Introduction Every school system has its own story to tell. The context in which teaching and learning takes place influences the processes and

procedures by which the school system makes decisions around curriculum, instruction, and assessment. The context also impacts the way

a school system stays faithful to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a

description of stakeholder engagement, the trends and issues affecting the school system, and the kinds of programs and services that a

school system implements to support student learning.

The purpose of the Executive Summary (ES) is to provide a school system with an opportunity to describe in narrative form the strengths and

challenges it encounters. By doing so, the public and members of the community will have a more complete picture of how the school system

perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school system to reflect on

how it provides teaching and learning on a day to day basis.

Description of the School System

Describe the school system's size, community/communities, location, and changes it has experienced in the last three years.

Include demographic information about the students, staff, and community at large. What unique features and challenges are

associated with the community/communities the school system serves? Etowah County lies in Northeast Alabama, in the lower region of the Appalachians. The county seat, Gadsden, was developed along the

Coosa River which flows through the heart of Etowah, touching the soil and soul of communities like Hokes Bluff, Glencoe, Whorton Bend,

Rainbow City, and Southside along its journey southward.

Etowah is a thriving county of a hundred thousand hospitable people with their 12 incorporated municipalities and several residential and

farming communities all working together to keep the "Etowah Experience" a way of life for ourselves and our visitors. While the city of

Gadsden has seen a decrease in population, the suburbs and outlying areas served by Etowah County Schools continues to experience a

steady population growth. The cities of Southside, Rainbow City, and Sardis lead the area in population growth with Sardis being our fastest

growing community.

Our current enrollment is approximately 8,600 with a daily attendance rate of 96%. We employ 414 support and 636 certified personnel, and

our budget is currently at over $83.4 million.

The Etowah County School System has a long tradition of high academic standards and outstanding instructional programs. Our

standardized test scores are among the highest in the state of Alabama. As a result of all six of our high schools' participation in the A+

College Ready Initiative, we have seen an increase in course offerings in our Advanced Placement program, with 622 students enrolled in

the 2016-2017 school year. During the 2015-2016 school year, we saw a 3% increase in AP qualifying scores. All six high schools in our

system are A+ College Ready Initiative Cohorts and we have 36 AP trained teachers in our schools. Currently, we have 535 students

enrolled in Distance Learning Courses, this is a 41% increase from last year.

West End Elementary School and Highland School received the Office of School Readiness grant to implement Pre-K programs. These

programs provide free access to early learning opportunities for four-year-olds in our area. In 2015, our system also added a Pre-School

specifically designed for students identified through Child Find at Hokes Bluff Elementary.

Our system is proud of our 19 teachers who have earned National Board Certification. Additionally,The Etowah County Career and

Technical Center offers ten programs at our Career Technical Center and all of our high schools offer Business, Agri-Science, and Family

and Consumer Science. They have also added a Dual Enrollment Program at their campus. This course is an Aviation Powerframe

Technology Certification Program. Students will receive college and high school credits. Starting with the 2016-2017 school year, the

ECCTC will also partner with Gadsden State Community College to allow eligible high school students to enroll in career technical education

programs which provide both college credit and high school credit for the same course. Students may apply for grant-funded scholarships

that will cover the cost of tuition, books and materials for approved programs.

Notable Achievements and Areas of Improvement

Describe the school system's notable achievements and areas of improvement in the last three years. Additionally, describe areas

for improvement that the school system is striving to achieve in the next three years. The Etowah County School System has a long tradition of high academic standards and outstanding instructional programs.

As a result of our schools' participation in the A+ College Ready Initiative, we have seen a 194% increase in enrollment in our Advanced

Placement courses, with 622 enrolled in the 2016-2017 school year. In the past 4 years, we have seen a 200% increase in qualifying scores

on AP exams. All six high schools in our system have been or currently are A+ College Ready Initiative Cohorts. Currently, we have over

535 students enrolled in Distance Learning Courses, a 41% increase from last year. With the implementation of dual enrollment for dual

credit in 2015, we have seen a large increase in the number of our students taking advantage of earning college credit simultaneously.

We are proud of our current graduation rate of 91.5%, which is higher than the state average rate of 89%.

West End Elementary and Highland are the homes of our first pre-K program, serving students in their attendance area who do not have

access to early learning opportunities. Our system is proud of our 19 teachers who have earned National Board Certification. The Etowah

County Career and Technical Center offers ten programs at our center and all of our high schools offer Business, Agri-Science, and Family

Continuing our efforts to prepare our students for the 21st Century, each of our 20 schools now have a wireless guest network. This network

was built and put in place by our system's Technology Staff and has paved the way for our Bring Your Own Device (BYOD) Initiative, which

began in August of 2013. Now, our students are encouraged to bring their own digital devices to school, access the internet via our secured

wireless network, and use the tools available to them for research, inquiry, and communication within academic setting.

