Add to section 10-1.03: Permit extensions will be obtained to allow construction between the levees to continue 4 weeks beyond November 1. This does not include extensions of the in-water work windows.

Do not begin construction of the project in the west levee of the Feather River or to the west of it before January 8, 2018 with the exception of the installation of the trestle and Pier 2. Trestle construction and Pier 2 construction do not have this time restriction.

Replace the 2nd and 3rd paragraph of section 12-4.01C with: For bridges, temporary trestles, embankments, falsework, or other temporary work constructed within the limits of the usable channel of the Feather River provide 1 opening for the passage of small boats. The opening must have a horizontal clearance of at least 40 feet measured normal to the direction of flow.

The minimum vertical clearance is 10.0 feet from the trestle soffit to the water surface elevation. You may assume the maximum water surface elevation between June 1 and November 1 to be a maximum of 46.0 feet. The trestle deck above the opening providing passage for boats will have to be removed between November 1 and June 1 if the vertical clearance to the trestle soffit is less than 10 feet due to changing water surface elevation. You may place the trestle at a higher elevation to extend the time before the deck over the opening providing passage for boats will need to be removed.

Submit air bubble curtain system working drawings with supplement prepared and signed by an engineer who is registered as a mechanical engineer in the State.

Within 15 days of Contract approval or at preconstruction conference, whichever comes first:

1. Submit 5 copies of air bubble curtain system working drawings with supplement for review. Allow 10 days for the Department’s review. The Engineer provides comments and specifies the date when the review stopped if revisions are required.

2. Change and resubmit a revised air bubble curtain system working drawings with supplement within 5 days of receiving the Engineer's comments. The Department’s review resumes when a complete air bubble curtain system working drawings with supplement is resubmitted. Allow 10 days for review of the resubmittal.

3. When the Engineer authorizes the air bubble curtain system working drawings with supplement, submit an electronic copy and 5 printed copies of the authorized air bubble curtain system working drawings with supplemental information.

2. Pipes must be arranged in layers in a geometric pattern, which allow for the pile driving operation to be completely enclosed by bubbles for the full depth of the water column and for a radial dimension of no more than 1.5 feet as measured from the outside surface of the pile.

3. The lowest layer of perforated aeration pipes must be designed to ensure contact with the mudline without sinking into the mud.

4. The system must be able to provide a bubble flux of 22 cubic feet per minute per linear feet of pipe in each layer. Air holes must be of 0.06 inch in diameter and spaced approximately 0.8 inch apart. Air holes must be placed in four adjacent rows along the pipe to provide uniform bubble flux.

5. Meters:

5.1. Install pressure meters at all inlets to aeration pipelines (manifolds) and at points of lowest pressure in each branch of the aeration pipeline pipelines (manifolds).

5.2. Install flow meters in the main line at each compressor and at each branch of the aeration pipelines (manifold). The flow meter at the compressor may be eliminated if the feedline from the compressor is continuous to the aeration pipe inlet.

5.3. Install flow meters according to the manufacturer’s recommendation based on either laminar flow or non-laminar flow, which ever applies.

14-8.03C Construction Inspect the air bubble curtain system for proper operation before each deployment and as necessary during deployment. Proper operation during deployment is determined by observation of the digital meters (air flow) and analog gauges (pressure) in the monitoring station and by other methods authorized by the Engineer.

Do not drive piles requiring air bubble curtain if air bubble curtain system is not authorized. Start the air bubble curtain system before driving piles. Conduct performance test of the air bubble curtain system before any pile driving operation to confirm the pressures and flow rates at each manifold ring meet the calculated values. Submit inspection and performance reports within 72 hours following the inspection or performance test.

Install gauges above the water line that are easily accessible. Log readings every 15 minute and at other times, as determined by the Engineer. Maintain a graphical plot showing the variation of the meter readings with time.

Monitor the condition of the air bubble curtain system and prepare inspection reports daily during pile driving operations and no less than every other day during periods of no activity.

