General Rules & Regulations

Age

1. Exhibitors must be Michigan 4-H members aged 9 to 19 as of January 1, 2017, to participate in the show. To participate in the Cloverbud Division youth must be 5 to 8 as of January 1, 2017.

Animal Eligibility

2. Exhibitors are limited to showing 2 dogs at the State 4-H Dog Show. 3. All Leader and Service Dog puppies must be 5 months of age and older. For the Obedience,

Rally and Showmanship classes, puppies must be 6 months of age or older. And, for the Agility class, puppies must have reached the age of 12 months and older. No puppies under 5 months of age may be shown at the State 4-H Dog Show. All puppies must have a complete series of DHLPP shots in order to be eligible to show.

4. Females in season will not be allowed to show at the State 4-H Dog Show. 5. Any dog with a physical disability, such as the loss of a leg or eye, will be allowed to show, if a

statement of fitness is provided by your veterinarian. Please send with entry form. If the injury occurs after the entry forms are due to the counties, please bring a couple of copies with you to the show (one for the registration table and one to carry with you to the rings).

Entry Procedures and Fees

6. Entry is Pre-Registration Only! All entries must be submitted on official Michigan State 4-H Dog Show Entry Forms. Other forms will not be accepted. The official entry form is available on page 19.

7. All entry forms, entry fees, a copy of current rabies, distemper virus, parvovirus and adenovirus (hepatitis) shots are due to your county MSU Extension Office by your counties specified due date. The county office will submit all registrations on-line and then send all the individual entry forms, vaccination papers, media and medical release forms, and one county check to the State 4-H Office by July 15, 2017.

8. An individual dog may be shown in 1 Obedience class, and 1 Junior Showmanship class, and 1 Agility class and 1 Rally class.

9. Members may show 2 different dogs in Obedience classes, if they have done the training. 10. Limit is 5 classes total per member, not including team, brace, and Educational

Posters/Photography, which may be divided between 2 dogs. 11. An individual dog that was entered into Obedience may also be entered in Rally, Brace and/or

Team class. 12. Leader Dog puppies may be shown in only 1 Leader Dog/Service Dog Puppy class and 1

Showmanship class 13. Service Dog puppies (CCI and PWC) may be shown in 1 Leader Dog/Service Dog Puppy class,

1 Showmanship class, 1 Obedience class and 1 Rally class. 14. Based on registration, classes in any division may be combined or broken out further. 15. Members must attach a photocopy of the dog’s current vaccination record of rabies, distemper

virus, parvovirus and adenovirus (hepatitis) with entries. The photocopy will not be returned. It is recommended that Exhibitors also have a copy of their dog’s vaccination record with them at all times during the show. If there are no vaccination forms on file then you will not be allowed to show.

Michigan 4-H State Dog Show Vaccination Policy

In order to participate in the Michigan 4-H State Dog Show, exhibitors are required to provide proof of up-to-date immunization for all dogs entered for rabies, distemper virus, parvovirus and adenovirus (hepatitis). Rabies vaccination is required by Federal Law and must be administered by a licensed veterinarian. The remaining three vaccinations are considered core vaccinations by the American Animal Hospital Association (AAHA) and are vital to maintaining the health of our canine population. By definition from AAHA, core vaccinations are those that “all dogs should receive in one form or another.” Prior to exposure to other dogs, exhibitors are recommended to have their dogs vaccinated for Leptospirosis and Bordetella (Kennel Cough). Proof of up-to-date immunizations can be met by one of the following:

1. Copy of veterinarian records clearly showing both rabies and core vaccination with a due date for next vaccinations following the date of the State 4-H Dog Show. A titer test by a veterinarian showing acceptable level of immunity is also acceptable.

2. A combination of a rabies certificate from a veterinarian showing due date after the state show AND owners vaccination records of core vaccinations.

**The only acceptable proof of owner-administered core vaccinations is a copy of the label from the vaccine vial, along with date administered. All home vaccinations will only be valid for one year from the time the vaccines are given.

