President Lawrence Oletski called the regular meeting of the Board of Directors of the Association of Colorado State Patrol Professionals (hereafter referred to as “the Association” or “ACSPP”) on Thursday, October 22, 2015 at 10:15 AM.

Chief’s Report – Chief Scott Hernandez

While the Chief requested 30 additional troopers, there is a process that needs to be adhered to before it becomes public knowledge. The protocol involves the Governor’s office, OSBV, JBC, and the Legislative branch. After all was said and done, the Director was supportive of the request; however, will not pursue further due to sheer numbers and the way the budget looks. Another item the Chief is looking into is salary surveys and what the budget can support. He is

currently working on a video on the internal survey and talking to members to get their view. It is currently in the edit stage.

Recently, a change was announced where all CDPS financial and support services will be aligned with the Executive Director’s office and not specifically with each division. Two things that will occur in leadership when something is perceived to go wrong is that people will either centralize or decentralize. That success, or lack of, will only last a certain amount of time and then it will have to be adjusted. The Chief is in support of this change; it comes down to how you treat members and partners to where the feeling of being part of the family is not lost. The plan is that they will stay in the same lines and still support CSP.

Communication, Troopers, POE lines feel that they are held accountable; however, the upper levels, not as much. Now, there are systems in place to hold those in the middle and top level accountable. Chief learned this value through CALEA and began noticing that all levels were not being held accountable nor delivering.

Question raised by Bob Strauss pertaining to Port of Entry. It has been to the review panel and returned with ‘same, same’ which is not a true comparison since Port Officers are not really comparable to anywhere else. Chief requested another review using a better comparison. Chief feels that with the complexity and decision making of POEs’ line, their classification is severely underrated and needs to be adjusted. He also steers away from comparing any line to positions in other states because he wants the decision making of what a law enforcement officer makes in writing a citation to align with the value of the infrastructure of the State of Colorado.

With the Communication Center, he wants the troopers to continue with the voice to voice contact. He feels this is the best way to save lives. Communication Officers know the Troopers’ voices whereas the computer cannot interpret what is happening. Looking at the possibility of a long-term plan of joining Communication Centers with TOCs which would enhance the response time if things go bad. This gives a higher level of expertise, decision making, and complexity for those to grow in their jobs. CDOT is on board and the discussion of signing MOUs to work together is beginning to take place along with feasibility studies on how to move forward. Chief is wanting to be a leader in communication in the State of Colorado and is focusing on how to be more effective. The governor’s office was real strong on the book “4 D X”. It is a book on how to get things done and to focus. Chief does not want to add any more technology until what is already in place is working, i.e. CAD. He has set a date of January 1 to flip the switch; however, will take into consideration the safety of everyone first.

Question by Larry Oletski concerning the Executive Director’s reorganization, Financial Support Services; how does this affect the Civilian staff, i.e. when uniforms need to be ordered or items for the fleet. How does this affect the day-to-day operations? This change should not be affected; if it is affected, it should be communicated to command staff.

JoAnna Pruitt asked whether the Directors’ positions in the organization chart were going to be opened up competitively or will they be handpicked and placed? The CFO is a new position that will have to be funded and will not be able to place until July 2016. Other new positions are the

Compliance and Audit and also the Strategic Planning Director position. Chief hopes it will be competitive but did not know for sure. He did suggest asking that question and get the answer in writing.

Question by Frankie Hennis around whether or not Dispatch is going to be reclassified. The emails that have been received, they are considered Administrative Assistants. Not looking at reclassifying right now; best time might be when aligning with TOCs. Chief does not want them to come forward with a separation of classifications depending on which Communication Center you are assigned to. He would like to have the step system implemented with dispatch, i.e. Dispatch 1, Dispatch 2. He has seen success with that system; as tests are completed or proficiency demonstrated in certain areas, then move up the ladder. It is a challenge for the Chief to sit at the table with DPA. He suggested members of the ACSPP Board sit at the table with DPA.

