November 19, 2018 ADDENDUM #1 TO ALL PREQUALIFIED BIDDERS SUBJECT: IFB NO. 19-007 Bush Hill Elementary School Modular Relocation BID DUE DATE: November 28, 2017 THIS ADDENDUM IS SUPPLEMENTARY TO THE PLANS AND SPECIFICATIONS FOR THE SUBJECT REQUIREMENT. ALL CHANGES, ADDITIONS AND DELETIONS SHALL BECOME PART OF THE CONTRACT AS IF ORIGINALLY CALLED FOR IN THE SPECIFICATIONS. GENERAL 1.01 Pre-Bid Conference: Pre-Bid Conference agenda, as well as, the attendees list from the pre-bid conference on November 14, 2018 is attached. SPECIFICATIONS 1.02 07910 Include 07910 Through Penetration Protection Systems specification section. See the attachment. 1.03 02721 Replace entire 02721 with new attached 02721 specification. DRAWINGS 1.04 C-4 Delete permanent seeding mix on sheet. All new and disturbed grass areas that are shown to be vegetatively stabilized are to be sodded at the end of construction. 1.05 C-9 Entire existing asphalt basketball court shall be milled and overlaid 2-inches at the end of construction, per the attached detail SKC-ADD1-1 Staging Area location revised, and paved court area for school use delineated. Existing basketball goal at the northeast corner of the existing court shown to be removed shall be relocated. Coordinate the relocation with FCPS Field Rep. See SKC- ADD1-2. Fine grade and sod 20-feet wide by 110-feet length to the north and west of the existing basketball court at the end of construction. Grass along asphalt shall be flush with the basketball court, and no low points created. 1.01 Pre-Bid Conference: Pre-Bid Conference agenda, as well as, the attendees list from the pre-bid conference on November 14, 2018 is attached.

SPECIFICATIONS

1.02 07910 Include 07910 Through Penetration Protection Systems specification section. See the attachment.

1.03 02721 Replace entire 02721 with new attached 02721 specification.

1.04 C-4 Delete permanent seeding mix on sheet. All new and disturbed

Area shown as “ADDITIONAL STAGING AREA” maybe used only upon approval by owner.

1.06 C-13 and C-14 Delete Note 4 and replace to read, “All proposed water utility work is in contract and to be performed by the Contractor, with the exception of the 2-inch line from the fire hydrant tee & corporation stop to the water meter. This portion of 2-inch line and the water meter shall be installed by Fairfax Water and fees for the installation will be paid for by the Owner.The Contractor to coordinate with Fairfax Water.”

1.07 C-17 Public and Private Maintenance is shown correctly for the waterline profile. However, installation notation changed to: Station 10+00 to 12+55, (6” W) Installation by Contractor Station 12+55 to 12+90, (2”W)Installation by Fairfax Water Station 12+90 to 15+30/Building, (2” W) Installation by Contractor

1.08 C-26 All perimeter fencing along the parcel boundary is existing. No new fencing for transitional screening is required.

QUESTIONS/ANSWERS/STATEMENTS FROM BIDDERS

1.09 Question: Does Fairfax Water install the new hydrant? Answer: No, this will be the contractor’s responsibility.

1.10 Question: Is the 4’ fencing shown at the property perimeter new? Answer: No, this is existing.

1.11 Question: Does the site at Bryant High School need to be re-established? Answer: No.

1.12 Question: Is all casework new? Answer: No, existing to remain.

1.13 Question: Is all cabling new? Answer: Yes.

1.14 Question: Are light fixtures new? Answer: No, existing to remain.

1.15 Question: Is there a new water heater? Answer: No, existing to remain.

1.16 Question: Are the sinks new? Answer: Yes, new sinks w/ bubbler as indicated on the drawings.

1.20 In “General Project Overview”, under “Site Work”, revise sentence from “Fairfax Water is responsible for short section from 6” tap to new meter.” to “Fairfax Water is responsible for short section from 6” tee to new meter”.

Introduction of the Project Team

BEI (Structural) Bid Date November 28, 2018 at 3:00 p.m. here at the Gatehouse building. General Project Overview Existing Building

o Modular low voltage systems are being provided from the existing building.

Existing Modular

o Ten (10) classroom modular with support spaces. o Electric room, toilets and conference room. o Some interior architectural finishes are being repaired or replaced. o Currently located at Bryant Alternative High School o Successful bidder will prepare and relocate the existing units to the Bush Hill site

and assemble them on the structural slab. o Existing plumbing and electrical tie-ins to new systems.

Site Work

o New Dominion Energy Virginia transformer on a contractor supplied pad. The

contractor must coordinate this work. o New water line service to feed the modular. Fairfax Water is responsible for short

section from 6” tap to new meter. Contractor to coordinate this work. o New irrigation line to be tied into existing. o New sanitary and storm sewer lines. o New SWM structure. o New structural concrete slab on grade with CMU piers for the modular. o New concrete sidewalk, ramps, and stairs. o Minor site grading.

Product Substitutions (10 day prior approvals).

o Due by Sunday, November 18, 2017.

Permits

o A VDOT permit is not required. o A VSMP permit is not required. o Building permit is approved. o Site permit is approved but is going through bonds & agreements.

Addenda

It shall be the contractor’s responsibility to ensure they have received all the addenda. This meeting will be part of the 1st addendum, which is scheduled to be sent out on or before November 19. There may be more.

Specification section 07910 Through Penetration Protection Systems will be

issued in Addenda #1

Allowances See spec 01020- Currently $100,000. Subcontractors Within 48 hours of the bid opening the apparent 3 lowest bidders will need to submit a list of

subcontractors (section 00300) only one subcontractor per trade per section shall be listed!

Project Award

Scheduled School Board Approval will be December 20, 2018.

We may provide letter of intent to award.

We may defer NTP for 60 days.

Construction Time Substantial completion date of the work in August 2, 2019.

Final completion date of the work is September 13, 2019.

Work Sequence

There are no construction phases shown. The Contractor must keep the access between the playground and school open. The kiss and ride must remain open during school arrival and dismissal times. A major school entrance #2 must be maintained.

The project perimeter, storage and laydown areas must be maintained with 6 foot chain link fencing.

Parking is extremely tight.

The school has requested that one basketball hoop remains accessible during the

construction. The South West corner has been chosen for this and will not be included

in the staging area limits.

There is a 2hr fire wall crossing the modular. Any penetrations through this barrier must

be in accordance with specification section 07910 Through Penetration Protection

Systems.

Since playground access must be maintained during construction, extra attention needs

to be given where this path intersects with the construction entrance. The construction

entrance can be opened for access but must remain closed while not in use to avoid

intersecting the students’ path to the playground.

All contract revision, prior to bid, shall be made by addenda ONLY.

All bid related questions shall be made in writing to Subhash Gambhir

Deadline for Contractor questions is Friday, November 16 @ 4:00 p.m. Any questions

after the 16th may or may not be responded to. Only contract changes will be issued in

an addendum.
