Sheet 18 The pavement plan has been revised to have concrete pavement at the unloading area in place of hot mix asphalt pavement. Sheet 18A A joint plan was added to the sheets for detailing the concrete pavement in the unloading area. TO THE CONTRACT DOCUMENTS AND CONSTRUCTION SPECIFICATIONS FOR

The following revisions, additions and/or deletions are hereby made a part of the Contract Documents andplans for the above referenced project as fully and completely as if the same were fully set forth therein:

BIDDING REQUIREMENTS

Bidders are required to acknowledge receipt of this Addendum by replying to the notification email.

REVISIONS TO BID SET PLANS

Sheet 10A liner was added to all non-concrete containment areas. Notes have been added. The flarecontainment area detail has been updated.Sheet 18The pavement plan has been revised to have concrete pavement at the unloading area in place ofhot mix asphalt pavement.Sheet 18AA joint plan was added to the sheets for detailing the concrete pavement in the unloading area.

CLARIFICATIONSThe Temporary Transloading plans have been posted on the FTP site for reference. Bidders are notto provide any bids for the items on the temporary plans, except that the bidders shall provide a bidto furnish and install the condensate discharge line from the flare knock tank to the SafeRack. Thisis included in the Addendum A3 bid schedule.

Electrical plans: The existing electrical items are shown in a lighter shade on the plans and the itemsto be bid are in a bolder line weight.

RESPONSES TO BIDDER QUESTIONS

1. In what bid item(s) should we include the borings for the 16” DIP Service Water Relocationas shown on Sheet 29 of 57. The 16” water line relocation shown on Sheet 29 willnot be completed with this project. Please disregard Sheet 29.

2. What manufacturer for the 60 gal vertical tank? Manchester or equivalent and must beASME rated to 200 psi maximum allowable working pressure.

3. What is the PSI on the air system? The owner-supplied air compressor is 150psimax pressure.

4. What is the material for the 2” compressed air line for under SafeRack and on ground? Theline is 2” galvanized steel pipe on the ground and under the rack.

5. There are eight LACT tank VAREC measuring devices located on this drawing, who isrequired to provide and install? The Contractor.

6. On the two existing storage tanks, who is required to provide and install VAREC 250automatic tank gauges? The Contractor. The storage tank gauges are notultrasonic, they have floats. The floating roofs of the storage tanks allow forinstallation of the float.

7. For the proving arm connection pipe going to the containment berm, the piping is not shownin bold. Does this need to be included in the mechanical bid? Yes.

8. Is the additional unistrut and all thread shown on the SafeRack to be provided and installed bythe mechanical contractor? Is the unistrut to be galvanized, painted green, or stainless steel?Yes, to be provided by contractor. Galvanized.

9. Is the air eliminator to be installed and provided by the mechanical contractor and what is themanufacturer? Yes, to be provided by contractor, FMC or equivalent.

10. What size are the existing crude oil tanks heights and dimensions? This will help in acquiringthe level transmitter. The existing oil tanks are 60’ in diameter, 48’ high. Thetanks have been drained and cleaned.

11. Is there an access manway on the existing crude oil tanks to install level measuring devices?There are spiral stairways on the tanks with roof access.

12. Addendum No. 9 under product pipe details it says to remove condensate loading arm.SafeRack is shown with loading arm. Please advise. Please disregard the first 9addenda. Current addenda begin with the prefix ‘A’. There will be nocondensate loading arm.

13. Pump house plan shows domestic water system and equipment. Do you want to carry pricingfor all domestic items? Yes, all domestic water service items are included in thebid.

14. Who is going to install the potable water line from pump house to loading platform? Thecontractor will be responsible for the installation of all water lines shown in theplans.

15. When will the remaining control drawings be available? They will be available ibyThursday morning or bidders will be advised to make an allowance for thosesheets.

16. Please provide specifications for 100,000 Gallon steel storage tank structure? Steel storagetank shall meet AWWA D100-96.

17. Please provide specifications for 100,000 Gallon steel storage tank interior & exteriorcoatings? Interior and exterior tank coatings shall meet AWWA D102-11.

18. Please provide specifications for 100,000 Gallon steel storage tank exterior insulation? 2”R16 spray-on polyurethane insulation with steel or aluminum siding forprotection.

19. Please provide specifications for Pump House prefabricated building? Pre-manufacturedmetal building, R30 insulation. Wood buildings are not permitted.

20. Please provide specifications for Air Compressor Shed? Pre-manufactured metalbuilding, R30 insulation. Wood buildings are not permitted.

21. Please provide specifications for Warming Huts? Warming huts are provided with theSafeRack equipment by owner and require installation by the Contractor.SafeRack approval drawings are provided with this Addendum.

22. Please provide a schedule of those items to be painted or receive coatings, and a list of itemsnot to be painted? All steel pipes shall be primed and painted. The followingpaint colors shall be used:

Crude pipes: BlackCondensate pipes: RedVapor pipes: Yellow or OrangeCasing pipes: Same as carrier pipeAbove-ground Domestic pipes: BlueAbove-ground Fire pipes: Black

Any galvanized or insulated pipe shall not be painted.23. Are the Type 3 Barricades existing or to be provided under this proposal? The type 3

barricades are no longer proposed and should be disregarded.

24. Who will construct the temporary loading facility? The temporary facility will beconstructed in advance of the Crude Oil Terminal by a separate contractor.

25. What is the sales tax rate? The site is located in unincorporated Weld Countywhich according to the Colorado Department of Revenue does not have a salestax. The state sales tax is 2.9%.