3. Exceptions to the above are only accepted in the case of a veterinarian certifying they do not recommend vaccines for a specific dog for health reasons. Such cases will be verified by the State 4-H Companion Animal Committee and are subject to approval.

Canine Vaccinations Just as in humans, vaccination of our canine companions is vital to maintaining a healthy, happy population of dogs. Many may say that the diseases that we vaccinate for are no longer seen in our dog population; however, this is due to the practice of immunizing our dogs against these diseases that they are no longer as prevalent. The vaccination requirements in order to participate in the State Dog Show are for the protection of all entered dogs as disease outbreaks are more common when animals are brought together from many different areas.

Rabies vaccination is required due to the deadly nature of the disease for animals and humans alike.

Canine distemper virus is a highly contagious disease that can be spread through the air and in most cases is fatal if contracted.

Canine parvovirus can be spread by dog-to-dog contact and contamination of many different surfaces. This disease is very hardy and can continue to be a threat many months after an infected dog has shed the disease in an environment. Again a highly contagious disease, parvovirus can quickly affect a large population of dogs and is expensive to treat and potentially fatal.

Canine adenovirus is also known as infectious canine hepatitis. Another highly contagious disease, it affects the liver and may develop into serious illness. The contagious nature and severity of these diseases is what makes vaccination and protection of dogs important.

Leptospirosis and Bordetella vaccinations are recommended prior to exposure to other dogs.

Leptospirosis is a disease that affects the kidneys and is transmitted through urine. Dogs many also acquire this disease by drinking water

that has been urinated in by rodents carrying the disease. Bordetella is also referred to as Kennel Cough. This is an airborne

disease that will cause upper respiratory signs such as coughing and nasal discharge.

Initial puppy vaccination series is important, as well as continued booster vaccinations to maintain protection. The first rabies vaccination a puppy receives is considered protective for 1 year. Each rabies vaccination after will be protective for 3 years. The distemper, parvovirus and adenovirus vaccines were once considered protective for one year; however, in recent years they have shown more extended protection. Leptospirosis and Bordetella are annual vaccinations. Your veterinarian will assist you in developing the most effective vaccination program for your dog. 16. Participants must have a completed medical release form turned in with their entry forms in order to show.

17. All dogs must be measured in the county and their official height must be added to the entry form. Judges have the right to send any entry to the designated measuring table the day of the show if they wish to have the dog’s height verified.

18. ENTRY FEES: $6 flat fee per dog and $10 for each class entered except poster classes. Poster and Photography classes are free.

19. All fees are due with the Dog Show entries. All fees are not refundable.

20. All class changes must be made by contacting Katie Ockert at [email protected] or 517-432-5270 no later than 5:00 p.m. August 1, 2017. No class changes may be made after this date.

Judging and Awards Procedures

20. The order of the classes for a particular ring will be posted at the entrance to that ring and in the show catalog.

21. It is the exhibitor’s responsibility to be at ringside when their class is called. Judges are not required to hold classes for late entries.

22. Judges decisions are final. 23. Once a dog has been excused from a class by the judge for lameness or aggressive behavior, it

may not be shown in any other class. 24. Participants, parents, leaders and others are not allowed to speak to or ask questions of the

judges during judging, unless a judge asks someone a direct question. 25. All awards will be handed out at the conclusion of a class at ring side (except for the High Point

& Reserve High Point Awards). If you are not present at the conclusion of the class to receive your award please check with the ring clerk first to collect your award and score sheet. If the ring is already cleaned up, please come to the show office to pick up your award and score sheet.

Helpers

26. Counties will be required to provide 1 helper/3 participants. These helpers will be expected to work at least ½ the day. All helpers must have completed the Michigan State University Volunteer Selection Process through their local county.

27. Entries will not be accepted from counties that do not provide helpers. Please be sure to indicate the names of your county helpers on the attached steward sheet.

Dress Code

28. Any clothing which draws undue attention to one’s self, or clothing that may distract other handlers, spectators, or the judges(s), is unacceptable.