While we are proud of our achievements, we will not rest on our laurels. Future plans include implementing Active Directory to allow further

monitoring of network use. We are also in the process of upgrading wireless access points throughout the system to allow new technologies

such as smart TV to be utilized in our classrooms and other instructional spaces. While this is an ongoing process dependent upon funding,

we will continue to push forward to ensure Etowah County classrooms are on the leading edge of technological advancements.

Our Distance Learning program is thriving as well. This year, we have over 500 students participating in distance learning courses through

ACCESS, University of Alabama Early College, and Internal video conference AP classrooms. Many foreign languages are being taken

through ACCESS, including German, French, Chinese, and Latin.

Our system has been awarded numerous grants over the last few years to better equip teachers and students with 21st Century tools and

best practices, Advanced Placement Initiatives, pre-K programs, and English Learner initiatives. Grants awarded have included:

Office of School Readiness Pre-K Grants ($170,000)

Alabama Ahead Act - WIRED Initiative - $800,000 for updating wireless infrastructure

Construction projects indicate a growing and dynamic school system. We have recently completed additions at Duck Springs Elementary

and Glencoe Elementary, replacing outdated facilities with new, state-of-the-art, secure buildings. A new gymnasium/bandroom at Hokes

Bluff Middle School will provide students with much needed space for physical education, music classes and extra curricular activities.

Sardis Middle School opened in 2015 and it alleviated overcrowding in the northern part of our system, bringing the 6th, 7th, and 8th grade

students together on one campus.

The school and district websites are robust and updated daily to better serve teachers, students, and parents. Many curriculum websites

have been created to help teachers and students transition to PLAN 2020 and the College and Career Standards. Additionally, we

communicate with our stakeholders through social media (Facebook, Twitter, and Instagram), and are now utilizing REMIND and School

Messenger to push notifications with important information and updates to thousands of subscribers.

Our Career Technical school is at capacity, serving approximately 500 students. We had 130 students in all CTE programs earn a CRI last

year and an additional 895 stack-able credentials were earned by students in CTE programs. In addition, there were 10 programs offering

Dual Enrollment opportunities, included Aviation. We also have a partnership with Gadsden State Community College that allows 50 of our

students to participate in their ACE program. This program allows students to be enrolled full-time at GSCC who will be able to earn CTE

credits and academic credits free-of-cost. We also employee (2) Job Coaches to help students better understand how to secure a good job

after high school.

DROPOUT PREVENTION:

The system has coach, who works with each high to serve students at-risk of dropping out. Schools also recruit the "Choice Bus" to visit

schools and discuss the effects of dropping out of school.

AREAS OF IMPROVEMENT:

Etowah County Schools have two ALSDE identified Focus Schools: Gaston School and Sardis High School. Both schools are participating in

Collaborative Teaching Model directed by Region 6 Special Education Coordinators and the Alabama State Department of Education.

LEARNING SUPPORTS:

The schools in the West End attendance district (West End Elementary and West End High), are currently participating in the Learning

Supports Initiative Project. In addition to other community partnerships, we have recently partnered with Mental Health CED to better provide

services at the schools. The system employees two social workers to better serve the needs of our schools. INOW's Graduation Tracking

System (GTS) is also utilized to review and improve student attendance.

CONTINUOUS IMPROVEMENT ADDITIONAL INFORMATION

The Etowah County School Improvement Specialist (SIS) and the Etowah County Schools District Administrators(ECSA) will monitor the

implementation of ACIP goals and strategies by visiting schools and leading instructional rounds. The SIS and the ECSA will be looking for

evidence of Tier II and III reading and math instruction in small groups and teachers, using best practices and ARI strategies in all content

areas,

The LEA is supporting teachers by providing professional development on Response to Instruction (RtI ) and the universal progress

monitoring tool Star Enterprise. All schools will assess students with Star Enterprise to provide consistent and uniform district

implementation. The Etowah County School System began implementing Response to Instruction (RtI) during the 2011-2012 school year.

Students are now assessed three times per year: beginning, middle, and the end using Star Reading and Math. Those students who do not

progress as expected according assessment data will be placed in intervention groups-either Tier II or Tier III.

Students will receive scientifically research-based core instruction and participate in a universal screening three times per year (Star

Enterprise). Those students who are not making academic progress based on data (test scores, grades, behavior, etc.) at expected rates will

receive interventions and be progress monitored.

