It is easy to get excited about the redevelopment potential of Cove Church. Re-envisioning the interior and exterior spaces sparks the imagination. Our review of your program reveals that there is no lack of vision and design energy. We see three key priorities. First, to transform the sense of solitude, twilight and restraint one feels today visiting the site, into a welcoming, bright and energized community center. Second, to align stakeholder expectations with very real budget constraints. CAPACITY Infinity Incorporated in Ohio 11/20/96 as a C-Corp. Its corporate officers, and equal owners include: Charles A. Izzo – President, George F. Nemeth – Vice President, Secretary/Treasurer and Jim Fantozzi – Vice President. Infinity employs a 35-member professional staff and between 25-40 craft trades.

We provide General Contracting, Construction Management, and Design-Build services throughout the State of Ohio. Our major markets include Healthcare, Office, Public and Non-Profit, Sports/Recreation and Retail. Our headquarters is a 25,000-sf office and shop/warehouse facility in Warrensville Heights. ANTICIPATED WORKING RELATIONSHIP. Infinity will hold the design build contract and have the legal and financial responsibility for meeting its terms. Infinity has direct experience with all of the sub-consultants on this project with the exception of DERU Landscape Architects.

WORKLOAD CONSIDERATIONS. Combined, Infinity, MN and their consulting partners have more than 500 architectural, engineering and construction professionals available to service projects. Should schedule requirements change, we have the capacity to add professional staff as necessary to accelerate the schedule or to cover multiple shifts.

DESCRIPTION. As architect, Moody Nolan provided design and engineering services while as construction manager, Infinity completed interior demolition and reconstruction of an occupied two-story retail mall space attached to the 40-story Tower at Erieview office building. This new Parker Hannifin Downtown YMCA includes a first-floor aquatics suite and three-lane pool over an existing underground parking garage, two levels of work-out facilities with natural daylight, a spa, sauna, massage therapy, locker rooms and administrative space. It also includes a MetroHealth on-site sports clinic. New infrastructure included new mechanical systems, including a Dextron pool system, new rooftop chiller and air handling units with complete ductwork distribution and piping.

VALUE ADDED. This project required an entire year of preconstruction services to arrive at a scope that met the Owner’s budget requirements. Despite extensive complications with existing conditions and unknowns, we delivered the project on time after 12-months of construction.

Recognizing its quality, The Cleveland Engineering Society named the project as a 2016 Award of Excellence finalist and it received a 2017 Commercial Development Award from Smart Business magazine. We exceeded owner’s goal by achieving 15.9% diverse contracting. Infinity self-performed the carpentry trade package.

BUDGET AND SCHEDULE PERFORMANCE. This project completed within the guaranteed maximum price provided before documents were 100% complete. DESCRIPTION. Moody Nolan provided architectural and engineering services and Infinity served as Construction Manager, to complete this building concurrently with the Warrensville Heights Public Library. This family recreation center includes an indoor natatorium, full basketball court gymnasium, exercise and fitness facilities with supporting locker rooms, a child watch center, a teen recreation center, an outdoor patio, and an outdoor playground. Site work includes construction of new entrance drive, parking lots, sidewalks and landscaping with bioswales for stormwater detention. The main entrance includes two drive under canopies.

The facility is owned by the City of Warrensville Heights and operated by the YMCA of Greater Cleveland. It is located on a 16-acre master planned ‘City Center’ site that includes the new public library, park facilities and other future municipal or private commercial development projects.

VALUE ADDED. This was the City’s first and one of Ohio’s first public sector construction management at risk projects. The city was able to invoke “home-rule” prior to legislation being passed, making this endeavor truly cutting-edge from a delivery standpoint. The project achieved 29.5% diverse subcontracting participation. There were no accidents or claims.

BUDGET AND SCHEDULE PERFORMANCE. Joining the Project Team at the start of design Infinity led all Project Team meetings throughout the 6-month pre-construction process. This effort saved more than $450,000 so that the YMCA and City could increase the building square footage from 36,000-sf to 45,000-sf and attain additional program requirements. This project completed within its guaranteed maximum price provided before documents were 100% complete. However, the City eventually added scope that increased the budget by more than $1 million.

