1. INTRODUCTION
The PDO CMF (SP-1231) and DCAF require projects to conduct an HFE Screening, and to have the screening facilitated and approved by a PDO HFE AP.
The HFE Screening is largely an engagement session with the appropriate project team members to determine scope and complexity of a project and as a result determine the appropriate HFE Strategy for the project.
After the screening, projects are required to prepare a HFE Strategy for managing HFE implementation and have it approved by the PDO HFE TA, as per the HSE CMF. The HFE Screening should normally be conducted in SELECT phase and prior to HAZOP in DEFINE phase.
The HFE Strategy (report) will be issued within two weeks of the HFE Screening workshop and the final version is subject to the approval of a PDO HFE TA.
2. OBJECTIVES
The objective of the HFE screening workshop is to prepare an appropriate HFE Strategy for the project based on the requirements contained in DEP 30.00.60.10-Gen. (HFE in Projects). The HFE Strategy should:
Identify the HFE-specific standards or technical guidance to be included in the selection of engineering design standards for the project.
Identify the key HFE design studies and HFE assurance activities required in the current and subsequent phases of the project
Define the HFE resourcing and organizational requirements necessary to ensure effective implementation of HFE in the current and subsequent phases of the project.
The HFE Strategy must be incorporated by reference into the Basis for Design as well as the Health Management Plan for the project, and into the contractual requirements for front-end engineering or detailed design as appropriate.

1. The Screening report/HFE Strategy should be regarded and treated as any CMF deliverables for the project. It should be distributed for comment and review; at least to the individuals who participated in the screening, and approved by the project manager. It should be kept in project documentation for auditing purposes. 2. The Actions adopted should be put into a tracking register, either stand-alone or as part of a master HSSE register. 3. The project (ideally through the HFE AP, but at least by the TSE) should track the progress and timeliness of the Actions and the necessary measures to close them. 4. The project should verify compliance with the Actions and the design requirements, through design reviews, and during construction. A final HFE close-out report or summary confirming close out of all Actions is required.

The objective here is to ensure the control room/operator workstation design satisfies the operational requirements of all end users. The objective here is to ensure the risk to health, safety and human reliability during operation or maintenance of vendor supplied packaged units is minimized. The key activities necessary to support such a design is by: • Identifying relevant HFE design requirements and including them in Vendor Package Specifications. • Ensuring the Vendor provides adequate and early opportunity for design reviews.
6. Will the project involve new equipment items, or modifications to existing equipment that require human intervention during operation, maintenance and/or inspection?
The objective here is to ensure efficient and safe access to equipment for operation, maintenance and/or inspection activities under all operating conditions. This can be achieved by identifying and incorporating relevant HFE design requirements and verifying compliance throughout the design process.

The objective here is to ensure signs and labels are visible and legible, that where applicable they indicate the presence of hazards and dangers, that they minimize the risk of equipment misidentification and support personnel to execute tasks safely and efficiently. This can be achieved by identifying and then specifying the relevant design requirements as well as approving the content, design and positioning of signs and labels when appropriate.

8. Has the Project defined how it will verify compliance with the HFE requirements and who will be responsible?
HFE design verification is essential for both technical and quality assurance. The verification has to be done by someone with the appropriate HFE competence (i.e., the HFE Authorized Person) and has to be done against the project HFE standards and any HFE design requirements identified in the project HFE Strategy Report. It should start early to avoid costly modifications at a later stage. It is important to liaise with operations and maintenance (O&M) during these reviews. Verification activities can take many forms, for example: • Review of plot plan or general arrangement drawings• Review of equipment specifications and other design documentation • Review of detail layout drawings, in particular vendor supplied packages and control panels/cabinets • Participation in 3D model reviews (30/60/9096) (see DEP 30.10.05.11-Gen.) • Validation during construction inspections and walk-through to ensure that the HFE design intent is assured and is not compromised by decisions made to meet conflicting construction requirements.

7.3 Verification Activities in EXECUTE Phase
Project must decide on Fit-for-Purpose Execution Strategy based on Scope and Complexity:A. HFE Design Studies
1. The HFE design studies identified in the project HFE Strategy, and any new actions identified through the HFE studies conducted during the DEFINE phase, shall be completed.
B. HFE design verification1. The design shall be reviewed to verify that the design complies with the project HFE Standards as defined
in the project PDO Technical Standards Selection List, and any HFE requirements identified through HFE studies conducted in DEFINE and EXECUTE phases have been satisfied.
C. HFE construction verification1. A plan for verifying HFE compliance during construction shall be produced. This can be done in
conjunction with the Flawless Project Delivery program (FPD). Irrespective of whether the verification is led by HFE or FPD the plan should specify the HFE quality control activities to be conducted during the construction phase.
2. The plan shall be produced as early as practical during the EXECUTE phase, so that it can be included in construction contracts. Guidance on the content of such a HFE Plan for Construction is provided in DEP 30.00.60.10 (Appendix B).
D. Support to ALARP demonstrations1. ALARP Demonstration must state how HFE Principles were applied to the project phaseE. HFE in PSSR/PSUAs1. HFE shall be included as a subject in the pre start-up safety review or the pre-start-up audits, as
appropriate. This shall validate that construction of the facility has met the HFE design requirements, and has not introduced new HFE risks.
F. Project HFE close-out report1. A documented demonstration of the implementation of the project HFE Strategy shall be prepared and
should be included in the HFE Studies Close-out Report
