Airports were well represented and we have committed to airports taking a leadership role in convening runway safety teams at their airports. We thank Montreal, Toronto and Vancouver Airports for their presentations at the Symposium. The runway safety focus is well encompassed within the Airport Excellence (APEX) in Safety8 programme ACI has launched.     ICAO Global Runway Safety SymposiumDavid Gamper

    ACI took a leading role in the ICAO Global Runway Safety Symposium, held in Montreal from 24 to 26 May. Director General Angela Gittens spoke in both the Opening and Closing Panels, alongside representatives of other international aviation organizations, who strongly agreed that a collaborative approach to runway safety would produce the best results. ACI also provided speakers on Emergency Response (Ms Deane Johanis, Manager, Emergency Management Systems, Greater Toronto Airports Authority) and FOD and Wildlife Control (Brett Patterson, Director, Airside Operations, Vancouver Airport Authority).

    ACI was a platinum sponsor of the event and obtained a large and well placed booth where presentations were shown on the ACI APEX in Safety programme, and ACI work on runway safety. ACI staff were on hand throughout to promote and explain ACI’s work including safety training courses and safety publications.

    Angela Gittens stated that improving runway safety requires relentless pursuit of an increasing level of safety, and that this strategic objective requires enhanced collaboration amongst all parties involved. To meet that objective, ACI proposed a new paradigm where the airport takes the lead in coordinating all activities on its site, including all the relevant safety issues from aprons through the manoeuvring area, and especially the runway, where the big risks lie. Thus the airport should take responsibility for establishing and heading up local runway safety teams covering runways, taxiways and aprons,

    have been involved in the industry teams for the respective modernization programmes so we will call upon their knowledge to assure that airport interests are accounted for.

    ACI Press Release on Airport Excellence in Safety

    ACI World Director General Angela Gittens, speaking this week at the ICAO Global Runway Safety Symposium in Montreal, announced a new global safety programme called Airport Excellence in Safety (APEX) designed to help airports worldwide to identify and address safety vulnerabilities.

    At the end of the Symposium the following issues were agreed:

    The International organizations represented (“Runway Safety Programme partners”) committed to work together to compile and promote proven solutions and endorse best practices, and that:

    • Runway Safety Teams should be established locally and hosted by the airports; this important role for the airport operator was agreed

    which form an integral part of the airport’s overall Safety Management System. She also stated that safety training and best practice sharing are key elements of a successful runway safety improvement strategy. ACI believes that incidents and accidents must be investigated fully and lessons learned, and that safety team should assess all actual and potential risks and causal factors, and provide defenses against them. The airport operator must be committed to this strategy as the management of the safety team can be quite an onerous activity in staff time.

    Angela Gittens unveiled the new programme developed by ACI Airport Excellence (or APEX) in Safety.

    Gittens says, “As ICAO statistics indicate, runway excursions are both the most frequent and the most deadly type of runway accidents that occur. APEX provides a platform to assist our member airports in that goal. “But to drive down the number and severity of incidents, all those involved in safety at the airport must work together to meet that objective – including airports, airlines, pilots, air traffic controllers and the many people on the ground who contribute to delivering safe travel. This close collaboration is critical in order to reduce the potential for accidents and improve airport response in case of an incident. APEX programme components (www.aci.aero8) build on ICAO principles of airport certification in line with Annex 14 and Safety Management Systems (SMS), as well as information transparency. To learn from experience, an APEX database for incident information sharing will be based on a non-punitive, ‘just culture’ environment. ACI will facilitate a ‘Safety Partners’ network to promote mutual assistance. Gittens says, “Our good fortune in the airport business is that airports come in all shapes and sizes…literally. By pairing and partnering within the airport community, we share strengths and knowledge and speed progress on operational and safety management targets.”

    • Runway excursions and incursions are the main issues but other aspects such as Bird Strike, FOD should not be overlooked

    • Runway Safety definitions, taxonomies and reporting of runway conditions and other safety indicators should be harmonized

    • Communication procedures should be standardized and improved

    • ICAO should ensure that its Standards and Guidance material are fit for purpose

    • The implementation of ICAO Standards will be monitored through the Continuous Monitoring Approach

    • Technological solutions will be encouraged, such as: Runway End Safety Areas and Arresting Systems; implementation of more runway approaches using Performance-based navigation (PBN); Aircraft on-board situational awareness systems (e.g. moving maps), guidance and alerting systems (e.g. Airbus Runway Overun Protection System, the technology of which will be shared by the manufacturer); and ICAO-compliant runway and taxiway lighting, markings & signs. Increased training and collaboration will be fostered.