The LEA SIS and ECSA will conduct ongoing walk-throughs (or classroom rounds) at all schools, particularly the schools with the largest

special education populations that also have had the greatest negative proficiency levels in reading and/or math. Specific targets will be the

strategies and action steps being used by the special education teachers, their collaboration with regular education teachers and observe

the level of engagement of their students.

When assisting principals with walk-throughs, the SIS and ECSA will look for multiple sources of data: documentation of data analysis with

Tier II and III students listed, evidence of implementation of Tier II instruction (lesson plans, observations), data from Star reading and math

assessments, documentation that the teachers are using these reports to positively impact student growth, formative assessments, and that

principals are sharing the information gathered from walk-throughs with their teachers.

The SIS and ECSA will conduct scheduled walk-throughs at all Title I schools. Walk-throughs will also be conducted at non-Title schools as

well to ensure fidelity to the CCRS standards and school-wide goals. District administrators will conduct unscheduled (informal) visits as

well throughout the year. All formal and informal walk-throughs documentation will be housed at the Central Office and starting in 2015,

Progress Notes will be added in ASSIST. District leaders will meet with each school's ACIP team at the beginning of the year to review

assessment data, noting challenges and strengths. A plan of action will be put into placed, based on these discussions. School CIP teams

will receive immediate feedback after each walk-through and team meeting. The LEA SIS and principal will meet after each walk-through to

discuss strengths and weaknesses observed in instruction or classroom activities. The walk-through instruments are created in Google

Forms. Principals and CIP coordinators will be encouraged to use the online form. The form is directly correlated to the district Goals,

Objectives, and Strategies. Data and graphs can be generated instantly after the walk-throughs. Schools will keep this information with their

school-wide CIP documentation.

The SIS will post "best practice" and student work pictures on the district Facebook page after each scheduled walk-through to further

promote innovative teaching, as well as spotlight student/school/teacher achievements.

The effectiveness of school goals, strategies, and action steps will be measured in the growth of at-risk students' reading proficiency as

indicated by Star reading scores, formal and informal assessments by teachers, and other assessment data.

A greater emphasis will be placed on Advanced Placement and Pre-AP courses at all middle and high schools. All six high schools and

feeder middle schools have received the A+ College Ready Grant. Four schools have completed the three-year grant initiative, and the

remaining two are still "partner" schools receiving funding. We also partner with ACCESS to provide our students with a wide variety of

academic choices. Students take advantage of the 1:1 Dual Enrollment Initiative that was started by the ALSDE last year. Students may take

dual enrollment course that will count as high school credit.

A CCRS Implementation Team was created several years ago to facilitate standards-based instruction. This team is made up of K-12

teachers from all content areas, administrators, SPE, and librarians. The team will continue to meet throughout the year to plan and

implement both the ELA, Math, and Science CCRS. New this year, a High School Curriculum Leadership Team has been formed to lead our

system in best practices for the high school classroom.

District-wide vertical team meetings are held yearly for all 7-12 Math, Science, English, History, and Foreign Language teachers. A lead

teacher(s) for each content area led the meeting and group sessions.

ENGLISH LEARNERS

The LEA supports our partnership with UAB affording our teachers the opportunity to complete their Master's or Ed.S degree in ESL. The

tuition stipends are being provided by the federally funded EDGE grant for the majority of the teachers' courses. The SIS serves as a liaison

between UAB and ECBOE teachers, as well as supervises many of the courses that take place at the Central Office.

The LEA supports EL Summer Camp to transition ELs back into school. This is taught by our ESL teachers and the teachers who are

completing ESL Master's degrees. The LEA is planning additional EL professional development sessions for administrators and classroom

teachers, led by the district's EL teachers and UAB instructors.

The EL Teachers have been moved from the Alternative School to Hokes Bluff Elementary. Now that they are in a classroom setting, they

will conduct hands-on EL trainings for teachers and administrators at this location. An EL Team Meeting, which includes the system

coordinator, is held each month.

PARENTAL INVOLVEMENT

The LEA requires that parents be a part of each school's Continuous Improvement Plan (CIP) Leadership Team. Parents provide review and

input on the CIP, especially in the Parent Involvement section of the plan. Schools are required to hold annual Title I meetings to explain the

following: what a Title I school is, the 1% set-aside for parent involvement, the school-parent compact, and parents' rights, by law, to be

involved in decisions made at the school and at the LEA level.