Following constitutes failure of air bubble curtain system:

1. The pressure or flow rate in any meter falls below 90 percent of its determined operating value during the pile driving operation. Operating values based on calculated data are determined during the performance test.

2. Inspection of the perforated pipe indicates erosion of the holes or debris has clogged the holes.

If the air bubble curtain system fails, stop the pile driving immediately. Do not resume pile driving at any given location until the air bubble curtain system at that location is again operating as specified or as authorized by the Engineer.

Remove air bubble curtain system when no longer needed as authorized by the Engineer.

Replace the last two paragraphs of section 49-3.02C(1) with: Remove any oversized casings installed for construction to the long term scour elevation shown.

Replace section 70-3.02B(1) with: Coat the interior and exterior portions of the welded steel pipe with epoxy. The epoxy coating must be applied to the interior and exterior surfaces of welded steel pipe under ANSI/AWWA C210-03.

Repair of internal and external wall coatings must comply with the following:

1. Breaks or scuffs in the epoxy coating that are less than 36 square inches must be repaired by the application of epoxy material similar to and compatible with the durability, adhesion and appearance of the original epoxy coating

2. Repair coating must be a minimum thickness of 0.016 inch, 16 mils, after drying 3. Department rejects a pipe section if individual breaks exceed 36 square inches or if the total area of

breaks exceeds 0.5 percent of the total surface area of the pipe section

Coat all field welds with epoxy with a minimum thickness of 0.016 inch, 16 mils, after drying. Coat the welds in the interior and exterior of the pipe.

Add to Appendix L: The Section 408 Permit requirements are included in other permits. No separate 408 Permit will be included in the special provisions.

Add to Appendix N: The following is a draft of the CVFPB Encroachment Permit. The final permit is pending and will be made available prior to the bid opening. No significant changes are anticipated between the draft and final permit.

permittee shall conform to all requirements of the Department and The Central Valley Flood Protection Board.

FIVE: Unless the work herein contemplated shall have been commenced within one year after issuance of this permit, the Board reserves the right to change any conditions in this permit as may be consistent with current flood control standards and policies of The Central Valley Flood Protection Board.

SIX: This permit shall remain in effect until revoked. In the event any conditions in this permit are not complied with, it may be revoked on 15 days’ notice.

SEVEN: It is understood and agreed to by the permittee that the start of any work under this permit shall constitute an acceptance of the conditions in this permit and an agreement to perform work in accordance therewith.

EIGHT: This permit does not establish any precedent with respect to any other application received by The Central Valley Flood Protection Board.

NINE: The permittee shall, when required by law, secure the written order or consent from all other public agencies having jurisdiction.

TEN: The permittee is responsible for all personal liability and property damage which may arise out of failure on the permittee’s part to perform the obligations under this permit. If any claim of liability is made against the State of California, or any departments thereof, the United States of America, a local district or other maintaining agencies and the officers, agents or employees thereof, the permittee shall defend and shall hold each of them harmless from each claim.

ELEVEN: The permittee shall exercise reasonable care to operate and maintain any work authorized herein to preclude injury to or damage to any works necessary to any plan of flood control adopted by the Board or the Legislature, or interfere with the successful execution, functioning or operation of any plan of flood control adopted by the Board or the Legislature.

TWELVE: Should any of the work not conform to the conditions of this permit, the permittee, upon order of The Central Valley Flood Protection Board, shall in the manner prescribed by the Board be responsible for the cost and expense to remove, alter, relocate, or reconstruct all or any part of the work herein approved.

SPECIAL CONDITIONS FOR PERMIT NO. 19111 BD

LIABILITY AND INDEMNIFICATION

THIRTEEN: The permittee shall defend, indemnify, and hold the Levee District No. 1 of Sutter County, the Marysville Levee District, the Central Valley Flood Protection Board (Board), and the State of California, including its agencies, departments, boards, commissions, and their respective officers, agents, employees, successors and assigns (collectively, the "State"), safe and harmless, of and from all claims and damages related to the Board's approval of this permit, including but not limited to claims filed pursuant to the California Environmental Quality Act. The State expressly reserves the right to supplement or take over its defense, in its sole discretion.