VALUE ADDED. To manage logistics in this very tight urban site facing a very busy city intersection, Infinity staggered start times for subcontractors on a daily basis. One challenge was a more complicated stormwater utility tie-in than the engineers indicated. The severe winter that year slowed progress on the building façade, roof and interiors. The City Building Inspector also required a re-design of the back stair and relocation of the exterior exit door due to the significant elevation change of more than six feet between the building and the parking lot. Re-sequencing of the schedule allowed us to recover lost time. Using temporary heating we accelerated start of the interiors work to create some float for the exterior work delayed by weather. Self-performed rough and finish carpentry. Achieved 15% diverse subcontracting participation. Letter of reference available upon request.

DESCRIPTION. As general contractor, Infinity completed all demolition, carpentry, and MEP on this project. Phase 1 was 53,000-sf renovation completing June 2007. Phase II was the 40,000-sf addition. World renowned New York Architect Robert A. M. Stern was the project architect. The addition includes a new two-story sky lit lobby at the building’s center. At the end of the main hall there is a grand stair with another skylight to bring natural light down to the main level. The main level includes a major expansion to children’s library. Upstairs are quiet reading rooms, and an 80-station technology center, along with a large audiovisual department to accommodate the library’s large collection of videos, CDs and DVDs. The original building’s MEP systems were entirely replaced by energy-efficient systems. The project was designed using LEED® certifiable principles, but did not seek formal certification.

VALUE ADDED. One challenge of this project included how to tie in the new addition to the existing library in a seamless way and avoiding water intrusion. Infinity completed this work while the existing library remained occupied. We reused a significant amount of material from the old building including steel, concrete, stone and brick. A complex craft challenge was to extend the grand staircase in the older buidling to the new additon. This was accomplished using precast stone panels and the result is a seamless connection. We installed temporary walls around the starircase while completing the work to protect the public. The project is located on a very busy street that required a careful logistics plan both to control traffic and make deliveries of large construction materials. The project completed with no accidents.

DESCRIPTION. This was an enabling project that allowed for the eventual reconstruction of Lakewood High School. As general contractor, Infinity provided asbestos abatement, selective demolition, new window and door openings and ADA improvements, as well as the replacement of ceilings and flooring, rooftop HVAC, plumbing, fire protection, and electrical upgrades in the existing Garfield commercial service kitchen, cafeteria, storage areas, Civic auditorium and gymnasium. Additional work included the installation of new service equipment in the kitchen. This project created swing space that allowed reconstruction to take place while the high school remained partially occupied.

VALUE ADDED. Bridging recreation and neighborhood services is the driving force behind the new legacy landmark for the Linden Neighborhood. The new facility will be a center for opportunity – an initiative spearheaded by the mayor which is focused on providing wellness and education for underserved communities. Through the Columbus Recreation and Parks Department’s progressive programming initiatives, the project team of Moody Nolan and MKSK Studios designed the new transformational facility and park with a sensitivity to community needs and with innovative trends in architecture, planning and landscape design. Thoughtful planning of locating passive and active recreation and wellness sets a framework for maximizing outreach and advocacy for the growing community. The new facility will be a hub for many activities, including a gymnasium, teaching kitchen, and game room among many other amenities. The architecture aesthetically expresses the progressive programming, while being attuned to the neighbor’s input. Community members will enjoy the new Linden Park for their recreation and wellness needs.

DESCRIPTION. This project involves a complete renovation and addition to the existing Driving Park Recreation Center as well as a new 8,500 sq. ft. outdoor pool. The existing site had a small bunker style recreation center, connected via a walking path to a second park where an existing pool had been closed since 2008. Moody Nolan conducted a feasibility study and determined that combining the building and the pool on the recreation center site allowed the center to become multi-generational serving all ages, greater savings for cost efficiency, allowing pool locker rooms to be used during winter basketball events, as well as savings on utilities, staffing and parking. The project adds 19,000 sq. ft. of new space, with a new high school regulation gymnasium with spectator seating, fitness spaces, offices, day-lit entrance, activity rooms and pool support spaces with much more openness and natural light. The new gym connects neighborhoods as well as the suburbs. Additionally, the existing undersized gym was renovated into a new dance room and meeting room plus storage.

