SPECIFICATIONS1. Revise Section 01020, page 01-1; paragraph I.A.1 to state that “Bidders must include in their

Base Proposal Sum an allowance of 18 stumps specified in Section 02110 Site Preparation”. instead of the original 14 stumps. Section is not re-issued with this addendum.

2. Revise Bid Schedule under Schedule of Change Order Prices to reflect that the Barrier Free Payment Post has been deleted from the bid. Bid schedule is re-issued with this addendum.

3. Revise Section 02210 to add the MDMB SESC specifications for the Turbidity Curtain, Permanent Seeding, Stabilized Construction Access, Silt Fence and Dust Control as Section 02210 SECS Appendix. Section 02210 SESC is issued with this addendum.

4. Add to Section 02870, Site Furnishings, the specification for the grill. This section is re-issued in this addendum.

OTHER: 1. The Pre-bid Meeting Sign-in Sheet is issued with this Addendum. 2. The Pre-Bid Meeting Minutes are issued with this Addendum. 3. The Owner and BRI are not aware of any suppliers of the habitat bundles. Please note that

The reconstruction is intended to both replace facilities that are currently in poor condition and to provide ADA compliant access to those facilities. To that end, the project entails selective demolition and salvage, soil erosion and sedimentation control, clearing, rough

and finish grading, gravel paths and concrete parking spaces, accessible fishing pier fabrication and installation, picnic site development, and site restoration. 3.0 Bid Security: Each bid must include a 5% bid security in the form of a certified check, a cashier’s check or a bid bond. See Section 00100 Instructions to Bidders, paragraph 15 pertaining to the Bid Security. 4.0 Bid Requirements: Forms to be submitted with each bid (see Section 00100 Instructions to Bidders, paragraph 2):

• 2 signed copies of the Bid Summary Form (DMB-401) • Executed Bid Schedule (see Appendix I) • Executed Professional Contractor Demographics, Statistics and Certification Form

5.0 Prevailing Wage Rates: We bring to your attention that this project requires the payment of prevailing wages. See Appendix IV for the specific rates provided: 6.0 Contract Times: The project allows 75 calendar days from the Notice to Proceed, which is typically provided at the Pre-construction Meeting. 7.0 Liquidated Damages: The project allows 75 calendar days from the Notice to Proceed, which is typically provided at the Pre-construction Meeting. 8.0 Alternates: There are deduct alternates included in the Bid Summary, which will be exercised if the Base Bid exceeds the budgeted project amount such that accepting the alternates will reduce the bid to a viable amount. Alternates will be exercised in numerical order. Alternates are as follows: 1. Alternate No. 1: State the amount to be DELETED from the Base Proposal Sum to

provide all labor and materials required to reduce the width of fishing pier from 6’ to 5’ and the length of the floating approach from 22’ to 17’.

2. Alternate No. 2: State the amount to be DELETED from the Base Proposal Sum to provide all labor and materials required to reduce width of the gravel trail from 6’ to 5’.

3. Alternate No. 3: State the amount to be DELETED from the Base Proposal Sum to provide all labor and materils required to eliminate one (1) Picnic Node.

4. Alternate No. 4: State the amount to be DELETED from the Base Proposal Sum to provide all labor and materials required to eliminate the gravel trail wood edging.

9.0 Allowances: There is an allowance for stump removals in the project. See Division 01 General Requirements Section 01020 Allowances, which outlines that you are to include in the Base Proposal Sum an allowance for the removal of 14 tree stumps and associated roots where necessary for grading and excavation related to the the path and picnic node installation. 10.0 Unit Prices: We have asked for unit prices in the Bid Schedule (see Appendix 1) for various items that we may add or deduct from the project based on site conditions or budgetary considerations. We have suggested a quantity that might be added to the project (in the case of the geogrid/geoblock). The unit price provided, however, should be based on a single unit.

11.0 Permits: The MDEQ Permit (now MDNRE) has been applied for. The field visit took place on March 9, 2010 and we have not received further comment, so we are hopeful for an issuance of the permit soon. The SESC permit will be applied for this week with the MDTMB. Turnaround on those are fairly quick. 12.0 Pre-bid Qualification of the Fishing Pier Manufacturer: Each prospective floating pier bidder planning to submit a proposal for this project shall submit two copies of a Floating Pier System pre-bid qualification package to the Beckett & Raeder, Inc. on or before April 5, 2010. We will review the submission and inform the bidders by April 9 of the acceptable fishing pier manufacturers in an addendum. See Specification Section 02891 Floating Pier System. 12.0 Bid Due Date: April 14, 2010 at 2:00 p.m. (see Section 00010 Pre-bid Information, Paragraph 1).

1. Bid Modifications: Jan discussed that if a contractor needs to modify their bid before the due date, they can fax the modifications. The fax number is located in the Specifications.

2. Jan mentioned that the Certificate of Awardability must be current.

3. All of the trees that are marked with an orange circle are the ones that the park

staff will be removing. The park staff will wait to remove certain trees near the alternate picnic node in the case that it is deleted from the bid.

4. The final date for questions from contractors will be Thursday, April 8th. All questions should be emailed to Christy Summers with Beckett & Raeder, Inc. These will be included in the addendum.

Questions from the Pre-Bid:

1. Is the contractor responsible for the layout? Yes, the contractor is responsible for hiring a surveyor to layout the site.

2. Is there turbidity curtain required for this project? The SESC plan is still under review- will be answered once Terry O’Brien has reviewed the plans- this should occur before the final addendums are issued. Subsequent to meeting the turbidity curtain will now be required and will be issued in the SESC plan in the addendum package.

3. Are there any liquidated damages? No. 4. Will the fishing pier manufacture be able to work within the 75 day

construction deadline? Yes they should be able to work within that timeline.

5. Once the project is complete where will the stockpiled topsoil go? The topsoil that’s removed from the existing site can remain stockpiled on site at a location located on the plans.

6. There is a concern from contractors about ground water at the bottom of the abutment; currently the proposed abutment is slightly below the ground water level. Contractor is responsible for any dewatering or other means necessary resulting from the presence of groundwater during construction of the abutment.

7. Is the existing trail gravel coming out? Yes, the gravel that's removed from the existing trail can remain stockpiled on site at a location directed by the owner.

Additional comments from Beckett & Raeder, Inc.: 8. There are 4 additional trees on the site to be removed by park staff. The

contractor will be responsible for removing these additional stumps and roots. The contractor needs to increase the allowance for stump removal by four trees to a total of 18 trees.

9. The permit kiosk (check name on plans) has been removed from the base bid due to the State not requiring it.