FOURTEEN: The permittee is responsible for all liability associated with construction, operation, and maintenance of the permitted facilities and shall defend, indemnify, and hold the Levee District No. 1 of Sutter County, the Marysville Levee District, the Board and the State, safe and harmless, of and from all claims and damages arising from the project undertaken pursuant to this permit, all to the extent allowed by law. The State expressly reserves the right to supplement or take over its defense, in its sole discretion.

FIFTEEN: The Board, Department of Water Resources, and the Levee District No. 1 of Sutter County, and the Marysville Levee District shall not be held liable for any damages to the permitted encroachment(s) resulting from releases of water from reservoirs, flood fight, operation, maintenance, inspection, or emergency repair.

AGENCY CONDITIONS

SIXTEEN: All work approved by this permit shall be in accordance with the submitted drawings and specifications dated August 11, 2016 except as modified by special permit conditions herein. No further work, other than that approved by this permit, shall be done in the area without prior approval of the Central Valley Flood Protection Board.

SEVENTEEN: Permittee shall pay to the Board, an inspection fee(s) to cover inspection cost(s), including staff and/or consultant time and expenses, for any inspections before, during, post-construction, and regularly thereafter as deemed necessary by the Board.

EIGHTEEN: The permittee shall be responsible for the repair of any damages to the project levee, channel, banks, floodway, or other flood control facilities due to construction, operation, or maintenance of the proposed project.

NINETEEN: The permittee shall comply with all conditions set forth in the letter from the Department of the Army (U.S. Army Corps of Engineers, Sacramento District) dated __________, which is attached to this permit as Exhibit__ and is incorporated by reference.

PRE-CONSTRUCTION

TWENTY: Upon receipt of a signed copy of the issued permit the permittee shall contact the Board by telephone at (916) 574-0609, and submit the enclosed postcard, to schedule a preconstruction conference with the inspector that is assigned to your project. Failure to do so at least 10 working days prior to start of work may result in a delay of the project.

CONSTRUCTION

TWENTY-ONE: No construction work of any kind shall be done during the flood season from November 1 to April 15 without prior approval of the Board. Failure to submit a Time Variance Request to the Board at least 10 working days prior to November 1 may result in a delay of the project.

TWENTY-TWO: All cleared trees and brush shall be completely removed from the floodway, and downed trees or brush shall not remain in the floodway during the flood season from November 1 to April 15.

TWENTY-THREE: The abandoned or dismantled bridge shall be completely removed and disposed of outside the limits of the levee section and floodway.

TWENTY-FOUR: Piers, bents, and abutments being dismantled shall be removed to at least 1 foot below the natural ground line and at least 3 feet below the bottom of the low-water channel.

TWENTY-FIVE: The mitigation measures approved by the CEQA lead agency and the permittee are found in its Mitigation and Monitoring Reporting Program (MMRP) adopted by the CEQA lead agency. The permittee shall implement all such mitigation measures.

POST-CONSTRUCTION

TWENTY-SIX: The work area shall be restored to the condition that existed prior to start of work.

TWENTY-SEVEN: Within 120 days of completion of the project, the permittee shall submit to the Board and DWR an electronic copy of as-built drawings, stamped and signed by a licensed civil engineer registered in the State of California, certifying the work was performed and inspected in accordance with the Board permit conditions and submitted drawings and specifications.

OPERATIONS AND MAINTENANCE

TWENTY-EIGHT: The permittee shall maintain the permitted encroachment(s) and the project works within the utilized area in the manner required and as requested by the authorized representative of the Central Valley Flood Protection Board, the Department of Water Resources, or any other agency responsible for maintenance and shall, at all times, allow officials from these agencies to access the levee, levee slope, and any adjacent areas as necessary for flood control.

CLARIFICATIONS AS FOLLOWS:

Column elevations are missing for both the abutments and piers. Please provide both top and bottom elevations for all columns at each pier and abutment. Please reference Sheet 301-304 of the contract drawings.