    All the partners have committed to increasing the exchange of runway safety information, including data held in the ICAO Integrated safety trend analysis and reporting system (i-STARS) database, and to share best-practice documentation, including the newly published Runway Excursion Risk Reduction Toolkit 8, which is available on the ICAO runway safety web page. Lastly, all the partners have committed to help deliver a series of Regional Runway Safety Seminars over the next two years, which will

    result in action plans to create runway safety teams and provide support to those already in place.

    Islands Airport Safety Committee, Aruba David Gamper

    What better model could there be for ACI’s APEX programme than a grouping of airports founded on the basis of mutual safety auditing? So when ACI was invited to attend the Islands Airport Safety Committee (IASC) in Aruba, an expectation was generated. The committee was started in Aruba, six years ago, with the Netherlands Antilles airports of Aruba, Bonaire, Curacao, St. Eustatius, St. Maarten, Saba and Surinam as members. The reality is impressive - that they have completed audits reports on all the airports (one is singled out each year for audit by its peers), based on ICAO Annex �4. After each audit, a full report is presented to the airport concerned with findings and suggestions for improvement. The verdict by the members on the programme is that all of the airports have been strengthened by it.

    This year it is the turn of founding Aruba to be audited, but as they have wide operational experience, a comprehensive Aerodrome Manual and a full array of SMS manuals, they feel confident of passing the test.

    Now the IASC has decided to open up to new members in the Caribbean and Central America, inviting Jamaica, Trindad and Tobago, Panama, and are considering, with ACI LAC, how to be part of the region’s activities.

    ACI LAC and ACI World were invited to participate by the incoming chair of the ACI LAC safety committee and new member of the ACI World Safety & Technical Committee, Mr Jurgen Benschop, Manager, Business Unit Airside of Aruba Airport Authority, who suggested that ACI should observe the way that the IASC worked. Javier Martinez and David Gamper made presentations on ACI LAC and ACI World activities, the APEX Safety programme and on Runway Safety.

    ACI ACRIS WG 7th meeting in Montreal – taking off in North AmericaArturo Garcia-Alonso

    The seventh meeting of the ACI Airport Community Recommended Information Services (ACI ACRIS) Working Group (WG) took place in Montreal at the Pierre Trudeau International Airport, �6-�7 May 20��, hosted by Aeroports de Montreal. Fourteen representatives from different airports and World Business Partners, participated actively in fruitful discussions, reviewing the latest developments of the initiative and taking important decisions on new service definitions and usage.

    The most important topics and outcomes of the meeting were:

    • Follow up on the ACI World Governing Board Meeting in Delhi and ACRIS RP approval process

    • ACI ACRIS Semantic Model• ACRIS Technical Considerations• Final Service description template and

    guidelines• Definitions of new services, including

    common Airport CDM information service

    • Web-service catalogue administration and logistics

    Following great interest from airports in the US and Canada and in an effort by the ACI ACRIS WG and its members to extend ACRIS to the Regions, this meeting was the first to take place in North America.     ACI recruits Director Communications & Events Airports Council International (ACI) is pleased to announce the appointment of Cheryl Marcell as Director Communication and Events at ACI World in Montreal, Canada, who will join the organization as of � August 20��. She currently works for the Sacramento County Airport System, in California, USA, where she has served as Deputy Director for Marketing and Public Relations since 2000. In this role she has been responsible for air service development, legislative activity, media relations, public relations, public art programme and all marketing projects for the four airports in the Airport System.     New Guidelines take flightHow do airports measure noise levels? Should they monitor human trafficking? And what does a crocodile have to do with airport safety? For answers to all these questions and more, On 8 June the Global Reporting Initiative (GRI)8 will launch the new Airport Operators Sector Supplement.

