ACTIVITIES REPORT IN VIETNAM N° 09/2017

I - DAILY LIFE As every year, routine activities are always the same: visits to orphanages and follow-up of sponsorships; regular visits to the spirulina farm; payment of wages for operating staff, monitoring of sites maintenance work, control of products in laboratory ... Reception, organization of volunteer stays and logistical support; control of various sites; continuing good relationship with local authorities and Vietnamese partners, reception of foreign visitors. Keeping of the archives, updating of the data on the website ... The first building construction work of our shelter "Children of the Dragon" has been terminated.The administrative formalities attached to it took much longer than expected. To date, they are finally over, we had permission to hire staff and begin to welcome the first children.

II – 2017 ACTIVITIES REVIEW - Construction of houses of affection:

- 3 houses of affection in the province of Sóc Trăng, - 6 houses of affection in the province of Đồng Nai, - 3 house of affection in the province of Long An. We built 123 house of charity to date.

- Clean Water Access Program: - Installation of 16 rainwater tanks at Cần Giuộc, Long An province, this year we opted for healthier polyethylene tanks than the concrete tanks we had in previous years.

- Educational support program: - Renovation of the school "BHH-B", repair of electrical installations, replacement of broken windows, painting classes. - Renovation of 5 classrooms and toilets in a college in Long An Province. - Bicycles, scholarships, school supplies and uniforms were offered to children in several schools in Long An Province (Cần Giuộc, An Vĩnh Ngãi) as well as to TP HCM. - Decoration and layout of the children's playroom at our orphanage.

- Sponsorships 2017 (22.539€) : + various donations and purchases of gifts to foster homes:

- 1st semester: 11.191€ €: "Orphanage" Truyen Tin"-> 2.661€ - Orphanage" Minh Tam "->: 2.300€ - Children in family + -> 1.230 € - Orphanage "Thien Than" -> 4.065 € - Ecole An Vinh Ngai -> 935 €, - 2nd semester: 11.348€: "Orphanage" Truyen Tin "-> 2.536€ - Orphanage" Minh Tam "-> 2.662 € - Children in family + -> 1.230 € - Orphanage "Thien Than" -> 4.070 € - School An Vinh Ngai -> 850 €.

Miscellaneous:





- Solidarity: On the occasion of Lunar New Year (Tết Nguyên Đán) and punctually according to our resources, we participated in food distributions for the poorest and various purchases for children (Mid-Autumn Festival - Tết Trung Thu). - Gift of clothing: In partnership with "Armand Thiery" we donate 6 containers of new unsold clothes (87 m3 for a declared customs value of 265.944USD), this logistic operation caused a huge work, for volunteers in Vietnam: many complex administrative formalities, sorting and distribution in 6 geographical areas (Vĩnh Cửu, Xã Gia Canh, Tân Phú Trảng Bom, Thống Nhất et Xuân Lộc).. The results of this operation was very mixed, our NGO having obtained a very small profit compared to the energies deployed. The Vietnamese have only moderately appreciated this donation, arguing that many clothes do not correspond to their morphology and that the warm clothes are unsuitable to the climate of the South? In 2016 the province of Long An has decided not to renew this experience in 2017 it is the province of Đồng Nai, this operation will not be renewed.

- Spirulina cultivation program: our farm Hau Boi is operating normally, our association will have to invest to expand the sale of our surpluses. - Miscellaneous costs and emergency actions: This year one of our partners offered us an exceptional budget to use in the context of emergency actions, we had a bridge built will be 22 meters long, 2.5 meters of wide and capable of supporting a load of 3 tons at Thạnh Hòa, Bến Lức District, Long An Province, a vital project for the safety of children and inhabitants; We have also renovated and secured a nursery school in the same village.

- Other: see vouchers submitted to headquarters in France, the statement will be included in the General accounting followed by the treasurer Mr. André Quancard.

- Various information: - Humanitarian tourism: The 2016 experiment with the "Touristra Travel" and "Amica Travel" companies that sent us groups of tourists to visit our Spirulina culture farm was renewed, unfortunately we welcomed fewer visitors in 2017, these visits generated € 1,404 in benefits for our NGO (compared with more than € 5,000 in 2016). It would be interesting to develop this activity...

