BUS SHELTER PAD CONSTRUCTION AND

INSTALLATION - PHASE III

October 11, 2013

The Regional Transportation Commission of Southern Nevada (RTC) herewith issues this Addendum No.

1 to the above-referenced project. Except as modified herein, all other terms and conditions shall remain

in effect.

PLEASE REPLACE THE ORIGINAL SUMMARY OF PROJECT WITH THE ATTACHED

SUMMARY OF PROJECT. A COPY OF THE ASSEMBLY INSTRUCTIONS FOR SHELTERS

ALONG WITH INSTALLATION PICTURES IS ALSO ATTACHED.

QUESTION 1:

We request consideration from the owner to delay the bid date for the above referenced project to allow

for a careful review of the job site locations to bid this project. We are also requesting that actual permit

and construction time be changed from 90 calendar days to 120 calendar days to better allow for the

construction of this project.

ANSWER 1:

The RTC will revise the performance period of the project from 90 calendar days to 120 calendar days to

allow for the construction of this project. However, because this is a time sensitive project, the original

deadline for bid proposals will remain due at 3:00 p.m., October 21, 2013.

QUESTION 2:

We ask that in reference to the 5’x25’x5” concrete pads, that it be acceptable to use a precast concrete pad

that meets all existing specifications and testing requirements as an acceptable option to the pour in place.

ANSWER 2:

Given our relatively tight schedule and the need to have any changes in the foundation be calculated by a

structural engineer and approved by the entities, the RTC does not support this request at this time.

However, the RTC will entertain this request on future phases.

QUESTION 3:

I cannot identify what the liquidated damages on this project are, can you help me?

ANSWER 3:

Liquidated Damages are defined in Section GC.6 of the General Conditions of the RTC/Contractor

Agreement. Liquidated damages in the amount of $100.00 per day for each calendar day the completion

of the work is delayed beyond the completion deadline, or RTC approved extensions thereof, or other

non-compliances as specified will be set forth in Section 7 of the RTC/Contractor Agreement.

QUESTION 4:

What type are the bus shelters and who manufactured them?

ANSWER 4:

Tolar Manufacturing of Corona, California is the manufacturer of the bus shelters.

BUS SHELTER PAD CONSTRUCTION AND INSTALLATION - PHASE III

Summary of Project

Bus Shelter Pad Construction and Installation

Phase III

Bus Shelter Pad shall be constructed per the Standard Uniform Drawings for the

Clark County Area, Drawing 234.2, available at:

http://www.rtcsouthernnevada.com/mpo/streets/streets_drawings.cfm.

One hundred fifty (150) Bus Shelter Pads shall be constructed at one hundred

thirty six (136) locations.

Existing concrete (either sidewalk or existing and unusable bus stop pads) shall be

removed where applicable.

At some bus stops in this project it shall be necessary to construct a sidewalk

segment as indicated either between the street curb and the existing public

sidewalk, or between the new pad and the existing sidewalk, to provide access

between the street and the sidewalk in the location of the bus stop. In these

locations, sidewalk segments shall be constructed per the Uniform Standard

Drawings for the Clark County Area, Drawing 234.2, available at;

This project consists of one hundred fifty (150) bus stop pads and shelters. The

locations are subject to change.

Contractor shall be responsible for removal and/or relocation of landscaping

materials and landscape irrigation. All landscape restorations must be completed

within two days from demolition to avoid damage to non-impacted areas due to

irrigation disruptions.

Contractor shall be responsible to mitigate grade differences through grading,

retaining walls or as otherwise proposed by contractor and approved by owner,

using plans and specifications for construction in the public right of way. A

special allowance will be established for shelter locations where grade differences

cannot be mitigated by grading or minor retaining walls and/or curbs.

Contractor is responsible for procuring all necessary permits, except for

encroachment permits from the Nevada Department of Transportation, and

building/encroachment permits from Clark County and the City of Las Vegas

which shall be obtained by the owner. Contractor shall pull permits from the City

of Henderson and the City of North Las Vegas. A special allowance will be

established for reimbursing the contractor for the cost of these permits. Traffic

control is not part of this special allowance and should be included in the base bid.