    Aircraft safety is high on the agenda, and the new guidance from GRI will help airport operators monitor and measure their performance to reduce the risk of accidents. There are hundreds of examples of animals causing plane accidents, from cows and even turtles on the runway to birds hitting the engines. The new sustainability reporting guidance for Airport Operators will help airports measure the number of ‘wildlife strikes’ that occur, so they can try to reduce the risks.

    Noise is also an important factor, particularly for people who live near airports. There is no internationally agreed decision on acceptable levels of noise from airports, but there is lots of discussion around how noise is measured. Airport operators can take measures to reduce noise – for example, some do not accept cargo planes, and others fly in different directions or at different heights. GRI’s new reporting guidance will help airports report how they measure noise, enabling them to make improvements where they are needed.

There is growing focus on sustainability issues in aviation, and with GRI’s new Guidelines airport operators will now know what key topics manage to achieve a high level performance”

    Airport SpotlightIn an ongoing construction phase, Maputo International Airport, Mozambique, opened its new international terminal on �5 November 20�0. The new terminal has a capacity of 900,000 passengers a year. A new cargo terminal has already been constructed and the next phase involves the construction of a new domestic terminal due to be completed in 20�3.

    Maputo International Airport aims to double its capacity from 450,000 to 900,000 per year and help expand tourism in the city and country.

    Sharp 11% passenger growth in April, one year after ash cloud slump

    Worldwide passenger traffic grew markedly in April propelled by a vigorous increase in international traffic in Europe. The �� per cent surge comes one year after the Icelandic ash cloud paralyzed wide parts of European aviation, shutting down air space and airports over several days.

    ACI World Director Economics Andreas Schimm says, “This increase is a very positive result, particularly in light of the current situation in Japan as well as in North Africa, and an erratic economic recovery. Year-to-date average global growth at 5.9 per cent certainly provides a solid basis as well as an upbeat outlook for the rest of the year.”

    While international traffic dropped by 5 per cent in April 20�0, it jumped by almost �8 per cent in April 20��, bringing year to date growth of 8 per cent. Easter holiday travel was a second factor contributing to that strong traffic increase, with holiday movements falling in the middle of April 20��, whereas in 20�0 Easter travel was split between March and April. Schimm adds, “This month’s spike represents more than just compensation for last year’s losses. When we compare back to April 2009, we still see that international traffic volumes rose by a strong �2 per cent, an indicator of growth over and beyond the compensation for disruptive factors.”

    Regional results (see Press Release 8)European airports spearheaded monthly growth at an extraordinary 27 per cent. Growth of more than 20 per cent was reported by 6� out of 78 airports in the sample led by Helsinki (+58%). Major European hubs including Amsterdam (+37%), Frankfurt (+3�%), London Heathrow (+3�%) and Paris (+29%) also registered hefty increases. At the other end of the spectrum, airports in Asia-Pacific and Africa suffered losses that held down overall results, with continuing instability in North Africa and the dramatic drops in Japanese traffic. Airports in Egypt, Japan, Tunisia and Bahrain saw their traffic plunge between 20 and 60 per cent (Tokyo Narita -�9.6%, Cairo -23.4%). In North America, and despite 7.6 per cent increase in international traffic, growth remains marginal (+2.�%), muted by almost stagnating domestic traffic. Latin America-Caribbean (+�5.5%) traffic soared with both domestic and international traffic growing double-digits. Brazil is the key market accounting for almost all of the growth alone helped by solid results in Argentina, Peru and Mexico. The Middle East reported its first double digit monthly growth

    International passenger traffic continues strong growth

    July 2007 results from 571 airports showed international passenger traffic rose by 8 percent and freight traffic by 4 percent compared to July 2006. First seven months of 2007 showed international passenger traffic up by 8 percent and freight traffic by 3 percent.

    A similar effect was only partially observed in air freight. While European air freight rebounded by �5.8 per cent, the other two major markets Asia-Pacific (-�%) and North America (-2.9%) reported negative growth. These results, however, still should be seen in the context of tremendous growth rates of over 30 per cent in the corresponding period 20�0. Similar to passenger traffic, Latin America-Caribbean generated genuine growth of ��.9 per cent with better increases in the dominant international freight sector.

