank

World Bank will review the implementation of the SEMvP. Problems identified will be raised toDanang People's Committee, URENCO, the Contractor, the Engineer-, and other relevant bodies aspart of the regular project review process.

5.2.2 Danang Peoples' Committee

Danaing People's Committee has overall responsibility for managing provincial administrative bodies,including DoSTE, Danang Urban Transport Division, and URFENCO.

Institutional responsibilities relating to lancd acquisition, resettleimcit. and cultural artifacts are otuncl in the RescttlementAction Plan.

5.2.3 Danang DoSTE

Danang DoSTE will represent MvoNRE as environimenital regulator." DoSTE will be responsible foradvising the Project of any contravenltionl to Vietinam's environmental management anld protectionpolicies. They will also plav a key role in the assessment of any unforeseen designi chlaiges whichmay create environmental effects.

5.2.4 Danang Urban Transport Division

Danang Urban Transport Division will provide support for URENCO to conduct its environmelntalmanagement duties.

5.2.5 Project Management Unit

The P.IU will assist with co-ordination of mitigation measures implemented during the constrLctionphase.

5.2.6 URENCO

UR-ENCO will be responsible for ensuring that any recommendations to improve on how to improveenvironmental protection and sustainability will be integrated into the Project. URENCO will beresponsible for managing both environmental effects and project performance monitoring duringConstruction.

5.2.7 Engineer

Engineer has key responsibility for overseeing the quality of works conducted by the Contractor.Engineer holds key decision making tasks related to the SEivP, including: assessing compliance withcontract environmental clauses, decisions to stop work or withhold payment from contractors for non-compliance withi contracted environmental agreements (methiod statements, conditions of contracts,contractor specifications, etc).

Engineer Site M'vlanager will conduct on-site monitoring of performance mitigation measures proposedby thie SEivlP (i.e. ensure contractor activities are being conducted as per contractor specifications).They will report their findings in regular reports to the Eng,ineer as part of their regular duties.

5.2.8 Contractor

Contractor will implement all environmental protection and mitigation measures in the SEMP,contractor specifications, and other relevant documents. The Contractor may assign a ControlEngineer to conduct on-site management of the EiMvP. Control Engineer's tasks could inclLide:ensuring all supervisors and workers are fully aware of the relevant EMv[P procedures, all surveys arecarried, necessary records taken, advise management of any problems or potential environmentalproblems encoulitered. Contractor will submit SEivMP reports to the Engineer every three montis. If,for any reason, the Engineer, URENCO, the World Banlk, DoSTE, Danang, PC, or the Contractordeem mitigation measures proposed in the SEMP to be ineffective, the Construction Contr-actors willneed to proposed new/improved mitigation measures.

6. Capacity Development for Environmental Management

6.1 Pre-Construction and Construction Phases

Capacity Building Requirements of the Contractor

The Contractor's Site Environm1enital Nlanagement Plan (SEMIP) should include a section on safety,hygiene, and environment training for appropriate staff members, sub-contractors, and constrUctionworkers. If URENCO notes lapses in worker standards for safety, hygvienie and environment after tihescheduled training occurs, URENCO shoLIld instruict the Contractor to make provision for furthertraining of selected individuals.

Capacity Building Requirements of URENCO

Due to a recent restructuring of URENCO and Phase I PLvIU, URENCO's current capacity to manageENIP activities during pre-constrUction and construction of the Additional Works Project is relativelylow. Selected URENCO staff wyould benefit from a qualified international environmental specialistwho can provide appropriate capacity development assistance. The international environmentalspecialist's assistance should focus on providing "learning by doing" guidance on design,management, and reporting of the EivlP's pre-constriction/construction monitoring and mitigation,activities. The estimated level of effort for an international environmental specialist durinig pre-construction and construction is three months.

6.2 Operations Phase

Capacity Building Requirements of URENCO

As with pre-construction and construction, URENCO's currenlt capacity to manage EMvP activitiesduring operation is relatively low. Selected URENCO staff would benefit from a qualifiedinternational environmental specialist to provide "learning by doing" guidance on the managementand reporting of operations phase monitoring and mitigation activities identified in the EIP. Theestimated level of effort for an international environmental specialist during operation is one montlh.

7. Costs of Implementing the EMP

This section estimates the marginal costs for condUCting the EMP's main SLub-components:mitigation, monitoring, and capacity building. Costs that are inCLirred by other project componentsbut satisfy some aspect of thie EMP are not inciluded in this section. Thle division of costs betweenURENCO and IDA funids was developed in conisultation with URE-NCO PMU Director.

Thie total marginal cost of the EMP from Pre-Construction throughl to the end of the first year ofoperation is 117,700 USD (not inCiLuding continigencies, taxes, or inflation). This amouint is abouIt1.07 % of the project's estimated USD I1I million buidget. EMP costs can be broken down asfollows: Pre-Construction ('31,800 USD);- ConistruICtion: (64,200 USD); and Operation 21,700 USD(Year 1); and 3,1 00 USD (Year 2 onwards).
