Automated Cargo Management

The Automated Cargo Management System (ACM) system has replaced SARS’s current Manifest Acquittal System (MAS). The Automated Cargo Management System is designed to submit electronic cargo manifests to the Customs. Please note that Compu-Clearing clients that are currently using the AIWACS or Groupage system do not need to use this new program to submit the ACM messages as these systems already cater for the sending of electronic ACM messages.

Setup: Please don’t hesitate to contact your Account Manager should you require any assistance In the main Compu-Clearing parameter file (CCOTHR) there is a new parameter:

If the above parameter is set to a “Y” that means that your organisation is a “Shipping Lline” & Compu-Clearing will send the “master level” ACM message to customs electronically. If the above parameter is set to an “N” that means that your organisation is a “agent” & Compu-Clearing will send the “house level” ACM message to customs electronically. *The default setting for the above parameter is an “N” – Please contact your Compu-Clearing account manager or the Compu-Clearing helpdesk to change this parameter setting to a “Y” if your organisation is a “shipping line”

Data Capture: From the main menu there is now an option 33:

Capture Air Freight Manifest: Select option 1 to begin capturing the Air Manifest Message data, the following screen will be presented:

Flight Number: Insert the flight number in this field as displayed above.

Departure Date of Flight: Insert the date that the flight departed from the airport of origin in DD/YY/MM format.

Master AWB: Insert the master air waybill number in this field. Please note that the air waybill three character pre-fix must be captured in the 1st capture field. If the 1st capture field contains a valid IATA air waybill pre-fix code then the rest of the waybill number will be validated. If the 1st capture field contains “000” then the waybill number will not be validated – this also means that you will be submitting the ACM “house level” message for a “sub-house” scenario or for a courier waybill.

Master Transport Document Date: Insert the date that the master air waybill was cut in DD/YY/MM format.

Total Packages: Insert the total number of packages being transported on the master waybill (this should equal the sum of packages of all the house waybills on this master)

Total Weight: Insert the total weight of the cargo being transported on the master waybill (this should equal the sum of weight of all the house waybills on this master) Once the above screen has been completed press enter to continue to the next capture screen:

Insert the 1st house air waybill number on the above screen. Please note that there is a search facility available here where you will be able to insert “??” & see all the house waybills that have already been captured for the master. If a house waybill has already been captured & is inserted here or selected via the search function then all the data on the following capture screen will be populated with what was originally captured against that house, this can be used to amend data that was incorrectly captured. Once the house waybill number has been captured press enter to continue to the data capture screen below:

Cargo Carrier Code: Insert the cargo carrier code of the overseas agent that issued the house waybill. Please note that there is a search facility available of all the cargo carrier’s as issued by customs.

Place of Discharge/Arrival: Insert the IATA airport code of the airport where the waybill is consigned to. Please note that there is a full IATA code search available.

Estimated Date & Time of Arrival: Insert the estimated date (in DD/MM/YY format) & time (Hour & minute) of when the aircraft is expected to arrive at the airport of arrival.

Place of Destination: Insert the IATA code for the destination of the goods. Please note that there is a full IATA code search available.

Place of Loading: Insert the IATA code of airport where the cargo was loaded on the aircraft. Please note that there is a full IATA code search available.

Consignor Name (Shipper): Capture the name of the consignor / shipper.

Consignor Address (Shipper): Capture the address of the consignor / shipper.

Consignee Name (Importer): Capture the name of the consignee / importer.

Consignee Address (Importer): Capture the address of the consignee / importer.

Number of Packages: State how many packages are consigned on the house waybill.

Gross Mass/Weight: State what the gross weight of the house consignment is.

Description of Goods: State what goods are being transported on the waybill. *Please see the end of this document for a list of acceptable / unacceptable descriptions of goods

F2 – Delete: Press the F2 function key to remove the house waybill being captured from the current manifest being captured

F7 – Exit: Press the F7 function key to exit the current house data capture screen, please note that using the F7 key will result in all the data captured for the current house waybill to be lost. Once the above capture screen has been completed press enter save & complete the current house waybill capture. You will now be returned to the screen below where you will be able to capture or amend another house waybill.