Contractor shall submit, with in 5 days of notice to proceed, a phasing plan and

schedule for work associated with this bid for approval by the owner. Owner will

mark the locations for the bus shelter pads upon approval of the phasing plan. All

pads must be constructed within 90 calendar days of Notice to Proceed.

Owner will hire 3rd

Party inspection services to conduct necessary soils testing,

and concrete testing. Successful bidder will coordinate with 3rd

party inspector to

schedule activity.

Assembly/Installation Instructions

- Lift the roof frame with a crane or forklift (protect the forks with foam wrap so that the frame does not get damaged), attach the “v” supports to the roof with (8) ½”-13 x 1 ½” Stainless Steel Bolts. Please note that the “v” supports have different attachment plates; the support with the angled plate goes on top of the side wall (arrival side) and the support with the leveled plate goes on top of the ad panel (departure side).

- Lift the roof higher than the frame structure and attach the ad panel on the

departure side or left side to the roof frame using (4) ½” x 1 ½” stainless steel bolts.

- On the approach side or right side attach the side panel to the roof frame

using (4) ½” x 1 ½” stainless steel bolts.

- Once that the structure is assembled with the ad panel and the side wall load

- Lift and Remove the shelter to the side and drill a 5/8” hole on each

marked hole and vacuum all the dust and residue from the concrete. Picture 34, 35, 36, 43 and 45

- Insert a ½” x 3 ¾” stainless steel anchor bolt on each drilled hole and

place the base plates in the anchors, securely fasten with a stainless steel washer and a stainless steel nut. Picture 37, 38 and 46

- Lift the shelter and join the uprights with the base plates, level shelter to

desired height and drill a 5/8” hole into the tubing of the base plate and insert a ½” x 4” stainless steel bolt to secure the desired level. Picture 49 - 52 and 54 - 57

- Lower the forks of the forklift or the straps of the crane and safely remove

the equipment.

- Take the back panels needed (4’ or 8’) place them on the back of shelters mark the placement of the leveling rod with a marker and drill a 5/8” hole. Picture 47, 48, 62, 63, 64 and 65

- Insert back panels in the bottom opening of the LNI extrusion at the back

of the shelter (rubber gasket needed) and the ½” x 6” leveling rod in the drilled hole and level to desire height with a stainless steel nut. Picture 58, 66, 67, 68, 70 and 73

Maintenance

LNI suggests the following to be included in the shelter / bench / trash receptacle program:

• Regularly scheduled inspection of all locations (1x / month) o To foresee any damage/accident to the shelter o Check solar system is working properly o Check shelter not being vandalized

• Regularly scheduled cleaning of all locations (1x / month)

o With a pneumatic air gun blower and a compressor eliminate all the excess of dirt and dust

o Dry wipe the structure of the shelter with a cloth for any dust left

o Apply a cleaning solution such as Windex and wipe the structure of the shelter

• Periodic Hydro Cleaning with treated water (2x / month) • Graffiti Removal as needed • Regular Illumination system check and repairs (See attached LNI

recommendations) • Regular complete in field metal maintenance that should include corrosion

prevention treatments and painting as needed • Repair damaged and vandalized shelter / bench / trash receptacle

Solar Illumination System Check-up Recommendations

Test the Battery. - With a portable digital voltmeter, set to VDC. Touch probes to battery +/-. Voltage in daytime with solar connected should be greater than 12.5 VDC (but less than 14.5). If less than 12.5, indicates low battery condition, other problem(s) may exist. Battery may need to be recharged by a small portable AC charger – 10amp. Test the Light Fixtures. - Press white “push to test” button on sunlight controller, light should come “on” for 5 minutes. Test Dusk Function. -

• Disconnect solar red-positive wire from sunlight controller. This will simulate dusk; wait 10 minutes for light to come “on”. (This can be done after the test button was pressed, light will go “off” then “on” again) Note: light will not come “on” automatically unless battery is greater than 12.5v at rest.

• If after wait period light comes “on” in daytime but not at night, if shelter is below a bright street light or car parking lot this will fool the controller to think that is still daytime.

• If after wait period light does not come in daytime, replace bad sunlight controller.

