commonly be a mutual admiration society, but their designees would be vulnerable to challenge in the pri- mary. At any rate, the party voter, for whom we must have first consid- eration, would find on his primary ballot only one party officer (or two) -the county or district leader (and the co-leader of “the opposite sex”). And the voter would be more likely to know what he was doing.

Political parties are inevitable and useful and require responsible man- agement. Honorable party manage- ment is entitled to propose policy, balance factions and recruit com- patible candidates. Committees are better than hit-and-run conventions for developing design and purpose and, with very short intra-party ballots, are the best for visible responsibility.

As a terrain for the exercise of the democratic process, the interior workings of the hundred state parties are in need of the same simplification that has benefited American city governments.