    New ACI LAC Course on Airport Development PlanningThe inaugural seminar on airport development planning will take place from 29 June to � July, in Barbados. This seminar entitled “Strategic Planning at your Airport: Ingredients in Developing Airport Master Plans”, will explore many of the components involved in developing an Airport Master Plan, including: traffic forecasting, airfield and terminal demand capacity analysis, defining facility requirements, development of airport options, airport capital planning, overview of environmental issues, and land use planning, among other topics. This seminar will enable airport planning personnel to master the latest techniques and methods for the development of a master plan. The course will be delivered in English with simultaneous translation into Spanish.

    21st World Annual General Assembly (WAGA) to be held in Morocco

    Airports Council International is pleased to announce the venue of the 21st ACI World/Africa Annual General Assembly, Conference and Exhibition. The conference and exhibition will take place at the Palais des Congrés de la Palmeraie near Marrakesh, Morocco from 3� October to 2 November 20��. In light of the unclear political situation in Egypt, Egyptian Airports Holding Company (EHCAAN) and ACI agreed to cancel this year’s event and to hold the Assembly in Cairo in a future year.

    This year’s Assembly is now hosted by Office National Des Aéroports (ONDA). ONDA is a state owned company responsible for the operation of the national airport system and air traffic control processing �0 million passengers as well as 95,000 takeoffs and landings annually. Morocco is a fast growing aviation market. To accommodate additional growth, ONDA is planning several new terminals at airport across the country including Marrakesh Menara Airport.

    The theme of this year’s conference is ‘Forward to Basics - How resilient is your business? The conference will investigate business resilience in the areas of ACI’s core activities economics, safety and customer service. Two workshops will examine emergency preparedness and

    non-aeronautical revenues in more detail. A full conference programme will be released soon. �500sqm exhibition space adjacent to the conference hall will accommodate up to 40 international exhibitors showcasing latest innovation, products and services to approximately 500 event delegates.

    The conference venue is part of a 77ha resort �0km outside of Marrakesh.     ACI Global Training Welcomes the Airport Executive Leadership Programme (AELP) to Montreal!Kevin CaronAssistant Director, ACI Global Training

    ACI Global Training along with Concordia University were pleased to welcome the AELP participants to Montreal from 30 May to 3 June. Participants came from around the globe from Canada, Dominican Republic, India, Portugal, Switzerland, United States and Zambia.

    The six day face-to-face session was kicked off by a welcome reception on Saturday 28 May where the participants were finally able to meet with each other. All of the AELP the participants have already completed the required initial three weeks of distance learning, and they were set to roll up their sleeves for their transformational week of learning at the John Molson School of Business, Concordia University. The course is delivered by a faculty of four Business School Professors, two guest lecturers, three airport senior executives, a senior ICAO representative

    It is hard to believe that the time to say good-bye is already here.

    Having had the opportunity to be a part of the ACI Global Training team since the very

    beginning in 2004, I am proud to see how this programme has evolved to become a strong, successful and recognized training brand. I have truly enjoyed working in this industry and with our airport members as well as organizing the ACI Fund seminars worldwide for the developing nations’ airports. I want to thank my dear colleagues for their support throughout my career, but especially with their understanding and flexibility while I was at the same time pursuing my studies at the Business School of Geneva. I could not have wished for a better team to work with and atmosphere than I found at ACI.

    The ACI Global Training team was very pleased to attend the ICAO Global Runway Safety Symposium from 24 May to 26 May in Montreal, Canada.

    The aim of the Symposium was to coordinate a global effort for improving runway safety, identify a common framework for the enhancement of runway safety, highlight the evolution towards a more integrated safety management approach in ICAO’s runway safety programme, identify a format for subsequent runway safety workshops, and both promote and gain the commitment from partners to deliver regional runway safety workshops across the globe.

    Many participants at the GRSS symposium left keen to establish their own Local Runway Safety Team. Numerous presenters at the GRSS highlighted the fact the solution will not, and should not, come from one service provider, but rather should be an integrated solution that is established by all stakeholders including as a minimum representatives from aircraft operators, air navigation service providers, and the aerodrome operator.

    and Angela Gittens ACI World’s Director General. In total, some �5 people are directly involved with course delivery and logistics, allowing us to ensure the best possible executive level course designed specifically for airport leaders.

