1 INTRODUCTION

1.1 Preface

This Guide has been prepared by ACORD and its members to provide you with a roadmap for implementing Binding Authority risk report transactions for the Property, General Liability and Homeowners lines of business. This implementation guide is based upon, and utilizes core ACORD Standards specifications.

1.2 Intended Audience

This Guide is intended for business, operations and technology people.

1.3 Purpose of the Guide

ACORD Standard Implementation Guidelines are designed to help developers of systems using ACORD Standards familiarize themselves with the Standards process and how Standards are being used in actual systems.

The Guidelines represent the consensus of ACORD‘s standards participants on how the ACORD Standards are meant to be used. To explain clearly how to implement the reporting of risks bound under binding authority facilities using

- ACORD standard spreadsheets, or - ACORD XML messages

1.4 Highlights of an Industry Standard

Agreed formats for transfer of electronic information

Agreed definitions of individual data items within the above format/s

Spreadsheet-based and XML-message-based methods for transferring data between partners

Based on the existing Property and Casualty ACORD Standards created for the USA personal and commercial standards

Provides Industry defined usage examples

Identifies industry standard codelist/s that can be used for coded data items.

1.4.1 ACORD Standards Overview

This guide is based on the current version 1.30 of the published ACORD P&C/Surety XML Standard specification including any related documents. Any inconsistencies or discrepancies between this Guide and the Standard specification must be resolved using the core Standard. Every effort will be made to keep this guide current and compliant with that Standard.

1.4.2 Resources Available – Getting Help

In addition to this Guide, ACORD provides many additional resources to aid implementation including:

ACORD Web site and File Areas where archives of Specification development and Working Group determinations are available

Technical support from ACORD Implementation Service Team via telephone or email

2 BUSINESS OBJECTIVES AND EXPECTED BENEFITS

2.1 Objectives and Problem Description

There is an increasing need for insurance carriers who have granted delegated authority facilities (or “binding authorities”) to coverholders (usually Managing General Agents – MGA’s) to receive definitive information regarding the risks that have been bound. There are two reasons for this:

a) To analyze the exposures they have at risk by location (individual location and catastrophe zone), and

b) To better monitor the risks that have been bound under the facility.

At the time of creation of this guide, there are within the industry a number of electronic solutions in place or being built for exchanging such information; individual organizations have specified their own reporting formats. This proliferation of reporting formats is problematic for the industry – causing a lot of extra work for all parties throughout the information chain in manually reviewing electronic information received, checking quality of data, and re-keying information into format/s they can use within their own systems.

A single standard will help provide an increased, and more accurate, flow of this information electronically throughout the chain of business partners. This standard has been created in both XML and spreadsheet formats – the content of each of these being consistent. XML is available for coverholders who wish to output data directly from their internal systems, while spreadsheet solutions are aimed at coverholders who do not have this need, but instead want to key data directly into a spreadsheet for sending on to insurers.

2.2 Business Process(es) Supported

The business processes supported all relate to the exchange of information regarding risks bound under Homeowners, Commercial Property and General Liability Binding Authorities. This is summarized data, that includes some limited underwriting information, and also information regarding exposures (property and casualty).

2.3 Value Proposition

The adoption of this standard will help the industry move towards touch-free electronic processing of the reporting binding authority information and would begin to solve the following:

- Better information on bound risks, which is necessary to allow carriers to continue and/or expand

writing of binding authority business. - Ease of carriers to buy reinsurance if they can give better, more accurate risk exposure

information to reinsurers. - Consistent data input can feed carriers’ catastrophe modeling software. - Better information allows more accurate estimation of PML. - Good information from source will avoid a lot of duplicated effort in re-keying and data

manipulation throughout the information chain.

4 IMPLEMENTATION ISSUES

Spreadsheet vs. XML transaction formats

Two different transaction formats have been specified for sending data between organizations; spreadsheet format and XML format.

The XML transaction format can also be used by any organization. It is expected to be used by sending organizations with sophisticated internal systems – to send to their business partners that have equally sophisticated internal systems. XML is a structured language that allows the full reporting flexibility laid out in the data dictionary part of this guide.

This has been defined within the existing ACORD P&C (property and casualty) XML structure – so that there is inbuilt compatibility with primary risks already submitted using that standard.

The data within the spreadsheet and the XML transactions remain interoperable, as they are mapped from the same data dictionary (see earlier in this guide). Business partners are expected to jointly agree which of these transaction standards they will use to exchange exposure information – but for any organizations who are able to receive both spreadsheet and XML transactions (from different business partners), they will be able to do this as the data content between the two standards remains compatible.

Format of Limits and Deductibles Limits and Deductibles can be given as an amount, a percentage or as a number of days (for BI coverage). Within the XML standard separate data items for each of the different formats. However, there is only one field within the spreadsheet standard to give all formats – the rule for the spreadsheet is that;

- if the value entered is followed by the sign % (e.g. 20%), then is should be assumed to be a percentage), or

- if the value entered is followed by the word “days” (e.g. 120days) then it should be assumed to be a number of days, or

- if the value entered is just a number with no additional text, then it should be assumed to be a monetary amount.

Date formats

Two formats are allowed for giving dates, depending on transmission method:-

Spreadsheet date format Spreadsheet software holds formatted dates in a standard way – and is able to display them in different formats. Templates provided with this standard expect dates to be entered as mm/dd/yyyy, but they display dates as "nn-aaa-nn" (e.g. "1-Jan-03", "21-Feb-03", "7-Sep-03', etc).

XML data format See the detailed XML specifications for the format dates must be sent in for that technology.