Scope includes a new covered main entry vestibule, a congregational meeting area, new restrooms, classrooms, and a full-service commercial quality serving kitchen.

VALUE ADDED. Infinity provided three GMP’s for the project. The first for abatement, demolition and site work. The second for new building structure. The third for building interiors. CMR team is a joint-venture to maximize diverse participation of more than 35% at the partner and subcontracting levels. Infinity participated in a series of community meetings over the 12-month preconstruction phase prior to the start of construction. Core meetings continue during construction. This is an OFCC-administered project and we are using the OAKS-CI system for all project reporting.

BUDGET AND SCHEDULE PERFORMANCE. The project is being completed fast-track basis with construction starting before the documents were 100% complete. It is ahead of schedule to be delivered in eighteen-months. The budget is being delivered under its guaranteed maximum price.

PAST PERFORMANCE. Infinity and MN have worked together on several projects from initial design concept through construction. These include civic, community, healthcare, and K-12 education projects over the course of several years.

COST AND CONSTRUCTABILITY PLANNING. We embrace an active, collaborative dialogue with our Clients to achieve a design vision within budget and on-schedule. This occurs at community meetings, design charettes, and through constructability and value optimization exercises at each issue of design documents.

ISSUES AND PROBLEMS ON SIMILAR PROJECTS. Two noteworthy projects in our shared portfolio required the re-purposing of existing buildings. Each required creative thinking to resolve design complexities or overcome unexpected field engineering options. We do not present “take it or leave it” solutions, but a range of options so the City can make informed decisions.

Design and construction of the Parker Hannifin YMCA converted former retail spaces of the Galleria Mall in Downtown Cleveland. Construction sequencing avoided disruption to other tenants and services within the mall. Our team identified and researched critical lead times. We broke out costs for unique design elements to support the YMCA’s decision making. Where design elements exceeded the project’s budget, we offered cost-savings options that preserved the design intent.

More recently, Infinity, Osborn Engineering, and Rob Donaldson (before he joined MN) collaborated to re-purpose the former Payless Shoe Store at West 117th Street and Detroit Road in Lakewood. While constructing the addition we sequenced the work to minimize disturbance to the main building. The team’s close working relationship with the City of Lakewood assured that reviews were completely time (ABR review of the project was approved on the first presentation of the project). The project involved partnering with the City to receive rebates offered through the Commercial Property Revitalization Program.

Adaptive Reuse of Cove Church

At Lakewood Urgent Care, we discovered an unreinforced floor slab. The team collaborated with the Owner to develop an acceptable solution to stabilize and reinforce the slab, in the span of few days. Quickly resolving the matter kept the project on schedule with contingency funds used to resolve undocumented existing conditions. There is no question that we will discover similar unexpected surprises at Cove Church. How we keep the City informed, and provide creative solutions, is a proven strength of the Infinity/MN team.

Commitment to sustainable design and construction is another team differentiator. We will design, specify, and build sustainably, whether the City seeks formal LEED® certification or not. Our standard practices include the use of low VOC items (paint, flooring, and adhesives), promoting opportunities for recycling and compost collection in the building’s program, and diverting construction waste from landfills through recycling or material reuse. The lifecycle payback of the higher efficiency mechanical and electrical systems that we will propose will lower utility and maintenance costs.

Additionally, we will offer unique sustainable strategies that derive from the WELL Building Standard, Living Building Challenge, and FitWel Building Certification. These include ideas such as encouraging greater movement and activity within the building, promoting healthy eating and lifestyles, and looking to potential forward-thinking strategies, such as Net Zero and stormwater diversion strategies, of which the City is a strong proponent.

LITIGATION HISTORY. Infinity-MN currently has no pending litigation or binding arbitration.

PAST PERFORMANCE WITH MANAGEMENT AND CONSTRUCTION. What is Infinity’s role, in an integrated project delivery approach, when it joins the Project Team concurrent with the architect? In a short phrase, it is to remove uncertainty. Uncertainly breeds wariness and skepticism at best, and mistrust at worst among the community and project stakeholders.

The greatest challenge at Cove Church is not the technical complexity of the work, the published schedule or even achieving the City’s intent through collaboration and community engagement. A detailed read of the RFQ documents reveals no shortage of creativity or design energy. The challenge will be to balance the City’s wants and desires against the project’s very real budgetary constraints.

