FOREWORD
It is with great pleasure that I write this foreword to the Australian Institute of Project Management’s 2015 Project Management Achievement Awards Commemorative Book.
It has been a transformational year for the Awards. Like all things project management, PMAA has been subject to annual improvements over many years. This year, however, we undertook a comprehensive review in order to secure the scheme’s place as the premier project management awards in Australia.
The committee introduced a single national judging process, through which we identified all national and state winners by category. This provided a heightened level of consistency across category judging. On behalf of all members, I would like to convey my gratitude to National Chief Judge Philip Van Der Moezel and his team of judges for their considerable effort in making the new system work so well.
This year also sees the introduction of a Research category into the PMAA, which is aligned with the AIPM’s Strategy 2020 and is intended to encourage members to undertake research in areas that will benefit both the profession and those who practice it.

MESSAGE from the National Chief Judge
The year 2015 was an exciting one for the PMAA. In addition to being the second year of electronic submissions, we saw the introduction of a new national judging framework for the first time.
There were approximately 140 submissions across all the project and individual categories. Competition demonstrates the overall high standard of submissions and project management professionalism throughout the nation.
I was extremely heartened by the number of chapter volunteers, many for the first time, who committed their time to the judging process. A number of senior judges became Category Chief Judges with small judging teams allocated to try to keep the workload to a minimum. I thank the whole team for their contribution and commitment.
Without the outstanding efforts of Linda Chiarella in collating the submissions, allotting judges to categories and being the day-to-day point of contact, none of this would have been possible. I also commend all the organisations and individuals who contributed to the development of the submissions and congratulate those who received an award or commendation.
Finally, I wish all the best to those submissions that progress to the apfpm PM Achievement Awards, run by the Asia Pacific Federation of Project Management, and the IPMA Achievement Awards, presented by the International Project Management Association.

INDIVIDUAL AWARDS CATEGORIESThere are four categories for individual submissions.
CATEGORY A: PROGRAM/PROJECT DIRECTOR (equivalent to AIPM Level 3 CPPD)
CATEGORY B: PROJECT MANAGER (equivalent to AIPM Level 2 CPPM)
CATEGORY C: YOUNG PROJECT MANAGER – 18–35 YEARS (equivalent to AIPM Level 2 CPPM)
CATEGORY D: PROJECT TEAM MEMBER (equivalent to AIPM Level 1 CPPP)
AWARDS FOR PROJECTSThere are ten categories for project submissions.
CATEGORY 1: CONSTRUCTION/ENGINEERINGConstruction/engineering projects such as buildings, utilities, and infrastructure.
CATEGORY 2: DEFENCE/AEROSPACEDefence or aerospace projects involving the delivery of products or services.
CATEGORY 3: ICT/TELECOMMUNICATIONSInformation and computer technology or telecommunications projects that normally involve the project management of the development of software, specific telecommunications applications and/or hardware upgrades.
CATEGORY 4: ORGANISATION/CHANGE MANAGEMENTOrganisational change and management projects that normally involve the project management of organisational change. This category

includes, but is not exclusive to, introduction of a PMO or EPMO to an organisation.
CATEGORY 5: SMALL PROJECTSSmall scale projects from any industry with a total project budget of less than $1,000,000 undertaken in any field.
CATEGORY 6: REGIONAL PROJECTSProjects undertaken outside of metropolitan areas. These projects must demonstrate that value was added to the regional area. Value may be achieved in many ways such as increased employment opportunities, technology, economic development, infrastructure improvements and health or education services. This category includes projects undertaken within the agricultural sector, which has involved the project management of aspects such as farm production, agricultural processing and manufacturing.
CATEGORY 7: COMMUNITY SERVICE AND/OR DEVELOPMENTCommunity, cultural or volunteer-based projects as well as projects that are conducted by or underpin/promote the education, development,
preservation and well-being of Indigenous, disadvantaged, or disabled people or which are undertaken in not-for-profit organisations.
CATEGORY 8: SUSTAINABLE PROJECTSProjects that demonstrate project management achievement/excellence in delivering sustainable outcomes from the social, financial and environmental (triple bottom line) viewpoints and/or projects that have embedded sustainability principles and practices into their project execution processes and organisational culture.
CATEGORY 9: INTERNATIONALLY FUNDED HUMANITARIAN AID PROJECTS Projects that demonstrate project management achievement/excellence in delivering humanitarian aid projects, which have an international funding source. Projects must fulfil the requirements of an internationally funded humanitarian project according to the The Ten Principles of the UN Global Compact.
CATEGORY 10: PROJECT MANAGEMENT RESEARCH AWARDResearch papers that demonstrate excellence in the areas of research innovation, complexity, the challenges faced and the value of the research to the project management community.

G20 Project Group Queensland Police Service
World leaders, finance ministers, and international media converged in Queensland for two major events in 2014 as the Queensland Police Service successfully delivered one of the largest and most complex security operations projects in Australia’s history—Operation Southern Cross. The security project spanned the G20 Leaders Summit in Brisbane and the G20 Finance Ministers and Central Bank Governors meeting in Cairns to ensure the safety and security of all visiting leaders, dignitaries and delegates.
Preparations in the two years leading up to these events involved incorporating lessons learnt from previous G20 Summits and collaborating with a number of other parties including government agencies, international, national and state policing resources as well as defence and emergency services networks.
By the close of the project, the Queensland Police Service had laterally expanded the boundaries of its culture and traditional project management practice to deliver the safest G20 Summit in history.