F9 – Complete: Once all the house waybills have been captured for the master waybill press the F9 function key to complete the manifest data capture & submit the electronic message to the customs ACM system. *Please note that when you complete the manifest capture the system will check that the total packages captured against the master waybill is equal to the total of the packages for all house waybills captured & that the total of the weights captured on all the houses does not exceed the weight captured against the master. If a discrepancy is found then an error message will appear on the screen & the manifest will not be sent until the data is corrected.

Capture Sea Freight Manifest: Select option 2 to begin capturing the Sea Manifest Message data, the following screen will be presented:

Ocean B/L: Insert the ocean (master) bill of lading number in this screen. *Please also see the “Is this a Master B/L” flag described later in this manual for “sub-house” Bill of Lading Capture.

Master Transport Document Date: Insert the date that the ocean (master) bill of lading was issued in DD/MM/YY format.

Voyage Number: Insert the Compu-Clearing voyage code of the vessel that the cargo is being transported on. Please note that there is a search facility available here. This is the same voyage code that is used in the sea import bill of entry registration program.

Master Carrier Code: Insert the master carrier code of the overseas agent that issued the ocean (master) bill of lading. Please note that there is a search facility available of all the master cargo carrier’s as issued by customs.

Total Packages: Insert the total number of packages being transported on the ocean (master) bill of lading (this should equal the sum of packages of all the house bills on this master)

Total Weight: Insert the total weight of the cargo being transported on the master waybill (this should equal the sum of weight of all the house waybills on this master)

Is this a Master B/L: This is a flag to identify whether you are reporting the cargo at house level or at sub-house level. If this flag is a “Y” then the manifest being captured is for house cargo, the number captured in the “Ocean B/L” field is an ocean (master) bill of lading number If this flag is an “N” then the manifest being captured is for sub-house cargo, the number captured in the “Ocean B/L” field is actually a house bill of lading number (parent house bill) & the “house bill of lading” numbers that will be captured at a later point are in fact “sub-house” bill of lading numbers. Once the above screen has been completed press enter to continue to the next capture screen:

If a house bill of lading has already been captured & is inserted here or selected via the search function then all the data on the following capture screen will be populated with what was originally captured against that house, this can be used to amend data that was incorrectly captured. *If your organisation type is set as a “shipping line” in the main Compu-Clearing Parameter file.

Then the house bill of lading field will be protected & populated with the master bill of lading number. This is done because shipping lines need to report to customs the ACM messages at “master” level & have no need to capture the house bill of lading data.

Shipment Type (EMPT/FCL/LCL/FCLG/BULK/BBK): Insert the shipment type of the cargo: EMPT = Empty Container FCL = Full Container Load LCL = Less than Container Load FCLG = Full Container Load Groupage Cargo BULK = Bulk Cargo BBK = Break-Bulk Cargo *note that you will be prompted to insert container details only for containerised cargo shipment types as explained later in this guide.

Containerised Cargo:

F5 - Capture Container Details: The following message will be displayed at the bottom of the screen if a containerised “shipment type” is found.

Press the F5 function key to go to the container details capture screen displayed below.

Container Number: Insert the container number that the cargo for the current house bill is being transported in.

Seal Number: Insert the seal number of the container that is transporting the goods for the house bill being captured.

Size: Insert one of the following sizes of the container: *Please see the end of this document for a list of customs published container sizes.

Description of Goods: State what goods are being transported on the waybill. *Please see the end of this document for a list of acceptable / unacceptable descriptions of goods

Please note that only details for 3 containers can be captured per screen, press the page down key to capture the next 3 container details if needed. Once all the details for all containers have been captured press enter to continue, you will be returned to the screen below:

EU GUIDELINES ON ACCEPTABLE AND UNACCEPTABLE TERMS FOR THE DESCRIPTION OF GOODS

A plain language description that is precise enough for Customs services to be able to identify the goods. General terms (i.e. “consolidated”, “general cargo” or “parts”) cannot be accepted. A list of This requirement stems from the need for customs administrations to be able to base their risk-analysis on adequate

descriptions of goods where a commodity code is not provided. Too vague a description would not provide Customs administrations with the means to identify consignments which might

represent risks; this might lead to unnecessary and costly hiccups in the supply chain; such as physical examinations of the goods concerned, in order to ascertain their real nature.

List is not exhaustive. Leaving cargo description field blank or with meaningless characters is totally unacceptable
