Submit a Project for the 2017 Project Achievement Award

The Project Achievement Award Program rewards creativity and excellence in precast concrete pipe and box culvert design and installation. Any state DOT may enter the award program. State DOTs and ACPA members are invited to submit projects jointly or separately. ACPA members submitting projects separately must obtain the signature of the state DOT on their entry form. The winning project will be based upon public involvement and education, use of new materials or large diameter concrete pipe, use of new technologies, innovation, complexity, cost effectiveness and environmental benefits. Projects may or may not involve all seven elements of the evaluation criteria. Entry forms are due on March 1, 2017. Winners will be announced in June 2017 at the Awards presentation ceremony during the AASHTO Bridge and Structures Subcommittee meeting. The 2017 application is on the ACPA website here.

Start Thinking About the 2017 Chairman’s Safety Award Competition

Ideas for the Chairman’s Safety Award usually come from everyday plant safety issues and the solutions we find throughout the year. If one waits until the nomination deadline to try to remember safety initiatives, it is easy to miss simple but innovative ideas that were implemented during the year. To avoid that… now is the time to start thinking about submitting safety solutions to the 2016 Chairman’s Safety Award. In fact, most finalists each year submitted their ideas early so they wouldn’t forget! The Chairman's Safety Award recognizes plants, individuals, and/or companies that have implemented successful safety initiatives resulting in a safer and more productive workplace. The purpose of the award is to share ideas that can make a difference in a pipe plant by helping to eliminate hazards. Winners will be chosen in the categories: "Company-Wide", "Equipment-Related", and "Individual Location." The award is for projects starting after January 2016 and ending November 1, 2016. The deadline for submission is November 1, 2016. A trophy will be awarded to the winner of each category during a ceremony at the 2017 Pipe School, and at the Annual Convention. An overall winner will be chosen from the three category winners. The overall winner will receive the right to display the large Chairman's Safety Award Trophy at their plant for the year 2017. The trophy will remain at the plant until the Chairman's Safety Award winner is crowned in the following year. The award is for members only. Details are on the Members Only site under “Safety.”

Nominations for Chairman’s Quality Awards Are Due Soon – November 1, 2016

At its annual meeting in 2016, the overall winner was Northern Concrete Pipe, Inc. – Bay City, MI for its “Surveyor’s Wheel” that safely and efficiently measures gasket length.

The Chairman’s Quality Award is intended to recognize plants and/or companies that have implemented successful quality initiatives resulting in a product of repeated excellence. A winner will be chosen in each of the following three categories, "Quality Control Innovation," "Individual Plant Process Improvement," and "Company Wide Best Practices." A small trophy will be awarded to the winner of each category during a ceremony at the Pipe School and at the Annual Convention each year. An overall winner will be chosen from the three category winners. The overall winner will receive the right to display the large Chairman's Quality Award Cup at their plant for the year! The trophy will remain at the plant for one year until the Chairman's Quality Award winner is crowned in the following year. Please distribute the Chairman's Quality Award Nomination Form to your employees. The form should be used to identify the quality initiative at your plant(s), which has resulted in increased quality, or other improvements and efficiencies that have benefited your company. All that is required is to submit a completed nomination form. Details and an entry form are available on the Members Only site under “Quality”.

Article on Pipe Joints Published in September Issue of Public Works Magazine

Form Follows Function Pipeline function determines performance requirements of joints. The first documented U.S. installation of concrete pipe was in Mohawk, N.Y., in 1842. Since then, the design, manufacture, installation, and inspection of concrete wastewater pipelines has grown in complexity. That complexity has placed increasing demand for critical buried infrastructure of highest quality and reliability that resists natural and man-made calamities. Standard specifications have been initiated, revised, and revised again as more stringent demands are placed on concrete pipeline system components. Pipeline system joints are no exception because the function of the collection system is dependent upon the performance of the joints. See the article on pp. 36-37 and the ACPA ad on p. 30.

As a part of National Concrete Pipe Week, County Materials - Madison Plant was opened for a tour of WisDOT staff that play a key role in the review and development of rules governing concrete sewers and culverts. The tour included a presentation by Dennis Somers of County Materials on the history of the firm while celebrating its 70th Anniversary.

Bill Gardner of County Materials discussed the plant operation and was the tour guide. Clark Wantoch, Executive Director for the WCPA discussed the tests performed, quality control, and design considerations. Clark included information he received from a recent webinar put on by ACPA. Specifically, plastic pipe requires a direct design and technical reports published by the manufacturer include warnings about the use of their product. For example, the thermoplastic pipe manufacturer may require a trench width five times the diameter of a plastic pipe if placed within a sliding trench box. That's a fifteen-foot wide trench for a 36-inch diameter pipe.

As part of Governor Walker's Cabinet on the Road tour, County Materials Corporation hosted an event for state cabinet officials, local politicians and industry leaders at its Roberts, Wisconsin facility on July 12. The occasion included a lunch and guided plant tours of the location’s pipe, manhole and prestress girder operations, as well as a presentation on the history of the company as it celebrates its 70th anniversary.

During the tour, County Materials showcased its high-performance concrete products and demonstrated quality and stress-testing procedures for concrete pipe. Post-tour discussions focused on the technical aspects of manufacturing concrete pipe and bridge girders, and on the current issues affecting the concrete pipe industry. The discourse provided participants with pertinent information regarding key transportation issues facing the state, the economic ripple effect that concrete pipe and girders provide for the state, and the company’s positive impact on the industry.