The scope as outlined in the RFQ indicates complete replacement of the MEP systems, which will consume up to 40% of the available budget. It also indicates that an unspecified percentage of the budget will be devoted to furniture, fixtures and equipment. You will need a design-builder that is committed to your vision, professionals that are creative problem solvers, and collaborators that never present a problem without a menu of options. Our goal is to provide our best advice to help City officials make informed decisions.

PERFORMANCE REQUIRMENTS How do we help remove uncertainty and deliver a better project? By putting project goals ahead of construction goals. No construction manager has enough talent to develop a valid construction plan by themselves. No Project Team has enough talent to develop a plan that can accurately anticipate every issue many months before the date that you take occupancy. So, we promote open communication. We believe in bringing issues to the Project Team to solve collaboratively. As Infinity has progressed and grown, we have become strong proponents of Lean Construction principles as the best way to protect our clients. For us that means three things.

SEQUENCING CONSTRUCTION ACTIVITIES. 1. Prioritize – Throughout the life of project, give the client what it most wants as

soon as it is possible to do so. Recognize that client priorities change frequently. 2. Anticipate – With so many moving parts, every experienced construction

professional knows that changes to the best laid plans are inevitable. As construction managers it is our duty to shield our clients from risk.

3. Improve – Construction has seen the smallest gain in productivity of almost every U.S. industry over the last 50-years. Part of risk mitigation is a continuous commitment to improving our skills, systems and processes.

Early involvement allows us to share best practices and lessons learned from previous projects. As the design develop, several opportunities become possible. We:

• Collaborate with stakeholders to develop complete early bid packages (for example, foundations and steel) to minimize winter weather protection costs and schedule delays, as necessary.

• Identify long-lead items to assure materials are on site when needed. • Take advantage of bulk purchasing opportunities. • Have a greater impact on value engineering and constructability to

generate meaningful cost savings. Finding issues after design complete sis costly, time consuming, and contentious.

• Perform detailed cost/benefit analysis to deliver a more precise guaranteed maximum price with minimal contingencies or allowances.

• Pre-qualify subcontractors based upon their ability to meet the unique requirements of this project such as diverse participation.

CHANGE ORDERS. When we provide a guaranteed maximum price, change orders do not originate from Infinity or its subcontractors.

COMMISSIONING AND TESTING. We employ a systematic process to assure that a building’s installed systems operate efficiently and effectively. If it fails to operate correctly at turnover, there is little hope for maintenance staff to achieve future success.

6 – TEAM’S BENEFIT AND INTEGRATION INTO THE PROJECT

Adaptive Reuse of Cove Church

REASON FOR INTEREST. As one of the most diverse inner ring cities in Northeastern Ohio, Lakewood attracts several ethnicities and ages together into the most densely populated city between New York and Chicago. Lakewood attracts young families with children – with its new schools, walkable community, and dynamic culture. It is also a city that nobody wants to leave, be it empty nesters or lifelong residents who want to age in place.

Cove Church presents a unique design opportunity to transform a currently subdued location into an energetic center of activity. It is an exciting urban planning opportunity to improve the quality of life for vulnerable groups. Finally, it is a progressive civic opportunity to promote healthy collaborations across Lakewood’s full spectrum of generations and cultures.

ANTICIPATED ADDED VALUE. Listening is at the root of community engagement. As we work to design and build a solution is Responsive Architecture. Members of our design team who are Lakewood residents will use several methodologies to obtain community feedback to assist the design. Their approach will be similar to the case studies listed in Section 3 of this submittal.

APPROACH TO COMMUNITY ENGAGEMENT AND INCLUSIVITY. The Infinity/MN team is one that reflects the diversity of the community that we serve. Participating design firms include Minority Business Enterprises (MBE) and a Women Business Enterprise (WBE).

Similarly, Infinity makes great efforts and strives to encourage MBE, WBE, and SBE participation amongst all its subcontractors during review and award of Guaranteed Maximum Price (GMP) contracts. Over the past 5-years, 32.9% of its total construction work-in-place has been awarded to diverse subcontractors.