PROJECT TEAM MEMBER OF THE YEAR Anna Perera-Cameron AECOM
A valuable member of the Davis Langdon/AECOM team, Anna Perera-Cameron has helped deliver a landmark project rolling out grocery stores in remote indigenous communities throughout the Northern Territory. Perera-Cameron has proved to be adept at dealing with complexities brought on by the stakeholders involved—both government and community— and the individual tasks to be delivered. Her keen and agile approach has earmarked her for a bright future in project leadership.

When Jon Riddett was tasked with establishing an Enterprise Program Office at Dun & Bradstreet, it was to lead the agency through the most significant changes to privacy legislation in 25 years: the Privacy Amendment (Enhancing Privacy Protection) Act 2012 and the Australian Retail Credit Association Code of Conduct. Not only did Riddett set up an exceptional management structure, his contribution to Dun & Bradstreet lifted its project management maturity in the process.

In three years Elena Zagorenko delivered more than 50 operational maintenance projects, works and programs in ElectraNet’s $57 million refurbishment portfolio, including high-risk work such as bare-hand work on live conductors off aerial platforms and even an underwater transmission tower refurbishment. Zagorenko’s maintenance project management framework has resulted in many projects coming in ahead of schedule, with close to 20 percent savings for the 2013-18 regulatory period.
YOUNG PROJECT MANAGER OF THE YEARPenelope BlundenMajor Projects Victoria
Margaret Court and Rod Laver are two of Australia’s favourite tennis players, their legacy united in one young project manager, Penelope Blunden. Her simultaneous handling of the Margaret Court Arena project and Rod Laver Arena concourse upgrade, navigating a large stakeholder team through a complex project in a live operational precinct, were integral to their success. In addition to displaying key leadership qualities, Blunden used her interpersonal skills to ensure stakeholder satisfaction on both projects.

Ebola Response in West AfricaAspen Medical
In response to Australia’s pledge to combat the spread of the Ebola virus disease outbreak in West Africa, Aspen Medical took management of an Ebola Treatment Centre in Sierra Leone. The US Government then contracted Aspen Medical to establish four Ebola Treatment Centres in Liberia, adding complexity to the project. The result was a successful life-saving mission that not only stemmed the spread of the disease, with zero infections among the healthcare and support team, but also gave local healthcare workers the training needed to continue this important work.

Ryde Aquatic Leisure Centre Surf AttractionCity of Ryde
With around 700,000 visitors a year, the Ryde Aquatic Centre in Sydney has had no trouble attracting community members since it was built for the Sydney 2000 Olympic Games. The demographics of the centre, however, are largely families with young children who enjoy its water slides, inflatable obstacle courses and similar attractions. To appeal to teenagers and young adults, the City of Ryde built a state-of-the-art heated surf simulator, the Surf Ryder. A functional, innovative and sustainable piece of civil infrastructure, the attraction also incorporates public art components addressing the safety, functionality and aesthetic integrity required of a community-owned facility.

Cyclone Recovery Works at Ramingining and MilingimbiDepartment of Infrastructure
When the destruction of schools, health centres, police stations and community buildings wrought by Category 3 Tropical Cyclone Lam required remedial attention, the Northern Territory’s Department of Infrastructure set about implementing an emergency recovery project. Located in the remote communities of Milingimbi and Ramingining in Arnhem Land, accessible only by air or barge during the wet season, the project restored public health and safety, shelter, and services for approximately 2,000 locals, while ensuring community needs were met through consultation and training opportunities.

Safe water is always top priority in any community, so when SA Water found that its water treatment plant at Happy Valley was not meeting Australian standards, it devised a project to upgrade its chlorine station, the first major hazard facility to be built in South Australia. SA Water and Kellogg Brown and Root joined together to form PMP Solutions, which handled the project’s robust quality and risk management requirements on a brownfield site. The result is safe drinking water for 500,000 customers with no disruption to the community’s water services during the project.

Going paperless has many compelling benefits and for Tasmania’s Department of Police and Emergency Management reduction of errors was on top of the list. The Department made the switch from a paper-based notice system for infringements related to traffic, licensing, littering, environmental, and other legislated offences, to a mobile system.
Over the course of eight months, at a cost of just $93,000, the team developed the electronic Police Infringement Notice System, which provides real-time data for more accurate records. It allows officers to perform identification validation, capture geo-location data, access relevant live licence registration and prior conviction information. Flood Recovery ProjectShire of Campaspe
Two floods, 55 bridge restorations and 410 kilometres of road renewals—that’s what the Shire of Campaspe had to contend with after a 2011 flood across northern Victoria damaged its essential infrastructure.
A second flood in 2012, which inundated many reparations, threatened to hamper reconstruction efforts, but it was the outstanding project management within the council that allowed the Shire of Campaspe to deliver this project by its original funding deadline and restore these assets for the community.

Butler Extension ProjectPublic Transport Authority of Western Australia
The population of Perth’s northwestern suburbs is increasing at a rapid pace, which is why the Public Transport Authority (PTA) of Western Australia made a decision to extend the city’s public transport system to the suburb of Butler. The $240 million Butler Extension Project involved increasing the Joondalup Line by 7.5 kilometres north of the existing Clarkson Station and building a car/bus/rail interchange transit station at Butler. PTA completed the project three months ahead of schedule and $20 million under budget thanks to efficient contract management.
Premier of Western Australia Colin Barnett and Transport Minister Dean Nalder officially opened Butler Station on Sunday 21 September 2014 in front of members of the Butler and Jindalee community. The extension is expected to serve more than 2,000 passengers per day, helping to ease pressure on the Mitchell Freeway and other major road corridors.
