Executive summary

This addendum to the engineering report for Regional Queensland accompanies, and is intended to be read with the previously released:

engineering report on restack planning for Regional Queensland documentation related to the revised draft Television Licence Area Plan (TLAP) revised draft variations to the Digital Channel Plans (DCPs) for Regional

Queensland.

It provides minor updates to the proposed channel block identifications and channel allotments for sites within the Regional Queensland licence area but of greater importance are changes to the proposed restack timing window dates.

The changes to previously proposed channel planning and allotments are relatively minor, but are discussed in Sections 1.3 and 2. A number of minor changes to previously proposed maximum ERP levels are also being proposed to better align TLAP maximum ERP levels with the maximum ERP levels at which services are expected to operate. Also, following comments on the draft instruments and further analysis by the ACMA, changes have been made to some of the antenna height, site coordinates and other technical details recorded in the planning data. These changes will help to ensure that the planning data accurately reflects operating arrangements.

Section 3 of the report discusses implementation sequencing constraints that may need to be captured as events or circumstances in the draft TLAP or as licence conditions. However, the determination of restack timing windows is not covered in this report. It is discussed separately in the supplementary discussion paper for the revised draft TLAP and revised draft variations to DCPs for Regional Queensland.

Proposed channel allotmentsThe tables below summarise the channel allotments proposed in this addendum to the engineering report. These allotments will be included in the revised draft TLAP and revised draft variations to the DCPs (the revised draft instruments).

Where sites have a mixture of broadcaster and proposed retransmission services, the sites will be included in the revised draft instruments, but possible retransmission services have been identified with an asterisk (*).1

Sites shown in rows with grey shading have all retransmission services. These services will not be included in revised draft instruments, but they have been taken into account in channel planning.

Channels proposed to be allotted in the revised draft instruments for currently operating services that will be restacked are identified by ( ).

The table reproduces the equivalent table in the earlier engineering report but changes to the previously proposed channel allotments are shown in red.

1 Introduction1.1 ScopeThis addendum to the engineering report for Regional Queensland should be read in conjunction with the previously released; engineering report for Regional Queensland documentation related to the revised draft TLAP the revised draft variations to the DCPs for Regional Queensland, including the

related planning data which contains detailed transmitter specifications consistent with the parameters assumed in conducting predictions of signal levels as part of the planning process.

The legislative and regulatory background of the revised draft Regional Queensland TLAP and revised draft variations to the DCPs are discussed in the supplementary discussion paper.

This addendum to the engineering report contains some minor revisions to previously proposed channel allotments, and updates the analysis of constraints that affect the sequencing of the move to final restack channels. The determination of the restack timing window, during which the transition to final digital channels must occur, is discussed in the supplementary discussion paper.

Appendix A1 provides an updated channel chart that provides a summary of proposed channels as well as current digital and, where applicable, analog channels at each site.

Appendix A2 provides an updated list that details the operating analog and digital services that may constrain the restacking of each service at each particular site. This information is relevant to determining the order in which sites need to be restacked.

1.2 ConsultationThe ACMA distributed a draft of this addendum to the engineering report prior to the RPAG Working Group meeting on 30 May 2012. The meeting provided an opportunity for the channel-planning proposals contained in the draft addendum to be discussed.

1.3 Transmitter specificationsDetailed transmitter specifications for each service at each site are included in separate planning data. The planning data will be a ‘living document’ that should fairly closely reflect the actual operating conditions of all services within the planning area covered by the TLAP. It is intended that it will be revised from time to time as better information or changes to transmitter specifications are advised to the ACMA.

Generally, those specifications follow existing DCP technical specifications (except for channel changes).2 However, wherever the ACMA is aware of significant differences between current technical specifications and actual operating arrangements, the opportunity will be taken to align these nominal transmitter specifications more closely with actual operating conditions. Therefore, some changes have been made to ERP, antenna height, and antenna pattern data.

The previously released engineering report and the associated planning data contained proposed changes to earlier technical specification data for:> Wide Bay (changes to ERP and antenna height)> Rockhampton (changes to antenna height)> Capella (increased ERP)> Bowen Town (increased ERP).

