More than 1,500 Victorian Police officers moved into a new 29000 sqm premises at 313 Spencer St, Docklands, Melbourne early May 2015. The new premises serve as a local police station with police cells, as well as headquarters for specialist officers and detectives. It was designed, constructed and fitted out to support modern day policing and to consolidate a number of CBD Police Locations into one new building.

T he brief for the design was to meet the needs and objectives of the modern day Police force, with

the emphasis on adaptability, strength and durability.

As the building houses various Police Commands including Operational, and Non Operational staff they all have different needs and requirements. Hence the important requirements that products were long lasting, hard wearing, resilient, robust, and where possible could support future upgrades.

Debby Rowan, project manager says,

“PRIOR TO APPOINTING ZENITH, OUR REPRESENTATIVE WORK GROUP REVIEWED THE WORKSTATIONS AND ACCESSORIES. THE REPRESENTATIVE WORKING GROUP INCLUDED PROJECT TEAM MEMBERS, OPERATIONAL AND NON-OPERATIONAL STAFF AS WELL AS OH&S / HSR REPRESENTATIVES. ONE OF THE HIGHLIGHTS OF THE ZENITH VISIT WAS THE STATE MANAGER GETTING UP ON THE DISPLAY WORKSTATION AND JUMPING UP AND DOWN TO PROVE THE TOUGHNESS OF THE WORKSTATION. THIS ACTION WAS RECANTED OVER AND OVER AGAIN AND PROVED TO BE AN EXTREMELY POSITIVE IMPRESSION THAT PROVED THE TOUGHNESS AND RESILIENCE OF THE WORKSTATIONS.”

Z enith representatives were present onsite for each move in day to help out with whatever

was required.

The installation included height adjustable work stations, so staff can work from a seated or standing position which is better for their health.

Debby Rowan continued to say, “THE BRIEF FOR WORKSTATION TYPES, CONFIGURATIONS AND ACCESSORIES WAS EXTREMELY DETAILED, ZENITH MATCHED DETAIL TO DETAIL ON EVERY STEP MOVING FORWARD.

TRANSITION MANAGEMENT INCLUDED TWO DISPLAY CENTRES SET UP IN THE MONTHS PRIOR TO RELOCATION. ZENITH PROVIDED A 2 X POD 4 WORKSTATIONS AT THE VICTORIA POLICE CENTRE AND 412 ST KILDA ROAD FOR VICTORIA POLICE STAFF TO REVIEW AND GET TO KNOW THEIR NEW FIT OUT. THIS INCLUDED WORKSTATIONS, ACCESSORIES AND SEATING.”

I nitially staff were concerned that they were reducing their desk top space to 1800 mm x 850 mm. These issues

were elevated with the shelf storage, monitor arms and CPU sling design all to maximise the working space on their desk tops.

Multiple monitor arms were designed to accommodate the extensive array of AV and computer equipment required by the Police Force. These monitor arms provided adjustability and support up to 9kg in weight. The project saved money on these as heavy duty monitor arms were not required for the heavier monitors.

Debby Rowan went on to say, “THE BRIEF ALSO INCLUDED AFTER SALES SERVICE. THIS WAS IMPORTANT TO THE VICTORIA POLICE TO NEGATE CONCERNS RELATING TO ADDED COSTS WITH VARIATIONS PRIOR TO OCCUPANCY AND CHANGES BROUGHT ABOUT BY STAFF MOVING INTO THE BUILDING. ZENITH PROVIDED AN EXCELLENT SUPPORT TO THE PROJECT DURING THE RELOCATION ACTIVITIES.”

S ince installation the desktop mounted double GPOs have been noticeably used by all staff

at the workstations for their personal needs. The CPU connections are neatly and safely tucked within the cable trays and monitor arms.

The office seating was designed to accommodate officers who wear fire arms while seated. The seats have no arms and a unique feature of changeable slim line seat pans which is an effective measure against wear.

The breakout area seating has custom painted finishes of blue, orange, green, along with natural finishes, upholstered and un-upholstered.

Debby Rowan says, “ONE OF THE MOST SIGNIFICANT SURPRISES TO STAFF WAS THAT THE WORKSTATIONS WERE ADJUSTABLE WITH APPROXIMATELY 5% ELECTRONIC ADJUSTABLE. THE OH&S BENEFITS SUPPORTING ALL STAFF WITH THE ADJUSTABILITY HAS BEEN SIGNIFICANT. WE HAVE BEEN ABLE TO LOCATE STAFF WITH HEALTH ISSUES TO THE ELECTRONIC WORKSTATIONS AS WELL AS MAKING WORKSTATIONS MORE ERGONOMIC FOR STAFF OF ALL SIZES. NOTABLY WE HAVE SEEN MANY STAFF USING THE ELECTRONIC WORKSTATION WITH STANDING FOR A SIGNIFICANT PART OF THE DAY WITH OBVIOUS HEALTH BENEFITS. MANY STAFF WITH USER ADJUST ALSO TREAT THEIR WORKSTATIONS AS SIT TO STAND DESK.”

S ince the building has been occupied, one of the most significant changes in the

work place has been the open plan configuration. Previously work groups were in locked down tenancies. Many staff were relocated from an office to the open plan pod configurations.

Single pods are located in offices and pods in the open plan are arranged to accommodate a configuration from 2 -8 people.

The design and fit out allows for flexibility to change the work unit floor space easily with the workstation design. Over time the Work units will change and the number of staff in a team, work groups and taskforces are created and disbanded. This design allows for a change in design without acquiring all new workstations.

Debby Rowan explained, “JUST RECONFIGURATION AND OR ADDING NEW PODS TO EXISTING DESIGN. LIKE THE LEGO PRINCIPLE - NEED MORE/BUILD MORE! ALSO THE QUALITY MATERIALS THAT WILL STAND THE TEST OF TIME, THEREFORE REDUCED ONGOING MAINTENANCE COSTS AND WE HAVE THE ABILITY TO UPGRADE WITH ACCESSORIES.”