During the LEA Advisory Committee meetings Title I, Title II and other federal programs will be reviewed, discussed, and modified. The

proposed plans and budgets will be submitted to the Advisory Committee for discussion. Data will be presented and discussed. The data will

be used to determine the instructional focus for the upcoming year. After the plans and budgets have been agreed upon they will be sent to

the schools for implementation.

At the beginning of each school year, the LEA will meet with the Title I contact person from each school to discuss the required Parent

Involvement set-aside. Attendees will share ways they have successfully used their allocations and LEA representatives will add their

ideas/suggestions.

Points of Pride (School News, Student/Class Successes, Achievements, etc.) and other important information will be posted daily on the

school and district websites, ECBOE Twitter, and Etowah County Schools Facebook. Parents may also subscribe for text messages for

school announcements, including emergencies via School Messenger or REMIND.

The LEA will provide assistance to parents of children served by the school district as appropriate in understanding topics such as the

following:

-How to monitor their child's progress

-How to work with teachers

-The state's student academic achievement standards

information on how stakeholders were selected and informed of their roles, and how meetings were scheduled to accommodate

them. Etowah County district leadership team engaged a variety of stakeholders in the development of the Improvement Plan.

In planning for ongoing, system-wide improvement, there are multiple stages of development. This includes the Etowah County Schools'

2014-2019 Strategic Plan, school and system level continuous improvement planning sessions, system-wide needs assessment, and

technology planning and implementation. Parents and community stakeholders contributed to the above mentioned stages of development.

An initial meeting was held with all district stakeholders to present the new Advanc-Ed platform for the development of the district's

Improvement Planning process. Teachers, administrators, and system leaders worked collaboratively with all stakeholders to identify a

shared vision. As we generated a list of candidates, we communicated with each to gauge their interest, their willingness to be involved, and

their level of comfort with the material/topics to be discussed. We selected a cross-section of individuals and communicated via email,

telephone calls, letters, and group messaging before our initial face-to-face planning meeting. Our efforts to schedule a meeting were

successful as we accommodated as many different schedules as possible. Meetings were held in a variety of venues including the Central

Office and local schools.

On August 10, 2016, we held an Advisory Committee Meeting at the Central Office. Parents, community leaders, principals, teachers, and

system administrators review needs assessments and federal allocations. Participants were placed in small groups to determine most critical

needs in Title I, Title II, Title II, and Parent Involvement funds.

Each school solicited parents and community leaders to further identify challenges and/or needs in their schools to create a Continuous

Improvement Plan, specific to their needs.

Describe the representations from stakeholder groups that participated in the development of the improvement plan and their

responsibilities in this process. We had teachers system administrators, school board members, technology coordinators, school administrators, parents, community and

business leaders, and retirees in our continuous improvement plans (Transform 2020, ACIP, and Accreditation). These plans were not

created quickly, but instead shaped over time by means of ongoing collaboration and review of data.

Explain how the final improvement plan was communicated to all stakeholders, and the method and frequency in which

stakeholders receive information on its progress. We used email as our primary method of communication. Since we are a Google system, this was an easy way to share documents and

communication with those who are juggling busy schedules with little time available for meetings. Additionally, we utilized our system and

Which area(s) are above the expected levels of performance? Our College Transition Data shows that only 3% of our graduates needed Remedial English and our total number of students needing any

college remediation by 13% since 2013.

Since the inception of our AP Program in 2009, we have grown from 29 Qualifying Scores to 148 in 2016 which is a 3% increase in qualifying

scores over 2015.. Student participation in our AP Program has grown from 192 students in 2009 to over 622 in 2016.

We have seen a tremendous increase in our enrollment in the ACCESS program. Approximately 535 students are enrolled in a Distance

Education class via ACCESS Distance Learning. This is a 41% increase. This year, we started our Etowah County Virtual Academy. At this

time, we have 19 students who are either full-time virtual students or utilizing the blended model which allows them to take dual-enrollment

and virtual classes to satisfy their credit requirements.

Describe the area(s) that show a positive trend in performance. Our system's AP scores have continued to rise and fewer students are needing college remediation.

College Remediation

Our College Transition Data shows that only 4% of our graduates needed Remedial English and our total number of students needing any

college remediation dropped by 5%. ACT scores also indicate that our Science scores were the highest among the four subgroups.

19% of 2014 students entering college as freshmen had to take remedial math courses (which is lower than the previous year).

Students benchmarks decreased across the middle grades. Our 10th grade ASPIRE baseline scores show a need for improvement in all

infrastructure when and where they need it

Strategy 1: BYOD - By allowing our students to bring their own devices to school, they are now able to access the internet for research and instructional resources via our CIPA

complaint guest network. This wireless network is available in all of our schools and is accessible by any internet capable device.