Following a review of operating ERP levels, and consultation with broadcasters, changes will also be made to the maximum ERP levels at Darling Downs and Southern Downs in revised draft instruments and planning data. A review of operating ERP levels at Mission Beach, Tully and Atherton has also identified proposed adjustments to the maximum ERP levels at those sites.

In addition, following submissions received in response to the draft TLAP and draft variations to the DCPs, as well as further analysis by the ACMA, revisions to the planning data will be made to more accurately reflect: site co-ordinates antenna height antenna HRP patterns different ERP levels for different broadcasters the disposition of services at locations served by multiple transmission sites.

2 Block identification and channel allotment proposals

2.1 BackgroundThis section of the addendum to the engineering report summarises changes to channel allotments and maximum ERP levels at Regional Queensland sites since the engineering report was released in November 2011. In addition to the site-by-site discussion in this section, the updated channel allocation arrangements are also summarised in a consolidated channel chart in Appendix A1.3

In section 2.2, changes to previously proposed technical details—channels and maximum ERP—of sites to be included in TLAP instruments are discussed. Section 2.3 discusses similar changes that are relevant to the channel planning for Regional Queensland but which do not result in proposed changes to the draft TLAP.

2.2 Revisions to transmitter specifications in TLAP instruments

2.2.1 Cairns East and RedlynchFollowing industry feedback received during the earlier consultation on the draft TLAP/DCP variations, the channel allotment arrangements at Cairns East and Redlynch have been revised. To maximise the potential for continued use of the existing UD (upper) antenna at Cairns East, broadcast services have changed to avoid use of channel 40. A further, perhaps related, change to Redlynch channel allotments (which is fed from Cairns East) followed from a request from the ABC. The revised channel allotments are:> Cairns East (Mt Yarrabah): UA40, RTQ41, ABC42, STQ43, TNQ44, SBS45> Redlynch (Mt Williams): STQ46, ABC47, SBS48, RTQ49, TNQ50, UA51.

2.2.2 AthertonCurrently licensed ERP levels of services at Atherton are 15 W for STQ and RTQ and 45 W for the ABC, SBS and TNQ services. However, it is understood that all services now operate from a common PHP2B antenna array and operate at an estimated ERP of 55 W. This revised ERP level will be reflected in the maximum ERP specification in the TLAP and planning data.

2.2.3 GordonvaleIn the proposed channel plan for the Cairns region, Babinda, Cardwell and Mission Beach need to operate in an SFN and the proposed channel allotment order at those sites follows the currently operating Cardwell channels. Gordonvale, however, was not included in this SFN as there is only a minor interaction between Gordonvale and Babinda. Therefore, it had been proposed that Gordonvale would follow the default order (with allowance for currently operating services). However, on review, it was found that there is a minor potential for co-channel interference in areas between Gordonvale and Babinda. While these areas arguably have alternate coverage from Cairns (Bellenden Ker), aligning the channel allotments between Gordonvale and Babinda will provide broadcasters with the opportunity to address the minor potential

interference risk by operating Babinda and Gordonvale in an SFN arrangement should that be required.

The revised channel allotments are: TNQ46, SBS47, ABC48, RTQ49, STQ50 and UA51.

2.2.4 TullyInvestigations have confirmed that all services at Tully operate from a single common antenna array and use the same 100 W transmitter size, so it is clear that all services will operate at the same maximum ERP level. Discussions with broadcasters have led the ACMA to conclude that the common maximum ERP value applicable to all Tully services will be no more than 2 kW ERP. If more accurate link budgets for this site are provided prior to finalisation of the TLAP, a more accurate value can be recorded. However, in the absence of any such additional information a 2 kW ERP value will be recorded in the TLAP.

2.2.5 Townsville NorthIn the previously released engineering report, channels for Townsville North were proposed, based on a simple like-for-like restack of currently operating digital services.

In submissions on the draft TLAP, the ACMA received an informal request to increase the maximum ERP from 25 W to 320 W ERP, with most of the ERP increase being directed in a south-easterly direction. Studies of the proposed change did not identify any channel-planning problems.