Top of column elevations are per the profile and cross section of the bridge shown on sheets 299 and 305. Bottom of column elevations are per the pile cutoff elevations shown on sheet 315.

On page 3 of the streambed alteration agreement paragraph H states that the 7 foot CMP will be installed from the construction joint to just below ground level. Construction drawings on sheet 33 of 80 detail limits of architectural treatment shows treatment to be 5’0” below ground level. Please verify what the definition for just below ground level is in the elevation.

The architectural treatment shall extend 5 feet below original ground, which is the elevation prior to beginning construction.

For work within the City of Marysville limits are we to follow City of Marysville standard specifications and plans? Or only the provided Yuba City and Caltrans standard specifications and plans.

Work in Marysville must be constructed as shown in the plans, Yuba City and Caltrans Standards are used in Marysville.

Please provide all of the as-build drawings for the structures to be removed including bridges and retaining walls.

As-built drawing for the bridges are in the Information Handout available on the Yuba City website at: http://www.yubacity.net/publicworksbids. We do not have as-builts for the retaining walls.

The Union Pacific Right of Entry agreement in Appendix C of Spec Book 2 requires railroad protective insurance. Please confirm if the required insurance is for both the multiuse train trestle/track running parallel to the 5th street bridge and the bridge that the 5th street traffic crosses under on the Marysville side.

Insurance is only required for the bridge that the 5th street traffic crosses under. No construction is anticipated below the railroad bridge parallel to the 5th Street bridge.

The contractor supplied generator location is not shown on the project drawings and the installation details are not provided. Please confirm the location of this generator and if the generator is only to be delivered, or if the generator must be connected to the sewer lift system electrical feed. Reference Spec Book 2 78-3 Contractor supplied generator.

The generator must be connected at either the sewer lift system power source or the sewer lift station as directed by the Engineer and maintained in service for the sewer lift system until the electrical service feed has been restored to the sewer lift system.

There are multiple existing and new underground and overhead electrical and electrical/TV utilities on drawings U4 thru U7, U9, and U10 that are not clearly shown to be removed or installed by others or the specific utility owner. Are these assumed to be installed by the respective utility owner or by the contractor?

Further clarification has been added to the plans. Plans will be included in Addendum 2.

There are multiple locations where a utility pole is to be removed or installed by a utility owner. Are the existing or new utility lines also to be removed or installed by the pole owner?

The new utility lines will be installed/moved by the utility owner.

The bid invitation states: "THIS PROJECT IS SUBJECT TO THE 'BUY AMERICA' PROVISIONS OF THE SURFACE TRANSPORTATION ASSISTANCE ACT OF 1982 AS AMENDED BY THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991." Domestic steel pipe producers and fabricators manufacture pipe and fittings conforming to “American Iron and Steel” (AIS) standards since most water and wastewater projects are funded through state revolving funds which get their money from federal Clean Water or Safe Drinking Water Act funds. This funding requires the use of material conforming to AIS . Will the use of AIS compliant materials also meet the requirements of “Buy America” provisions in the STAA Act?

The project is subject to the "BUY AMERICA" PROVISIONS OF THE SURFACE TRANSPORTATION ASSISTANCE ACT OF 1982 AS AMENDED BY THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991 and Section 6-1.04 "BUY AMERICA" requirements of the Special Provisions. We are not certain if AIS compliant materials meet the "Buy America" requirements.

Will the City have a bidders list available for suppliers to provide pricing to?

Yes. The bidders list is available on the City's website at: www.yubacity.net/publicworksbids

Plan sheet 305 of 387 “ 118” CIDH type II or CISS Pile, typ” – makes absolutely no sense as there are no details or specifications for the CISS pile. Please provide a CISS plan and specifications or eliminate the note.

CISS piles are not part of this contract. The note has been eliminated.

