ATTENTION ALL PLAN HOLDERS:
The City of St. Charles is issuing this Addendum to the Little Hills Expressway and Mel Wetter
Parkway Intersection Improvement Bid Documents. The bid opening date has been rescheduled
to November 2, 2021 at 2pm. The revised bid information is as follows:
1. A concern was brought to our attention regarding the design of the MSE wall. The City and
their Designer, Horner & Shifrin, will need more time to review the revisions to the wall
design and supporting documents. The bid opening has been rescheduled for November 2,
2021 at 2pm.
Please adjust your bid accordingly.

Sealed bids for Little Hills Expressway and Mel Wetter Parkway Intersection Improvements project will
be received at City Hall, Engineering Office, 200 North Second Street, St. Charles, Missouri until 2:00
o'clock P.M. on the 2 day of November, and at that time will be publicly opened and read. All bids shall
be submitted in the form of sealed envelope marked on the outside Bid No. 4527. No facsimiles will be
accepted.
Construction of a new roundabout at the intersection of Little Hills Expressway and Mel Wetter Parkway,
necessary drainage, a retaining wall, ADA connections, and minor trail/greenway modifications.
Plans and specifications are now on file at http://planroom.drexeltech.com. Plans and specifications can
be downloaded or ordered from this site for the fee listed online.
All labor used in the construction of this public improvement shall be paid a wage no less than the
prevailing hourly rate of wages of work of a similar character in this locality as established by the
Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is
higher.
The City of St. Charles hereby notifies all bidders that it will affirmatively ensure that in any contract
entered into pursuant to this advertisement, businesses owned and controlled by socially and
economically disadvantaged individuals will be afforded full opportunity to submit bids in response to
this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age,
ancestry, or national origin in consideration for an award. The City of St. Charles is an equal opportunity
employer. The City does not discriminate against any person because of race, color, religion, sex,
handicap, familial status, or national origin.
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 from the current version of
the Missouri Standard Specifications for Highway Construction, including all revisions. The contractor
questionnaire must be on file 7 days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour
OSHA construction safety program, or similar program approved by the Department of Labor and
Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work
on the construction project.
A certified or cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal by
of a bank or trust company in St. Charles County, City of St. Charles, St. Louis County, or in the City of
St. Louis. The amount of the check shall be forfeited to the City if the bidder neglects or refuses to enter
into a contract or to furnish bond after their proposal has been accepted.
The project will be awarded to the lowest responsive, responsible bidder. The City reserves the
right to reject any and all bids, offers, or proposals submitted, or to advertise for new bids with the
MoDOT’s concurrence. The City reserves the right to defer the acceptance of any proposal and the
execution of a contract for a period not exceeding one hundred twenty (120) days after the date of
opening of the bids. The successful bidder to whom the contract has been awarded shall sign the contract
and performance bond and other required certificates in triplicate and return the signed documents within
fifteen (15) days after the date of their receipt.

NOTICE TO CONTRACTORS
Sealed bids, addressed to City of St. Charles, 200 North Second Street, St. Charles, MO 63301 for the proposed work will be received by the City of St. Charles until 2:00 p.m. (prevailing local time) on November 2, 2021, at the office of the City of St. Charles, 200 North Second Street Room 202 St. Charles, MO 63301, and at that time will be publicly opened. Bids should be delivered to: 200 North Second Street, Room 202, St. Charles, MO 63301.
(1) PROPOSED WORK: The proposed work, hereinafter called the work, includes:
Construction of a new roundabout at the intersection of Little Hills Expressway and Mel Wetter Parkway, necessary drainage, a retaining wall, ADA connections, and minor trail/greenway modifications as well as the installation of 2500 LF of water main.
(2) COMPLIANCE WITH CONTRACT PROVISIONS: The bidder, having examined and being familiar with the local conditions affecting the work, and with the contract, contract documents, including the Missouri Highways and Transportation Commission's "Missouri Standard Specifications for Highway Construction, 2011," and "Missouri Standard Plans for Highway Construction, 2009" (if applicable), their revisions, and the request for bid, including appendices, the special provisions and plans, hereby proposes to furnish all labor, materials, equipment, services, etc., required for the performance and completion of the work. All references are to the Missouri Standard Specifications for Highway Construction, as revised, unless otherwise noted. The following documents are available on the Missouri Department of Transportation web page at www.modot.mo.gov under "Business with MoDOT" “Standards and Specifications”. The effective version shall be determined by the letting date of the project. General Provisions & Supplemental Specifications Supplemental Plans to October 2009 Missouri Std. Plans For Highway Construction These supplemental bidding documents contain all current revisions to the bound printed versions and have important legal consequences. It shall be conclusively presumed that they are in the bidder's possession, and they have been reviewed and used by the bidder in the preparation of any bid submitted on this project.