Note: The proposal to increase the ERP is understood to require replacement of existing transmitters and changes to the transmit antenna. This is beyond the scope of a straightforward restack of currently operating digital services. Nevertheless, since there appears to be a consensus that all broadcasters could support the change (and will fund, or be able to obtain funding for, any necessary infrastructure upgrades), the revised draft TLAP will reflect the increased maximum ERP value.

2.2.6 Collinsville North IBLAfter reviewing potential constraints on the sequencing of restack implementation, the ACMA identified a potential ’circular restack’ constraint between the proposed and current channels at Collinsville North IBL and Bowen Environs IBL. However, it was found that shifting the proposed STQ channel at Collinsville North IBL from channel 42 to 41 would remove the potential constraint on Collinsville North IBL. The revised draft instruments and planning data reflect this change to the proposed channel.

2.2.7 GlendenInvestigations of the maximum ERP of broadcast and retransmission services at Glenden found that all services could operate at the same ERP level. Therefore, the revised draft instruments and planning data reflect a consistent 10 W ERP level for all services.

2.2.8 MoranbahIn keeping with Planning Principle 10, the ACMA is attempting to move to common specifications for all services that serve the same area. Currently, Moranbah services are provided from two nearby sites and operate at maximum ERP levels of 2 kW (SBS, STQ, RTQ and TNQ) or 5 kW (ABC). To equalise services to the greatest extent practical, the revised draft instruments will indicate a maximum ERP for all Moranbah services of 2 kW, but in the planning data the ABC service will be shown as 5 kW ERP.

2.2.9 DysartBroadcast services at Dysart are provided from separate ‘national’ and ‘commercial’ sites. The antenna arrangements at these sites differ. It is understood that the STQ, RTQ and TNQ services operate at a maximum ERP of approximately 1.875 kW (the maximum ERP level of a grid-pak antenna that provides an in-band link to Middlemount). This in-band link is not required at the national site (the Middlemount services are satellite fed). As a result, the Dysart ABC service is understood to operate at 1.5kW ERP and the SBS, which has a smaller transmitter, operates at approximately 300 W ERP. In keeping with Planning Principle 10, the ACMA proposes to equalise services to the greatest extent practical. As a result, the maximum ERP level in the revised draft instruments will be 1875 W, but in the planning data the Dysart SBS and ABC services will be recorded as 300 W and 1500 W ERP respectively.

2.2.10 TieriAfter reviewing potential constraints during the pre-restack to post-restack transition period, it was concluded that the previously proposed channels for the SBS and the unallotted channel should be swapped. This means that the unallotted channel can be aligned with the currently operating (pre-restack) Capella STQ34 service. The revised channel allotments are: UA34, ABC35, STQ36, RTQ37, TNQ38 and SBS39.

2.2.11 Gladstone EastFollowing further investigation of potential adjacent channel interference to off-air feed signals, it was concluded to revise the channel allotment for the ABC at Gladstone East. The revised channel allotments are:> Gladstone East (Maunalor Hill): UA28, STQ29, SBS30, RTQ31, TNQ32, ABC33.

It is noted, however, that the off-air feed for the ABC at Gladstone East is to be taken from Gladstone West (Round Hill), not Rockhampton (Mt Hopeful). Also, it is noted that this will maintain the currently operating Gladstone East ABC33 digital service on its current channel.

2.2.12 TaraFollowing feedback from broadcasters, changes were made to revise the ERP and antenna pattern to a 20 W omni-directional antenna for all services at Tara. Those changes have been recorded in the planning data.

2.2.13 BellInvestigations of the maximum ERP of broadcast and retransmission services at Bell found that all services operate at the same ERP level. Therefore, draft instruments and planning data have been revised to reflect a consistent 5 W ERP level for all services.

2.2.14 Southern DownsACMA studies of potential constraints on the sequencing of restack implementation have identified a potential constraint that would complicate the operation of a simulcast at the Gold Coast should that be required.