Page 93 of the specifications: CIDH piles must be installed by either: 1. Oscillating in temporary casings full length of the pile. 2. Vibrating in a temporary casing, the length of the temporary casing is determined by you. 3. Rotating a temporary casing, the length of temporary casing is determined by you. If you choose to install the temporary casing by vibrating at piers 2.3.or 4. Oscillate in a temporary oversize casing. Clean out the casing and dewater before placing the 10 foot temporary casing. The above makes no sense – you are specifying several means and methods. You need to specify what you want here or better yet – eliminate the words completely and let the contractor come up with the installation method.

Page 34 -why does the city only pay half of the Rail Road flagging cost – generally this is paid by the owner.

The Contractor controls the number of days flagging is needed. Therefore, you share in the cost to make sure each flagging day is appropriately utilized.

Page 41 – Working says is based on work continuing year-round with no winter suspensions. Why state this? What if a suspension is warranted – IE flooding.?? Also bird specification requires suspended work and radius of suspensions when nesting birds found.

Working days is based on work continuing year-round with no winter suspensions but the Engineer may suspend work wholly or in part due to conditions unsuitable for work progress in accordance with Section 8-1.06 SUSPENSIONS of the Standard Specifications.

Page 43 – 10-1.03; you need to specify what the “channel” means, what within the “bank” means, “floodplain, and what the “riparian” area is – can you show these areas on the plans>

Defintions were added to section 1-1.07B via Addendum #2.

Throughout the spec’s the use of an impact hammer is allowed – in one section is it stated that the impact hammer be a “hydraulic” impact -Why? This needs to be defined, or note eliminated. Note 8 on page 62 requires the hydraulic hammer “reducing the impact force would reduce the intensity of the resulting sound” – it is not sound, but wavelengths that impact the fish. Further – if you want to reduce the intensity and wavelengths – the biggest hammer available would be best to use as blows per foot are reduced for a given pile capacity and length of driving time also reduced.

Why are 22” “max” diameter trestle pile referred to? Should be left up to the contractor. Would 24” be acceptable?

The trestle shown is approximate. Minor variations are expected including the use of 24" diameter pipe piles or H piles of similar size.

Fish and Game permit also (page 3 of 21 note e.) also talks about the temporary 10’ steel casing – this is in conflict with the spec’s on page 93 (see above question) . Note g. is also confusing and inferring a construction method which is in conflict with page 93 of the spec’s and with the other notes in the F&G permit.

Methods were removed from specs in Addendum #2. The design includes CIDH piles. CISS piles were eliminated from final design. Various methods were included in the permits to allow flexibilty during construction.

Note 14 page 62 – bubble curtains are ineffective and expensive (and by their nature cause a lot of turbidity) . Requiring the use of them for vibrating in piles is not normally done, and will do no good – why have these words in the spec (unless your desire is a high price – or claim) . The size of a bubble curtain for the demo of the existing piers would be immense. For vibrated pile – the fish are not impacted as they are with impact driven pile. Please consider eliminating this note.

Pier #4 CIDH has deep cutoff (assumed as part of Frame 1 part of Piles #2 & #3) which is customarily to utilize isolation columns. Why isn't permanent casing specified?

In addition to bubble curtain response, Pier #4 in Special Provisions states "can't vibrate unless you rotate a casing". Can Pier #4 be relieved of this requirement (specs also say Piers #2 & #3 have same requirements as Pier #4) ?

The largest trestle permitted in the permit / specifications is 22". Would a 24" Trestle be approved for use also?

Is it necessary to remove the existing bridge piles for the full length of the bridge?

The environmental requirement is to remove the existing bridge in its entirety as shown on Sheet 254. State Land Lease, item 13 (in the informational handout) addresses the possibility that the piles may break off during attempts to remove them. The desire is to avoid the possibility of scour leaving piles sticking out of the ground. See also plan sheets 253 to 257.

The 6-22-17 bid date and expedited trestle review timeline is demanding of this season. Would the City consider a postponed bid date?

No, the City is not considering postponing the bid date.

Working Days follow up question; the specifications call for 2 working seasons in the water?