Memorial Signs – Capt. Brett Mattson and the Women’s Resource Network

Through CDOT, unable to go back further than seven years, a $100 fee is accessed to apply for a sign that is conformed to their regulations, and after six years, the sign would be taken down. Also, the signs cannot be put up on the interstates. This does not accomplish what is needed to represent the fallen officers. He suggested seeking legislation through Terry Campbell and the legislators.

COWINS/ACSPP Memorandum of Understanding – Sgt. Larry Oletski

With the reorganization, is Fire and Safety under the CDPS branch rather than CSP, who represents them? Even though reporting to an EDO Director, will still maintain the position within your agency. Need to get the COWINS/ACSPP Memorandum of Understanding signed by both parties to provide clarification of who is supported by which organization.

Approval of September Meeting Minutes

Treasurers Report – JoAnna Pruitt

A copy of the Profit and Loss Statement was passed around for all to look at. Have seen improvement over the past year in the financial situation. Thank you to the retirees for their continued financial support. Need to concentrate on the members and getting the word out that this is a new board, new committee, a new entity moving forward and this is what we are doing for you. Want to bring back that good feeling of inclusiveness.

Approval of Treasurer’s Report

Magazine Report – Randy Belisle

Randy has already received a few articles to be included in the upcoming magazine. The next deadline for article submission will be January 1, 2016. Please submit articles to [email protected].

Old Business

Critical Incident Review – Greeley/Ft. Collins – Command Staff, CIAC – Larry Oletski spoke to Director Nixon about this. The question was about what was offered to them. CSAP was there and Victim Advocates were made available. Roger Resig worked with the officer and his family.

District 1 and Specialty Representatives – An email blast will be sent out to everyone next week for these positions to vote on at the next ACSPP Board meeting.

Financial Stability of ACSPP/Advisor – discussed growing money, financial advisor, PERA… or Action item for all board members to submit information on financial advisors or other ideas at the next board meeting.

New Business

Apparel Vendors – discussion around the buying store items at better deals. Suggested UnderArmor Apparel which has been known to give good discounts. JoAnna will look into further for hats, t-shirts, and water bottles.

December Meeting – plan to have potluck at the December ACSPP Board meeting.

Avalanche Tickets – fundraiser for Avalanche tickets; Frankie will send information to be posted to the website. For each ticket bought through a designated website (which will be posted to the ACSPP website), $5.00 will be donated to the ACSPP.

District Updates

District 1 – John Ray – As for Golden, it appears manpower is looking a little better; they just got four transfers and received three or four cadets. This is much better than it was three years ago. The Academy is working on a new fitness test which will be a fitness assessment rather than a pass/fail.

Civilian – JoAnna Pruitt – Reorganization upheaval caused unsurety and unwelcome fear. Suggested asking the Director’s office whether positions will be posted competitively or via internal transfer so people have the opportunity to apply for them. Commissioned Officers– Brett Mattson – Let members know that we are here to support and listen to them, and also to address their concerns.

Port of Entry – Bob Strauss – Eleven started the POE training, nine left and are doing good.

Communications – Frankie Hennis – As a fundraiser, can sell dog toys with the flying wheels on them. Communication shift meetings are held quarterly and are open to having an ACSPP attending and giving them information. Next meeting will be after Christmas. Suggested skyping in order to reach others throughout the state.

District 2– Randy Belisle – Concerns were covered in the Chief’s Report regarding timeline of CAD System being fully functional, manpower, and changing of shifts. Randy supplied a draft outline to board members of guidelines for district representatives to follow in cases of critical incidences. Will discuss further at next month’s board meeting.

Non-Commissioned Officer – Broadspire and Worker’s Compensation – is it helping or hurting – first report injury.

Upcoming Events

POE graduation is Friday, November 20.

Fundraising Night for ACSPP on Sunday, December 27th, at 6:00 pm – Colorado Avalanche vs. Arizona Coyotes (Star Wars Theme Night)

Law Enforcement Appreciation Night at the Pepsi Center on January 12, 2016, at 7:00 pm – Colorado Avalanche vs. Tampa Bay Lightning.
