Questions and Answers
1. Q: Building envelope sealants shown with the red perimeter line on the 35 Bedford Street figure
are identified on this figure as asbestos-containing materials and with PCBs < 50 ppm – please
confirm if this is accurate.
a. The building envelope sealants contain asbestos but not PCBs. A revised figure 6 is
attached.
2. Q: Define how to remove the painted floor area of 25 Bedford maintenance area.
a. Paint on floor is no longer in this abatement scope of work. To be removing under
separate contract as part of building demolition. The lead specification 02 83 00
remains part of the project manual to accommodate potential uncovered conditions.

3. Q: Define how to cover potential window openings, wall openings, door openings, Skylights.
a. Use similar construction methods as shown in drawing package detail 1/A400
4. Q: What is the defined scope of work with the utilities. Demo to meter? Remove Meter? Etc.
a. Contractor is required to coordinate the utility disconnect with the utility company
and USM Facility Management and leave the building at a zero energy state at
completion.
5. Q: Will there be heat inside the building.
a. Yes. The contractor shall notify Facility Management when appropriate to disconnect
heat.
6. Did the exterior paint get tested for PCBs?
a. Yes, the exterior paint was non-detect for PCB’s.
Scope Clarification
Base Scope of Work:
• Subsequent to the pre-bid conference additional testing has determined that no Lead or PCB abatement is required in the base scope of work.
• Unit prices to be included for Lead and PCB as previously shown on bid form in the event these materials are uncovered during the course of asbestos abatement.

Having carefully examined the form of contract, general conditions and plans and specifications contained therein for
25&35 Bedford Street Hazardous Materials Abatement Project, as well as the premises and conditions affecting the
work, we the undersigned propose to furnish all labor, equipment, and materials necessary for and reasonably incidental
to the construction and completion of this contract as follows:
BASE SCOPE OF WORK - FIXED FEE PROPOSAL
1. Asbestos-containing materials as identified in Section 02 82 00
2. Miscellaneous hazardous materials / universal waste materials as identified in the Hazardous Building Materials Survey Report. Subsequent to the pre-bid conference additional testing as determined that no Lead or PCB abatement is required in the base scope of work. Unit prices to be included as previously shown on bid form in
the event these materials are uncovered during the course of asbestos abatement.
3. Utility coordination to leave building in a zero-energy state following abatement

Any material or materials not specified in the bidding document but worthy of consideration may be introduced by the bidder by a separate letter attached to this Bid. A cost comparison must be included giving the comparison with the Material specified and the reason for the suggested substitution. The basic bid shall be as specified. The undersigned agrees, if this Bid is accepted to sign a contract and deliver it, along with the bonds and affidavits for all insurance specified within twelve (12) calendar days after the date of notification of such acceptance, except if the 12th day falls on a Saturday, Sunday or holiday, then the conditions will be fulfilled if the required documents are received before 12 o’clock noon on the day following the holiday, or the Monday following the Saturday or Sunday, and as a guarantee thereof, herewith submits a bid bond as required. The undersigned agrees, if awarded the Contract, to complete the work on or before February 26th, 2021. The undersigned also agrees, if awarded the Contract, that no more than 80% of the contract amount will be sublet to other contractors.