- Medical mission: In 2017, we renewed our assistance by providing pharmaceutical products and medical equipment to the Center for the Protection of Disabled Orphans "Trung Tâm Bảo Trợ Trẻ Tàn Tật Mồ Côi Thị Nghè" - 153 Xô Viết Nghệ Tĩnh, 17, Bình Thạnh, Hồ Chí Minh - under the responsibility of Dr. Lê Thị Hương. Since 2 years, we welcome students in pharmacy and medicine, this year, a study will be conducted to study the possibility of using this particular resource for medical aid missions under the responsibility of Vietnamese doctors

- Reception of various gifts: Solidarity continues with excellent news ... We continue to receive many parcels delivered by air crew "Air France" and visitors (clothing, toys, school supplies ...). With our growing reputation in Vietnam, foreign, Vietnamese and French companies are helping us mainly by donations in kind, for example: thanks to Mathias Yeu and his relations with Taiwanese companies we received in donations the major part of the dormitory furniture. Maxime Ramael and his assistant Hà representative in Vietnam the association "Fair Planet by Indelec" (North of France, have made a gift in kind worth 3,000 € to complete the equipment of the orphanage. The Consular Club of Ho Chi Minh City 2,000USD… A special thank you to these generous donors.





- Animations - Events: - Hai Le and his Vietnamese student friends have decorated and laid out a playroom on the second floor of the 1st building. - Nguyen Thu Oanh and Le Quang Huy from My Tho's Wee Gelato came to offer artisanal ice cream to the children of the Mái ấm Minh Tâm center in District 12 in Saigon. - Visiting godparents organized outings with the children of the orphanages that we support at the water park and the botanical-zoo garden. - Marion (a ch'ti expatriate in Vietnam), her husband Jake and their friend Dee, organized a cooking contest (chili cook off) whose profits were donated to our NGO. - Volunteer missions: we received 83 volunteers from France, including 8 groups (49 girls and 34 boys) who participated mainly in construction sites of charity houses, a group has renovated 5 classrooms and sanitary facilities in a college. In 2017, the construction sites were distributed near our orphanage, exceptionally, some groups could even be housed in our premises, which will no longer be possible in the presence of children. Several groups have expressed the wish to realize charity houses with all finishes (tiles and paints), accordingly, in 2018 the overall cost of a construction is increased to € 2,000 instead of € 1,700. To sum up, all our partnership contracts were honored and the objectives set for this year reached or even exceeded.

Action plan for 2018: The administrative formalities being finally completed, we obtained the authorization to hire the staff and to welcome the first children (according to the provisions of the Vietnamese law - Article 23 of the decree 81/2012), it is planned that in 2018, the orphanage will receive about 20 orphans aged 0 to 6 years. At this very moment we are establishing links with the district social welfare institutions (temples, hospitals) to obtain adoptions, we have asked to extend our research possibilities to the neighboring provinces and the city of Hồ Chí Minh. We are studying the possibility of establishing a partnership with a French school so that our staff can discuss the best practices for the supervision and education of children. Links will be woven with local schools, cultural activities, sports and games will be implemented in collaboration with these schools. As well as links with health facilities in the municipality. It will then remain to find the funds to build the second building and ancillary facilities (a playground, a paddling pool, a shelter for two wheels, a workshop, a vegetable garden and permaculture If possible 2 dormitories to accommodate volunteers. From the first half of 2018, we will build the entire outdoor playground in the courtyard of the orphanage and install a fire protection system in accordance with the regulations. - Priorities and needs: We rely on a strong mobilization in France to help us carry out the second phase of our "heart project", it remains to find the money... In addition, we will continue to support the construction of charity houses and access to clean water, the distribution of scholarships and bicycles to the extent of our means and the wishes of donors. Everything will have to be implemented both in Vietnam and in France to find sustainable solutions and make our project viable to cover its operating costs because it is a significant change in our approach to the future of our projects, priority management, funds, and in terms of "risk taking". Indeed, if the funds were to be insufficient, our orphanage would fail in its mission and its future would be compromised. For my part, I am trying to put in place the people who will replace me.