29. Halter tops, low-cut blouses or sweaters, shorts, hats, mini-skirts, denim of any type, style or color, and bare mid-drifts are NOT ACCEPTABLE IN ANY CLASS.

30. Skirts/culottes shorter than fingertip length are not recommended. 31. Flat shoes such as tennis shoes, should be worn by all exhibitors. Sandals, high heels, or boots

are not recommended. 32. Long hair should be tied back. Jewelry that makes noise or interferes with handling should be

avoided. No clothing with club name, personal identification, or Logos or other printed words or saying will be allowed.

33. For Junior Showmanship, females should consider wearing skirts, culottes, dresses or jumpers (with appropriate tops) no shorter than fingertip length (Dress slacks are acceptable).

34. For Junior Showmanship, males should consider wearing dress slacks and a shirt and tie or turtleneck (Jackets or suits are optional).

35. For Obedience, dress slacks are acceptable. 36. For Agility, athletic attire including shorts that are at least fingertip length, polo shirts or t-shirts free from club name, personal identification, or logos or other printed words or sayings are acceptable. Clothing should be neat and free from wrinkles. 37. If at any time the judge feels your attire is not appropriate, it may reflect on your placing.

Sportsmanship, Fair Play and Humane Treatment of Animals (Adaptation

from the 4-H Youth Code of Conduct)

38. Exhibitors shall at all times conduct themselves with honesty and good sportsmanship. 39. Exhibitors are required to present and care for animals in a human and ethical manner. 40. Exhibitors will under no circumstances, commit or threaten violence toward any individual, group or the program. 41. Exhibitors will under no circumstances, possess, sell or consume alcohol or possess, sell or use controlled substances at an MSU Extension youth activity or event. 42. Exhibitors will under no circumstances, attend or participate in an MSU Extension youth activity or event under the influence of alcohol and/or controlled substances. 43. Exhibitors will abstain from harassment or bullying of another participant, volunteer or staff member, particularly when the behavior is disrespectful as regards a person’s gender, race, age, sexual orientation, religion, national origin, disability or appearance. 44. Exhibitors will not cheat or falsely represent their efforts related to their 4-H project activities. 45. Exhibitors will show respect for and cooperate with, fellow members, volunteers and staff. 46. Exhibitors will follow all 4-H policies and procedures when participating in any 4-H sponsored event. 47. Exhibitors are required to present and care for animals in a humane and ethical manner.

48. Dogs showing signs of illness or ailments must be removed from the show and show facility. 49. Any misuse of MSU property will result in the eviction of the exhibitor and his or her exhibits

from the showroom and the forfeit of all awards the person has won. 50. The use of training devices, such as prong collars, e-collars, haulties/gentle leaders, and toys or

clickers are not allowed in the show ring. Prong collars, or haulties/gentle leaders may be used outside of the show ring if necessary, however these tools should be only used under adult supervision. The committee reserves the right to determine if the uses of prong collars or haulties/gentle leaders are being used in an appropriate manner. Treats or food are only to be allowed in showmanship classes

Other Animals on the Grounds

51. Only dogs entered in the show will be allowed in the building. No other animals of any species will be allowed.

52. No puppy under 5 months of age may be shown or be in the building.

Awards

53. Each class’s awards will be handed out at ring side. 54. Medals will be awarded for first- through third-place in each class. Ribbons will be awarded for

fourth- through sixth-place in each class. 55. Cloverbud division classes are educational and non-competitive, participation ribbons will be

awarded to all Cloverbud participants at ringside. 56. Qualifying score ribbons will be present in Agility, Obedience, and Rally. Agility – Must score minimum of 85 points Obedience – Must get 50% of each exercise and a minimum score of 170 points Rally – Must score a minimum of 70 points out of 100 possible points 57. Special awards will be given for:

High Point & Reserve High Point Beginning Agility

High Point & Reserve High Point Intermediate Agility

High Point & Reserve High Point Advanced Agility

CLASSES

DIVISION C: Cloverbud Entries

General Rules The Cloverbud division is designed for youth ages 5-8 have the opportunity to enter the

show ring and present their dog to the judge. There are both showmanship and obedience

classes with the intent to help young exhibitors understand proper appearance, behavior

and preparation of the dog for show.