Test Solar Panel. - With red positive lead removed from controller (step 3) use meter set to VDC, touch solar leads +/-, voltage should be approx 18-19V in good sun.

Troubleshooting If the shelters do not operate according to its specifications, check the following:

• Make sure the solar panel is not obscured, shaded or dirty – all these factors greatly affect charging abilities.

• Check that the photo cell mounted on the shelter is not being illuminated

by any ambient or external sources of light.

• Check the unit externally for any obvious signs of abuse or vandalism. • Conduct system test (see Solar Illumination System Check-up

Recommendations)

- On the approach side or right side attach the side panel to the roof frame

using (4) ½” x 1 ½” stainless steel bolts.

- Once that the structure is assembled with the ad panel and the side wall, load the shelter fully assembled to a truck for installation.

- On site, lift the structure into position with the base plates in place and

lower the shelter slowly on the proposed location of installation, carefully measuring sidewalk or concrete pad to fit the shelter having ADA compliance regulations and mark the holes of each base plate leveled on the concrete.

- Lift and Remove the shelter to the side and drill a 5/8” hole on each

marked hole and vacuum all the dust and residue from the concrete. Picture 34, 35, 36, 43 and 45

- Insert a ½” x 4 ¼” anchor bolt on each drilled hole and place the base

plates in the anchors, securely fasten with a washer and a nut. Picture 37, 38 and 46

- Lift the shelter and join the uprights with the base plates, level shelter to

desired height and drill a 5/8” hole into the tubing of the base plate and insert a ½”-13 x 5 ½” stainless steel bolt to secure the desired level. Picture 49 - 52 and 54 - 57

- Lower the forks of the forklift or the straps of the crane and safely remove

the equipment.

- Take the back panel needed place it on the back of shelter re-drill the placement holes on the tabs and securely fastened with (12) ¼”-20 x 2” tamper proof bolt with a breakaway nut. Picture 47, 48, 62, 63, 64 and 65

- Insert back panel support at the bottom of the back wall and line up with the center divider and drill (2) 5/16” holes to insert (2) ¼”-20 x 2” tamper proof bolts and securely fastened with SS nuts, mark the holes on the base plate and drill (2) 5/8” holes to insert (2) anchor bolts. Picture 58, 66, 67, 68, 70 and 73

1 Description.

The solar lighting system added to the bus shelter provides electric autonomy for lighting purposes for the complete product with 3 days back up to power automatically for Security lights and Ad panel with separate timing. (adjustable)

3 Basic Operation

Safety:Be careful when working with batteries short circuits can draw thousands of amps from the battery. Training for battery handling needed.Do not exceed the voltage or current rated on system components to avoid risksDo not short circuit PV array or load while connected to components.

A basic preventive maintenance is recommended for the system:

Solar modules to be clean using water anda piece of rag with enough frequency to keepthem dirty free. Modules should be kept cleanall the time for proper operation. Watch for possible skin burns if cleaning during sun hours.Check for tight bolts, nuts and splices and connections in generalCheck any leaks from batteriesCheck for any loosen wiresCheck for any broken part or components For any other matter please check at:

Bus shelter start-up:System has been previously programmed to run automatic but you can do a quick check by pushing the provided test button located on top of Ad panelroof at right hand side. After pushing once red led from controller will blink 9 times and at same timelights from Ad panel will light up for about 5 minutes to show that a full functionality ofelectronics system is present. If different blinks pattern observed or no lighting function; please refer problem for troubleshooting.

4 Troubleshooting & Maintenance

Do not attempt to service system with outproper training and approval.If battery falls below 23.4 V load will beautomatically disconnected from the battery toprotect harmful deep discharges. Automaticreconnection performed after batteries recovers25.6 V; if not you can test system using a Power supply used in place of either PV arrayController input or Battery input with less than30 V chargeIf battery does not charge (green led off);check for battery leaks, bad connections, correct polarity connections, measure PV array open circuit, try with different ControllerIf battery voltage is too high; Check that the proper battery type has been selected; check thatthe wire connections are correct; disconnect the PV array and momentarily disconnect the lead from the battery positive terminal, reconnect battery and leave PV disconnected, Green ledshould not light. Measure the voltage at thesolar terminals ( array disconnected) If green led