    As for the �7 participants, in addition to their classroom work, they have already started working on their classroom project of running a mock ACI World Board of Governors meeting where they are tasked with addressing three real-world topics. This exercise will be observed by several senior airport executives who will provide feedback and comments on the success of their work. Upon their return home they take one week off from their rigorous learning before completing the final four weeks of distance learning, which requires the delivery of an individual strategic visioning project and finally a group project. Successful participants will be awarded an ACI / Concordia University - JMSB certificate.

    Global Safety Network (GSN) Programme

    The ACI Global Safety Network Diploma Training Programme consists of three targeted courses on airport safety. It is specifically designed to meet the needs of airside operations and safety managers including developing, implementing and operating effective Safety Management Systems (SMS) at their airports.

    43rd ACI Fund Seminar “Managing Service Quality at Airports”29 May – � June 20��Incheon Aviation Academy, KoreaArturo Garcia-Alonso

    The 43rd edition of the ACI Fund Seminar took place in Incheon Aviation Academy, Korea, 29 May – � June 20��, dealing with a very important subject: “Managing Service Quality at Airports”. More than 25 delegates, representing �5 different airports and �2 nationalities, participated in all the activities, lectures and sessions over the 3 days of this intensive and excellent programme.

    The participants were divided in three different teams, to better analyse key success factors in customer service, benchmarking best practices, perceived vs. delivered service, and improving service methodologies. All the delegates were able to apply the lessons learned to a “case study” airport, analysing ASQ data and using all the different tools and practices provided by the ACI ASQ programme.

    In addition to the ACI Fund Seminar, some delegates were able to stay for the ACI Asia Pacific Small Airports Conference, 02-04 June

    20��, hosted by Incheon International Airport Corporation, extending the value of their participation in the ACI Fund seminar.The ACI World team and lead instructor would like to thank all delegates for their active participation and excellent rapport, extending sincere gratitude to IIAC and Incheon Aviation Academy for their excellent organization and cooperation.     Two AMPAP Gateway Courses at Opposite Ends of the Globe in May

    In the first week of May, the Global ACI-ICAO Airport Management Professional Accreditation Programme (AMPAP) was invited to deliver its gateway course, Air Transport System, at Australia’s Gold Coast Airport. Twenty participants from nine airports, including Tonga and Vanuatu took part in this entry course, which constitutes the first of six sessions in the AMPAP curriculum.

    As an addition to the course curriculum, the group had the pleasure of meeting Mr. Dennis Chant, Managing Director of Queensland Airports Ltd., who gave a special address to the class about the unique challenges faced by the airport industry in the Queensland region. Course instructor, Mr. Jean-Marc Trottier remarked, “Mr. Chant’s address highlighted salient industry concerns and corresponded seamlessly with our course content. Participants were certainly able to draw parallels from his speech during the presentation of their group work.”

    In the following week and at the opposite end of the globe, an identical session of the AMPAP gateway course was hosted in Belo Horizonte, Brazil, by the State Secretariat for Economic Development of the Minas Gerais Government.

    Airport executives from seven nations convened in Brazil and were joined by several provincial officials responsible for economic development and infrastructure. The senior-level participation during this session acted as a catalyst for

    stimulating classroom discussions which underscored the pivotal role that airports play in regional growth and prosperity. Course instructor, Mr. Paul Behnke noted, “We were particularly pleased to have our hosts provide a detailed briefing on the Minas Gerais Airport Master Plan. Of course, this included an overview of their preparations for hosting the World Cup in 20�4 and the impact this will have on the region.”

    The week in Brazil also provided an opportunity for Programme Graduates (IAPs) to reinforce their active involvement in the AMPAP community. Mr. Ramesh Ghir, IAP and 20�0 Class Valedictorian, dedicated time from his demanding schedule as CEO of Cheddi Jagan International Airport to act as a panel judge for group presentations. This along with the presence of course instructor, Mr. Michael Rodyniuk, IAP and COO of the Winnipeg-based Exchange Income Corporation, emphasized the important role of IAPs in the delivery and continued growth of the Programme.