Show Order

The Cloverbud Obedience and Showmanship Classes will run from 9:00-10:30 a.m.

DIVISION L: Leader Dog/Service Dog Puppy Class

General Rules Puppies are evaluated on suitability to become a Leader Dog/Service Dog. Evaluation

will cover approximately 10 exercises. Separate score sheets will be used for Leader Dog

and Service Dog puppies.

Leader Dog puppies may be shown in only 1 Leader Dog/Service Puppy class and 1

Showmanship class.

Service Dog puppies (CCI and PWC) may be shown in 1 Leader Dog/Service Dog Puppy

class, 1 Showmanship class, 1 Rally class and an Obedience class.

Class L-1 Leader Dog/Service Dog Puppy, 5-6 months

Class L-2 Leader Dog/Service Dog Puppy, 7-8 months

Class L-3 Leader Dog/Service Dog Puppy, 9 months

DIVISION T: Team/Brace

Team 4 dogs, 4 handlers doing Novice exercises. All exercises will be executed at the same

time except the recall. For the recall, all dogs will be left at the same time, called

individually, and finished at the same time. 4 dogs must participate; the 4 dogs must be

noted at the time of entry, an alternate 5th dog may be listed. Dogs must be Novice level

or higher (no Pre-Novice).

Brace 2 dogs coupled or uncoupled, handled by 1 handler doing Novice exercises. Dogs must

be Novice level or higher (no Pre-Novice dogs).

DIVISION A: Agility

General Rules Each level is divided into an "A" and "B" class. "A" is for members who will be

competing at a level for the first year. "B" is for members who have competed in the "A"

class previously. Based on the number of entries per class, the committee may break the

classes down into smaller classes based on 4-H age.

Exhibitors must have had previous experiences in Agility and be familiar with the

equipment to enter this division.

Walk through without dog will be done at the beginning of each class.

Beginner Agility A - 1st year dog or handler

This level is done on lead with jump heights of 8" and long jump 16" wide.

Handlers will be allowed to jump with their dog.

Beginner Agility B - 2nd year dog or handler

This level is done on lead with jump heights of 8" and long jump 16" wide.

Handlers will be allowed to jump with their dog.

Intermediate Agility A - For dogs who have received 3 qualifying scores (4-H or other)

in Beginner Agility.

This level is done off lead with jump heights of 12" and long jump 20" wide.

Handlers will not be allowed to jump with their dogs. Dogs 10" or less at the

withers jump heights will be 8" and long jump will be 16" wide. The course will

have 6 weave poles, but they will not be judged (no faults).

Intermediate Agility B – Handler or dog with previous experience in Intermediate

Agility.

Advanced Agility A - For dogs who have received 3 qualifying scores (4-H or other) in

Intermediate Agility.

Advanced Agility B – Handler and/or dog with previous experience in Advanced

Agility.

DIVISION O: Obedience

General Rules

“A” is for members who will be competing at a level for the 1st year. “B” is for members

who have competed in the “A” class previously.

The term “experienced” means completion of any Obedience Classes (4-H or other).

If you or your dog has received training other than in 4-H classes, you must show in the

“B” classes.

Dogs with a CD Degree may compete in Novice B class for a period not to exceed 6

months from the date of degree. If the 6 months period has expired, the dog must be

shown in a more advanced class.

Exhibitors should enter classes as they have or will enter at their county level.

Dogs must have a 6’ leash for Pre-Novice and Beginner Novice Obedience classes.

Jump Height

High and Bar - 1 times the dogs shoulder height.

Broad - 2 times the dogs shoulder height.

Pre-Novice A and B classes, Beginner Novice A and B classes, and Novice A and B

classes will be broken down by member’s 4-H age (age as of January 1, 2015).

Pre-Novice A New dog and new handler in first year of the 4-H dog project.