Among the attendees were several notable leaders including Secretary of the Wisconsin Department of Transportation (WisDOT), Mark Gottlieb, and WisDOT Deputy Secretary Paul Hammer, among other WisDOT regional representatives. County Materials also welcomed Senator Sheila Harsdorf (R-10) and the Wisconsin Concrete Pipe Administration’s Executive Director Clark Wantoch. According to Secretary Gottlieb, “There will always be a place for concrete girders and pipe in the state of Wisconsin.”

Missouri Kansas Concrete Pipe Association Sponsors Tour of Forterra Bonner Springs Plant by Kansas State Legislators

The MKCPA (Missouri Kansas Concrete Pipe Association) hosted a tour of the Forterra Bonner Springs plant on September 21, attracting six Kansas State Legislators. In attendance were:

§ Senator Jim Denning from Overland Park§ Senator Pat Pettey from Kansas City§ Rep. John Bradford from Lansing§ Rep. Pam Curtis from Kansas City§ Rep. Keith Esau from Olathe§ Rep. Linda Gallagher from Lenexa

Brian Gregory (Director of Operations, Central US), Brant Smith (Director of Sales, Central US), and John O’Rourke (Kansas City Sales Manager) represented Forterra and Doug Smith from the Kansas lobbyist firm of Pinegar, Smith & Associates, Inc. attended.

Mark Chinery, Technical Resource Engineer with Forterra delivered an educational presentation that covered the following:

§ The history, reliability, sustainability and durability of concrete pipe§ The sophistication of concrete pipe plant production operations

and quality control / quality assurance procedures§ Economic impact of the industry on the State of Kansas

(Economic impact study completed in 2006 by the economicsdepartment of a local university), and

§ Industry concerns on the local economy, state transportation planand potential push for “open procurement” legislation byconcrete pipe industry competition.

After flooding and wildfires increased scrutiny of materials used in the state’s roadway systems, Rinker Materials - Concrete Pipe Division hosted a concrete pipe plant tour with Governor Hickenlooper along with national, state and local elected officials at its plant in Littleton, CO addressing critical safety, quality, and budgetary concerns.

Presentations at the ACPA-organized event covered the importance of the FAST ACT policy for culvert pipe selection; risk assessment factors surrounding drainage product specification, including flammability, resilience to flooding, road use and service life; and, the importance of choosing durable infrastructure that saves Colorado taxpayers in the long run.

“The goal was to educate key decision-makers about the importance of selecting high-quality, resilient, long-lasting pipe products for use under highways,” notes ACPA Director of Engineering Services Kim Spahn. “We likewise wanted to emphasize the good news that the best products for the job are made right here in Colorado, not just by Rinker Materials, but also Boughton Precast, Oldcastle Precast, Precast Concepts, and supplied raw materials by our sponsor, Holcim Cement” she adds.

The October gathering featured open dialog on 1) the need for Colorado Department of Transportation, per FAST ACT language, to empower engineers on a project-by-project basis to choose pipe materials based on their professional judgment and site specifics versus mandating materials through legislation; and, 2) Empowering engineers to make sound engineering decisions based on risk assessments in extreme weather events all too familiar in Colorado.

IndustryNewsConcrete Industry Management Program Seeks Donations for 2017 CIM Auction at World of Concrete

About CIM Receiving tremendous support from the concrete industry, the CIM program was the first of its kind in United States – a four-year Bachelor of Science degree in Concrete Industry Management. The need for such a program was recognized in 1994 and was put into action by the concrete industry. The end-result was a partnership between the concrete industry and Middle Tennessee State University (MTSU) to develop the CIM program, implementing it with its first two students in 1996. Available at MTSU, California State University - Chico, Texas State University

The Concrete Industry Management (CIM) program – a business intensive program that awards students with a four-year Bachelor of Science degree in Concrete Industry Management – is seeking donations for their 2017 CIM Auction to be held at the World of Concrete. The auction is scheduled for Wednesday, Jan. 18 at the Las Vegas Convention Center. The silent auction will be held from 11 a.m. to 1 p.m. and the live auction begins at 1 p.m.

Once again, the CIM Auction organizers are hoping for a record event in 2017. According to CIM Marketing Committee Chairman, Brian Gallagher, the 2016 CIM Auction set a record with more than $925,000 in gross revenue.

Previous auction items have included concrete mixer trucks, cement, skid steers, concrete saws, drills, mixers, vibrators, scaffolding, safety equipment, screeds, fiber transport systems, dust collectors, NDT equipment, decorative concrete tools, water meters, pumps, generators, training sessions, reference books, advertisements, laptop computers, mobile computers, sports

Two Grants to Fund UTA Design, Installation of Fiber-reinforced Concrete Pipes Under Roads

Ali Abolmaali, UTA civil engineering professor and chair of the Civil Engineering Department, is working with the Texas Department of Transportation to implement fiber-reinforced pipes in some locations - See more here.

UTA researchers have earned two grants that will install longer-lasting, sturdier fiber-reinforced concrete pipes developed in UTA labs in actual highway projects in Texas and develop the 100-year service life protocol testing criteria for built pipes for Florida.

Pipes, reinforced with polypropylene synthetic macrofibers, will be produced and tested at UTA this semester as part of the TxDOT project.
