This draft plan shows how the land should be developed within Plumpton and Kororoit PSP areas. THE VISIONThe vision for the Plumpton and Kororoit precincts is for new and existing residents to be part of a community that provides day-to-day services, local employment opportunities, enhanced transport access and cultivates a strong sense of identity through retaining local heritage features.

The planned urban form needs to respond to the undulating natural features of the area and protect views to key landscape features such as the Kororoit Creek and surrounding volcanic cones.

The draft Future Urban Structure plan promotes walking and cycling by locating shops, services and parks close to where people will live. Beattys Road and other open space corridors including the Kororoit Creek, waterways and gas and powerlines easements, will become the foundation of a network of off-road trails. These will be complemented by separated on-road shared paths to safely link cyclists and pedestrians to local community facilities.

SPORTING RESERVESThe draft plan recommends nine sporting reserves across both precincts to meet local sporting needs. Sporting reserves are often proposed along waterways to encourage stormwater harvesting options in the future, should the relevant authorities wish to pursue this option. Indoor recreation centres are proposed in each precinct.

CONSERVATION AND BIODIVERSITYThe Kororoit precinct will be home to two grassland reserves and the Kororoit Regional Park. This will ensure the protection of high quality native grasslands that are of national significance and will incorporate walking trails and picnic facilities.

The Kororoit Regional Park will focus on the Kororoit Creek as a connective and distinguishing feature and retain remnant grasslands both for conservation and as a demonstration of local landscape character. The Regional Park will provide an opportunity for residents of local and Melbourne-wide communities to enjoy a sense of space and connection with nature. A Masterplan for the Regional Park will be developed by Parks Victoria in future, separate from the Kororoit PSP.

The Future Urban Structure shows areas along the Kororoit Creek required to protect the habitat of the Growling Grass Frog, a nationally endangered species, as well as areas that have the potential to support the Growling Grass Frog. There will be shared paths along the edges of the Growling Grass Frog corridor, so that this will become a scenic landmark for the community which will also retain a number of significant Aboriginal and post-contact historical features.

LOCAL SHOPS, SCHOOLS AND COMMUNITY FACILITIES

Local town centres will offer convenient local shopping and services. They will provide a range of public and council facilities which accommodate community support

services and programs, including maternal and child health services and meeting room facilities. The plan identifies one government and one non-government secondary school; one government P-12 school; five government primary schools and three non-government primary schools; to support the future communities of the two precincts.

The Plumpton Major Town Centre will be the largest retail area locally and will accommodate a combination of higher order civic, offices , education and sports and recreation facilities. The future Major Town Centre will be prominently located on the corner of Beattys Road and the new Hopkins Road extension and will provide a central activity node in proximity to planned community facilities.

The Plumpton Major Town Centre will also establish a regional focal point for higher order employment development opportunities. The plan demonstrates an employment precinct on the western side of Hopkins Road.

TRANSPORTPlanning for the Kororoit and Plumpton precincts encourages short trips to be made on foot and by bicycle where possible. This will be achieved by setting out new streets to provide attractive, healthy, safe and direct routes to local shops, parks and services.

New arterials and connector streets are planned at regular intervals to allow for future bus services and connections to the Melton Rail Corridor. These will link Plumpton and Kororoit to the existing and planned residential communities and employment areas within the Western Growth Corridor. The extension of Hopkins Road will serve as the primary gateway to the new community, providing a direct connection to and from the Western Freeway. Taylors Road and the extension of Hume Drive will serve as the principal east-west arterial connections.

NEXT STEPSOver the next two to three months, the MPA will prepare Precinct Structure Plans (PSPs) for Plumpton and Kororoit. The PSPs will include the Future Urban Structure plan but will provide further detail in a number of areas. A land owner budget will itemise each property and what uses are required; street sections will be developed; and concept designs for the local and major town centres will be provided, as well as other relevant guidance for development.

The PSP will be accompanied by a Development Contributions Plan to specify the costs and type of infrastructure required to support development in Kororoit and Plumpton PSP areas.

The Precinct Structure Plan and Development Contributions Plan will be placed on public exhibition once they are developed, and submissions can be made by landowners or other interested parties at that time.