After restack, digital services at Southern Downs are planned to operate on Block C and digital services at Gold Coast are planned to operate on Block D and the lower half of Block E. Interference compatibility studies found that metro-pattern Gold Coast services are not compatible with Southern Downs’ services; but regional-pattern Gold Coast services are compatible.

This means that, while the currently operating Gold Coast SBS36 and NRN43 services (which operate on the Gold Coast regional digital antenna pattern) can co-channel with Southern Downs, a proposed QTQ43 Gold Coast service could not commence until the Southern Downs RTQ43 service vacates channel 43.

Operation of a simulcast for all services, on an equal basis, at the Gold Coast is not practical if a Gold Coast service (for example, NRN43) is operating within the proposed final channel block but on the ‘incorrect’ antenna pattern.

To avoid this potential limitation4, the following actions are proposed:1. Move the current Brisbane CTQ38 digital service to channel 28 (after the current

Brisbane SBS28 analog service vacates that channel). This removes a constraint whereby the Brisbane CTQ38 and SBS36 services block the restacking of the Southern Downs services.

2. Revise the proposed allotment of Southern Downs services as follows: STQ34, ABC35, UA36, RTQ37, TNQ38 and SBS39.5

3. Revise the proposed allotment of Gold Coast (Mt Tamborine) services to exchange the QTQ and UA channels so that QTQ is placed on channel 45 and the unallotted channel is placed on channel 43.

These changes are illustrated in Figure 2.2. The changes will allow all Gold Coast (Mt Tamborine) services to be simulcast, on an equal basis, should that be required (any such simulcast would follow the restack of the Southern Downs services).

2.3 Other revisions to transmitter specificationsThis section discusses maximum ERP and channel allotment order changes that have been made since the earlier draft TLAP was released. These changes are relevant to channel planning but they do not result in proposed changes to the revised draft instruments. However, these changes will be reflected in the planning data.

2.3.1 AyrFollowing a review of operating ERP levels at Ayr, it appears that national services operate at approximately 3.5 kW whereas commercial services may be operating at approximately 5 kW ERP. In keeping with Planning Principle 10, the ACMA proposes to equalise services to the greatest extent practical. Therefore, the maximum ERP level in the revised draft instruments will be 5 kW, but in the planning data the Ayr SBS and ABC services will be shown as 3.5 kW ERP.

2.3.2 BlackwaterFollowing a review of operating ERP levels of services at Blackwater, it appears that national services provide coverage to Blackwater with a grid-pak antenna, and to Dingo and the Bluff with a cross-polarised Yagi antenna. The maximum ERP is approximately 2.5 kW ERP. Commercial services are provided from a slightly different site using a single grid-pack antenna toward Blackwater. This antenna is understood to provide a maximum ERP of 5 kW. In keeping with Planning Principle 10, the ACMA proposes to equalise services to the greatest extent practical. As a result, the maximum ERP level in the revised draft instruments will be 5 kW, but in the planning data the Blackwater SBS and ABC services will be shown as 2.5 kW ERP.

2.3.3 EmeraldFollowing a review of operating ERP levels of VHF services at Emerald, it appears that national services operate at approximately 350 W, whereas commercial services may be operating at approximately 500 W ERP. In keeping with Planning Principle 10, the ACMA proposes to equalise services to the greatest extent practical. Therefore, the maximum ERP level in the revised draft instruments will be 500 W, but in the planning data the Emerald SBS and ABC services will be shown as 350 W ERP.

2.3.4 Bell Caravan Park (Emu Park)Since the release of the engineering report for Regional Queensland, the ACMA received an application from the Rockhampton Regional Council for low-powered retransmission of five broadcast services at the Bell Caravan Park in Emu Park near Rockhampton.

The services were planned on the basis of protection of locations where the received field strength exceeds the ‘suburban’ field strength level.

Block C was avoided due to its use at Rockhampton. Block D was avoided because of its use at Yeppoon (and to a lesser extent at Rockhampton East). Block B was avoided due to uncertainty about whether current viewer antennas will have adequate performance on those channels. Therefore, it was proposed that the identified channel block for Bell Caravan Park (Emu Park) is Block E.

