Population growth: The population of Malerkotla as per 2001 census is persons

whichhas grown at a growth rate of about 20.78% during 1991-2001. The details

aresummarized in table below:-

The average population density of Malerkotla town is 15 persons / acre.

Present Land Use: According to the Master Plan which is notifiedin 2013, the total area

of Malerkotla Municipal Council is 33.58 sq.km. Out of total area, maximum proportion

is occupied by agriculture(86.59%) followed by residential use (7.58%), and industry

(1.5%).

As per the reform no 4.4 of AMRUT Scheme, an action plan has to be prepared to increase green cover to 15% following 16 AMRUT Towns/Urban Local Bodies (ULBs):-

1. Significance of Urban Greening:

1.1 Physical benefits:-

(i) Urban forests act as temperature buffers providing shade in the

summer, and wind breaks in the winter in addition to reducing noise

pollution and CO2 levels, and providing a habitat for wildlife.

(ii) Urban greening offers improvements in air, water and land resources

by absorbing air pollutants, increasing water catchment in floodplain

surfaces, and stabilizing soils. Social benefits.

(iii) Green spaces provide a refreshing contrast to the harsh shape, colour

and texture of buildings and stimulate the sense with their simple

color, sound and smell.

(iv) Particular types of green space may offer a bigger diversity of land

uses and opportunities for a wide range of activities, help to foster

active life styles, and can be to real benefit to health.

(v) Well managed and maintained green spaces contribute to social

interaction by creating opportunities for people of all ages to interact

(vi) Urban green spaces emphasize the diversity of urban areas by

reflecting the different communities they serve and meeting their

varying needs.

(vii) They enhance cultural life by providing venues for local festivals, civic

celebrations and theatrical performances.

(viii) Urban green spaces provide safe play space for children, contribute to

children’s physical, mental and social development and play an

important role in the basic education of school children with regard to

the environment and nature.

1.2 Planning perspective:-

From the planning perspective, a hierarchy and network of quality green

spaces integrating residential areas with commercial and other uses improve

the accessibility and attractiveness of local facilities and employment centers.

(i) Well-designed networks of green spaces help encourage people to

travel safety by foot or by bicycle for recreation.

(ii) Furthermore, well designed urban green spaces provide a barrier to

noise and can effectively function as visual barriers.

1.3 Economic benefits:-

(i) Property owners value urban greenery by the premium they pay to

live in the neighborhood of green spaces and public parks. Plots and

flats abutting park add to value. In densely populated areas this effect

is even more pronounced. For example, view of green spaces and

proximity to water bodies increases the real estate prices.

(ii) Impact of neighborhood parks on the transaction price of multi-

storied residential units in cities illustrate the fact that neighborhood

parks could increase price.

(iii) Urban shady trees offer significant benefits in reducing building air-

conditioning load and improving urban air quality by reducing smog.

1.4 The action plan for increase in green cover in AMRUT cities to 15% shall

dwell upon all the levels starting from city level upto ward level. Following:

2. Types of green areas are generally available in the cities:

(i) Reserved/National Forests/Protected Forests:

These green areas/Parks fall in category of forests notified/ declared

under various Forest acts. 4

(ii) National parks/District parks:

These parks fall in the category of green parks/centuries

notified/declared under various forest Acts which are shown in

Master plans of Regions/towns.

(iii) Neighborhood Park:

Neighborhood park is developed at the neighborhood level for a

population of 10000. The park is conveniently located within the

developed residential areas at walking distance and is planned

generally on an area of 2000-4000 sqm.

(iv) Tot lots:

Tot lots are the lowest level in the hierarchy of green areas, planned

for a population of 2500 as play-areas for children with an area of 125

sqm.

(v) Playgrounds:

Playgrounds are provided normally in the educational institutions for

the use of the school and college students. They are also provided at

the neighborhood level for a population of 5000.

(vi) Green Belt (Buffer):

Green Belts include green girdle, park belt, rural belt, rural zone,

agriculture belt, country belt, agriculture green belt. Agriculture belt,

rural and country belt are synonymous terms and they refer to a

stretch of the country side around and between towns separating one

from the other. These areas are predominantly farm lands and they

support agriculture and related functions. They may or may not be in

ownerships of the town/city/local body.

(vii) Green Strip:

A green strip is developed on a vacant land for example land under

high tension power supply lines. It is also developed along arterial

roads separating residential areas from other uses.

(viii) Tree Cover:

Trees planted along the roads within the right-of-way and ion the

central verge (median).

4.Norms for reservation of Green areas:

(i) The WHO (world Health organization) recommends atleast 9sqm. of

undeveloped unpaved open space for every inhabitant.

(ii) The Delhi unified Municipal Building Byelaws,2016 provides for 1 tree

for every 100 sqm. of open space in a plot (other than residential

plotted development)

(iv) Notified Master Plan of Various towns in the state of Punjab has also

prescribed norms for green covers. The department of local

government Punjab has also prescribed following minimum norms of

green areas in the Punjab Model Municipal Building Bye laws:-

“In case of group housing projects 15% of the total site area that has to be left

as organized green/open space and 10% in case of the Multiplex projects.

5. Advisory by Government of India (GOI) for planting trees:

(i) Type of trees for road site plantation:

Trees like neeam,Mahua, sheesham, mango, Imli, safedsiris etc. should

be planted along roads. No hard and fast rule may be laid down for the

spacing of avenue trees:

(ii) Minimum spacing between trees:

A Minimum spacing of 10-12 m should be followed. The trees in the

formal avenue planting should be planted in rows on either side of the

road in a staggered manner. At urban intersections the trees should be

at least 3 mts. away from the intersections for right viewing distance.