The seasons available are what you can complete this year, plus 2 additional seasons thereafter.

Is the funding for the project secured? Yes

Regarding the permits for in water work, when do you expect to have in place and executed copies?

We plan to have permits at least 1 week prior to bid. The 2081 Incidental Take Permit will be issued in Addendum #1 and the DRAFT Central Valley Flood Protection Board Permits will be issued in Addendum #2.

When do bidder inquiries close, date? The cut off date for bidder inquiries is June 15, 2017 at 5 pm

Please consider allowing Bid Form Exhibit 12-B Bidder’s List of Subcontractors (DBE and Non-DBE) to be submitted with the Good Faith Effort Documentation. The value of this project will generate a lot of interest and trying to manage these forms during bid closing is difficult and increases the potential for errors. There are always subcontractors, especially DBE’s who are limited on resources, who bid the project last minute and the use of these forms will make it difficult to use their potential low bid.

Exhibit 12-B will be replaced with an updated version via addendum. Part 1 of the revised Exhibit 12-B must be submitted with the proposal. Part 2 of the revised Exhibit 12-B may be submitted with the Good Faith Effort documentation..

Locations for the resident engineer's office, contractors office, and contractor's laydown area are not shown on the project plans or defined within the projects specifications. Please provide the locations for these offices and lay down area(s). Will utility power connections be provided for the office or laydown area(s)?

Per section 16-2, the exact location of the RE Office is to be determined by you. It must be in the Yuba City city limits. The project limits cleared environmentally for the contractor's office and laydown area are shown on sheet 10 within the APE line. You may use the area between the existing 5th and Bridge Streets, the area under the new and existing 5th Street Bridge(in compliance with work windows), the lot at the corner of 5th and J in Marysville. Some areas within the APE are outside of the acquired ROW for the project (shown on the L-sheets). You will have to negotiate with the owners of these properties to utilize these areas. Utility connections will not be provided for the office or laydown areas.

On drawings E-1 - E-7, sheets 229 - 235, there is signage shown on the traffic signal poles and mast arms that are not shown on the signage drawings. Please confirm that the cost for these signs will be carried in the applicable traffic signal bid item.

Correct, the cost of the signs shown on the traffic signal sheets is included in the cost of signal bid item.

During the pre-bid meeting the group asked a question regarding the use of 24" piles at the trestle. Please confirm that permits would not need to be reapplied for to be able to use 24" pile.

In at least two places in Book 1 of 3, Bid Book, a form requires us to identify a “place of residence” (e.g., Page 1, Proposal to the Department of Public Works form). What are we to put there? We are not a sole proprietor with a “residence”, and the form already includes our business address. Do we insert N/A?

The "place of residence" is typically the place of residence for the person signing the Proposal. However, Bidders can insert "Refer to Business Address" if desired.

In Book 1 of 3, Bid Book, page 21, Exhibit 15-G Construction Contract DBE Commitment form, in the lower right box that begins with “IMPORTANT”, what is meant by “Written confirmation of each listed DBE is required.”? Written confirmation from whom, confirming what? Depending on your response, if we receive a bid from a DBE that we accept just a few minutes before bid opening, will we have time to meet this requirement?

Written confirmation is intended to mean confirmation from each DBE that they will be participating inthe contract. A written bid from the DBE (electronic copy of a signed bid is fine), along with the DBE certification number, will suffice. Bidders are advised to verify DBE certifications for their subcontractors are valid. If a Bidder lists a DBE that turns out to not be certified, this could be a reason for rejecting a bid for incorrect or false information. Refer to Section 2-1.33B(2) for the timing of submitting this information.

Can you tell me why bid item #286-Temporary Lighting (Second Street and Bridge Street) was omitted off of page 10 and left on page 39?

Items #286 and #287 were omitted by mistake. New bid items pages will be included in Addendum #2.