Pre-Novice B Experienced handler and experienced dog, or experienced handler and new dog,

or new handler and experienced dog.

Beginner Novice A (Adopted 2010) -

New handler with a new handler that has not won any other AKC obedience titles.

Class will have a 10 minute walk through without dogs. This class is designed to help

transition handers and dogs into off leash work as well as introducing Rally Obedience

signs to the team. The “heel” exercise will be done by using rally signs to instruct the

handler what to do in their heel pattern. The “figure 8” exercise will be done the same as

Pre-Novice class on leash. The “Sit for Exam” is done on a 6’ leash with the dog being

examined by the judge with only a touch to the head. The handler returns to the dog

upon the command of the judge. The “Sit Stay” exercise is done with the handler leaving

the dog on a stay command and then walking the perimeter of the ring. The leash will

remain attached to the dog, although will be dropped/placed on the ground before the

exercise begins. The “Recall” exercise will be performed with the leash off and kept by

the handler, either holding the leash in either hand, placing in a pocket or draping it

around their neck. Upon judge’s command the handler will give the dog the command

and/or signal to stay in the sit position, the handler than walks forward out approximately

25’ to a location as directed by the judge, turn and face the dog. On the judge’s signal,

the handler will command or signal the dog to come. No finish will be required of the

dog by the handler. After the judge’s order “exercise finish” the handler will reattach the

leash to the dog’s collar.

Beginning Novice B (Adopted 2010)

Experienced handler and experienced dog, or experienced handler and new dog, or new

handler and experienced dog. Dogs that have not won any other AKC obedience titles

may compete. Description is above with the same exercises being done as Beginning

Novice A. Novice A

Handlers and/or dogs that have received 3 qualifying scores (4-H or other) in Pre-

Novice.

Novice B Handlers and/or dogs with previous experience in Novice Obedience.

Graduate Novice A (Adopted 2003) Handler and/or dog who has completed Pre-Novice and Novice work that have

received 3 qualifying scores (4-H or other) in Novice.

Graduate Novice B (Adopted 2003) Handler and/or dog with previous experience in Graduate Novice Obedience.

Advanced Graduate A (Adopted 2003) Handler and/or dog completed Pre-Novice - Novice and Graduate Novice, 1st time

in ring.

Advanced Graduate B (Adopted 2003)

Handler and/or dog with previous experience in Advanced Graduate Obedience.

Open A Handler and/or dog who has completed Advanced Grad 1st time in ring.

DIVISION R: RALLY

General Rules

Rally rules will follow AKC Rally regulations and will use AKC signs. Go to

www.akc.org for signs, rules and regulations.

Only ONE entry in Rally per dog.

Excellent Rally will run starting at 9:30 a.m. Walk through (no dogs) 10 minutes before

start. Rally will be run like a show and go. You must come to the ring for your walk

through and then can run any time until posted close time. Please run as soon as possible.

End time will be adhered to so plan accordingly. Excellent will be followed by Advanced

and then Novice.

Novice A For dogs who do not have three qualifying scores in Novice obedience or Rally

and being shown by a member who has not put a Novice Obedience title on a dog

in any registry. (Beginning dogs and members).

Novice B Any dogs who do not have a Novice Rally title in 4-H with members who have

put a Novice Obedience title on a dog in any registry.

Advanced A Dogs who have a Rally Novice Title in 4-H and who do not have a Novice (or

higher) obedience title in any registry.

Advanced B Dogs who have a Rally Novice Title in 4-H and also have a regular obedience

title in any registry.

DIVISION P: EDUCATIONAL POSTERS CONTEST

General Rules

Educational posters MUST relate to dogs. Only 1 entry per person is allowed.

Posters should allow the participant’s imagination in developing a slogan/theme that

promotes a breed or project area or educates the viewer about a project related activity.

Examples of topics include: showing/fitting, caring for your dog, dog health, nutrition,

and breed characteristics. Posters should be kept simple and focus on 1 message.

Participants may use a variety of media, however, no 3-dimensional posters will be

allowed.