6. Action Plan

The action Plan for increase in green cover in AMRUT cities herein to 15% is as

under: Municipal Council Malerkotla shall identify/enumerate the existing

available green coveras provided in the existing land use plans as follows:

STEP-3:

Municipal Council Malerkotla has more than sufficient green cover in city. For further

beautification and aesthetic views MC has proposed more green cover under different

landuse. It will also help to reduce encroachment on MC land and

other land. MC will organized the campaign to create awareness

among citizens. MC will also target to highly influenced society (i.e.

Development of Green Area:

Therefore Municipal Council has already more green cover than 15% of total

area as mentioned in notification. To consider the importance of green area Municipal

Council will prepare Green Area policy to ensure retain/preserve/increase green cover

in and along future development with the help of respective departments.

Type of trees for road site plantation: Trees like neem,Mahua, sheesham, mango, Imli,

safedasiris etc. should be planted along roads.

Major Roads of Malerkotla City: The major vertical roads running from north-east to

south-west and vice versa are named: Ludhiana to Sangrur, Malerkotla to Khanna,

Internal Roads: Thandi Road, College Road, Club Road- keeping in view the

sun’s direction, only one side of the road is usually planted. Evergreen trees with

a combination of flowering trees have been planted, such as-

Chukrasia (Chukrasiatabularis) in combination with Amaltas (Cassia fistula)

Kachnars (Bauhinia purpurea, Bauhinia variegata) in combination with Cassias

(Cassia javanica, Cassia renigera, Cassia nodasa)

Lahura (Tecomella undulate) in combination with Kachnars (Bauhinia purpurea,

Bauhinia variegata)

Where tree plantation has been done only on one side of the road, keeping in view the

sun’s direction, location of the houses and their height. The important aspect kept in

view is that trees should not block the morning sun so preferably winter deciduous

1. Policy and Strategies to Increase/ Retain/ Preserve Green Cover for

Malerkotla City:

Policy Frame Work to Retain/ Preserve Green Cover:

1. Municipal Council Malerkotla has strictly implement the 15% green area

infuture township/colony, Institutes, Industry, Mesumim, commercial area

developments.

2. Green buffer of 15mtshas been proposed along Industrial Area.

3. Green buffer of 10mts has been proposed along railway track.

4. Green buffer of 2-5mts has been proposed along above width of 15mts roads.

5. Municipal Council has given the incentive to Nursery owner to promote new

green cover and maintain the existing green cover.

6. Municipal Council has proposed 5mts green buffer along the open water

ponds.

7. Municipal Council has proposed plantation in agriculture area with help of

NGOs.

8. Green Building concept has been adopted by MC for future development.

9. Municipal Council willencourage to society to develop green terrace in

existing and future development in residential, commercial and Industrial

landuse.

10. Municipal Council has adopted PPPP Model to maintain existing green cover.

11. Municipal Council has proposed green cover in historical buildings.

12. Municipal Council has proposed green buffer around slaughter house.

Strategies to Retain/ Preserve Green Cover:

13. Plantation of trees and shrubs in Parks and green belts under the jurisdiction

of Municipal Council.

14. Plantation will be done in Schools, Colleges, Offices and residential areas and

other vacant spaces with the participation of NGOs and volunteers.

15. Ornamental and aesthetic plantation will be covered on central verge and

internal roads of city.

16. To co-ordinate with Resident's Welfare Associations & Market Associations

for plantation.

17. To identify such associations and schools which will be participating in the

programme and identify a nodal person in each association to work with.

18. The NGO's will be advised to identify and adopt old/ heritage trees growing

in and around Malerkotla city. For this, they could take help of financial

institutions/ cooperative sectors.

19. Collecting saplings (free of cost) from Forest Nurseries.

20. Coordinating with the NGO's and Govt. Agencies and chalking out programme

for plantations in their respective colonies.

21. Ensuring proper protection and regular watering of plants.

22. The Municipal Council may motivate the residents of its housing colonies to

plant & protect maximum number of trees in & around the colonies. The MC

needs to plant trees in newly completed slum Rehabilitation Project.

23. The Forest Department may motivate village Panchayats to plant and protect

tree saplings in and around the villages to improve the environmental

ambience.

24. One fourth part of total amount of each green cover project will be spent on

maintenance of particular project.

Implementation of the above steps shall require following actions to be undertaken: Action-1:- The concerned Deputy Commisiioner shall conduct regular monthly

meetings of the concerned Departments for the implementation of the greening Action Plan and shall appoint a nodal officer for the greening projects of the respective toens.

Action-2:- The concerned ULBs shall appoint a nodal officer for the greening projects

over the MC lands. Action-3:- Respective Departments./ULBs shall identify/ enumerate the Existing

Availaible Green Cover and the Proposed Green Cover as provided in the Existing Land use Plans and Master Plans of AMRUT Cities.

Action-4:- The ULBs shall resolve to change the use of Municipal Lands proposed for greening from existing into Green cover/park/green belt etc. as the case may be.

Action-5:- The other Depts. shall give consent to change the use of lands proposed for greening from existing into Green cover/Park/Green belt etc. as the case may be shall hand over the land to the ULB/Forest Deptt./Horticulture Deptt. or implementing agency for plantation as per action plan.

Action-6:- The Respective Deptts./ULBs shall make detailed project report for the greening projects wherever required.

A. Post Identification City Level Plan

All the AMRUT towns after above identification of the existing available as well as proposed green cover shall implement the proposed plans/projects as per following guidelines:

6.2.4 In an effort to save urban tree cover, the respective deptt.ULBs shall build a facility with in 12 months of the notification of this action plan to transplant trees which are proposed for uprooting due to road widening/other projects or otherwise. for the cases where it is un avoidable to transplant trees, the concerned Depts. shall ensure to plant required no. of saplings and to ensure nurturing of the same.