Addendum 1 revised Section 10-1.03 channel work window duration to the following: “You may work within the channel of the Feather River only from June 1 to October 1”. Please confirm that this work window only applies to “in-water work” (i.e. pile driving for trestle, trestle installation, CIDH pile installation, falsework pile installation). Please confirm that all “over-water work” can continue outside the June 1 to October 1 window. This includes staging of equipment on and working from the trestle.

Yes, you may work on the trestle outside of the water outside of the June 1 to October 1 window. Other work windows including those limiting work between the levees still apply.

Addendum 1 revised Section 10-1.03 work within the levees duration to the following: “You may work in the levees and between them in the floodplain only from April 15 to November 1”. Please confirm that this work window only applies to work on grade (i.e. pile driving, CIDH pile installation, falsework pile installation and falsework installation). Please also confirm that work “over the floodplain” can continue outside the April 15 to November 1 window.

All construction equipment must be removed between the levees. The frame 2 falsework may remain in place and you may work on it beyond November 1 if access is available.

Section 10-1.03 also states: “You may keep the trestle and the falsework for frame 2 of the 5th Street Bridge in place if it is properly secured and has been designed for the 100 year flood event”. Please confirm that the falsework for frame 1 and frame 3 can also be kept in place based on the aforementioned parameters.

Allowing the falsework for frame 2 to stay in the river was permitted after hydraulic analysis was performed. To keep frame 1 or frame 3 falsework over the winter will require approval from CVFPB. Due to the impact of the obstruction on the water surface elevation of the river, it is anticipated only one frame will be allowed to have falsework at any given time.

Reference Plan Sheet 139 of 387. Note 2 requires that work in stages 1 through 9 in Marysville be completed within 100 consecutive working days. As the work listed in the various stages to be completed in Marysville is contingent upon the construction of the 5th Street Bridge and removal of the old bridge, this work will realistically last the entire duration of the 600 working days allotted for the project. Special Provisions Section 8-1.10B also places a 120 calendar day completion requirement on certain work at the intersection of 5th Street and J Street in Marysville. Were these two time restrictions meant to be the same? Please clarify.

The time restrictions were meant to be the same. Plan Sheet 139 was replaced with Addendum #1 to state 120 consecutive working days. You are not expected to complete the roadway all the way to the new bridge abutment in this timeframe because as you correctly indicated, the existing bridge may still be in service. You must complete the work east of the UPRR lines in 120 days.

Reference Special Provisions Section 10-1.03. Paragraph 2 states that you may work in the levees and between them in the floodplain only from June 1 to November 1 of any year. This will limit the work on the 5th Street Bridge to this time period. This is inconsistent with the following: a. The Department of Fish and Wildlife Streambed Alteration Agreement, in paragraph i under Project Description, allows for work to continue through the rainy season (October 2 through May 31) from the trestle on bridge spans above the live river channel. b. The Department of Fish and Wildlife Streambed Alteration Agreement, in paragraphs j-m under Project Description, describe the water diversion for removal of the old bridge and removal of the trestle in the second season (June 1 through October 1). Is the restriction described in Section 10-1.03 being imposed by some jurisdictional requirement of an outside agency? c. Additionally, the restriction described in Section 10-1.03 is inconsistent with the statement made in Special Provisions Section 8-1.06, which states that working days are based on work continuing year-round with no winter suspensions. The construction of the 5th Street Bridge will likely be the controlling operation in the CPM schedule. The prohibition of working between November 2 and May 31 would render these days as non-working days. Thus the project could take 5 years or more to construct. Is this what is intended?

a.-b. Please see the update to Section 10-1.03 included in Addendum #1. You must meet the conditions of all permits. You cannot use language in a more lenient permit to override language in a more a restrictive permit. All work window restrictions are being imposed by outside agencies.The draft CVFPB Permit which will be included in Addendum 2 establishes the work windows between the levees as April 15 to November 1. c. You are provided 600 working days to complete the project with no winter suspensions. The project must be completed in late 2019. Working days will continue even though the work windows will be closed for a portion of the year within the levees. Therefore, it is in your best interest to seek opportunities to work within the levees via permit extensions and to get substructure and falsework in place such that winter work may continue.