The proposed channel allotments for Bell Caravan Park (Emu Park) follow Planning Principle 6 and are SBS46, ABC47, STQ48, RTQ49 and TNQ50. These services have been licensed and are expected to commence operation by the end of September 2012.

2.3.5 Mount MorganThe proposed channel allotments for Mount Morgan have been revised according to a request from RBA (which will hold the licences of all these services). The revised channel allotments are: STQ46, RTQ47, TNQ48, ABC49, SBS50 and UA51.

2.3.6 Agnes WaterThe proposed channel allotments for Agnes Water have been revised according to a request from RBA (which will hold the licences of all these services). The revised channel allotments are: STQ46, RTQ47, TNQ48, ABC49, SBS50 and UA51.

2.3.7 NanangoThe proposed channel allotments for Nanango have been revised according to a request from RBA (which will hold the licences of all these services). The revised channel allotments are: STQ46, RTQ47, TNQ48, ABC49, SBS50 and UA51.

2.3.8 Flaxton and MapletonRegional broadcasters no longer intend to proceed with either of these potential gap-filler retransmission sites.

2.3.9 ConondaleRegional broadcasters no longer intend to convert this retransmission site.

3 Implementation/sequencing considerations

This section of the addendum introduces the concept of restack timing windows and discusses implementation sequencing constraints that may need to be captured as events or circumstances in the revised draft TLAP or as licence conditions. The determination of restack timing windows is not covered in this addendum. It is discussed separately in the supplementary discussion paper for the revised draft TLAP and DCP variations.

3.1 Restack timing windowsThe revised draft TLAP and revised draft variations to the DCPs for Regional Queensland will specify the period for which each channel in the Regional Queensland licence area is allotted. For a service that must restack, the TLAP and DCPs would show two entries—one for the current channel allotment and a second channel allotment for the final (post-restack) channel. By overlapping the periods during which the current and final (or post-restack) channels are allotted, a ‘restack timing window’ can be created within which broadcasters can schedule the actual date for the restack of each site.

The timing window concept is being used as it is not practical to define precise restack dates in the TLAP. This is because any slippage due to equipment delivery or delays due to weather events, or opportunistic advancement of some work when other work is delayed, would require the TLAP to be varied. Broadcasters and the Program Implementation Manager will need to make adequate contingency allowances in their project planning. This is to ensure that any applicable planning permits are obtained, and site works, equipment deliveries and the actual restack for each site occurs before the end of the restack timing window.

Additionally, the restack at each site must be coordinated between broadcasters to minimise, so far as practical, the need for viewers to retune their television-receiving equipment multiple times during a restack timing window.

Implementation works will need to be sequenced to take account of constraints due to services in the Brisbane and Northern NSW licence areas. These constraints are analysed further in Tables 3.1 to 3.4.

3.2 Constraints on the restacking of sitesAn analysis to determine constraints on a service-by-service and site-by-site basis was performed. The results of that analysis are detailed in Table A2.1 in Appendix A2.6

The analysis shows the services which need to be restacked/switched off before other services can be restacked. Two categories of sites were found to impose no constraints on the timing and sequencing of the restack. These are summarised in Table 3.1. They can be restacked at any time that suits the overall sequencing plan for the restack of sites. The restack sequence for other sites will depend on one or more

Table 3.3 shows sites that are directly or indirectly constrained by Brisbane licence area analog and digital services. For instance, although Bell is not directly constrained by any operating Brisbane TV1 licence area services, it is constrained by Southern Downs which, in turn, is constrained by analog services in Brisbane. Consequently, Bell cannot be restacked before the analog switchover in Brisbane. In total, 11 sites that are blocked by Southern Downs (including Southern Downs itself) cannot be restacked before Brisbane is restacked.

In Table 3.3 the critical constraints that prevent the sites being restacked before the Brisbane analog switchover are listed in the ‘Critical constraints’ column. Other constraints (i.e., the sites that need to be restacked before the particular site can be restacked but which are expected to be restacked before the Brisbane analog switchover), are listed in the ‘Other constraints’ column.

In Table 3.4, the dependency of sites on the restack of particular Southern Downs services is explored further.
