Terrorists, who carry out their acts of terrorism posing as ordinary members of the public, are invisible enemies. No place will be safe until international terrorism is wiped out. The fight against terrorism is the most important challenge to Japan as well as the international community as a whole.
The terrorist attacks in the United States on September 11, 2001, took the lives of 2,973 people including 24 Japanese. International terrorist acts are frequently committed in India, Spain, the United Kingdom, and other countries around the world.
The Fight against Terrorism Is the InternationalCommunity's Most Important Challenge
Al Qaeda, the terrorist organization that perpetrated the 9/11 terrorist attacks, has carried out its activities using Afghanistan and its vicinity as a terrorist breeding ground, sending terrorists trained in Afghanistan around the world and conducting other activities. The international community, with its determination not to let Afghanistan be used as a terrorist breeding ground again, has launched the fight against terrorism, i.e. Operation Enduring Freedom (OEF) . The operation has been underway for six years. Some 40 countries are taking part in this operation, although it is a long and difficult fight, including Canada, France, and Germany, which did not participate in the war in Iraq. In addition to mopping-up operations on the ground, the Maritime Interdiction Operation (MIO) is blocking movements by sea of terrorists, their weapons, and the drugs and so forth that are a source of their funds to prevent them from spreading around the world. In addition, on the basis of United Nations Security Council Resolution 1386, the International Security Assistance Force (ISAF), charged with maintaining order in Afghanistan, has been deployed, with 37 countries taking part.

The OEF-MIO is extremely important to deterring terrorism. At present 8 countries are participating. ・The OEF-MIO aims to crack down on terrorists' activities at sea (smuggling of weapons and drugs, and movements of terrorists and funds). The activities of the participating countries depend heavily on the provision of fuel and water by the Maritime Self-Defense Force (MSDF). Thanks to the almost uninterrupted presence of MSDF refueling ships in the area of operations, the warships of participating countries do not have to frequently put into supply ports and are able to continue operations for long periods. This has led to success in maritime interdiction, and the activities of the MSDF are highly appreciated by the participating countries. ・So far the MSDF has conducted ocean supply to ships of 11 countries: Canada, France, Germany, Greece, Italy, the Netherlands, New Zealand, Pakistan, Spain, the United Kingdom, and the United States. Pakistan, in particular, the only Islamic country, relies heavily on fuel and water supplied by the MSDF. The stability of the Indian Ocean is also essential to Japan’s economy, which depends on maritime transport for over 99% of all trade in volume or by weight.