III - SPONSORSHIPS - We have, to date, 85 godchildren. The person in charge, Laurence Dang is now assisted by Thu Oanh - contact email: [email protected]. - The activity that aims to connect "Godfathers" and godchildren via SKYPE was abandoned following the departure of Jeff for France and failed to find a volunteer to replace him. - Our beneficiaries recognize that they are already living much better, thanks to our help: I give them all the sponsorships twice a year, without any restraints of any kind, the exchange fees are not counted, nor the travel of the Volunteers who deliver it.

V – OUR PARTNERS Our current institutional partners have remained the same:

- PACCOM -> Committee for the Coordination of People's Aid : Vietnamese government structure responsible for monitoring the action of international NGOs, and its provincial offices:

- HUFO -> Union of Friendship Organizations of Ho Chi Minh City, - DUFO -> Union of Friendship Organizations of Đồng Nai, - LUFO -> Union of Friendship Organizations of Long An, - SUFO -> Union of Friendship Organizations of Sóc Trăng. - The People's Committees -> which approve all the activities carried out by the NGO in Hồ Chí

Minh and in the provinces of Đồng Nai, Long An and Sóc Trăng. Provincial Friendship Associations : they are a particularly effective channel for communication with the administration.

VI - THE WORKFORCE In Vietnam we gather about 20 volunteers, some of whom have regular activities with the children: language courses, animation of artistic activities and recreational activities... We are soliciting the assistance of the French-speaking professors and students of the University of Pedagogy who help us in the translation of various documents and the animation of various activities in the centers that we support. The orphanage currently has 4 employees: a secretary, 2 guards (1 day + 1 night), a cleaning staff. As soon as the first children arrive, the nurses will be hired.





ACCOUNTING

We have an official association account in Vietnam: Http://www.lesenfantsdudragon.com/Don.php, a "VIETINBANK" account reserved solely for the settlement of the works of the orphanage and a new one for the operating costs of the center. Thanks to the careful work of our treasurer, André Quancard, we are now able to publish reports by activity and an accounting balance in conformity with the requirements of organizations such as AFD and EUROPAID.

VIII – THANKS

- To all the volunteers, donors and patrons without whom all these actions would be impossible.

IX - COMMENT Our main financial partners remain loyal and we have realized some new partnerships this year, we hope that they will renew their support in the future and we thank all donors in a general way.

As I have repeatedly asked, our headquarters and our offices should establish contacts and partnerships with local and regional authorities (town hall, general and regional councils ...) and present our association to schools, enterprises and committees. Companies. Some cities have a strong Vietnamese community (Paris, Lyon, Marseille, Toulouse ...), it would be interesting to make us known. Also great efforts must be done to launch fundraising campaigns with known foundations and philanthropists, because 2017 suffer from a considerable drop in cash flow...

I met here several people strongly motivated to form teams to represent us in their respective

regions, but unfortunately there was no follow-up. X - CONCLUSION The whole team of volunteers in Vietnam joins me in thanking all members, friends and supporters for their help and support. Do not relax, help us convince new donors, new sponsors; inform them of our possibility to receive legacies, tax exemption possibilities; propose projections; find new volunteers, organize events or shows to support our projects, in particular to carry out the 2nd phase of construction for our childcare center. We wish you a very happy New Year 2018, for us the New Year (Tết Nguyên Ðán) will be celebrated on February 16th (1st day of the year of the Earth dog)...

USE OF FUNDS RECEIVED DIRECTLY TO VIETNAM - 31/12/2017 The details and supporting documents were forwarded to the France association’s headquarters for archives and presentation to the Treasurer at the General Assembly scheduled for January 2017.

See the attached tables in Appendix II. The total Euros budget of the association in Vietnam in 2017 was: € 301,211.73 - Three hundred and one thousand two hundred and eleven Euros and seventy-three cents. A single-use account for the orphanage works was opened at "VIETINBANK", it is funded from the "EXIMBANK" account and a specific account for the running costs of the orphanage was also opened at the end of 2017. The total expenditure is € 204,772.13 (Two hundred and four thousand seven hundred and seventy-two Euros and thirteen cents), ie a positive balance of € 96,439.60 (Ninety-six thousand four hundred and thirty-nine Euros and sixty cents).
