Uniformity: Objective: To ensure that ATM operations are compliant with ICAO
CNS/ATM plans and global interoperability requirements, provide a seamless service to the user at all times throughout Europe

European ATM: a Network
Complex integrated network of organisations, information and processes:
Interdependence of stakeholders’ operational decisions Consistent management of all phases of flight, gate-to-gate, system-wide
information sharing
This requires: A Systems Approach for the ATM network
Organisational means to manage the ATM network as an integrated whole via seamless services
