Water Facility (euro200M 10th EDF ndash Intra ACP)

Objectives

Endowed with euro200 million the objectives of Water Facility are

bull To help achieve the water and sanitation MDGs which is to halve by 2015 the proportion of people without sustainable access to safe drinking water and basic sanitation

bull To contribute to improving water governance and management of water resources and to the sustainable development and maintenance of water infrastructure

This Call for Proposals addresses the first objective of the Water Facility The specific objective is

bull To increase sanitation coverage through basic sanitation

infrastructure and hygiene promotion projects focussing on the most vulnerable and needy in poor peri-urban and urban areas promoting behaviour change by participatory methods and leading to improvements in health human dignity environment sustainability education and socio-economic development The scope also includes public facilities such as schools markets bus stations health centres etc

Under the present programme Shared Facilities are not excluded provided that there is no other option and that personal safety of users and cleanliness of the facility can be assured

bull A minimum and maximum amount of euro500000 and euro2500000 respectively No grant may exceed 75 of the total eligible costs of the project

Project duration

bull 36 to 60 months

Co-financing

bull The cost of staff assigned to the Action may be considered as co-financing

Contributions in kind

bull Not allowed

Potential applicants and partners bull Non-State Actors (NSAs) ACPEU local authorities and

intergovernmental organisations bull Be nationals of the European Union or ACP country

(plus LDC EEA and EU candidate country) bull Directly responsible for the preparation and

management of the action with their partners not acting an intermediary

Partnerships

bull Partnership with local NSAs andor local authorities in the country where the proposed action will take place is obligatory There must be at least one local partner

bull It is allowed to have more than one partner

bull The added value of each partner must be demonstrated

bull To facilitate their participation local NSAs who do not already have legal personality are not required to be registered provided that their representatives have the capacity to undertake legal obligations on their behalf and assume financial liability

bull Actions in which providers of services supplies and works are named as partners to circumvent competitive tendering procedures

bull Actually incurred during the implementation of the action ndashexcept final reports and audit certificates-

bull Indicated in the estimated overall budget of the action

bull Based on real costs and supporting documents ndashexcept per diems and indirect costs where flat-rate applies

bull Reasonable justified and cost-efficient

Partnerships

bull Partnership with local NSAs andor local authorities in the country where the proposed action will take place is obligatory There must be at least one local partner

bull It is allowed to have more than one partner

bull The added value of each partner must be demonstrated
