City of Americus would like to welcome Erick
Dean to the Americus Police department, as our
new code enforcement officer. You will see Erick
out and about town enforcing city ordinances.
Erick is currently working on the city ordinance
#500, effective June 6th, 2002. This ordinance
states that homes and buildings are required to
have address numbers 4” in height and visible
from street frontage.
1000 Books Before Kindergarten, The library
invites anyone with children that have yet to start
Kindergarten, to learn more about the 1000 Books
Before Kindergarten Reading Program. We have starter
materials, and a wall where your child’s name can be
place for every 100 books you read to them. You can
learn about the program at the 1000 Books Foundation
website: 1000booksbeforekindergarten.org/.
Lyon County Area Transit (LCAT) offers rides
to Emporia and other communities. A ride from
Americus to Emporia costs $7.00 for a round trip . If
enough people are interested in riding the L-Cat
they will set up a scheduled time to come to

The following minutes are from the February 13th business meeting. As of print time the minutes have not been approved by the council.
CALL TO ORDER / ROLL CALL: Meeting called to order at 7:02 p.m. by Mayor Dustin Wright. Council members present were NUESSEN, DYE and HINRICHS. Council members absent were HAMLIN and MILLER. Also present were City Attorney Steve Atherton, City Clerk Marcia Johnson, City Treasurer Kelly Siebert, Police Chief Jody Meyers and maintenance Nick Gadino.
VISITORS: Cindy Kearns, Chris Howard arrived at 7:09 p.m.
APPROVAL OF MINUTES: January 9, 2018. Moved by NUESSEN to approve the minutes of January 9th. Motion seconded by HINRICHS, 3-0 vote.
BILLS TO PAY: Moved by HINRICHS to pay the February bills in the amount of $68,892.13. Motion seconded by NUESSEN, 3-0 vote.
REPORTS OF STANDING COMMITTEES: NUESSEN reported from the police department. The department owns 2 Tasers, neither are working. NUESSEN has researched the cost of replacement., each taser would run approximately $2,000.00 if purchased outright or $36.00 per month per Taser for leased to own with a protection plan. NUESSEN is researching grants and will report back to the council.
City Clerk reported on behalf of Lea Hamlin, Lea attended the ARO meeting on January 10th. At the meeting it was decided that ARO is not planning to take any action at this point on relocating the ball field at the elementary school. ARO didn’t feel that with the timeline given they would be able to figure out a good option for the new ball field, get it moved and have all the fine details figured out. Lea will attend their next meeting and report back to the council. ADOPT THE AGENDA: Moved by HINRICHS to adopt the agenda, motion seconded by DYE, 3-0 vote.
1. SYCAMORE STREET BRIDGE: Review of engineer’s report. Decide on direction to take. On February 9th city maintenance Nick Gadino, Mayor Wright, Miller and City Clerk Marcia Johnson met with city engineer Bruce Boettchter to discuss options for the Sycamore Street bridge. The following options were presented to the
council: Option #1 would be to close the bridge, remove the concrete slabs. This option would close Sycamore Street from both directions at the creek. Option #2 would be to make a low water crossing at a cost estimated between $25,000 - $40,000 This would require engineering plans and state permits, culvert style corrugated steel tube, with fillable flow, tapped off with a cement slab & sides for a surface for driving and sides of concrete for erosion control. The state permits are not easily obtained, there is a greater risk of rejection due to environmental concerns. The life span would be estimated at 25-30 years. Option #3 is a reinforced concrete box; this design has little risk of being rejected by the state for permits. The life span is estimated at 40 – 50 years. The estimated cost of $75,000.00. The current concrete slab has cracked and deterioration appears to have accelerated faster than expected. On the recommendation of City Engineer Bruce Boettchter the bridge has been closed. Guests Cindy Kearns and Chris Howard were given time to speak to the council about the situation. After much discussion consensus of the council was to have Bruce put together a proposal for option #2 for the council, to be presented at a special business meeting on March 8th. Cindy Kearns and Chris Howard left at 8:16 p.m. 2. ORDINANCE #582: Review of ordinance for sewer billing. A draft of ordinance #582 was reviewed by the council. The ordinance would require the owner of record of real estate at the Lyon county Register of Deed’s office as the one billed for the sewer service. A letter was drafted that will be mailed to all owners of property that are not currently the person being billed for the service. Owners are welcome to attend a meeting on April 10th to be heard by the council.
3. CINDY JENSEN: Letter of understanding for the 2017 audit. Moved by HINRICHS to authorize the mayor to sign the letter of understanding for the (2017) audit. Motion seconded by NUESSEN, 3-0 vote.
4. CITY HALL: Approval of expenses for building upgrade. City Clerk has priced sheetrock to replace the paneling currently in City Hall. The room is 31x22 with a little over 8’ walls. It is estimated that it will take 21 4x8 sheets, with a baseboard. Prices from Sutherlands were 11.25 sheet ($30 delivery) and Lebo Lumber $12.25 sheet (free delivery). The city currently has an account with both businesses. Council discussed who would do the work. City Clerk will get proposals for the work.

Reserva tion Policy. Motion seconded by DYE, 3-0 vote. 6. RECYCLE CENTER: Approval of purchase of header seal for the garage door. Council member
DYE is requesting the purchase of a header seal for the garage door in the recycle building to seal up the space at the top of the door. The seal is to be ordered from the maker of the structure, Carolina Carports. The cost of the seal with shipping is $65.00. The city is required to send payment with the order. Moved by
HINRICHS to approve the purchase of the header seal. Motion seconded by NUESSEN, 3-0 vote.