Posters must be 22" x 28". Posters can be made using poster-board, tag board, or other

light bases.

Copyrighted characters such as Snoopy, Charlie Brown, or other cartoon characters can

not be used.

The back of the poster must include the following information: name, county, age

division, and resources. See example:

Points may be deducted from any poster that does not contain the necessary

information. Posters will be judged on how well they present information and on their

general appearance. Any poster that does not contain an educational theme will be

Photography Contest

Photography is an individual contest and there is no fee required, pre-register under

Division P—Poster and/or Photography (youth may bring one of each).

The contest procedure will be as follows:

1. Only 1 photography entry per participant.

a. Single photo entry

b. Photo collage entry

2. Photograph’s content needs to directly relate to dogs.

3. Photographs must be the work of the youth participant and created within the last 12

months.

4. Completed media release forms must be attached to the photographs in which people

appear.

5. Humans may not be depicted conducting illegal activities.

6. All entries must demonstrate positive youth development.

7. Specifications:

a. Size

i. No smaller than 5 inches by 7 inches.

ii. No larger than 8 inches by 10 inches.

b. Type

i. May enter either black and white or color entries.

c. Mounting

i. Photos must be firmly affixed to photographic mount board, mat board, or Fome-

Core board without corner mounts and with white edges trimmed.

ii. Single photos must be affixed to 8 inch by 10 or 11 inch by 14 inch mount board.

8. The back of each art work must include the following: name, county, and age division.

9. A brief (100 words maximum) paragraph explaining the photograph and how it relates to the

4-H dog project also must be secured to the back of the artwork. Be sure to include

resources used including the date, time, and location of when the photography was taken,

any educational or research based web sites/journal articles, etc. that you might have

researched to complete this project.

10. Tables will be provided for displaying the photographs.

11. All photographs must be in the contest room by 9:00 a.m. Event staff are not responsible

for any photography entries that are directly sent to the State 4-H Office.

12. There are no spectators allowed in the judging room.

13. Entries will be judges on focus and depth of field, exposure and lighting, composition,

relevance to goats, creativity and communication of photograph and the paragraph

submitted.

2017 STATE 4-H DOG SHOW CAMPING

Camping is available at the MSU Pavilion for $30 per night

(Friday & Saturday only)

(Includes electric)

Rules 1. Cannot arrive earlier than 6:00pm on Friday, August 18, 2017.

2. Absolutely no discharge of water on the grounds.

3. There is a dump station available. Campers may dump for free of charge as they exit on

Saturday, August 19, 2017.

4. No Alcohol or illegal drugs are allowed.

5. Camping will only be permitted in specific areas; no camping in barns.

6. Only one trailer or RV per site and only one tent per site.

7. No parking in roadways.

8. No ground fires.

9. Garbage, litter, etc. is to be disposed of properly, in trash bags and placed in a dumpster

before you leave.

10. All groups must be supervised by an adult over 21 years of age.

11. The use of any unlicensed vehicles such as, but not limited to: motor scooters, ATV’s,

and golf carts are not permitted on the Pavilion grounds.

12. Do not cut or damage any standing timber.

13. Do not destroy or vandalize any campground property

14. Observe all signs.

15. Respect the Pavilion grounds; please clean up your own mess.

Follow I-69 to the Business 69/East Lansing exit. Follow Business 69 (also called Saginaw and Old M-78) west to Hagadorn Road. Turn south (left) on Hagadorn Road. Follow Hagadorn south to Mt. Hope Road. Turn west (right) on Mt. Hope Road. Follow Mt. Hope Road west to Farm Lane. Turn south (left) on Farm Lane. The Pavilion is on the west side of Farm Lane between Mt. Hope Road on the north and Forest Road on the south.

From Jackson and Southern Michigan:

Follow 127 north to Trowbridge Road (exit 9). Follow Trowbridge Road east to Farm Lane. Turn south (right) onto Farm Lane and follow Farm Lane across the intersection with Mt. Hope Road. The Pavilion is on the northeast corner of Forest and College Roads.
